Project activities include: 1) training Yaaxche field rangers on the use of SMART technology, 2) transferring knowledge to other protected area ranger teams through peer-to-peer training sessions, and 3) bringing together the Belize Forest Department, private logging companies, Belize Defence Force, community leaders and other key stakeholders to jointly develop a holistic Compliance Strategy for the Maya Mountain North Forest Reserve, Bladen Nature Reserve, Columbia River Forest Reserve and Deep River Forest Reserve. The strategy will be inclusive of enforcement, education and awareness, training needs and adoption of effective technology.</narrative>

      <narrative xml:lang="en">FUNDS UNDER THIS AWARD ARE TO BE USED TO CONSERVE ENDANGERED SPECIES AT BELIZES CHIQUIBUL NATIONAL PARK, WHICH IS ONE OF CENTRAL AMERICAS LARGEST INTACT TROPICAL FORESTS THAT HARBORS EMBLEMATIC SPECIES SUCH AS JAGUARS, TAPIRS, SCARLET MACAWS, AND HUNDREDS OF PLANTS AND ANIMAL SPECIES THAT ARE THREATENED BY POACHING, WILDLIFE TRAFFICKING, AND HABITAT DESTRUCTION. ABOUT 250 SCARLET MACAWS (ARA MACAO CYANOPTERA), RECENTLY LISTED AS ENDANGERED ON THE U.S. ENDANGERED SPECIES ACT WITH AN ESTIMATED 1,500 INDIVIDUALS, DEPEND UPON THE CHIQUIBUL FOREST. THIS PROJECT IS INTENDED TO CONSERVE ENDANGERED SCARLET MACAWS AS WELL AS OTHER SPECIES INCLUDING: WHITE-FRONTED PARROTS, RED-LORED PARROTS, JAGUARS, MAHOGANY, XATE, AND ORCHIDS KNOWN TO BE TARGETED FOR POACHING AND ILLEGAL TRANSBOUNDARY TRADE BY STRENGTHENING LAW ENFORCEMENT EFFORTS AND CONSERVATION INCENTIVES FOR LOCAL COMMUNITIES. SPECIFIC ACTIVITIES INCLUDE: (1) ANTI-POACHING PATROLS AND BIOMONITORING OF SCARLET MACAW NESTS DURING THE BREEDING SEASON (2) FIELD GEAR AND TRAINING FOR RANGERS TO BETTER SUPPORT EFFECTIVE PROSECUTIONS FOR WILDLIFE CRIME (3) FIELD VISITS TO SENSITIZE MEMBERS OF THE JUDICIAL SYSTEM (4) UPDATING A WILDLIFE TRAFFICKING STRATEGY FOR THE CHIQUIBUL AND CONVENING A TASK FORCE AND (5) ENGAGING FAMERS FROM FOUR COMMUNITIES BUFFERING THE PARK THR</narrative>

Specific activities include: 1) air and ground monitoring and patrolling in urgent hotspots for illegal forest clearing for agriculture, poaching and gold panning; 2) training rangers on how to operate in the forest, law enforcement monitoring training, and search and arrest procedures; 3) instituting a community to community exchange program between the Vaca Forest Reserve and the Guatemala Maya Biosphere on community forest concession management; 4) supporting Friends of the Vaca community group to test and implement a pilot sustainable forest product project; and 5) strengthening bi-national coordination and inter-agency cooperation to more effectively address this trans-boundary environmental threat.</narrative>

Specific activities include: 1) air and ground monitoring and patrolling in urgent hotspots for illegal forest clearing for agriculture, poaching and gold panning; 2) training rangers on how to operate in the forest, law enforcement monitoring training, and search and arrest procedures; 3) instituting a community to community exchange program between the Vaca Forest Reserve and the Guatemala Maya Biosphere on community forest concession management; 4) supporting Friends of the Vaca community group to test and implement a pilot sustainable forest product project; and 5) strengthening bi-national coordination and inter-agency cooperation to more effectively address this trans-boundary environmental threat.</narrative>

      <narrative xml:lang="en">The purpose of this project is to counter illegal wildlife and timber trafficking in Belize, Central America, by increasing the enforcement capacity and data management systems of regulatory authorities, strethening legislation and building public awareness of both threats and mitigation tools. This project primarily focuses on conserving Honduran rosewood but is epxected to extend protection to other traficked speices in both marine and terrestrial sectors. Specific acitvities include: (1) strenthening the enforcement chain by building capacity and supporting coordination between government and civil society; (2) improving wildlife and timber product traceability and compliance management systems and supporting government, civil society and the private sector in thier development and use; (3) creating an outreach campaing to improve attitudes and change behaviors regarding conservation and builds social and institutional pressure against wildlife and timber trafficking among the public and government agencies; (4) strengthing Belize's widllife and timber regulations by gathering input from the scientific community for the finalization of Belize's first draft CITES-specific legislation to address international trade.</narrative>

The project is intended to conserve part of Central Americas largest intact blocks of tropical forest that harbor emblematic species such as jaguars, scarlet macaws, and Bairds tapirs. Specific activities include: (1) ground monitoring and patrolling for illegal forest clearing for agriculture and wildlife trafficking; (2) developing and training appropriate protocols for patrols and law enforcement actions to prevent conflict; (3) coordination meetings between Guatemalan and Belizean authorities to improve application of the law and disruption of organized crime networks operating in and across the Adjacency Zone; (4) expanding sustainable livelihood and agroforestry projects for hotspot border communities and governance platforms to ensure their long term management; and (5) conducting a social, economic, and environmental evaluation to measure impact on reducing forest loss, strengthening governance, and improving human well-being in the region.</narrative>

      <narrative xml:lang="en">The purpose of this project is to support a conservation effort in Belizes Chiquibul-Maya Mountains by strengthening law enforcement efforts and promoting indigenous stewardship of forests in Maya communal lands. The project is intended to conserve one of Central Americas largest intact blocks of tropical forest, which harbors emblematic species such as jaguars, scarlet macaws, and tapirs, as well as hundreds of protected plant and animal species, by addressing poaching and trafficking of scarlet macaws and habitat loss. Activities include: (1) aerial and ground reconnaissance to document cattle ranching along a 90 km extension of the Maya Mountain Massif located along the Belize-Guatemala border; (2) biological monitoring of nesting areas and mobilization of an Anti-Poaching Unit to reduce poaching and trade of scarlet macaws; and (3) a public outreach campaign, documentation of indigenous practices, and demonstration projects that support indigenous forest stewardship in five communities of the eastern Maya Mountains.</narrative>

In partnership with Toledo Institute for Development and Environment, this project will assist the Belize Fisheries Department in introducing legal measure to protect goliath grouper based on sound scientific evidence. Specific activities include: (1) conduct a literature review and compile existing information regarding current status of the species in Belize; (2) quantify landings at informal fish landing sites; (3) write a report outlining why the grouper needs legal protection; (4) write a letter to the Fisheries Administration outlining the rationale for protection of the Goliath grouper based upon the report (5) draft a statutory instrument for legislation (6) produce educational materials to be distributed to Belizean fishers to make them aware of any new legislation to protect the grouper.</narrative>

      <narrative xml:lang="en">This project is intended to conserve endangered scarlet macaws as well as other species including: white-fronted parrots, red-lored parrots, jaguars, mahogany, xate, and orchids known to be targeted for poaching and illegal transboundary trade by strengthening law enforcement efforts and conservation incentives for local communities. Specific activities include: (1) anti-poaching patrols and biomonitoring of scarlet macaw nests during the breeding season; (2) field gear and training for rangers to better support effective prosecutions for wildlife crime; (3) field visits to sensitize members of the judicial system; (4) updating a wildlife trafficking strategy for the Chiquibul and convening a task force; and (5) engaging famers from four communities buffering the park through improved conservation incentives as an alternative to deforestation and poaching.</narrative>

      <narrative xml:lang="en">Project will improve wildlife security throughout Belize by strengthening national wildlife law enforcement and launching a national public campaign to fight wildlife crime. The project is intended to conserve priority wildlife species including the Central American river turtle, yellow headed parrot, great curassow, white lipped peccary, scarlet macaw, Geoffroys spider monkey, Yucatan black howler monkey and jaguar by reducing illegal and unsustainable harvesting of wildlife and illegal wildlife trade. Specific activities include: 1) revision and dissemination of a National Threatened Species List; 2) creation of a National Wildlife Law Enforcement Network across multiple enforcement agencies to respond to wildlife crimes; 3) training 20 wildlife law enforcement officers of the Forest Department and NGO protected area co-managers as well as 50 multi-agency enforcement personnel in wildlife enforcement; 4) adoption of a National Wildlife Awareness Strategy and associated communication plan; and 5) implementation of a public campaign on wildlife crime including outreach at 12 national and regional events, 40 schools within high wildlife crime communities, targeted engagement of hunting communities, dealers and restaurants, and media packages for radio broadcasts.</narrative>

      <narrative xml:lang="en">The purpose of this project is to counter illegal wildlife and timber trafficking in Belize, Central America, by increasing the enforcement capacity and data management systems of regulatory authorities, strethening legislation and building public awareness of both threats and mitigation tools. This project primarily focuses on conserving Honduran rosewood but is epxected to extend protection to other traficked speices in both marine and terrestrial sectors. Specific acitvities include: (1) strenthening the enforcement chain by building capacity and supporting coordination between government and civil society; (2) improving wildlife and timber product traceability and compliance management systems and supporting government, civil society and the private sector in thier development and use; (3) creating an outreach campaing to improve attitudes and change behaviors regarding conservation and builds social and institutional pressure against wildlife and timber trafficking among the public and government agencies; (4) strengthing Belize's widllife and timber regulations by gathering input from the scientific community for the finalization of Belize's first draft CITES-specific legislation to address international trade.</narrative>

      <narrative xml:lang="en">Project will reduce conflicts between humans and jaguars throughout the Southern Belize Biological Corridor through the adoption of jaguar conflict mitigation measures by cattle farmers. This project is intended to conserve the Near Threatened jaguar (Panthera onca) population by addressing impacts of direct persecution and retaliatory killings by humans. Specific activities include: (1) development and implementation of a system to monitor human-jaguar conflicts locally and to support national monitoring efforts; (2) recruitment of interested livestock farmers buffering the corridor to implement jaguar conflict mitigation measures within their farms; (3) development and implementation of a public campaign focused on human-jaguar conflict mitigation targeting communities buffering the corridor to encourage the protection of jaguars and increase the number of reports of human jaguar conflicts to relevant authorities.</narrative>

      <narrative xml:lang="en">Combating Wildlife Issues in Belize to address illegal wildlife crime, to improve wildlife.security.</narrative>

    <description type="1">
      <narrative xml:lang="en">Project will improve wildlife security throughout Belize by strengthening national wildlife law enforcement and launching a national public campaign to fight wildlife crime. The project is intended to conserve priority wildlife species including the Central American river turtle, yellow headed parrot, great curassow, white lipped peccary, scarlet macaw, Geoffroys spider monkey, Yucatan black howler monkey and jaguar by reducing illegal and unsustainable harvesting of wildlife and illegal wildlife trade. Specific activities include: 1) revision and dissemination of a National Threatened Species List; 2) creation of a National Wildlife Law Enforcement Network across multiple enforcement agencies to respond to wildlife crimes; 3) training 20 wildlife law enforcement officers of the Forest Department and NGO protected area co-managers as well as 50 multi-agency enforcement personnel in wildlife enforcement; 4) adoption of a National Wildlife Awareness Strategy and associated communication plan; and 5) implementation of a public campaign on wildlife crime including outreach at 12 national and regional events, 40 schools within high wildlife crime communities, targeted engagement of hunting communities, dealers and restaurants, and media packages for radio broadcasts.</narrative>

      <narrative xml:lang="en">Project will reduce the expansion of the agricultural frontier into Chiquibul National Park, largely by Guatemalan nationals, by strengthening monitoring and enforcement capacity of the park ranger force to address large-scale illegal agricultural clearings and raising the visibility of the protected area through public education and outreach. Project activities include: 1) regular ranger patrols within the Chiquibul Forest including operationalizing one conservation post in Southern Chiquibul through a full time ranger presence, 2) equipping ranger teams and training rangers on SMART patrol systems, 3) engaging national media outlets through site visits to increase public visibility of the area and law enforcement efforts, and 4) convening bi-national stakeholders in order to harmonize efforts with Guatemalan counterparts. The project has a strong complimentary bi-national linkage to LAC 1523 in Guatemala.</narrative>

      <narrative xml:lang="en">The purpose of this project is to support a conservation effort in Belizes Chiquibul-Maya Mountains by strengthening law.enforcement efforts and promoting indigenous stewardship of forests in Maya communal lands. The project is intended to.conserve one of Central Americas largest intact blocks of tropical forest, which harbors emblematic species such as jaguars,.scarlet macaws, and tapirs, as well as hundreds of protected plant and animal species, by addressing poaching and trafficking of.scarlet macaws and habitat loss.       <narrative xml:lang="en">Project will reduce conflicts between humans and jaguars throughout the Southern Belize Biological Corridor through the adoption of jaguar conflict mitigation measures by cattle farmers. This project is intended to conserve the Near Threatened jaguar (Panthera onca) population by addressing impacts of direct persecution and retaliatory killings by humans. Specific activities include: (1) development and implementation of a system to monitor human-jaguar conflicts locally and to support national monitoring efforts; (2) recruitment of interested livestock farmers buffering the corridor to implement jaguar conflict mitigation measures within their farms; (3) development and implementation of a public campaign focused on human-jaguar conflict mitigation targeting communities buffering the corridor to encourage the protection of jaguars and increase the number of reports of human jaguar conflicts to relevant authorities.</narrative>

      <narrative xml:lang="en">The purpose of this project is to counter wildlife trafficking in Central America and the Caribbean by strengthening country and regional-level capacity for implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This project is intended to address unsustainable exploitation of regional CITES-listed species such as jaguars, parrots and macaws, freshwater and marine turtles, sharks and rays, rosewood and mahogany, recently listed reptiles and amphibians such as Abronia lizards and Agalychnis tree frogs, as well as other not-yet-listed species that are under emerging threat from increasingly organized and globalized networks of wildlife traffickers that have recently begun to scale up operations in Central America and the Caribbean. Specific activities will include: (1) enhance CITES Scientific Authority (SA) capacity and collaboration among target countries to support the development of non-detriment findings (NDFs); (2) improve availability of data on illegal trade in CITES-listed species; and (3) increase knowledge of emerging regional illegal wildlife trade (IWT) threats and rapidly developing markets.</narrative>

      <narrative xml:lang="en">The purpose of this project is to reduce agricultural encroachment on broadleaf and coniferous forests of the Chiquibul-Maya Mountains landscape by consolidating strategic alliances, improving rural livelihoods of communities in critical conservation areas, and strengthening public and private participation through the Inter-sectoral Roundtable for Land and the Environment for Southern Petn. The project is intended to conserve part of Central Americas largest intact blocks of tropical forest that harbor emblematic species such as jaguars, scarlet macaws, and Bairds tapirs. Specific activities include: (1) ground monitoring and patrolling for illegal forest clearing for agriculture and wildlife trafficking; (2) developing and training appropriate protocols for patrols and law enforcement actions to prevent conflict; (3) coordination meetings between Guatemalan and Belizean authorities to improve application of the law and disruption of organized crime networks operating in and across the Adjacency Zone; (4) expanding sustainable livelihood and agroforestry projects for hotspot border communities and governance platforms to ensure their long term management; and (5) conducting a social, economic, and environmental evaluation to measure impact on reducing forest loss, strengthening governance, and improving human well-being in the region.</narrative>

This project primarily focuses on conserving Honduran rosewood but is epxected to extend protection to other traficked speices in both marine and terrestrial sectors. Specific acitvities include: (1) strenthening the enforcement chain by building capacity and supporting coordination between government and civil society; (2) improving wildlife and timber product traceability and compliance management systems and supporting government, civil society and the private sector in thier development and use; (3) creating an outreach campaing to improve attitudes and change behaviors regarding conservation and builds social and institutional pressure against wildlife and timber trafficking among the public and government agencies; (4) strengthing Belize's widllife and timber regulations by gathering input from the scientific community for the finalization of Belize's first draft CITES-specific legislation to address international trade.</narrative>

      <narrative xml:lang="en">FORESTRY STANDARDS FOR WINTERING MIGRATORY BIRDS</narrative>
    </title>
    <description type="1">
      <narrative xml:lang="en">Populations of Neotropical migratory birds (NMBs) are threatened during the nonbreeding season by incompatible land use activities. Identifying activities that simultaneously promote NMB habitat and economic opportunity is key to creating compatible working landscapes and to the conservation of NMB. Non-plantation forest management conducted within a sustainable silvicultural program retains native vegetation across a range of age-class distributions to ensure future harvests and may be relatively benign to biodiversity. However, there have been no systematic studies of NMB response to a range of silvicultural practices varying in harvest level and spatial pattern on the wintering grounds. Belize is a highly important area for NMBs during the winter season. Partner work will take place at the 101,000-hectare Rio Bravo Conversation Management Area in northwestern Belize, where Programme for Belize conducts a sustainable timber program on 37,000 hectares. This will provide the representative forestry treatments needed to study the response of NMBs. Although we predict forestry at some levels will be benign or beneficial to wintering NMBs, it may instead be deleterious and pose a significant threat. To address this knowledge gap, researchers will quantify key demographic parameters (e.g., survival) for priority migrants along gradients of silvicultural intensity and will identify forestry treatments and structural conditions that achieve the highest values for these parameters. The findings will be integrated into the site management plan and forestry standards will also be formalized into an outreach document to be disseminated at one in-person workshop. To support ongoing and future implementation and monitoring of sustainable forestry, and the conservation of NMBs and other taxa in Belize, partners will hold 80 hours of banding workshops, three days of telemetry and habitat measurement trainings, and one workshop on data analysis and threats during the nonbreeding s</narrative>

The project is intended to conserve Chiquibul National Park, Vaca Forest Reserve and Columbia River Forest Reserve by addressing the impacts of agricultural encroachment and illegal natural resource extraction. Specific activities include: 1) air and ground monitoring and patrolling in urgent hotspots for illegal forest clearing for agriculture, poaching and gold panning; 2) training rangers on how to operate in the forest, law enforcement monitoring training, and search and arrest procedures; 3) instituting a community to community exchange program between the Vaca Forest Reserve and the Guatemala Maya Biosphere on community forest concession management; 4) supporting Friends of the Vaca community group to test and implement a pilot sustainable forest product project; and 5) strengthening bi-national coordination and inter-agency cooperation to more effectively address this trans-boundary environmental threat.</narrative>

ACTIVITIES INCLUDE: (1) MAINTAINING THE HEALTH OF THE CAPTIVE BREEDING STOCK THROUGH OPTIMAL DIET AND POND MAINTENANCE TO MAXIMIZE REPRODUCTIVE OUTPUT (2) CAPTURING 10 WILD RIVER TURTLES FOR COMPARATIVE STUDIES OF RELEASED HEAD-STARTED TURTLES (3) RELEASING 40 HEAD-STARTED TURTLES AND 10 WILD-CAUGHT TURTLES WITH SONIC RADIO TAGS AT TWO SITES TO ASSESS RECRUITMENT SUCCESS OF HEAD-STARTED TURTLES AND (4) IMPLEMENTING AN EXPANDED NATIONAL AWARENESS CAMPAIGN AND DISTRIBUTING AN EDUCATIONAL TOOLKIT FOR TEACHERS TO USE IN SCHOOLS.</narrative>

      <narrative xml:lang="en">Project will reduce uncontrolled and unsustainable wildlife and timber harvesting and trafficking within the Southern Maya Mountain Massif through strengthened compliance with timber and wildlife laws. Project activities include: 1) training Yaaxche field rangers on the use of SMART technology, 2) transferring knowledge to other protected area ranger teams through peer-to-peer training sessions, and 3) bringing together the Belize Forest Department, private logging companies, Belize Defence Force, community leaders and other key stakeholders to jointly develop a holistic Compliance Strategy for the Maya Mountain North Forest Reserve, Bladen Nature Reserve, Columbia River Forest Reserve and Deep River Forest Reserve. The strategy will be inclusive of enforcement, education and awareness, training needs and adoption of effective technology.</narrative>
