To promote the transition to formality, the Government of Angola (GoA) launched in 2020 the Informal Economy Conversion Programme (PREI, Programa de Reconversão da Economia Informal) a multi-sectorial programme supported by an EU¿s Budget Support 2020-22 (first disbursement in 2021 and second and last disbursement expected in 2022). To date, a small-scale though relatively successful formalisation campaign has focused on a simplified registration process followed by some immediate benefits (trainings, and access to mobile money and microcredits). To that end, legal provisions have been enacted, allowing for: i) fast-track municipal registration for vendors; ii) ¿one stop-shop¿ for the creation of small and medium enterprises (MSMEs) and iii) low income self-employees registration to the National Institute for Social This Action aims at strengthening the viability and sustainability of the ambitioned scale-up of PREI¿s results and expansion to Angola¿s 18 provinces. The proposal is to help the authorities design a sustainable ¿one-stop shop¿, or integrated administration service closer to the centres of informal economic activity, jointly with simplified procedures and lower transition costs. The Action also seeks to expand access to social protection, financial services and business-related training for vulnerable workers and businesses. Specifically, with this Sector Reform Performance Contract, EU will provide financial transfers (EUR 45 Million) and technical assistance (including through the International Labour Organization (ILO)) as well as conduct inclusive policy dialogue towards defining a government plan to ensure sustainable formalisation and achieving continuous progress in accelerating the formalization process, along with social benefits (access to social protection) and financial inclusion of formalized workers.Through this Action, the EU will also support the implementation of stability-oriented macro-economic policies and Public Finance Management (PFM) reforms, through a blending operation of EUR 5 Million which will support the disbursement of Budget Support tranches. Firstly, the Private Investment and Export Promotion Agency of Angola (AIPEX) was established under Presidential Decree 81/18 of 19 March 2018, resulting from the merger of the former Technical Unit for Private Investment - U.T.I.P and the Agency for the Promotion of Investment and Exports of Angola (AIPEX) aiming to increase investment attraction and exports promotion. Secondly, the Private Investment Law (Lei nº. 10/18) was sanctioned to establish and update benefits and stimulate private investment in non-oil sectors. However, the promotion of investment, trade and exports still presents glaring weaknesses for the achievement of the objectives that are advocated in the National Development Plan 2023-2027 of the Republic of Angola (2023-2027) and in the Production Support, Export Diversification, and Import Substitution Program (PRODESI 2.0).&nbsp;Investment, trade, and exports are constrained by restrictions in public institutional procedures, deriving from weak technical capacities, lack of inter-service coordination and inexistent interoperability of digital platforms, crucial to improve the efficiency and transparency needed to increase in FDI and trade.Visualising a window of opportunity based on the fruitful relationship of the European Union (EU) with the Angolan government, the Angola-EU dialogue mechanism identified three priority areas, aligned with the National Development Plan 2023-2027 of the Republic of Angola, as well as the Team Europe Initiative: (i) Sustainable economic diversification, including agriculture and agro-logistics; (ii) Good governance and social inclusion with emphasis on rule of law,&nbsp;institutional strengthening, digital and economic governance, and (iii) Human development, focusing on technical vocational education and training, among other aspects.The Action aims to promote and increase a more sustainable investment, trade, and exports business environment. The specific objectives of the Action are: (1) Improve Angola¿s attractiveness to investments; (2) Facilitate trade and exports; (3) Support interoperability of digital platforms. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. Specifically, with this Sector Reform Performance Contract, EU will provide financial transfers (EUR 45 Million) and technical assistance (including through the International Labour Organization (ILO)) as well as conduct inclusive policy dialogue towards defining a government plan to ensure sustainable formalisation and achieving continuous progress in accelerating the formalization process, along with social benefits (access to social protection) and financial inclusion of formalized workers.Through this Action, the EU will also support the implementation of stability-oriented macro-economic policies and Public Finance Management (PFM) reforms, through a blending operation of EUR 5 Million which will support the disbursement of Budget Support tranches. An urgent reaction is required in the third quarter of 2021 to limit the harm done and contain further entrenchment and worsening of the situation. &nbsp;The overall objective of the action is the worldwide promotion and protection of: (i) human rights and fundamental freedoms; (ii) democracy; and (iii) the rule of law. The action will achieve this so by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. The action will mainly be implemented through competitive processes.This action will mainly be implemented by EU delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) take into account the local challenges of the current COVID-19 crisis; (iii) be as close as possible to the needs of the rights holders; and (iv) promote a sense of `ownership¿ of the action among local actors. The grants will aim at implementing the priorities listed in annex III Annex of the Regulation (EU) 2021/947 in line with Human Rights and Democracy country strategies. Implementing these priorities will also contribute to the EU action plan on human rights and democracy 2020-2024. The actions financed under the country allocations will be in line with: (i) the relevant EU action plan for human rights and democracy; (ii) EU guidelines on human rights; and (iii) the respective Human Rights and Democracy country strategies.
