XM-DAC-6-4-013115-01-0 AICS - Italian Agency for Cooperation and Development The project aims to support the ASEAN Member States (AMS) in the implementation of sustainable aquaculture and small-scale fisheries (SSF) initiatives, in line with the Strategic Plan of Action for ASEAN Cooperation on Fisheries (SPA-Fisheries 2021-2025), looking at paradigms and models proposed by FAO/GFCM, the European Union/MEDAC, and by the food safety and Mediterranean diet UNESCO. The Project leverages the ASEAN-Italy Partnership to contribute to the development and/or integration of strategies, policies, standards and codes of conduct of the ASEAN Secretariat and of the AMS aimed at strengthening sectors’ competitiveness and sustainability. The project has two components: The reinforcement of the aquaculture sector through multisectoral policies, strategies, and tools such as the development of the ASEAN Good Aquaculture Practices (GAqP); the conduct of training and capacity building on the GAqP, exchange of knowledge and best practices between Italy and ASEAN in aquaculture system development and labelling. The project is expected to produce a GAqP for key aquaculture products for export and local consumption for both marine and freshwater species, and the methodology adopted in the GAqP can be replicated also for developing other GAqP on other aquaculture species of interest of AMS. ii) Strengthening coastal and small-scale fisheries resources management looking at paradigms and models proposed by FAO/GFCM, the European Union/MEDAC, and by the food safety and Mediterranean diet UNESCO. On this component the project will: a) study the phenomenon of Abandoned, Lost or otherwise Discharged Fishing Gear (ALDFG) and will develop a Regional Road Map/strategic planning and a Regional Action Plan/mid-term operational tool; b) support the customization of the Code of Conduct for Responsible Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) at the regional level, looking at ASEAN context. Il progetto mira a supportare gli Stati membri dell’ASEAN nella realizzazione di iniziative di acquacoltura sostenibile e pesca artigianale (Small Scale Fisheries, SSF), in linea con il Piano d’azione strategico per la cooperazione ASEAN in materia di pesca (SPA-Fisheries 2021-2025), nel solco dei paradigmi e i modelli proposti dalla FAO/GFCM (General Fisheries Commission for the Mediterranean), dall’Unione Europea/MEDAC e dall’UNESCO per la sicurezza alimentare e la dieta mediterranea. Il Progetto fa leva sul Partenariato ASEAN-Italia per contribuire allo sviluppo e/o all’integrazione di strategie, politiche, standard e codici di condotta del Segretariato ASEAN e dell’AMS (ASEAN Member State) volti a rafforzare la competitività e la sostenibilità dei settori stessi. Le due principali componenti di progetto sono: i) Il rafforzamento del settore dell’acquacoltura attraverso politiche, strategie e strumenti multisettoriali come lo sviluppo delle buone pratiche di acquacoltura dell’ASEAN (GAqP); la conduzione di attività di formazione e rafforzamento delle capacità sui GAqP, lo scambio di conoscenze e buone pratiche tra Italia e ASEAN nello sviluppo dei sistemi di acquacoltura e 'etichettatura. Si prevede che il progetto produca un GAqP per i principali prodotti dell'acquacoltura destinati all'esportazione e al consumo locale sia per le specie marine che d'acqua dolce, e la metodologia adottata nel GAqP potrà essere replicata anche per lo sviluppo di GAqP su altre specie di acquacoltura di interesse dell'AMS. ii) Il rafforzamento della gestione delle risorse della pesca costiera e su piccola scala guardando ai paradigmi e ai modelli proposti dalla FAO/CGPM, dall'Unione Europea/MEDAC e dall'UNESCO per la sicurezza alimentare e la dieta mediterranea. Su questa componente il progetto: a) studierà il fenomeno degli attrezzi da pesca abbandonati, perduti o altrimenti scaricati (ALDFG) e svilupperà una road map regionale/pianificazione strategica e un piano d'azione regionale/strumenti operativi a medio termine; b) sosterrà l’adattamento del Codice di condotta per una pesca responsabile nel contesto della sicurezza alimentare e dell'eliminazione della povertà (linee guida SSF) a livello regionale, guardando al contesto dell'ASEAN. The General Objective is to contribute to the adoption of sustainable food production systems and the implementation of resilient agricultural practices that by 2030 will increase productivity and production, help maintain ecosystems, strengthen capacity for adaptation to climate change, extreme weather, drought, flooding and other disasters, and progressively improve land and soil quality in the ASEAN Member States (AMS). The initiative is harmonized with and contributes to the food security and agricultural development objectives of the ASEAN Guidelines for Promoting Climate Smart Agriculture (CSA) Practices; the ASEAN Regional Guidelines for Sustainable Agriculture; the ASEAN Economic Community Blueprint 2025; the ASEAN Comprehensive Recovery Framework; in the ASEAN Cooperation in Food, Agriculture, and forestry 2016 – 2025; the ASEAN Integrated Food Security (AIFS) Framework; and the Strategic Plan of Action on Food Security in the ASEAN Region (SPA-FS) 2021-2025. The initiative intends to provide a model that can be adopted and adapted by the ASEAN Member States to multiple agricultural supply chains beyond those targeted by this project, benefitting of the Italian know-how and technology, and the use of environmentally, user friendly and climate smart solutions. The project will be implemented by a Consortium composed by the Università di Milano – Dipartimento di Scienze Agrarie e Ambientali – Produzione, Territorio, Agroenergia (UNIMI-DISAA), the Scuola Superiore Sant’Anna di Pisa (SSSA), and the Alliance of Bioversity International e CIAT (ABC). Il progetto mira a migliorare la resilienza contro i cambiamenti climatici e la promozione della sostenibilità economica, sociale e ambientale delle pratiche agricole nei paesi dell'ASEAN attraverso l'introduzione di soluzioni di agricoltura sostenibile e meccanizzazione agricola per le filiere del mais, manioca e canna da zucchero. L’obbiettivo generale del progetto è quello di contribuire all'adozione di sistemi di produzione alimentare sostenibili e all'implementazione di pratiche agricole resilienti che entro il 2030 aumenteranno la produttività e la produzione, aiuteranno a mantenere gli ecosistemi, rafforzeranno la capacità di adattamento ai cambiamenti climatici, alle condizioni meteorologiche estreme, alla siccità, alle inondazioni e ad altri disastri, e che miglioreranno progressivamente la qualità del terreno e del suolo negli Stati Membri dell’ASEAN (AMS). Through the financing of the fund, a Team Leader, a technical expert, and a local assistant will be hired. The personnel will assure the strengthening of the AIDP development partnership and the coordination between ASEAN and its technical divisions, the Italian Embassy in Jakarta and AICS Regional Office in Hanoi. Furthermore, the personnel will foster dialogue with other ASEAN development partners.
