Through the financing of migration-related cooperation projects, the EU aims to expand its external engagement with African partners on migration and forced displacement. In line with the most recent developments in both internal and external EU migration policy, including the EU Pact on Migration and Asylum, the Mechanism will support the development and reinforcement of strong, balanced, comprehensive and mutually beneficial partnerships and programs with relevant countries of origin, transit and destination of migrants and forcibly displaced people. The action will also contribute to the Team Europe Initiative for a Comprehensive migration approach in the Maghreb, Sahel and West African countries in the Atlantic / Western Mediterranean route and to the Team Europe Initiative on Central Mediterranean migration route.Interventions will be weighed against the specific migration and/or forced displacement situation of each partner country or region, the nature of the overall dialogue with the EU, and the partner country¿s level of engagement with the EU on migration. This assessment will be done in coordination with EU Member States. In this regard, several factors, inter alia, can be taken into consideration, notably whether : (i) the country is engaging or showing willingness to engage in fighting against migrant smuggling and trafficking in human beings, as well as stemming irregular migration; (ii) the country is stepping up its efforts to host migrants and/or displaced people, and people in need of international protection, in a dignified way, in line with international and EU standards; (iii) the country/region is reinforcing capacities on migration management and governance, including on management of forced displacement flows, in the context of its partnership with the EU ; (iv) the country is showing a substantial and sustained cooperation with the EU and its MS on return, readmission and sustainable reintegration; (v) and/or the country/region is willing to cooperate with the EU and its MS to support well-managed legal migration or the implementation of the Global Compact on Refugees (or durable solutions for refugees).The action implementation modalities will depend on the concrete intervention agreed for each country. Protecting and promoting HR&D is therefore a key priority of the EU¿s external action. It is also a precondition for sustainable development and for building more inclusive, open and resilient societies.Yet, recent data show that globally, most countries are far from having acceptable human rights and democracy track records. In this context, worsened by the COVID crisis, the EU re-affirmed its commitment to support human rights and democracy worldwide by adopting the `Action Plan on Human Rights and Democracy 2020-2024¿. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. L¿objectif général de la Facilité de coopération est de contribuer à améliorer l¿efficacité de la coopération UE et de l¿approche « Team Europe » à travers une bonne exécution du Programme indicatif pluriannuel (PIP), de l¿initiative « Team Europe », du Country Level Implementation Plan (CLIP) du Plan d¿Action Genre (GAP III) et des autres outils financiers de l¿UE. La Facilité contribuera aussi à une réponse commune de l¿UE et des Etats membres dans le pays, ainsi qu¿à améliorer la bonne gouvernance. L¿efficacité de la coopération de l¿UE et de l¿initiative « Team Europe » aux Comores nécessite de renforcer les institutions nationales, apporter un appui technique à la définition et mise en ¿uvre des projets, et appuyer les dialogues stratégiques et de politique. Dans ce cadre, il est essentiel de soutenir les efforts du « Team Europe » et de renforcer la communication stratégique sur les priorités de l¿UE dans le pays, y inclus l¿égalité entre les hommes et les femmes. La Facilité de coopération s¿inscrit aussi dans le contexte de la suppression de l¿Ordonnateur national (ON), telle que prévue dans les dispositions du NDICI-GE, et des nouvelles relations à développer entre l¿UE et les Comores sur la base d¿un dialogue stratégique renforcé. La période de mise en ¿uvre de la Facilité est enfin marquée par l¿approfondissement de l¿Accord de Partenariat Économique (APE), ainsi que la recherche de nouvelles modalités de financement de projets d¿investissement en soutient à la croissance, incluant notamment les mixages prêts dons. La Facilité de coopération a une durée opérationnelle de 36 mois, avec 24 mois de clôture. Le programme sera décliné en 4 composantes : - Une composante 1 visant à accompagner le renforcement de la gouvernance du secteur. L¿objet de cette composante est de combler les lacunes de représentation et de moyens des autorités compétentes en matière de traitement des informations en provenance des réseaux de diaspora et à les aider à jouer un véritable rôle d¿interface entre la diaspora et les acteurs publics et privés comoriens. Des appuis aux autorités sectorielles et acteurs prioritaires pour le renforcement de leur(s) stratégie(s) sectorielle(s) et de leurs capacités d¿intervention seront mis en oeuvre. Les connaissances relatives à la diaspora seront renforcées via la réalisation et diffusion d¿analyses sectorielles, en lien avec les autres partenaires du secteur. Les cadres de dialogue et de dynamisation des réseaux d¿acteurs seront renforcés. - Une composante 2 visant à soutenir les entrepreneurs de la diaspora comorienne pour leur permettre de développer des initiatives innovantes aux Comores, en particulier par et pour les jeunes et les femmes et dans l¿économie verte et bleue. Les interventions seront concentrées dans les domaines prioritaires du Plan Comores Emergent (PCE) 2030 et du Programme indicatif pluriannuel (PIP) 2021-2027 de l¿UE pour les Comores (croissance économique verte et bleue, inclusion socio-économique des jeunes et des femmes, protection de l¿environnement, etc.). Cette composante comprendra un renforcement en capacités des acteurs de l¿écosystème entrepreneurial, ainsi qu¿un soutien et accompagnement rapprochés au démarrage ou accélération de projets d¿entreprises portés par des entrepreneurs de la diaspora aux Comores. Cette composante permettra de compléter et renforcer le dispositif mis en place par la France à travers l¿Agence française de développement (AFD) qui intervient sur le secteur. - Une composante 3 visant à structurer et appuyer la société civile de la diaspora comorienne pour lui permettre de mieux contribuer au développement local et territorial (vert et bleu) des Comores, via la mise en ¿uvre de projets de développement socio-économique, notamment par et pour les femmes et les jeunes et tournés vers les orientations prioritaires du PCE 2030 et du PIP 2021-2027 de l¿UE. Des appuis aux autorités sectorielles et acteurs prioritaires pour le renforcement de leur(s) stratégie(s) sectorielle(s) et de leurs capacités d¿intervention seront mis en oeuvre. Les connaissances relatives à la diaspora seront renforcées via la réalisation et diffusion d¿analyses sectorielles, en lien avec les autres partenaires du secteur. Les cadres de dialogue et de dynamisation des réseaux d¿acteurs seront renforcés. - Une composante 2 visant à soutenir les entrepreneurs de la diaspora comorienne pour leur permettre de développer des initiatives innovantes aux Comores, en particulier par et pour les jeunes et les femmes et dans l¿économie verte et bleue. Les interventions seront concentrées dans les domaines prioritaires du Plan Comores Emergent (PCE) 2030 et du Programme indicatif pluriannuel (PIP) 2021-2027 de l¿UE pour les Comores (croissance économique verte et bleue, inclusion socio-économique des jeunes et des femmes, protection de l¿environnement, etc.). Protecting and promoting HR&D is therefore a key priority of the EU¿s external action. In this context, worsened by the COVID crisis, the EU re-affirmed its commitment to support human rights and democracy worldwide by adopting the `Action Plan on Human Rights and Democracy 2020-2024¿. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law.
