<narrative xml:lang="en">Prevention+ Partnering with Men to End GBV</narrative> Prevention+ aims to address gender inequality by promoting masculinities based on equality, non-violence and care-giving, and by focusing on boys and men, and girls and women, as agents of change. The long term objectives of this five-year program are to contribute to a gender just society which is free of gender-based violence (GBV). Prevention+ aims to transform social norms that drive GBV, and contribute to related changes in legislation, policies and practices of governments and other service providers. Rutgers, Promundo, and Sonke Gender Justice, along with local partners, will work with institutions and male and female adolescents and adults across Indonesia, Pakistan, Uganda, Rwanda and selected Mena countries. Women's rights organizations are essential partners of this program to support activities and advocate for change. The MenEngage Alliance will further promote Prevention+ objectives internationally through its network and policy advocacy. The program is evidence-based; it has been developed on the basis of research findings that show that well-designed gender-transformative programs with both sexes of different age groups are highly effective in order to underpin the positive transformation of rigid gender norms and contribute to a society free of GBV. Prevention+ is funded by the Government of the Netherlands.

In-depth interviews with CSOs and public partners indicated, all interviewed staff under the program who were interviewed expressed a positive change in attitudes towards gender equality. At the end line, results of the pre and post-test surveys indicated that 100% of all trained Government and CSO staff had favorable attitudes towards gender equity. In addition, all the KII of the ETR who had received training, demonstrated favorable attitudes towards gender equity.

<narrative>3.2 More favourable attitudes towards engaging (young) men in GBV prevention among trained government and CSO staff.</narrative> Pre and Post-test surveys were conducted among these gov't & CSO staff before and after the week-long training. We also assessed this indicator using FGDs during End Term Review

There were favorable changes in attitudes towards engaging (young) men in GBV prevention among trained government and CSO staff. This change was re-echoed in all FGDs of participating community representatives

<narrative>3.3 Increased comfort and skills in trained government and CSO staff in working with (young) men to prevent GBV</narrative> We used pre& post test surveys to assess whether gov't & CSO trained staff improved skills for preventing GBV.

In-depth interviews with CSOs and public partners indicated, all interviewed staff under the program who were interviewed expressed increased comfort in working with (young) men to prevent GBV. There was improved knowledge among CSOs & government staff on working with men and boys to prevent GBV. Their skills had been enhanced by the training from 77% at baseline to 99% at end line. .

<narrative>Result area 2: OUTCOME- Increased supportive norms to prevent GBV and promote gender justice</narrative> Result Area 2: Communities hold equitable gender norms and prevent GBV <narrative>2.1 Increased positive notions of manhood (equitable, non-violent and caring) among (young) men and women in the targeted communities</narrative> Outcome measurement plan FGDs for assessing community perception on gender-equitable norms and prevention of GBV that was conducted among Women groups, Male action groups, and Champions.

On ensuring that communities hold equitable gender norms and prevent GBV, the output performance level was 157% at end term compared to 70.5% at mid term. The ETR observed that there were significant increase in positive notions of manhood (equitable, non-violent and caring) among (young) men and women in the targeted communities. All female FGDs reported improvement in caring by their male spouses

<narrative>2.2 Positive change within the targeted communities intervening in GBV cases and/or supporting GBV survivors</narrative> ETR investigated the willingness of community participants to support GBV survivors

The ETR observed significant positive changes among targeted communities where identification, reporting and intervening in GBV cases and/or supporting GBV survivors. However, support to GBV survivors was not sufficient given the nature of training content provided to the community facilitators which, according to some of them, lacked a strong component of ongoing psychosocial support. This view was also shared by one of the district probation officers; “There is need to now focus on providing psychosocial support to the victims on an ongoing basis….previously, the focus has been on punishing the perpetrators”

<narrative>Result area 4: OUTCOME- Targeted policy and law makers, donors or development partners display commitment to engage (young) men in GBV prevention and gender transformative approaches</narrative> Result Area 4: Enabling environment - at national and international level - to prevent GBV by engaging boys and men and to support gender justice <narrative xml:lang="en">4.3 # of targeted policy- and law-makers, donors or development partners who include language on the need to engage (young) men in GBV prevention in public speeches, existing communications, or public facing/official documents</narrative> We measured this indicator by routinely monitoring policy and law-makers, donors, and development partners that we engage through trainings, events such as the commemoration of national and international days, and those with whom we engage in advocacy work during which they include language in their speeches, communication or sign official documents committing to engage young men in GBV prevention and GTA.

There was improved commitment by targeted policy- and law-makers, donors or development partners who supported the GBV response through public speeches, existing communications, or public facing/official documents. Some examples include; commitment in signing the Local Action Plans to implement GBV prevention interventions, signing Local Ordinances among others. Overall, 226 policy and law makers included language on the need to engage men and boys in GBV prevention & response in public speeches, existing documents & official documents.

<narrative>4.4 # of targeted policy- and law-makers, donors or development partners who make or sign-on to official commitments (statements, agreements) on the need to engage (young) men in GBV prevention and gender justice</narrative> Used quarterly and bi-annual reports. The ETR assessed this indicator through key informant interviews and documents review to establish the level of achievement under this outcome

Overall, 132 policy and law makers, donors or development partners signed on to official commitments on the need to engage young men in GBV prevention & gender justice.

<narrative xml:lang="en">Result area 1: OUTCOME- Young) men and women have more gender just attitudes and behavior</narrative> Result Area 1: (Young) men and women have violence free and gender equal relationships <narrative>1.1 % of participating (young) men and women have more positive attitudes, including acceptance of positive masculinities (including equitable, non-violent, care giving) and of women’s political and economic participation</narrative> Our outcome measurement plan included using pre and post-test surveys to assess attitudes and behaviour at baseline and end line of program interventions.

We found that equitable attitudes, non-violent and caregiving improved by 18% i.e. from a proportion of 163/253 participants (64%) at baseline to a proportion of 164/200 participants (82%) at end line. Among females, equitable attitudes improved by 27% i.e. from a proportion of 141/205 (69%) at baseline to a proportion of 125/130 (96%) at end-line compared to male counterparts whose equitable attitudes improved by 11% i.e. from a proportion of 21/47 (45%) at baseline to a proportion of 38/70 (56%) at end-line.

<narrative>1.2 Improved communication skills within % of the participating couples</narrative> Our outcome measurement plan included using pre and post-test surveys to assess communication skills within participating couples at baseline and end line of program interventions.

Participating couples improved their communication skills by 33% during the project interventions i.e. from a proportion of 88/253 participants (35%) at baseline to a proportion of 136/200 participants (68%) at end line. There was no significant difference in the improvement of communication skills between females and males.

<narrative>1.3 % participating (young) men and women who do not believe intimate partner violence is acceptable</narrative> Our outcome measurement plan included using pre and post-test surveys to assess who do not believe in intimate partner violence at baseline and end line of program interventions.

The proportion of (young) men and women who do not believe that intimate partner violence is acceptable increased by 12% i.e. from a proportion of 131/253 participants (52%) at baseline to a proportion of 128/200 (64%) at end line. The increase in females who do no believe that IPV was acceptable was 8% from 109/205 (53%) at baseline to 79/130 (61%) at end line. The proportion of males who do not believe that IPV was acceptable increased by 23 % i.e. from 22/47 (47%) at baseline to 49/70 (70%) at end line

<narrative>1.4 Improved ability of % of participating (young) men to cope with problems and to control their aggression and frustration (e.g. reducing alcohol abuse)</narrative> Our outcome measurement plan included using pre and post-test surveys to assess ability to cope with problems & to control aggression at baseline and end line of program interventions.

We found that improved ability of participating (young) men to cope with problems and control aggression / frustration improved from 87/253 (34%) at baseline to 138/200 (69%) at end line. Copying mechanisms and controlling aggression among females improved from 72/205 (35%) to 93/130 (72%) between baseline and end line as compared to males whose copying mechanisms improved from 15/47 (32%) at baseline to 45/70 (64%) at end line.

<narrative>1.5 Reduced levels of intimate partner violence among % of participants</narrative> Our outcome measurement plan included using pre and post-test surveys to assess reduced levels of intimate partner violence a at baseline and end line of program interventions.

Reporting reduced levels of IPV increased by 26% between baseline and end-line. Participants who reported reduced levels of IPV was 132/253 (52%) at baseline compared to 156/200 (78%) at end-line. Among females, reporting reduced levels of IPV increased by 28% i.e. from 110/205 (54%) at baseline to 107/130 (82%) at end line. Among males, reporting reduced levels of IPV increased by 25% i.e. from 21/47 (45%) at baseline to 49/70 (70%) at end-line.

<narrative>1.6 % of (young) men and women report positive changes towards more equitable decision-making patterns (e.g. on household economics)</narrative> The ETR and outcome measurement plan FGDs were used to assess performance under this indicator.

<narrative>Result area 3: OUTCOME- More CSOs and relevant public sectors have institutionalized gender transformative approaches.</narrative> Result Area 3: Public institutions & civil society organisations have institutionalised gender transformative approaches and promote gender justice <narrative>3.4 Improved referral and/or response mechanisms for survivors of GBV</narrative> We've used quarterly review and planning meetings under the GBV networks to monitor progress on referral and response mechanisms.

'The project has supported the establishment of GBV prevention networks. Consequently, the networks have improved referral and response mechanisms for GBV survivors in the 3 projects. GBV prevention networks are active in all project sites. We work with village health teams (VHTs) and trained community facilitators on cases identification, counselling and referral for further management to other government facilities. After training the duty bearers e.g. Police, health workers and probation and welfare officers in GTA , we have seen an improved working relationships and referral mechanism.

<narrative>3.5 Targeted institutions have developed and/or implemented more favourable policies, budgets, protocols or guidelines</narrative> We used quarterly network review and feedback meetings to assess the development of policies, budgets and guidelines, and the signing of MOU. During ETR, we measured this indicator using KII

Arua GBV Network developed bi-annual news letter which highlights guidelines for the network. Bushenyi and Arua District Local Government developed local action plan to address GBV using GTA lens that has been embraced by other CSOs and institutions in the district. In Kapchorwa, FIDA Uganda, Action Aid and Uganda Human Rights Commission developed guidelines that support male involvement in women empowerment programmes.

<narrative>3.6 Targeted institutions/ CSOs integrate gender transformative approaches in services offered</narrative> Quarterly meetings were done to enable participating CSOs / institutions to share updates on the adoption of GTA in their programmes. The ETR assessed this indicator through key informant interviews to establish the level of achievement under this outcome.

•Prevention+ program has trained staff from institutions and CSOs in GTA. After training, institutions were expected to review their policies or operations and find a way of integrating GTA messages. Mid-term results showed that Muslim leaders have introduced Program P messages (e.g on positive parenting ) into their sermons. Further, religious leaders have integrated positive parenting into couple counseling and guidance. Muni University reviewed the university policies to assess entry point to integrate GTA. FIDA has integrated fatherhood into legal counseling. •The UN Refugee Agency (UNHCR) in Arua, accepted to join the GBV network. The Agency participated in the formulation of Local Action Plan (LAP) that is gender transformative in nature, took it up and shared it (LAP) with the national SGBV taskforce as best practice for emulation by other refugee host district. •The project has built capacity of religious institutions. For example Madi and West Nile Diocese (Arua district) through prevention+ built capacity of 5 pastors who are active in their parishes and having community dialogues, contextualized Bible studies and other sessions on gender transformation and SGBV. The diocese has also reviewed church structures (Women’s union and Father’s union) and came up with Family Life Desk as a way of institutionalising GTA. •Arua Prisons (female wing) conducts monthly Focus Group Discussions (FGDs) with female inmates on Gender equality, Human rights and non-violence. 2 female prison staff that trained in Program P have rolled out the program among the female inmates. A drama group was formed and staged performance during 16 days of Activism campaign. •An institution for child protection in Arua district (ANPPCAN Uganda Chapter), benefited from Prevention+ project. 2 staff who trained in program P have integrated it in their capacity building trainings (Training curriculum for parents, Caretakers and Paralegals in child protection). •FIDA-Uganda (Kapchorwa), an organization that empowers women to seek for justice in courts of law, through Prevention+ adapted the use of male role models as mediators during sessions which has attracted other men to see for legal services in this centre. •Elgon radio station media centre (Kapchorwa), with support from Prevention+ airs out gender-transformative messages to public. The media centre ensures gender balance in the panelists (male & female) used to pass or broadcast information. Faith leaders in 3 districts reviewed religious sermons using GTA lenses e.g. during pre-marital counseling by pastors & Sheikhs/ Imams, Uganda Police in Arua adopted GTA e.g. by recruiting both male and female staff under Child and Family Protection unit.

<narrative>Result area 4: OUTCOME-Development and/or implementation of laws, policies, budgets and guidelines for engaging (young) men in GBV prevention and gender transformative approaches</narrative> Result Area 4: Enabling environment - at national and international level - to prevent GBV by engaging boys and men and to support gender justice <narrative>4.5 # international, national and sub-national policy, laws, budgets and guidelines developed and/or implemented on engaging (young) men in GBV prevention or promoting gender justice</narrative> We used bi-annual and annual reports. The ETR assessed this indicator through key informant interviews to establish the level of achievement.

It was observed that there was significant program contribution towards development of district level ordinances, budgets, work plans; and national level policies and guidelines and costed plans. Overall 10 national and sub-national policy, laws, budgets and guidelines were developed or implemented on engaging young men in GBV prevention or promoting gender justice.

<narrative>Result area 4:OUTCOME-Increased awareness, support, capacity, collaboration and uptake of gender transformative approaches to engage (young) men and women in GBV prevention amongst networks, movements and organisations</narrative> Result Area 4: Enabling environment - at national and international level - to prevent GBV by engaging boys and men and to support gender justice <narrative>4.1 # of representatives from targeted networks, movements, and organisations who sign-on to official committments on gender justice and GBV prevention or include language on engaging (young) men and boys in GBV prevention in public speeches, existing campaigns and communications</narrative> We monitored quarterly and bi-annually the number of representatives from networks and organizations who sign on to official commitments on GJ and GBV prevention or include language on engaging men & boys in GBV prevention campaigns

A total of 106 representatives or members from networks & organisations signed on to official commitments on gender justice and GBV prevention or included language on engaging young men & boys in GBV prevention in speeches and campaigns.

<narrative>4.2 Targeted networks, movements, and organisations have strengthened capacity and collaboration in advocating for gender justice and GBV prevention</narrative> The indicator was measured using training and other programme reports. We measured this change during ETR through KII and document review.

In all the project implementing districts, the project formed strong GBV prevention and gender justice promotion networks, and have since strengthened capacity and collaboration in advocating for gender justice and GBV prevention.

<narrative>Generation G - Sonke</narrative> The Generation G partnership strives towards the creation of gender-just and violence-free societies with and for young people in their full diversity. The partnership raises public support, advocates for improved policies and laws, and strengthens civil society, all as a way to contribute to gender justice. The partnership addresses three key interrelated challenges: gender-based violence, the unequal division of care, and women’s lack of access to civic space. The Generation G partnership is a collaboration of partners in Indonesia, Jordan, Lebanon, Morocco, Rwanda, South Africa, and Uganda, with a global consortium consisting of Rutgers (lead), ABAAD, Promundo and Sonke Gender Justice.

Several young people have participated in decision making processes and perceived their participation as meaningful. The yearly target was achieved by over 114% and on track to achieve the 5 year target. The reach was 147 females and 121 males. The reason for the overachievement was due to change in strategy of implementation. Instead of one organisation take the lead, all three orgainsations have be incorporated MIYP across all the activities done. Additionally all three organizations underwent a MIYP training, giving a new appreciation for the value of youth, which led to the change in strategy. However, the target of 60% female aged 15-25 years was under-achieved. PtY Uganda plans to have targeted engagements on direct beneficiaries to improve this indicator. The 5-year of 65 was achieved however some dropped off after the enactment of the anti-homosexuality bill. More CSOs have been identified and included in PtY activities. Tier 2 CSOs were contracted and their capacity and systems improved through training on Finance, Governance, safeguarding and Monitoring & evaluation. More CSOs were involved in PtY events such as PtY festival, policy and inter university dialogues meeting, Vice Versa festival among others. 94 CSOs were engaged in 2023 and of these 71 amount are unique engagements. The yearly target was achieved and on track to achieve the five year target. This was attributed to the digital storytelling capacity building training for CSOs and CBOs which gave young people a platform to tell their stories and sparked off online conversations with duty bearers and policy makers on key SRHR issues affecting the young people. Additionally, individual organisations were followed up to assess their understanding of the lobby and advocacy concept, knowledge utilisation/ institutionalisation process, challenges and possible recommendations. There were 35 cumulative CSOs which have participated this year. 12 additional CSOs have improved gender and social inclusion lenses within their programming. The performance was below the yearly target, however the five year target is achievable given the experience in GTA. A gender and inclusion analysis among new and old CBOs and CSOs in their areas of operation was conducted with an aim of identifying gaps and recommendations and support to CBO/CSOs to bridge them.

PtY Uganda supported the passing of the National strategy on ending teenage pregnancies and child marriage through sensitisation of policy makers and government leaders at national level on improving the initiation and tabling of Bills and policies and implementation of existing or new laws and policies. In addition, the team supported Bufumbo Sub-county to improve their already existing bylaw on child protection to include key issues addressed by PTY. The yearly target was achieved and on track to achieve the 5 years target through continuous follow-ups and tracking status of other policies in the pipeline.

379 young people participated in decision making processes and perceived their participation as meaningful, these included 259 females and 120 males. 64% of the assessed young people were female aged 15-25 years. Young people participated in policy and decision making processess at community, subcounty, district and national level platforms. Some of these spaces included District Health Team meetings, District Committee on Adolescent Health meetings, District Technical Working Group meetings and school engagement sessions.

5 Policies/ by-laws in the districts (Mbale. Busia & Isingiro) are in final stages of enactment as a policy in their district. In Busia 1 Ordinance on Disco Matanga ( Family and child protection Ordinance), in Mbale Bufumbo S/C review of Child protection By-Law, and in Isingire 3 by-Laws on regulating the time for opening and closing bars, lodges and pool tables, Marijunana and Mairungi by-Law, and Gambling/Betting by law. The district council processing are done waiting from the office of Solicitor general for final approval. In addition, PtY started the process of re-tabling the EAC FGM Prohibition Bill and had strategic engagements with the Council of Ministers, EALA Members of parliament, and the EAC technical team to popularize the EAC Bill and seek their support in re-tabling the Bill. The key stakeholders committed to supporting the bill once it's presented at EALA Parliament. PtY will continue supporting the processes and advocate for the re-tabling and passing of the EAC FGM Bill. Furthermore, PTY supported the processes of having the sexual offenses bill re-tabled,and on 14th /10/2024 the Sexual Offenses Bill 2022 was re-tabled on the floor of Ugandan parliament. the processes of it's enactment as a National policy is still ongoing and PTY will continue to advocate for this bill to be passed.

434 Young people ( 50.5% - female, 49.5% - male) have participated in various platforms such as the District committee on adolescent health, been part of discusssions in the EALA engagements during reviews and discussions around the anti - FGM bill, young people have been part of district budget discussions and some of them have taken up leadership positions inorder to represent fellow young people on these platforms. Young peoples voices, videos through testimonials and surveys have been captured to report on perception for participants as meaningful at subnational, national and regional levels. Although we had not planned to reach any new youth during 2025, we employed an in school strategy. We recognised the need to reach sub-counties where the programme had not yet reached. We assessed the meaningfulness through youth advocates who had followed up on team agreements or actions that were agreed upon during sessions. Therefore the total is generalised and not at an individual level. Additionally successess stories were documented through videos and text.

The PtY Regional learning and Celebration Festival had new 22 CSOs come together to learn from PtY strategies and innovations, celebrate successes and witness a journey that has empowered young people and transformed communities. 7 Women led, 10 Youth led, 4 both Youth & Women led and 1 others. The team identified more CSOs who would strengthen the movement building and had invited them to the regional learning and celebration hence increasing our reach for the year.

The team visited CSOs and supported one on one mentorship sessions on holding duty bearers accountable on commitments made towards the elimination of harmful practices; teenage pregnancy, SGBV, FGM, early marriages at district level across all the districts of implementation. The disaggregation is as folows 3 Women led, 5 Youth led, 2 Both Women & Youth led, 0 Others.After the production of our GTA, Advocacy and MIYP, toolkit in 2024, we were tasked to develop dissemination plans, which resulted in the team reaching additional CSOs and communities.

The team visited CSOs and supported one on one mentorship sessions on integration of GTA and MIYP at all stages of their programming for sustainability across all the districts of implementation. In 2025, the Bufumbo sub-county (Mbale district) review of the child protection by-law was finalised and passed. The other by-laws (In Busia 1 Ordinance on Disco Matanga ( Family and child protection Ordinance), and in Isingiro 3 by-Laws on regulating the time for opening and closing bars, lodges and pool tables, Marijunana and Mairungi by-Law, and Gambling/Betting by law are still waiting for approval from the office of Solicitor general. In addition, the consultative meeting on the re-tabling of the EAC FGM Bill 2024 was held on February 17, 2025, at the Nairobi Safari Club. It was organized by EASSI, RHU, and UYAHF under the Power to You(th) program. Key participants included the EALA Technical Team, EAC Draft Person, and other stakeholders. The meeting focused on drafting the EAC FGM Prohibition Bill, harmonizing the relationship between key players, and developing an action plan for the bill's re-tabling at EALA. Achievements included strategic discussions on FGM legislation, clarifying regional FGM data gaps, and securing commitment from key EALA members for the bill�s advancement. Similiar activity was held at Nairobi Safari Club in Nairobi, Kenya, on 19th � 20th March 2025, with 21 participants, consisting of 9 males and 12 females, representing a mix of organizations, including EASSI, RHU, UNFPA, UNICEF, and several others. Participants included EALA members, CSOs, and representatives from countries like Kenya, Uganda, Tanzania, Somalia, and South Sudan. The main objective of reviewing the draft Bill clause-by-clause was successfully met. Key provisions were discussed, and feedback was incorporated into a revised version of the Bill. Several important clauses were introduced, including the inclusion of FGM in educational curricula and the creation of national focal points for implementation.

In 2021 we concentrated on capacity building of CSOs, Youth Networks and community members on accountability monitoring processes and mechanisms. It is expected that in 2022, the communities, CSOs will start using the accountability mechanisms to monitor SRHR services for all people.

Qualitative measurement Youth networks have been actively involved in the use of community scorecards, as a tool for promoting accountability and improving the quality of public services, by giving community members a voice in the evaluation process and empowering them to take action to address areas where services are performing poorly. The youth networks at T/A Kasumbu expressed that the used the community scorecard process in the procurement of various items at the school, checking whether procurement processes have been followed and if the items are of good quality. The youth networks have also used the community scorecard process at the health facilities to assess service delivery at the community health facilities.The youth have also used the tool to monitor the utilization of funds in the construction of a school shelter at Nainunje school in Machinga.

Qualitative measurement The initiatives conducted ensured that there was an interaction with societal actors, ensuring that that they have the relevant information and they are aware of their role in the fight against unintended pregancies, harmful cultural pratices and SGBV. Chiefs have also been supportive through the chiefs forum by raising awareness in their communities, in line with PtY themes. Parents through the Parents Teachers Association and Mother groups have also been supportive, by following up on school dropouts, to enusre that they go back to school.Religious leaders are also supportive of youth-centered initiatives, by deliberately having youth groups in the churches. They have also taken a step further to ensure that they are checking the age of couples during marriage ceremonies.

Young people have been able to participate in decision making structures at community and district level. They have been able to lobby for community bylaws on prevention of harmful practices, report cases of SGBV and ensuring that such cases are settled, they have been able to participate in structures such as the school management committee, village development committee, community victim support unit and chief's forum. The total number reached is 274 (152 female and 122 male). The reason for overachievement is due to some unfunded events which increased reach beyond what we had planned.

The PtY Malawi Consortium continues to work with the CSOs that were identified in 2021 and 2022. The target for the 5 years is 40 CSOs and we will continue to engage these CSOs. In 2023, the CSOs were reached through various interventions such as GTA training, Comprehensive Sexuality Education workshop and Termination of Pregnancy Bill workshop.

PtY Malawi continues to work with the structures reached in 2021 and 2022. The total for the structures added in 2023 is 9 (2 youth-led csos, 1 csos not youth-led or women-led, 1 community, 5 advocacy networks). The structures have been trained in lobbying, advocacy and research. Some have contributed to the mid-term evaluation by compiling stories that were part of the research and some have been involving in lobbying and advocacy at community level with chiefs, on the enforcement of community bylaws and ensuring that gender related laws are known amongst the communities.

PtY Malawi continues to work with the CSOs reached in 2021 and 2022. The total number of csos added in 2023 is 4 (CSOs not youth-led or women-led). The CSOs have been trained in GTA and have been assessed on utilizing a gender and social inclusion lens, however at different levels, considering that it was a new concept for some of the CSOs.

PtY Malawi supported the review of the draft ammendment bills. These 2 are the gender equality and the child care, justice and protection.

PtY Malawi supported the implementation of the changes in the penal code on the age of the child from 16 years to 18 years

Young people have continued to meaningfully participate in decision making bodies and have applied the knowledge and skills attained after engagements with the PtY coalition, to hold duty- bearers accountable. The total reach is 109 (49 Males 60 Females) The reason for underachievement is because the targets for 2024 were submitted prior to clarification of whether it was cumulative or not. However, we have achieved our target for the 5 years.

We continued to work with 39 CSOs that we have identified in the previous years. Engagements included, among others, SRHR training, Male Engagement for GBV prevention Symposium, which highlighted working with men and boys to prevent gender injustice and collaborating with CSOs for the review of gender-related laws and policies.

PtY Malawi continues to work with the structures reached in 2021 and 2022. The total for the structures added in 2024 is 4 Communities (8 youth researchers). We provided refreshers and initial training to existing and new structures. A key highlight was their involvement in research dissemination to district councils. This provides councils with relevant evidence to action solutions.

PtY Malawi continues to work with the CSOs reached in 2021 and 2022 (35). The total number of CSOs added in 2024 is 4 (Not youth led or women led). in total 39 CSOs were provided with refresher training on GTA and participated in the Male Engagement for GBV Prevention Symposium. Advancement in CSOs who have been using a gender and social inclusive lens was demonstrated at the Symposium, where previously trained CSOs shared their experiences on integrating GTA in their interventions after engagements with PtY Malawi.

The team held capacity strengthening initiatives with young people. These young people were engaged in previous years. The purpose of the capacity strengthening initiatives was to provide direction and reviewing of gaps in implementation and how best to engage duty bearers in the future. This was also used as a sustainability strategy in order for young people to speerhead their own initiatives beyond PtY. No new members were engaged since most structures had not dissolved the structures and recruit new members. But also 2025 being the last year of implementation, it made sense to invest in the same members engaged in the past year to ensure capacity strengthening for susstainability purposes.

The team held a review meeting on GTA advocacy and PtY themese with the existing network. We held joint activities such as commerative days and participation in Technical working groups. They participated in monitoring our programmes and activities. A key challenge that was identified was staff turnover within civil society. Although we had engaged with the same CSOs, we realised that several of the members were new staff members, which meant that we needed to do foundational capacity strengthening each year in addition to reviews.

PtY Malawi continues to work with the structures reached in 2021 and 2022. We provided refreshers and initial training to existing and new structures. A key highlight was their involvement in research dissemination to district councils. This provides councils with relevant evidence to action solutions.

PtY Malawi continued to work with CSOs reached between 2021-2024. The total number of CSOs reached was 37. The coalition provided GTA capacity strengthening and identified some of the existing implementation gaps and included CSOs thoroughout our implementatio, including monitoring of our activities. We included sustainability initiatives during 2025 such as the developement of action plans and dissemination of simplified GTA guidelines to ensure that CSOs have the necessary skills and tools needed for implementation beyond the PtY programme.

Qualitative measurement CSOs in Jember leveraged public hearings to challenge the proposed merger of women�s and child protection offices, demonstrating civic oversight of government responsiveness. Meanwhile, in Lombok, �Suara Anak� forums and Education Planning Meetings institutionalized SRHR advocacy, influencing district policies on child marriage and CSE. Collectively, these mechanisms strengthened transparency, encouraged responsive governance, and embedded SRHR priorities in regional and village-level planning and budgeting processes.

<narrative>Generation G - South Africa</narrative> The Generation G partnership strives towards the creation of gender-just and violence-free societies with and for young people in their full diversity. The partnership raises public support, advocates for improved policies and laws, and strengthens civil society, all as a way to contribute to gender justice. The partnership addresses three key interrelated challenges: gender-based violence, the unequal division of care, and women’s lack of access to civic space. The Generation G partnership is a collaboration of partners in Indonesia, Jordan, Lebanon, Morocco, Rwanda, South Africa, and Uganda, with a global consortium consisting of Rutgers (lead), ABAAD, Promundo and Sonke Gender Justice.

This target is for the whole programme period: We aim to get buy in and encourage commitment from decision makers by conducting engagements with national stakeholders consisting of policymakers, community beneficiaries and CSO’s on understanding the (National Strategic Plan to address Gender Based Violence and Femicide) NSP GBV+F The NSP GBV+F which consists of 6 pillars that address GBV prevention and response strategies. The South African coalition plans to create a space for youth and CSOs to influence debate and movement building. This will be done through awareness raising activities on NSP GBV and NYP after which we will implement a creative activism campaign on the NSP-GBV+F. The purpose of this campaign is to find creative ways of developing advocate for increased budget allocation, improved implementation and improved monitoring of implementation of the NSP GBV+F. We will also build the capacity of youth and CSOs in community mobilisation, lobbying and advocacy as well as providing technical assistance for policy submissions. 1) Local Government integrated development plan / Youth led civil society networks engagement with the decision makers on the civil society social audit report outcomes. 2) On 6 September 2025, Mr Amos Moyana, a senior social worker at Department of Social Development (DSD), On WhatsApp proposed/ reccomended that we take the Gen G program to ward level and schools in Tembisa as this program was only implemented in specific areas. / The Activate Change Driver’s champions hosted a Generation G Gauteng provincial imbizo in Tembisa on the 5th of September, where they invited young people and stakeholders who are directly working towards tackling GBV in their communities. The champions facilitated focus groups and panel discussions where participants highlighted gaps between the community and government in responding to GBV and poor case monitoring. This in turn inspired committment from the senior social worker.

The sexual offences Bill through collective efforts within The sexual offences bill is a bill on sexual offences for the effectual prevention of sexual violence; to enhance punishment of sexual offenders; to provide for the protection of victims during sexual offences trials.Gen G partners who are part of the broader Sexual Reproductive Health movement together with development partners from EU and UN women implored Members of parliament and the president not to sign the bill into law since it was not acknowledging marital rape as an offence , criminalizing sex work and sexual minorities relations in th ename of defending morals of the country.The bill was blocked from being passed into law.

Child Protection Bye Law / On 27th February 2025, the Kortek Sub-County in Bukwo District, enacted and approved a child protection byelaw to combat child marriage and child labour. The bye law now safeguards children’s right to education by prohibiting their withdrawal from school for marriage or labour, reducing their exposure to exploitation, abuse, and long-term health risks.This process was initiated by FIDA-Uganda through a formal letter submitted to the sub county Chief on the 29th of August 2024.

District GBV Coordination / During district coordination committee meetings led by the Chief Justice in Namutumba district, a decision was made to hold meetings with; Traditional Birth Attendants,bar owners, senior men and women.The meetings were held with the respective target groups. 2. Youth Friendly corner / In August 2024, Riwo Health Center III established a youth friendly corner to increase access to contraceptives for young people following a concern raised by the CLV since young people had to access contraceptives in the same space with older people where they faced a lot of ridicule.3. Covernment skilling project / In November 2024, 6 young people were selected by the Kawowo sub county leadership to benefit from the Government skilling projects (Tailoring, hair dressing, carpentry etc.) in Chepsukunya Industrial Hub in Kapchorwa.4. Land purchase / On 3rd July 2024, the Benet sub county leadership purchased land for the establishment of a community school in Benet sub county to increase access to education for the girls in the community. This is a strategy to keep girls longer in school in order to minimise early marriages that contribute to GBV

These will include national conferences and advocacy meetings with policymakers such as ministries, and members of parliament, where CSOs will obtain commitments from policymakers, and duty bearers on the implementation of GBV-related laws and policies. Through the Gender justice run, we hope to popularize laws and policies on GBV prevention; harmful cultural norms such as FGM, and unequal division of care on which gender injustice thrives and receive commitments from various stakeholders to address such practices.
