Trade competitiveness has been impeded by non-tariff barriers (NTBs), including Technical Barriers to Trade (TBT) and sanitary and phyto-sanitary (SPS) measures, stemming in particular from the lack of standards harmonization and from the inefficient quality infrastructure. Within different Regional Economic Communities, many African countries face challenges of variations in standards and standards implementation. These divergences make formal cross-border trade contentious and expensive.The action will have two main pillars. First, the programme will help the African countries to benefit from trade opportunities by being able to conform with standards and technical regulations, which requires establishing efficient testing, certification and accreditation mechanisms that conform to the requirements of the SPS and TBT Agreements and enjoy international recognition. Second, in order to maximise SMEs export potential and support them to enter new markets, the action will also address other market access constraints or enablers: enhance value addition and export capacities through marketing, labelling, branding strategies, technology transfer and processing for export, business promotion through market linkages, capacitate trade and investment support institutions. Support will be provided both at institutional and policy level (looking at the existing agreements that set the regulatory framework in Africa on this matters - AfCFTA, RECs regulations, national regulations and bilateral agreements with the EU), as well as at private sector level, with a primary focus on selected key export-oriented regional priority value chains.&nbsp;Particular focus on intra-African exports as well as exports to the European Union will be given, so regions can fully exploit their trade-driven growth potential, with a view to contribute to sustainable growth and jobs creation.The proposed programme will be developed through several regional components, building on existing or previous regional programmes (WACOMP in West Africa, MARKUP in East Africa, PIQAC in Central Africa, RECAMP and RISP in Southern Africa). In the last decade, a number of successful EU- supported interventions, conducted by the African Union (AU) and Regional Economic Communities (RECs)/Regional Mechanisms (RMs) have been implemented to prevent, resolve and de-escalate conflicts. More generally, regional integration and cooperation have been beneficial to the reduction of armed and non-armed conflicts and the maintenance of regional stability.The Southern African Development Community (SADC), headquartered in Botswana, has the power and the mandate to play an important role in peace and security in Southern Africa together with SADC Member States, the Africa Union and other relevant international actors. In addition to promoting sustainable growth and development, SADC aims at furthering political, security and governance cooperation among the 16 countries of SADC in particular to attain the Sustainable Development Goal 16 on Peace, Justice and strong institutions. &nbsp;SADC recognizes gender as a cross cutting issue and an enabler of regional integration in line with the priorities identified in its blueprint documents-the Revised Regional Indicative Strategic Development Plan (RISDP) and the Strategic Indicative Plan of the Organ on Politics, Defense and Security Cooperation (SIPO). Significant additional financing and policy efforts in the region are required to reach universal access to clean cooking by 2030.Well aligned with the international and regional clean cooking commitments, the Action intends to contribute to increasing and accelerating the access to affordable, clean and sustainable cooking solutions in Southern Africa and Indian Ocean Region. It will foster clean cooking business development with coaching, financial partnership brokering (finance catalyst) and innovative financial solutions for small and medium enterprises (SMEs), including manufacturers, distributors and importers of clean cooking solutions, and training of finance institutions. More particularly, it will offer results-based-finance and thematic grants to support and accelerate market development and innovation, and it will train and provide sector-specific tools to financial institutions to expand their portfolio of financial products to SMEs of the clean cooking sector and consumers. Under today¿s policies and investments, most African countries are not expected to reach full clean cooking access even in the 2050s. As such, global efforts to increase clean cooking access need to target SSA with greater intensity to reach Sustainable Development Goal 7. The International Energy Agency (IEA) estimates the upfront investment costs to be USD 4 billion annually from now to 2030 to reach universal access to clean cooking in SSA. </p><p class="qlbt-cell-line" data-row="1" data-cell="1" data-rowspan="1" data-colspan="1">Access to clean cooking in Southern Africa and Indian Ocean Region varies from less than 10% of the population in Malawi, Mozambique, Madagascar, Zambia, Comoros, to 30-50% in Angola, Lesotho, Mozambique, Namibia, Zimbabwe, while Botswana reaches 66%, and South Africa, Seychelles and Mauritius more than 90%, according to the IEA. It encompasses one of the world¿s four major coastal upwelling ecosystems. These systems, fuelling high growth rates of phytoplankton, have very high marine productivity and are therefore key centres of marine biodiversity.The estimated mean annual primary production of the BCLME ranges from 331-441 grams carbon per meter squared per year (Cm²y¿¹) (O¿Reilly and Sherman, 2016), which is at least ten times higher than in the open ocean.Climate change and the numerous economic activities taking place in the area pose a challenge to the sustainable management of the BCLME. Both factors increase the risk of losing the high levels of biodiversity characteristic of the BCLME. The most recent Transboundary Diagnostic Analysis (TDA) report from 2021 identifies unsustainable fishing practices, pollution, loss of ecosystem health and biodiversity and climate change as major threats; other more localised threats have also been identified. Despite the sustainability ambitions of the 3 BCC countries, the BCLME¿s ability to continue to provide the goods and ecosystem services on which the well-being and socio-economic development of millions of people in the region is increasingly being compromised. As such, the situation calls for better ocean governance across the BCC region and for taking effective mitigating measures that halt or reverse the loss of biodiversity both nationally and transnationally.Various projects have supported the BCC¿s efforts towards improved ocean governance in the BCLME. Of particular note is the recent ¿MARISMA¿ project, supported by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) through the German Government¿s International Climate Initiative (IKI). The project fosters an ecosystem-based approach to managing ocean resources and the development of a sustainable blue economy across the BCC region. MARISMA has a particular focus on ocean biodiversity and area-based management, building on the recognition that integrating Ecologically or Biologically Significant Marine Areas (EBSAs) in the emerging practice of marine spatial planning is key for sustainable blue growth both nationally and regionally. This approach has also been recognised in the 2022 Kunming-Montreal Global Biodiversity Goals, targets 1-3 (reducing threats to biodiversity). However, more efforts are now required to ensure ecosystem-based ocean management is anchored within existing governance systems and can be institutionalised for the long term by means of designing and implementing suitable multi-level governance structures, processes and competences.This Action aims at contributing to an inclusive and sustainable Blue Economy in the Benguela Current Large Marine Ecosystem (BCLME) that embraces the integrated conservation and sustainable use of the region¿s marine and coastal biodiversity and the associated ecosystem goods and services for the benefit of diverse social groups. Trade competitiveness has been impeded by non-tariff barriers (NTBs), including Technical Barriers to Trade (TBT) and sanitary and phyto-sanitary (SPS) measures, stemming in particular from the lack of standards harmonization and from the inefficient quality infrastructure. Within different Regional Economic Communities, many African countries face challenges of variations in standards and standards implementation. Through the financing of the conservation and restoration of natural habitats and ecosystems, and the sustainable management and development of key landscapes, the EU aims also to enhance ecosystem services, including carbon sequestration, soil fertility, water cycle regulation, disaster risk reduction, etc. as well as benefits for the local populations.The NaturAfrica initiative intends to work in Key Landscapes for Conservation and Development (KLCD) for (i) increasing the conservation of areas with high biodiversity value and high carbon content, and developing green economy activities by and for the neighbouring local communities and (ii) improving the inclusive governance of these landscapes to improve territorial planning, reduce conflicts and mobilise carbon finance. The transboundary nature of biological resources, their ecosystems and habitats species and communities calls for interventions at regional level through transboundary landscapes. Key transboundary landscapes were identified in six priority regions, following a wide consultation of stakeholders, including national institutions, civil society and the private sector. These regions are representatives of main African habitats with specific challenges each, and include:&nbsp;Congo Basin Forest ecosystems (Gabon, Burundi, Cameroon, Congo, Democratic Republic of Congo (DRC), Central African Republic (CAR), Uganda, South Sudan, Rwanda)&nbsp;&nbsp;&nbsp;Transhumance landscapes in Central Africa (Chad, CAR, Nigeria, Cameroon)&nbsp;&nbsp;West Africa Forests (Burkina Faso, Guinea Conakry, Sierra Leone, Liberia, Cote d¿Ivoire Ivory Coast, Nigeria)&nbsp;&nbsp;Sudano-Sahelian savannahs of West Africa (Burkina Faso, Benin, Niger, Togo, Ghana, Senegal, Guinea)&nbsp;&nbsp;&nbsp;Eastern Rift savannahs and watersheds (Kenya, Ethiopia, South Sudan, Uganda, Tanzania)&nbsp;&nbsp;Trans-frontier conservation areas of Southern Africa (Botswana, Zambia, Zimbabwe, Namibia, Malawi, Mozambique, Angola, South Africa).&nbsp;&nbsp;&nbsp;&nbsp;Relevant green economy activities include renewable energy and sustainable value chains (agriculture, livestock, fisheries, timber/non-timber forest products, tourism, ethical and sustainable fashion and circular industries). The duration of this Action is scheduled from 15.06.2024 to 31.03.2028 (45.5 months) with a total budget of 12,000,000 EUR (EU contribution 11,000,000 EUR and BMZ contribution 1,000,000 EUR). BMZ¿s total funding for the Global Programme ¿Sustainable Aquatic Food¿ is 17,000,000 EUR.</p><p>The Action is part of the EU¿s Multi-Annual Indicative Programme 2021-2027 for Sub-Saharan Africa (SSA), which prioritises ¿Waters and Oceans¿ under its Green Transition priority area with the aim of promoting more sustainable use and management of oceans, coastal zones, river basins, and lakes in the region. The present Action specifically targets the Benguela Current Large Marine Ecosystem (BCLME) in a multi-level approach including activities at local, national and regional (BCC, SADC) levels. Although the primary focus is on the Exclusive Economic Zones (EEZs) of Angola, Namibia, and South Africa, the Action will also incorporate elements of the International Agreement on Marine Biodiversity of Areas Beyond National Jurisdiction (BBNJ), adopted in June 2023.</p><p class="ql-align-justify">The <strong>Overall Objective </strong>of the Action is to contribute to an inclusive and sustainable Blue Economy in the BCLME based on integrated conservation and sustainable use of the region¿s marine and coastal biodiversity and the associated ecosystem goods and services for the benefit of diverse social groups.</p><p>The <strong>Specific Objectives </strong>(Outcomes) of this Action are (1) to enhance the national and regional governance and integrated management of the Benguela Current Large Marine Ecosystem's marine biodiversity and natural resources supporting sustainable livelihoods, and (2) to leverage financial resources for the sustainable management of key marine biodiversity areas.</p><p>The Action has the following outputs:</p><p>1. Strengthened institutional capacities of the BCC (comprising the BCC secretariat, the Commission and the respective national Ministries of fisheries, environment and other marine related sectors).</p><p>2. Strengthened SADC regional fisheries policy processes and institutional capacity.</p><p>3. Diversified income of local communities, particularly of vulnerable groups and women, through sustainable use of marine biodiversity and resources including sustainable fisheries.</p><p>4. Enhanced management of marine biodiversity areas and Marine Protected Areas for the conservation and sustainable use of marine resources supporting sustainable livelihoods and food security.</p><p>5. Improved legal and institutional capacity for the implementation of ecosystem-based Marine Spatial Planning (MSP).</p><p>6.
