This work is carried out under the Catalyzing Entrepreneurship for Job Creation Project. With World Bank support, MSMEDA has launched the Fund of Funds, and will invest in 10-15 early-stage funds (accelerators, seed funds, early-stage and growth stage VC funds) in Egypt. In addition, MSMEDA is developing and launching complementary initiatives to support the development of the venture capital sector in the country. This proposal to the Italian Agency for Development Cooperation aims to bridge key gaps in the HGE eco-system in Egypt through four activities: 1) improving investment readiness capabilities of startups and entrepreneurship support organizations (ESOs); 2) piloting an international linkages accelerator; 3) scaling up business angel investing; and 4) strengthening the venture capital sector by building capacity of local fund managers and investors. The project will carry out concrete actions that will contribute to the development of a green economy in the country. The aim of this initiative is to broaden the scope of the "Inclusive Green Growth in Egypt" (IGGE) project in terms of green growth approaches, green technologies and products as well as geographical coverage. Through the project's interventions in waste management, the green economy sectors targeted by the project will be extended to a further governorate in Upper Egypt: the governorate of Beni Sweif; and their scope will be expanded hrough the implementation of a pilot plant for the transformation of waste into energy (waste-to-energy) through the use of innovative technology. This result contribute to reach the project objective by ensuring proper physical and methodological support to an improved level of training delivery for the RTSWRI. Result 2: The RTSWRI Training system quality in the water field is improved respectively in terms of teaching methodologies and managerial skills for trainers and knowledge/leadership acquisition for trainees.This result contribute to reach the project objective, aiming to ensure a flexible and efficient training hub in Egypt and in the region. High level trainings in Egypt and in Italy will be delivered to 20 youth Egyptian employees, 60 Egyptian officials of several key ministries for water management at different level, 20 regional officials from Nile Basin countries and 20 Egyptian trainers, 2 Lab technicians, for a total of 142 direct beneficiaries. Furthermore, through e-learning an estimated n. of 700 beneficiaries might be reached. The initiative falls within the national Egyptian strategy 2030 for Sustainable Development and will have a whole duration of 24 months. The executing Agency is CIHEAM Bari, who will act also as implementing Agency, jointly with Hydroaid. Corsi di formazione di alto livello in Egitto e in Italia saranno erogati a 20 giovani impiegati egiziani, 60 funzionari egiziani di diversi ministeri chiave per la gestione dell'acqua a diversi livelli, 20 funzionari regionali dei paesi del bacino del Nilo e 20 istruttori egiziani, 2 tecnici di laboratorio, per un totale di 142 diretti beneficiari. Inoltre, attraverso l'e-learning una stima n. di 700 beneficiari potrebbero essere raggiunti. L'iniziativa rientra nella strategia nazionale egiziana 2030 per lo sviluppo sostenibile e avrà una durata complessiva di 24 mesi. The Project with the support of a strong international consortium of Egyptian organisations (NRC, IMC, Cairo Univ, Italian Chamber of Commerce for Egypt, Made in Egypt Eco&Green, UIM Egypt) and Italian (PIN, Sercam and Link Campus) organisations coordinated by ProSud, aims at activating new partnerships and strategic alliances between public and private actors of the Egyptian socio-economic system, creating exchange relations and synergies between Egypt and Italy. So that the beneficiaries of the project (women and vulnerable/disadvantaged youth, aspiring entrepreneurs unemployed and/or informal workers - 18/35 years old) will be empowered to increase their opportunities for decent and sustainable work through vocational training (VET and work-based learning), the creation/strengthening of MPIs through forms of access to micro-credit systems, and orientation to work/mobility. Starting from this assumption, the initiative is structured as a follow-up action of the 'Open Factory' project (ENI/2019/413-550) funded by DG-NEAR (EU), with the aim of fully implementing the three fundamental pillars of sustainable development (social, economic and environmental) through the application of the Just Transition concept combined with an approach focused on the development of skills related to digitalisation systems and 'green' technologies applied to production processes and products of the textile and leather/leather sectors. In order to achieve these results, a needs assesment phase (A.1.1) with multi-sectoral stakeholder (public, private, university, research) involvement will be launched to delineate the instrumental and programmatic resources (A.1.2) necessary and functional for the training (VET) (A.1.3) theoretical-laboratory path implemented by NRC and IMC, integrated by a ToT course for local trainers and by a focus on circular economy (with cooperative learning methodologies). In parallel to the VET, a robust incubation programme (A.2.1) will be implemented, offering the opportunity to create and upgrade sustainable and innovative business models, with the support of experts at all stages, including through the provision of access to forms of microcredit to support the business idea. Furthermore, the pillar of work orientation will have two crucial moments identified in the opportunity to carry out an internship period (A.2.2) (work-based-learning) at the companies identified and selected (via PRAG) by CCIE - in the target sectors and members of its network - with the provision of in-company tutors and WBL Scholarship assignment (in cash-for-work modality), as well as in the possibility of using a wide-ranging service (A.2.3) Mobility Help-desk (UIM Egypt) in which services will be provided for "training and/or work" mobility at institutions and/or companies located in Italy. Finally, to ensure maximum promotion of the products and processes developed during the project, it will be created the OpenMED Community and the existing e-commerce platform (A.3.1) will be strengthened by expanding the network of clusters and enterprises in the sector (MED area). The action aims to increase energy production from animal waste through biogas production, reduce the intensity of greenhouse gas emissions through improved livestock productivity and promote interventions that reduce AMR. As such, it aims to achieve these results through the following main interventions: i) promotion of climate‐friendly livestock production practices, ii) promotion of awareness and surveillance programs on antimicrobial resistance, iii) improvement of animal health protection and of disease control measures and iv) establishment of biogas units for the production of green energy from animal waste. The Project's Institutional Counterpart will be, in continuity with the previous two phases, the Technical Office of the Egyptian Minister of Health and Population who will ensure, together with the Project manager and in close liaison with AICS Cairo, the overall coordination of the initiative. Other institutional counterparts will be the Health Departments of the Governorates benefiting from the initiative. Up to date, the infrastructure of the RLC have been completed, thanks to a major contribution of the Italian Cooperation. The present initiative is meant to conclude what has been achieved, continuing to support the tanners in the decisive phase of the transferring to RLC and upgrading the leather production activities. Outcomes to be achieved include improving public system services for youth and women entrepreneurship (Outcome 1) and increasing the social, economic, and environmental impact of businesses in Sohag Governorate (Outcome 2). the Apulia Region will activate a capacity-building pathway for local government staff to develop a specific program with related services and digital tools that can foster entrepreneurship and particularly the emergence of businesses from the informal sector. Local business support organizations will be an active part of a virtuous training process led by CIHEAM Bari through which they will learn innovative skills and methodologies in order to deliver empowering pathways in the green economy sector for Egyptian companies, which in turn will have the opportunity to interact and collaborate with the Italian for-profit system. In addition, the project chooses to act on the mitigation and adaptation of the consequences of climate change affecting Egypt by incentivizing businesses to adopt green practices and develop activities to create jobs and products and services in the green economy sector. Il progetto intende affrontare il problema della disoccupazione nel Governatorato di Sohag promuovendo la crescita del sistema imprenditoriale giovanile e femminile e il potenziamento dello stesso nel settore della green economy. I risultati che si intende raggiungere includono il miglioramento dei servizi del sistema pubblico per l'imprenditorialità giovanile e femminile (Risultato 1) e l'incremento dell'impatto sociale, economico ed ambientale delle imprese nel Governatorato di Sohag (Risultato 2). La Regione Puglia attiverà un percorso di rafforzamento delle capacità del personale degli enti pubblici locali per lo sviluppo di un programma specifico con relativi servizi e strumenti digitali in grado di favorire l’imprenditoria e in particolare l’emersione delle imprese dal settore informale. Organizzazioni di supporto alle imprese locali saranno parte attiva di un processo virtuoso di formazione guidato dal CIHEAM Bari attraverso il quale apprenderanno competenze e metodologie innovative al fine di erogare percorsi di potenziamento nel settore della green economy per le imprese egiziane che a loro volta avranno l’occasione di interagire e collaborare con il sistema profit italiano. The shortage and/or weakness of child protection systems and alternatives to extreme poverty represent a priority area for intervention. This programme will build and strengthen systems to provide gender-responsive child protection (CP) services to children, adolescents, and their families. These services will address various issues, including those related to irregular migration, smuggling, and trafficking. Services will thus be provided to those at risk or affected by issues associated with irregular migration. Accordingly, the programme will include support for children at risk of or who have experienced violence, abuse, and exploitation, including in their own villages or in the migration routes. Services will include direct protection and legal support as well as referrals for other basic services, including education, social protection (SP), and economic empowerment. In addition, this programme will develop and implement a positive deviant programme and raise awareness among young people about the risks associated with irregular migration, smuggling, and trafficking. Questo programma costruirà e rafforzerà i sistemi per fornire servizi di protezione dell'infanzia (PI) che tengano conto delle questioni di genere ai bambini/e, agli adolescenti e alle loro famiglie. Questi servizi affronteranno vari problemi, inclusi quelli relativi alla migrazione irregolare, al traffico ed alla tratta. I servizi saranno dunque forniti a coloro che sono a rischio o colpiti da problemi associati alla migrazione irregolare. Assiut’s poverty rate is the highest in Egypt, while indicators such as maternal and infant mortality and women’s empowerment fall well below the national average. Both women and youth living in poverty face significant barriers to accessing decent work and livelihoods. For women, these are rooted in social norms and attitudes that under-value education beyond primary grades for girls, as well as discourage participation in social and economic life outside of the home. Youth of both genders in rural districts in Assiut also have limited opportunities to access vocational or other skills training that open doors to decent work. Access to productive resources and assets is seen as a challenge, as well as a mismatch between skills and education and the needs of the market. Women and youth living with disability face even greater barriers, as a result of societal attitudes that assume that people with disabilities are not capable of contributing in either the social or economic sphere. The proposed action is designed to address these challenges. The General Objective of this project is to foster economic and social inclusion of women (20-35) and youth (15-24) living in poverty, including those living with disabilities, in line with SDG 8. It is expected that by empowering women and youth to participate in economic and social spheres through inclusive and sustainable livelihood opportunities, their communities at large, including their households and their children, will positively benefit from reduced poverty and exclusion levels. The Specific Objective to promote empowerment and social and economic opportunities for women and youth living in poverty, including those living with disabilities, in rural communities of three districts, Assiut Governorate”, to address the lack of livelihoods, skills and finance opportunities for these groups. This Specific Objective will be achieved by working on three inter-connected levels: an enabling environment; and specific interventions for women and youth respectively. Ensuring that barriers are identified and reduced for women and youth’s participation (Result 1), supporting women acquire the skills and access to finance necessary to start and sustain businesses (Result 2), while empowering youth with life and business skills and opening livelihood opportunities (Result 3), will increase their contributions to economic and social sectors of their communities. These results will be achieved through a holistic programming model that, while focusing on increasing economic opportunities and household incomes, will at the same time address the social and cultural norms that create barriers to participation among women and youth, including those living with disability. Activities include strengthening supportive structures through a Multi-Stakeholder Working Group; addressing systems barriers such as lack of quality early childhood care and development facilities; and using proved approaches to community mobilisation to bring about change in beliefs and attitudes toward the role of women in the community as well as the under-recognised capacities of youth and people living with disability. Through the local NGO partners, SC and HI will provide technical support and coaching in order to establish women-led Village Saving and Lending Associations, as well as training designed to build financial literacy and business skills that will enable women to start and operate their own micro- or small businesses. L'accesso alle risorse e ai beni produttivi è visto come una sfida, così come una mancata corrispondenza tra le competenze e l'istruzione e le esigenze del mercato. Le donne e i giovani che vivono con la disabilità affrontano barriere ancora maggiori, come risultato di atteggiamenti sociali che presumono che le persone con disabilità non siano in grado di contribuire nella sfera sociale o economica. L'azione proposta è progettata per affrontare queste sfide. L'obiettivo generale di questo progetto è quello di promuovere l'inclusione economica e sociale delle donne (20-35) e dei giovani (15-24) che vivono in povertà, compresi quelli che vivono con disabilità, in linea con l'OSS 8. The proposed strategy involves guiding, assisting, and enhancing the skills of NEETs to create a qualified workforce capable of meeting the demands of the labor Allegato 2_Modello Documento Unico di Progetto_DUP_Bando Promossi 2023 9 market. We will address the urgent need to reduce the percentage of NEETs, whose isolation from the labor market incurs significant economic costs and poses a threat to political stability. The inadequate participation of women in the labor market results in a loss of 34% of per capita GDP, not to mention the consequences on population growth, public spending, and environmental pressure. Apprenticeship programs have proven to be one of the most effective measures for reducing youth unemployment. Our project, through a holistic and ecological approach, will integrate with existing initiatives in each intervention area, improving the skills of young people and increasing the productivity of the private sector. The connection with the private sector, a strategic actor, is ensured by the participation of the Federation of Egyptian Industries (FEI), one of the country's largest employers' associations. The FEI represents over 104,000 industrial enterprises, contributing 18% to the national economy. The Federation of Egyptian Industries will play a crucial role as a facilitator of the private sector in developing apprenticeship programs. The FEI will work closely with businesses to create apprenticeship pathways that meet labor market needs, thus ensuring appropriate training and professional placement opportunities for young people. Coordination with other stakeholders involved in promoting youth employment will be fundamental. The project activities will include awareness campaigns and information days to increase the awareness of young people and businesses about the importance and value of apprenticeships. Additionally, a personalized career guidance service, with three dedicated coaches supporting 600 NEETs, will help young people choose and pursue suitable careers, improving their employment prospects. The curricula will be co-designed with the private sector to ensure that the skills taught are relevant and up-todate. Technical training programs on specific skills (hard skills) will be offered, along with training on transversal skills (soft skills). The project will place particular emphasis on the inclusion of underrepresented groups, such as women and refugees, in the workplace. Initiatives will be undertaken to increase their presence, including raising awareness about inclusive work environments and training company tutors on inclusive apprenticeships. Apprenticeship agreements between apprentices and host companies will also be developed, ensuring a structured and monitored integration. The project will promote awareness campaigns on unpaid women's work and organize networking events to foster cohesion between host communities and refugee communities. Furthermore, a Gender Plan for the private sector will be developed, aimed at promoting gender equity in the workplace. A monitoring service for the apprenticeship program will ensure the quality and effectiveness of the activities, ensuring that the project's objectives are achieved. The Programme will support the transfer of know-how to local enterprises and start-ups, which will increase their capacity to achieve income, create jobs and participate effectively across sectors. At the same time, the Programme will aim to reach the most vulnerable sub-segments of MSMEs, such as micro, women entrepreneurs and youth in business, as well as promote a green transformation of MSMEs laying the foundations for innovative and sustainable businesses. In addition, 200 families of those most vulnerable children will be economically supported in order to ensure sustainable withdrawal of their children.
