The focus will be on private sector development, supporting the local and regional business ecosystem with the goal of improving the capacity of the Pacific to accelerate financial flows towards green, inclusive and resilient transitions. It will be delivered through business incubation and acceleration, enabling environment development and impact screening and monitoring. The PRIF provides an interface between development partners and its Pacific member countries to improve the quality and coverage of infrastructure and service delivery. It aims to improve development effectiveness and the sustainability of infrastructure investments in Pacific island member countries by (i) strengthening coordination among PRIF partners, (ii) improving infrastructure policies and regulation, and (iii) improving infrastructure planning and management. Indirectly, the action contributes to improving climate mitigation and adaptation by promoting climate resilient infrastructure, resource efficiency and sustainable energy.The PRIF Pacific Country Members are Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. It contributes to Agenda 2030, primarily to Sustainable Development Goal (SDG) 5 on gender equality (GE), while also supporting SDG 4 on education, SDG 10 on reduced inequalities, SDG 13 on climate action, and SDG 16 on peace, justice and strong institutions. The Action will support efforts to accelerate the 2050 Strategy for the Blue Pacific Continent, the revised Pacific Islands Leaders Gender Equality Declaration and the outcomes and cross cutting themes of the 14^th Triennial Conference of Pacific Women (2021), along with the Pacific Plan of Action (PPA), regional commitments that collectively acknowledge gender-based violence (GBV) as a primary driver of GE in the region, driven by unequal gender power relations, privilege and patriarchy. </p><p>&nbsp;</p><p>Phase II builds on the achievements of the ¿Pacific Partnership to End Violence Against Women Programme 2018-2023¿ (hereafter, Phase I) and of the Spotlight Initiative Pacific Regional Programme (2019-2023), which are comprehensive, multi-faceted programmes, grounded in an aligned theory of change. The Action is informed by the lessons and key recommendations of the Pacific Partnership Phase I Mid-Term Evaluation and the Spotlight Initiative Mid-Term Assessment. It expands on Phase I results and wide-ranging regional and national partnerships. It will complement and ensure harmonization with other GE programmes in the region, including the Australian Government Department of Foreign Affairs and Trade (DFAT) ¿Pacific Women Lead¿ and other major initiatives on GE and EVAWG.</p><p>&nbsp;</p><p>The overall objective of the Action is to <strong>promote GE and prevent violence against women and girls</strong> (VAWG) in Pacific Island Countries and territories (PICTs). PICs are uniquely vulnerable to the withdrawal of Correspondent Banking Relations (CBRs), which underpin vital financial flows such as international trade, remittances, tourism revenues, and humanitarian aid. There are two drivers of CBR withdrawal, known as "de-risking". First, rising risk management and compliance costs related to anti-money laundering and countering the financing of terrorism (AML/CFT) have contributed to a worldwide contraction in correspondent banking networks. Second -and more relevant for the Pacific- the low volume of transactions in PICs makes CBRs unprofitable for correspondent banks (insufficient economies of scale).The objective of the Action is to strengthen the economic and financial resilience of Pacific Island countries facing the withdrawal of their correspondent banking relationships. This will involve supporting PICs to (i) establish a regional facility for CBR services (or Pacific payment mechanism) that provides a single point of entry for correspondent banks, (ii) promote financial access and interconnectivity through investments in financial infrastructure, and (iii) enhance regional resilience through policy and regulatory reforms, risk assessments, and upstream work.The expected outcomes of the Action are to avoid disruptions in financial flows to and from PICs, improve access to cross-border transactions, increase the resilience of CBRs in PICs, develop enhanced legal and regulatory frameworks, and ensure continuous access to correspondent banking services (with the implementation of the Pacific Payment Mechanism). The achievement of these outcomes will result in lower transaction costs and faster transfers of money for trade, remittances, and development, humanitarian, and disaster relief funds. PICs are uniquely vulnerable to the withdrawal of Correspondent Banking Relations (CBRs), which underpin vital financial flows such as international trade, remittances, tourism revenues, and humanitarian aid. There are two drivers of CBR withdrawal, known as "de-risking". First, rising risk management and compliance costs related to anti-money laundering and countering the financing of terrorism (AML/CFT) have contributed to a worldwide contraction in correspondent banking networks. Second -and more relevant for the Pacific- the low volume of transactions in PICs makes CBRs unprofitable for correspondent banks (insufficient economies of scale).The objective of the Action is to strengthen the economic and financial resilience of Pacific Island countries facing the withdrawal of their correspondent banking relationships. This will involve supporting PICs to (i) establish a regional facility for CBR services (or Pacific payment mechanism) that provides a single point of entry for correspondent banks, (ii) promote financial access and interconnectivity through investments in financial infrastructure, and (iii) enhance regional resilience through policy and regulatory reforms, risk assessments, and upstream work.The expected outcomes of the Action are to avoid disruptions in financial flows to and from PICs, improve access to cross-border transactions, increase the resilience of CBRs in PICs, develop enhanced legal and regulatory frameworks, and ensure continuous access to correspondent banking services (with the implementation of the Pacific Payment Mechanism). The achievement of these outcomes will result in lower transaction costs and faster transfers of money for trade, remittances, and development, humanitarian, and disaster relief funds.
