Service for Foreign Policy Instruments</narrative></reporting-org><title><narrative>Supporting the Iraqi State: The Peripheries Must Hold</narrative></title><description type="1"><narrative>&lt;p class=&quot;ql-align-justify&quot;&gt;The aim of the project is to support the stabilization of Iraq by assisting the Iraqi state in addressing the drivers of conflict in the country, through dialogue on local grievances, the proliferation of arms and regional instability.&lt;/p&gt;&lt;p class=&quot;ql-align-justify&quot;&gt;The Centre for Humanitarian Dialogue&apos;s (HD) mediation strategy and activities in Iraq will focus on supporting the Iraqi government in weathering the changes in the region, addressing local grievances and the intersection of climate change-based migration and poverty, tribal violence, crime and drugs, which pose a significant threat to the country¿s stability.Iraq needs support to become more resilient in the face of recurrent shocks as the old order has collapsed but a new one has not emerged, risking the rise of new extremist groups, inspired by anger over the Gaza war, or inspired by the Syrian success of Jabhat al Nusra turned HTS turned the government in Damascus. Criminal networks have risen taking advantage of the chaos, smuggling drugs, exploiting an addiction epidemic in Syria and Iraq, as well as mass displacement and migration due to climate change, unemployment, the collapse of agriculture, despair and fear.&lt;/p&gt;&lt;p class=&quot;ql-align-justify&quot;&gt;HD will conduct field trips to local communities in the governorates of Anbar, Ninawa and Salaheddin (predominantly Sunni) in order to identify the places to which returnees have chosen to go. HD will interview returnees, local tribal leaders and local mayors, in order to understand particular challenges. Likewise, the tribes and communities who reject returnees will be visited so that their grievances, and the reasons for their recalcitrance, will be understood and addressed. This is a dual effort which involves classic mediation between returnees, their original communities, and the central government, addressing grievances and tensions to prevent violence and facilitate returns. At the same time, this involves capacity building to the state and its officials who lack access, knowledge and awareness of the problems and their potential solutions.&lt;/p&gt;&lt;p class=&quot;ql-align-justify&quot;&gt;In this evolving context, HD will continue cooperating with the central government to enhance its responsiveness to the population and strengthen its monopoly on the use of force.
