These materials are often discarded, burned or exported without value recovery, resulting in environmental degradation, public health risks, methane emissions, pollution of rivers and coastlines, and rising costs for municipalities and ecosystems. The challenge is compounded by fragmented regulatory frameworks, reliance on informal waste workers, and limited access to finance for circular economy solutions. The EU can offer Central America an integrated political, industrial, and financial partnership to advance the circular economy. This means supporting policy and regulatory alignment, facilitating access to European technology and expertise, and mobilising private sectors and investors to attract sustainable financing. In this context, Specific objective 1 of this action aims to generate technical, commercial, and financial evidence through the development and demonstration of commercially viable circular economy anchor models. Specific objective 2 aims to strengthen the enabling environment for replication and investment by identifying scalable circular economy pilot projects, fostering partnerships between EU and local actors, developing investment proposals, and reinforcing regulatory and institutional frameworks for scale-up. The action will systematically promote decent work by supporting the formalisation of informal employment, improving working conditions, and promoting gender equality and the inclusion of vulnerable groups in line with the Global Gateway 360-degree approach. Together, these tools can help position the region as a more integrated, investable, and sustainable market connected to European value chains and standards.Designed as a Global Gateway accelerator, the action complements bilateral initiatives under the EU¿LAC Global Gateway Investment Agenda by promoting regulatory convergence, building an investment-ready pipeline, and fostering scalable business partnerships, with the aims to strengthen regional integration and facilitate EU investment in line with the EU¿Central America Association Agreement. In the spirit of international partnerships, the Facility supports regional and bi-regional dialogue, focusing on common political priorities, including green and blue recovery, digitalisation, gender equality, and the fight against inequalities. The Facility will support strategic communication activities, including large-scale public campaigns, designed to raise awareness, understanding and support for EU political priorities in Central America. It will also facilitate the design and implementation of EU actions in the sub-region, including through activities designed to build, strengthen and connect networks.&nbsp;Central America is the only sub-region with a fully-fledged, even if not fully ratified, Association Agreement which will remain the overarching political instrument in our political, cooperation and trade relations. While political differences between countries have slowed down the Central American integration process, it has never stopped. At technical level, it has achieved notable results in areas such as economic integration, energy and climate change. The integration process continues to be a force of stability and of positive transformation beyond national politics, and as such, must be supported. The objective of the Facility is to help nurture some of these processes, maximise their impact on the Central American countries, and to promote the EU vision of regional integration as a driver of prosperity and peace, while pursuing greater alignment with the sub-region on the strategic priorities of the EU Global Agenda.&nbsp;The Overall Objective (Impact) of this action is to support the bi-regional partnership between the European Union and Central America in line with the principles and objectives of the EU-CA Association Agreement, focusing on common political priorities, including green and blue recovery, digitalisation, gender equality and the fight against inequalities. These priorities are reflected in Central American instruments which advance common interests established in the EU-CA Association Agreement and the Agenda 2030: the Regional Environmental Strategy Framework which has a strong link with the Paris Agreement, the Regional Strategy for Blue Growth in the SICA countries, the Regional Digital Strategy of SICA, the Regional Policy for Gender Equality and Equity, the Integral Social Policy 2020-2040 of SICA, and the SISCA Recovery, Social Reconstruction and Resilience Plan. It builds upon core trade facilitation activities supported by previous and ongoing EU support in the area, in particular the Central American Digital Trade Platform (Plataforma&nbsp;Digital de Comercio Centroamericana, PDCC). The first version of PDCC will be rolled out in member states of the Secretariat for Central American Economic Integration (SIECA) (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama) in Q1 2022. This action enforces the existing modules of the PDCC and integrates additional modules, which could include a regional information system and observatory on Non-Tariff Barriers (NTBs), a single registry of Sanitary and Phytosanitary (SPS) requirements, and a food and feed alert system.This action aims to reduce red tape and costs of cross-border intra-regional and extra-regional trade, therefore stimulating economic growth and jobs. There are several very relevant initiatives from countries, indigenous peoples and local communities, NGOs, EU cooperation, other donors and private sector that contribute to this ambition. However, efforts are scattered and disconnected, weakening their effectiveness.&nbsp;The Action aims to enhance the protection and sustainable use of the Five Great Forests of Mesoamerica (and other relevant forest areas such as Trifinio). It will follow a multi-pronged approach through simultaneously strenghtening forest governance, improving sustainable forest management, protecting biodiversity, addressing climate change, fostering sustainable livelihoods and trade, reducing inequalities and benefitting local people ¿ especially those living in the most vulnerable situations. The action will focus on four components: 1) Data for Transparency and Decision Making, 2) Forest Governance and Biodiversity, 3) Sustainable Production and Trade, and 4) Environmental Rights and Defenders.It will contribute to the establishment of multi-country multi-actor partnerships for the exchange of experiences and cross-learning among countries, as well as a harmonized approach in the identification and scale up for solutions to the common problems that affect these transboundary forests. These partnerships include governments, indigenous peoples and local communities, NGOs, private sector, among other relevant stakeholders. The objective of the Facility is to help nurture some of these processes, maximise their impact on the Central American countries, and to promote the EU vision of regional integration as a driver of prosperity and peace, while pursuing greater alignment with the sub-region on the strategic priorities of the EU Global Agenda.&nbsp;The Overall Objective (Impact) of this action is to support the bi-regional partnership between the European Union and Central America in line with the principles and objectives of the EU-CA Association Agreement, focusing on common political priorities, including green and blue recovery, digitalisation, gender equality and the fight against inequalities. There are several very relevant initiatives from countries, indigenous peoples and local communities, NGOs, EU cooperation, other donors and private sector that contribute to this ambition. However, efforts are scattered and disconnected, weakening their effectiveness.&nbsp;The Action aims to enhance the protection and sustainable use of the Five Great Forests of Mesoamerica (and other relevant forest areas such as Trifinio). It will follow a multi-pronged approach through simultaneously strenghtening forest governance, improving sustainable forest management, protecting biodiversity, addressing climate change, fostering sustainable livelihoods and trade, reducing inequalities and benefitting local people ¿ especially those living in the most vulnerable situations. The action will focus on four components: 1) Data for Transparency and Decision Making, 2) Forest Governance and Biodiversity, 3) Sustainable Production and Trade, and 4) Environmental Rights and Defenders.It will contribute to the establishment of multi-country multi-actor partnerships for the exchange of experiences and cross-learning among countries, as well as a harmonized approach in the identification and scale up for solutions to the common problems that affect these transboundary forests. These partnerships include governments, indigenous peoples and local communities, NGOs, private sector, among other relevant stakeholders. In particular, this action seeks to catalyse EU and EU Member States¿ support to scale up and further alliances with key actors that have already been built with EU support around the Five Great Forests¿ Initiative, with the Central American Commission for Environment and Development (CCAD), Wildlife Conservation Society, and Mesoamerican Alliance of Peoples and Forests.
