The proposed Action which has a country-wide coverage, is targeted at increasing both initial and continuing PVET governance effectiveness and funding efficiency, improving the PVET (including adult training) learning outcomes and enhancing cooperation with the employers (both private and public). This is to be achieved through supporting the Government of Tajikistan in performing a number of policy measures formulated in the corresponding sector policy documents, namely: streamlining PFM planning and monitoring in TVET and employment sectors, operationalising an Management Information System (MIS) in PVET and digitalisation of its provision, establishing an effective standards and curricula development system with due participation of employers, as well as arranging their involvement in other TVET aspects, where relevant. This will contribute not only to more stable and reliable access to electricity, but also to increased economic growth, business opportunities, job creation, more effective health and education systems, women¿s empowerment and climate mitigation.</p><p class="ql-align-justify">Technical expertise to generation and transmission operators offered by the project will help reduce network losses and thereby improve the financial status of the national electricity company.</p><p class="ql-align-justify">Recognising the strong connection between the water, energy, and food sectors (80% of the arable land is irrigated by means of pumped irrigation and electricity driven pumps of the irrigation system consume about 20% of the total electric power consumption of the country during watering periods), the project will help strengthen the coordination between the stakeholders in these areas.</p><p class="ql-align-justify">The project will facilitate cross-border electricity trade with the neighbouring countries both inside and outside the Central Asia region. This will be done by providing expertise to improve the energy sector¿s regulatory and legal frameworks, norms and standards so that they meet the requirements at regional level. The Action will be targeted at the addressing primarily the SDG 4, as well as SDG 5 and SDG 8. Overall, the new programme will contribute to performing the Tajikistani government-owned National Education Development Strategy (NSED) and its Action Plan (AP) 2021-2023 and the successive 2024-2026, and the Programme for Professional Training of the Citizens of the Republic of Tajikistan for 2021-2025 (PPTC), within the recently introduced 2022-2026 roadmap for performing the sector policy priorities, particularly those reflected in the two above documents,.The proposed new PVET and Employment Sector Reform Performance Contract (SRPC) is envisaged to be implemented during the period 2023-2026, and is built on the achievements of past and ongoing EU assistance to the Education Sector, namely the Quality Education Support Programme (QESP) I, which ended in December 2021 and PFM TA to the Ministry of Finance (MoF), which ended in mid-2020. The proposed Action which has a country-wide coverage, is targeted at increasing both initial and continuing PVET governance effectiveness and funding efficiency, improving the PVET (including adult training) learning outcomes and enhancing cooperation with the employers (both private and public). This is to be achieved through supporting the Government of Tajikistan in performing a number of policy measures formulated in the corresponding sector policy documents, namely: streamlining PFM planning and monitoring in TVET and employment sectors, operationalising an Management Information System (MIS) in PVET and digitalisation of its provision, establishing an effective standards and curricula development system with due participation of employers, as well as arranging their involvement in other TVET aspects, where relevant. This will contribute not only to more stable and reliable access to electricity, but also to increased economic growth, business opportunities, job creation, more effective health and education systems, women¿s empowerment and climate mitigation.</p><p class="ql-align-justify">Technical expertise to generation and transmission operators offered by the project will help reduce network losses and thereby improve the financial status of the national electricity company.</p><p class="ql-align-justify">Recognising the strong connection between the water, energy, and food sectors (80% of the arable land is irrigated by means of pumped irrigation and electricity driven pumps of the irrigation system consume about 20% of the total electric power consumption of the country during watering periods), the project will help strengthen the coordination between the stakeholders in these areas.</p><p class="ql-align-justify">The project will facilitate cross-border electricity trade with the neighbouring countries both inside and outside the Central Asia region. This will be done by providing expertise to improve the energy sector¿s regulatory and legal frameworks, norms and standards so that they meet the requirements at regional level.
