XI-IATI-EC_INTPA-2021-ACT-62292European Commission - Directorate-General for International PartnershipsThe Vanuatu Sustainable and Inclusive Rural Development Programme (VaVaC II) responds to the needs of Vanuatu as expressed by the economic, environment and social pillars of the National Sustainable Development Plan (NSDP) 2016-2030, and more specifically by the recommendations of the Overarching Productive Sector Policy (OPSP) 2020-2030.The overall objective of this action is to contribute to a climate-resilient rural development which enables opportunities for rural communities. The specific objective is to promote climate-resilient food systems including production, value addition, safety and quality, and trade. The expected outputs will contribute to: (i) enhanced capacity to implement and monitor climate-resilient rural development policies, (ii) the delivery of stability-orientated macro-economic policies, (iii) public finance management (PFM) reforms, and (iv) improvements in budget oversight and transparency. The action aims to build upon the work laid down by the previous budget support programme under the 11th European Development Fund (EDF11).The Vanuatu Sustainable and Inclusive Rural Development Programme will support the government budget to create fiscal space for rural development, and specifically support climate-resilient production, value addition, trade, safety and quality. It will directly target women and youth to have increased food security and capacity and earn an income through climate resilient agriculture, whilst providing access to digital financial payment systems to improve women and youth-led agribusiness capacity. The Action will employ evidence-based approaches that have been proven successful in Vanuatu to strengthen women¿s and youth business acumen and financial literacy such as savings and loans groups and the World Vision developed Resilient and Inclusive Social Enterprises (RISE) business model with innovative approaches to include environmental resilience considerations and increase women¿s financial empowerment. The strengthening of civil society organisations (CSOs) is woven throughout the project design in working both with and through civil society to deliver the action¿s key objectives. The action will work through CSOs working with women and youth in climate resilient agriculture and agribusiness, helping to strengthen organisational implementation, and advocacy capacity to enable CSOs to more effectively serve their communities.</p><p>The action will directly empower 630 women and youth, recognising that these groups are especially vulnerable to the impact of climate change. It will also contribute to facilitate financial inclusion and CSO strengthening. It will reach 109,389 people through building resilient and inclusive livelihoods. The action will embed women in the local economy.</p><p>The logic behind this intervention is that the empowerment of women in farmer groups focused on agroforestry value chains can help to increase agriculture productivity and diversification, improve dietary diversification and food security and provide an inclusive response to resilience building.</p><p><br></p><p class="ql-align-justify"><span style="color: black;">The </span><strong style="color: black;">overall objective</strong><span style="color: black;"> of this action is to increase socioeconomic resilience in Shefa and Torba Provinces of Vanuatu. The action will embed women in the local economy. Particular attention will be paid to CSOs¿ capacities to benefit from the digital transformation.This Action is aligned with the 2012 Communication on "The roots of democracy and sustainable development: Europe's engagement with Civil Society in external relations" as well as the DAC Recommendation on Enabling Civil Society in Development Co-operation and Humanitarian Assistance. It will contribute to all EU priority areas, such as Good Governance, gender equality, climate, environment and energy or sustainable jobs and growth. The main sector for funding initiatives will accordingly be Government & Civil Society. It will also contribute to meeting EU¿s commitment to preserve and broaden an enabling space for an active, organised, transparent and strengthened civil society, in accordance with the Samoa Agreement with African, Caribbean and Pacific States.Support to, and dialogue with, CSOs should also take place in the context of the 360° approach of the Global Gateway¿s Strategy , where green and clean investment in hard infrastructure goes together, among others, with compliance with social, environmental and governance standards, in order to ensure that the initiatives reach local communities, mitigate risks and strengthen sustainability. The Action will strongly complement and reinforce country and regional programmes, particularly Global Gateway flagships, through support for CSOs working in EU priority areas, and through its focus on improving the environment in which CSOs operate. This will enable them to participate in an informed way in dialogue with the EU and national and local actors, representing and voicing the concerns of people, including those in vulnerable and marginalized situations, and contribute to combating inequalities and boost inclusivity in our partner countries. The Action will furthermore strengthen CSOs ability to implement and analyse initiatives funded under the country and regional programmes thereby contributing to their successful implementation.
