      <narrative xml:lang="en">Combating the Illegal Jaguar Parts Trade in Bolivia and Suriname</narrative>
    </title>
    <description type="1">
      <narrative xml:lang="en">Jaguars are impacted by many threats including habitat destruction and fragmentation, declining prey availability, and human-jaguar conflicts. Since 2012, demand from Asia has introduced a trade in jaguar teeth, claws, whiskers, and other parts. Bolivia is one of the hotspots for the illegal trade in jaguar parts in South America. Recent seizures have included packages of teeth and skulls destined for China. To counter the illegal trade in jaguar parts, this two-year grant will support: a review and assessment of current law enforcement protocols in Bolivia and Suriname; standardization of law enforcement reporting procedures; surveys of groups to identify motivations for jaguar poaching and trade routes; three trainings in Bolivia and one training in Suriname on identification of illegally hunted animals and their parts; development and distribution of a cat identification manual to police departments and customs officials in both countries; radio and newspaper advertisements and stories about the illegality of poaching jaguars and the trafficking their parts; five workshops in local communities on the conservation value of jaguars and the illegality of the parts trade; and a jaguar monitoring system in Suriname to detect changes in populations due to poaching.</narrative>

Ninety-eight percent of the Beni is private cattle ranches, with no national protected areas. The Barba Azul Nature Reserve is a critical stop-over area in Bolivia for the Buff-breasted Sandpiper. The grantee will undertake several activities on the reserve to benefit buff-breasted sandpiper and other neotropical migrants, including: maintenance, management, law enforcement, research and monitoring. Project objectives include (i) assessing current attitudes and behaviors towards jaguars and the level and dynamics of human-jaguar conflict; (ii) increasing the capacity of Pando environmental institutions (local government, MNAWR staff, non-governmental organizations, universities) and communities to manage wildlife conflicts; and (iii) establishing community-level action plans to reduce conflicts based on analysis of data and direct participation of communities and other stakeholders.</narrative>

      <narrative xml:lang="en">PROTECTING BUFF-BREASTED SANDPIPER HABIT</narrative>

      <narrative xml:lang="en">A team of 18 researchers conducted a Beni savanna shorebird survey (Sept. 2021, 482 mile transect), where the Barba Azul Nature Reserve (11,000 hectare Western Hemisphere Shorebird Reserve Network critical stopover site protecting 9 threatened bird species including the Critically Endangered Blue-throated Macaw) had the highest count of the Buff-breasted Sandpiper (Bird of Conservation Concern (BCC) USFWS 2021) of 1,500, along with 7 other BCC species. Monitoring and Research at Barba Azul has shown that Buff-breasted Sandpipers prefer short-grass with the presence of a large ungulate (cattle). As a seventh phase, Armonia proposes to develop the following priority actions from the USFWS Conservation Plan for the Buff-breasted Sandpiper: Protection through the Armona titleholder creation and habitat protection of an additional 1,740 hectares as an officially recognized reserve to be purchased in 2022, Maintenance of 7,000 hectares of tropical savanna habitat; and law enforcement of Barba Azul. Barba Azul is the only site within Bolivia with a long-term shorebird monitoring program (8 years) where they will research and monitor Buff-breasted Sandpiper populations. Armonia continues the management and development of 1,500 hectares of grassland with experiments since 2019 on best-practices ranching techniques and ideal stocking rates as an educational model eco-friendly ranching system, which will also offer sustainability support. The development of a physical model ranch with actual experience will be a very powerful educational tool for ranch owners.</narrative>

      <narrative xml:lang="en">Jaguars are impacted by many threats including habitat destruction and fragmentation, declining prey availability, and human-jaguar conflicts. Since 2012, demand from Asia has introduced a trade in jaguar teeth, claws, whiskers, and other parts. In Bolivia, illegal wildlife trafficking is the primary threat to jaguar populations - approximately 750 teeth have been intercepted since 2014, indicating 180 jaguar deaths. To date, there has not been a comprehensive, range-wide assessment of the scale of the trade, hotspots, networks, or methods. To fill this gap and address the illegal trade in jaguars across their range, this two-year grant will support: development of a data collection plan to conduct online monitoring of potential jaguar trade (e.g. offers of jaguar parts for sale); a comprehensive, range-wide map of trade patterns and networks, including actors, motivations, and intervention points; identification of hotspots for jaguar trafficking; training for law enforcement officials on how to collect and manage intelligence; and support for intelligence-led law enforcement operations in hotspots for jaguar trafficking.</narrative>

      <narrative xml:lang="en">Bolivian Beni Savana is an important fall migration stop-over area for the Buff-breasted Sandpiper whose ideal foraging habitat is flat, drying water-body short-grass with recent ungulate grazing and this habitat is a small part (approximately 1%) of the Beni ecosystem. The most important stop-over site in this region is Armona's 27,000-acre Barba Azul Nature Reserve, which has had the highest Buff-breasted Sandpiper count in the region along with seven other Birds of Conservation Concern. Barba Azul protects ten threatened bird and mammal species including the Critically Endangered Blue-throated Macaw. In this eighth phase, Armona will undertake the following priority actions from the USFWS Conservation Plan for the Buff-breasted Sandpiper: 1) Maintenance of nearly 22,000 acres of tropical savanna habitat and 2) law enforcement of Barba Azul. Barba Azul is the only site within Bolivia with a long-term shorebird monitoring program (10 years) where Armona will research and monitor Buff-breasted Sandpiper populations. Additionally, Armona will continue the management and development of 3,700 acres of grassland using best-practices ranching techniques and ideal stocking rates as an educational model eco-friendly ranching system, which will also offer sustainability support. A functioning, local model ranch will be a very powerful educational tool for ranch owners.</narrative>

      <narrative xml:lang="en">The Barba Azul Nature Reserve, a Western Hemisphere Shorebird Reserve Network site, is a critical stopover area in Bolivia for the Buff-breasted Sandpiper and protects six threatened bird species, including the Critically Endangered Blue-throated Macaw. Now in its sixth phase, the objectives of this project are to continue to: 1) maintain 17,297 acres of tropical savanna on Barba Azul Nature Reserve; 2) manage 3,706.6 acres of Sandpiper foraging habitat on the Reserve; 3) conduct patrols of the reserve; 4) monitor Sandpiper populations; 5) research Sandpiper preferences for different cattle stocking rates; and 6) conduct community outreach and education to improve the quality of Sandpiper foraging habitat on private cattle ranches. The activities will improve knowledge of tropical grassland foraging conditions for Sandpiper, improve habitat conditions on the Reserve and on private cattle ranches, and share data that will support conservation efforts.</narrative>

      <narrative xml:lang="en">Jaguars are impacted by many threats including habitat destruction and fragmentation, declining prey availability, and human-jaguar conflicts. Since 2012, demand from Asia has introduced a trade in jaguar teeth, claws, whiskers, and other parts. In Bolivia, illegal wildlife trafficking is the primary threat to jaguar populations - approximately 750 teeth have been intercepted since 2014, indicating 180 jaguar deaths. To date, there has not been a comprehensive, range-wide assessment of the scale of the trade, hotspots, networks, or methods. To fill this gap and address the illegal trade in jaguars across their range, this two-year grant will support: development of a data collection plan to conduct online monitoring of potential jaguar trade (e.g. offers of jaguar parts for sale); a comprehensive, range-wide map of trade patterns and networks, including actors, motivations, and intervention points; identification of hotspots for jaguar trafficking; training for law enforcement officials on how to collect and manage intelligence; and support for intelligence-led law enforcement operations in hotspots for jaguar trafficking.</narrative>

      <narrative xml:lang="en">Bolivias Gran Chaco holds the largest virgin dry forest on earth and more than 3,400 plant species (400 endemic), and 150 mammal species (12 endemic) including eight types of armadillo and the endangered Chacoan peccary (Catagonus wagneri). However, the biodiversity and ecological services the forests provide to local communities is fast disappearing. Over 85% of the original forest cover has been cleared over the last 30 years, and while the remaining forests in Bolivia still provide watershed services to the Chaco communities, these areas face increasing pressure from forest degradation linked to unsustainable resource use, illegal hunting and settlements. This project will implement a conservation plan for a newly created 664,498 acre natural protected area in southern Bolivia by initiating a management structure for the indigenousrun municipality and implementing on-the-ground conservation activities. Specific activities include: working with the indigenous Guarani communities who control the area to create a management structure/institution; holding participative workshops with local communities to create a management plan to establish usage rules and zoning for the protected area; creating a sustainable development program to maintain support for the protected area among local communities; and identifying options for a sustainable financing mechanism to maintain conservation management.</narrative>

      <narrative xml:lang="en">PROTECTING BUFF-BREASTED SANDPIPER HABIT</narrative>

      <narrative xml:lang="en">The Barba Azul Nature Reserve (11,000 Hectares protecting 6 threatened bird species including the Critically Endangered Blue-throated Macaw) is a Western Hemisphere Shorebird Reserve Network site as a critical stop-over area in Bolivia for the Buff-breasted Sandpiper. Partners propose to develop the following priority actions from the US Fish and Wildlife Service's Conservation Plan for the Buff-breasted Sandpiper: Protection through the Armona title holder creation and habitat protection of an additional 681 hectares as an officially recognized reserve to be purchased with matching funds in 2018, Maintenance of 7,000 Hectares of tropical savanna habitat; management and development of 1,500 hectares for Buff-breasted Sandpipers through an eco-friendly savanna management ranching process which will give sustainability support for the reserve; and law enforcement of the Barba Azul savanna and river edge foraging habitat. Armona will research and monitor Buff-breasted Sandpiper populations, movements and habitat usage in the Beni Savanna, and research different management techniques with cattle impact. Through the implementation of an eco-friendly ranching process and education, they will increase and improve the quality of foraging habitat on private cattle ranches by actively promoting better land use practices from their model ranch and research.</narrative>

Ninety-eight percent of the Beni is private cattle ranches, with no national protected areas. The Barba Azul Nature Reserve is a critical stop-over area in Bolivia for the Buff-breasted Sandpiper. The grantee will undertake several activities on the reserve to benefit buff-breasted sandpiper and other neotropical migrants, including: maintenance, management, law enforcement, research and monitoring.       <narrative xml:lang="en">The purpose of this project is to reduce human-jaguar conflict inside and around Manuripi National Amazon Wildlife Reserve (MNAWR) in Pando Department of northern Bolivia. Project objectives include (i) assessing current attitudes and behaviors towards jaguars and the level and dynamics of human-jaguar conflict; (ii) increasing the capacity of Pando environmental institutions (local government, MNAWR staff, non-governmental organizations, universities) and communities to manage wildlife conflicts; and (iii) establishing community-level action plans to reduce conflicts based on analysis of data and direct participation of communities and other stakeholders.</narrative>
