The project is closely aligned with the RAF's core objectives to build the resilience of the most vulnerable and food- and nutrition-insecure households to shocks and stresses, particularly those driven by climate change. Operating across household, community, and systems, the project adopts a holistic, multisectoral approach to strengthen climate-resilient livelihoods, promote sustainable and nutrition-sensitive food systems, and institutionalise inclusive market interventions, ultimately enabling communities to withstand climate-driven shocks, improve food security, enhance diversified livelihood sources and reduce reliance on humanitarian aid. Additionally, the climate-risk assessments jointly developed in the refugee camps will inform the implementation of resilience-building community projects against the impact of climate-change. Youth will be trained in trades which are identified through NRC’s youth-led market assessment. Graduates will receive tailored start-up kits, cash grants, job placements, and internships, complemented by mentoring and job fairs to facilitate sustainable income generation. Handicap International (HI) will ensure the inclusivity of consortium interventions by embedding disability-inclusive approaches across climate-resilient activities and empowering learners with disabilities by developing their skills to create income-generating opportunities. The exit strategy for consortium partners will emphasise community ownership and sustainability through clear handover and capacity-building actions. Community-led initiatives such as Local Adaptation Plans, developed and validated with government stakeholders, will be integrated into local development plans. Strengthened linkages with private companies and service providers will ensure access to climate-smart technologies, soil erosion projects, and climate-resilient livelihoods will be transferred to existing community structures, camp-level Site Development focal points, CIC offices, and local government. Women and girls' groups will be equipped with skills and market linkages to maintain their livelihoods, while youth groups will be encouraged to take leadership in climate action projects. The trained Youth with disabilities will work for supply some devices for other projects of HI in this context. HI will also advocate with other agencies working in camps and sectors to utilize their skills for making some devices and assistive products for their beneficiaries specially for children. They will also continue work for repairing devices of individuals from communities. All nature-based solutions will rely on affordable, locally available resources, making them easy to replicate and sustain over time.  1,575 individuals in host communities supported with climate-resilient and nutrition-sensitive agriculture, and 525 individuals in Rohingya camps supported with vertical nutrition gardening. In total, 2,100 individuals (56% female and 44% male) will be reached, building the resilience of the most vulnerable and food- and nutrition-insecure households while reducing reliance on humanitarian aid.  100 women (50 Rohingya and 50 host) supported with advanced level skills training related to recycling readymade garment industry waste, and one sales outlet established in Cox’s Bazar, decreasing reliance and humanitarian aid and increasing market viability of interventions.  Enhanced climate knowledge and resilience of 1,625 individuals (600 from host communities and 1,025 from camps/refugees, of whom 56% are female and 44% are male) by providing cash, in-kind, and technical support to design and implement community-led micro projects focused on climate adaptation, mitigation, and mainstreaming.  Implementation of community-led, nature-based slope stabilization and environmental restoration schemes through Cash-for-Work (CfW) in camps and host communities, benefiting 2,290 individuals (56% female and 44% male). The project participants included 1,100 individuals from host communities and 1,190 refugees, among them 700 persons with disabilities and their caregivers  Youth, women and men from the Rohingya Refugee and host community in Cox’s Bazar will receive skill training (including green skills) and livelihood diversification opportunities through training, business startup inputs and market linkages to improve their income and job opportunities.730 beneficiaries (502 Rohingya and 228 host community) of which 56% are female and 44% are male will benefit from these green skills trainings.  Communities will be engaged to align local plans with the National Adaptation Plan (NAP) to promote long-term resilience and sustainability.  Host community farmers will get better access to markets, agricultural services and livestock insurance to help them cope with climate related risks and building scalable and sustainable linkages with the private sector. ( Livestock insurance falls under IRC activities. IRC’s overall livestock beneficiary target is 300 individuals (180 female and 120 male), of which 160 (96 female and 64 male) will be targeted specifically for livestock insurance. For agricultural activities, IRC will target 1,000 beneficiaries (600 male and 400 female). To improve access to markets and agricultural services, DRC will target 1,575 beneficiaries (882 female and 693 male).  A pilot initiative will be launched in the refugee camps to support formalisation and growth of small-scale businesses and market systems.  Strengthened youth capacity in entrepreneurship and financial literacy, supporting the development of small and medium businesses and improved financial decision-making at the household level. NRC: 270 beneficiaries (151 female, 119 male; HI: 200 beneficiaries (112 female, 88 male); IRC: 260 beneficiaries (146 female, 114 male)  Improved interpersonal and life skills among targeted youth, equipping them with the critical soft skills needed to navigate the labour market, build social capital and lead social initiatives. NRC: 270 beneficiaries (151 female, 119 male)  Targeted youths will receive enhanced market transition support through mentoring, job placements, and the provision of start-up inputs (cash and in-kind), facilitating their direct entry into income-generating opportunities for vocational trainees. NRC: 270 beneficiaries (151 female, 119 male); mentoring and start-up support will be provided for all. Job placement (internship, and apprenticeship) support will be offered to 150 (84 female, 66 male) beneficiaries. IRC: 260 beneficiaries (146 female, 114 male); mentoring and start-up support will be provided for all. Job placement support will be determined at a later stage. HI: 200 beneficiaries (112 female, 88 male); training and start-up resources will be provided.  Two (2) vocational training centres and recycling facilities upgraded with accessibility features (e.g. ramps, adapted toilets, signage).  Establishment of Pilot Workshop for Repair, Recycling, and Local Production of Assistive Devices and Consumables and training of 15 youth with disabilities (9 female, 6 male) from refugee camps trained in assistive device repair and small-scale local production of inclusive tools/materials. Rohingya Refugee and Host Community Why does the proposed delivery partner the right one? The Centre for Natural Resource Studies (CNRS), an IRC partner, is a well-established NGO with 30+ years of experience in climate resilience, sustainable livelihoods, nature-based solutions, and community-based development in Bangladesh. It has a strong presence in Cox’s Bazar and close ties with both refugee and host communities. ESDO (Eco-Social Development Organization), a DRC partner, will support RAF project implementation in Cox’s Bazar to strengthen its effectiveness, reach, and sustainability. With strong local knowledge and community trust, ESDO has proven experience working with refugees and host communities, forming CBOs, and running green job initiatives like garment waste processing. Uttaran, a trusted NRC partner, has extensive experience in skills development for both host and displaced communities in Bangladesh. Its community-driven approach blends inclusive planning, market-relevant training, and strong stakeholder coordination. Since October 2023, Uttaran has trained 464 youths (212 host, 252 Rohingya) across six trades under the Skill Development Project. Prottyashi (HI partner) is an experienced national NGO with strong operational presence in Cox’s Bazar. It brings proven expertise in inclusive green skills training, climate-smart agriculture, cash-for-work, and market access for vulnerable groups, including women and persons with disabilities, through adaptive programming and community-based approaches and reached over 30,000 individuals. Assumptions • Timely approval of FD6 and FD7 by NGOAB and approval of all needs assessment reports by Camp in Charges and UNO. • Political, peace and security situations in the camps and the host communities remains conducive for smooth implementation. • Ability and willingness of the local government authorities and the camps and host community people to participate in the project. • Rohingya refugees will continue to be allowed to attend skills-building activities Risks • Violent incidents in the camps may increase due to clashes between armed groups, refugees and host communities, or security forces and refugee or host communities. • Upcoming national election/harsh weather can put a big challenge on organizing the project resources and delay the field level implementation. • Local authorities and stakeholders may disagree on geographical targets, guidelines or activities. • The provision of cash grants for refugee youth is yet to be formalised and officially approved by the Government of Bangladesh. • Severe monsoon weather, including flooding, erosion, and landslides, could disrupt camps and agricultural activities. Risk Mitigation Strategy: • Maintain close coordination with camp authorities, law enforcement, and protection actors to monitor security and respond to threats. Apply conflict-sensitive approaches and conduct regular safety assessments to ensure staff and project participants’ safety. Activities will be adjusted, paused, or relocated if violence escalates. • Develop flexible implementation and contingency plans to manage delays due to national elections or extreme weather events. Coordinate with local administration to minimize disruptions and schedule remote or indoor activities during high-risk periods. • Engage government departments, sectoral actors, and stakeholders through regular coordination meetings to build consensus, capture learnings, and ensure alignment with national policies and guidelines. • Maintain coordination with LSDS, RRRC and other relevant government authorities to advocate for formal approval of cash grants. Prepare alternative livelihood support plans, such as in-kind business inputs to ensure continuity if approvals are delayed. • Adopt flexible and adaptive planning, support community-led disaster preparedness, and prioritise cost-effective resilience interventions that can be sustained even in resource-constrained settings. Activities Under Output 1.1: Activity 1: Vulnerable refugees and host community farmers practice Climate Smart Agriculture and Climate-Smart Livestock rearing to build resilient livelihoods. The project will select food-insecure households among the host and refugee communities, prioritising women-headed households, pregnant and lactating women and households with elderly and/or people with disabilities and ensuring that households who have access to small land are included in the selection. Households will be trained on Climate-Smart Agriculture (CSA) practices for homestead food production, focusing on diversified and nutritious foods and vertical nutrition gardening (due to the absence of agricultural land in the camps). The farmers will receive training on resilient crop varieties, soil health, efficient irrigation, and integrated pest management. Furthermore, some families in the camps will be supported in fish farming. Host community members will receive climate-smart livestock training delivered by a private sector company collaborating with the project and which will include improved livestock-housing, feed, and animal health practices. Both host community and refugees’ beneficiaries will be supported with In-kind inputs (toolkits and input support). In host communities, drought-resistant and saline-tolerant seeds for high-value but low-volume vegetable, spice and grain crops will be provided, as well as support to poultry and fish farming at individual and community level. In camps. To build strong market connections, the project will establish collections and market centres to support farmers and their groups to sell their surplus produce to WFP fresh food vendors. Some products will also be sold out in the local market in Ukhiya and Cox’s Bazar. HI will work closely with consortium partners to identify and address accessibility barriers in collection points, training sites, and market centres. Additionally, HI will also refer persons with disabilities and their caregivers to be part of this activity and provide them with tailored assistive devices and adaptive tools to meaningfully engage in this activity. This approach will ensure that persons with disabilities and their caregivers can actively participate in DRC-supported agricultural value chains across camps and host communities. Activity 2: Rohingya refugee and their host community women’s economic empowerment creating ‘Green Jobs’ by recycling readymade garment industry waste. Within the scope of the circular economy, DRC and local partner EDSO have installed eight Ready-Made Garment (RMG) industry waste recycling centres (four in Rohingya camps and four in host communities), provided training (24 days), tools and accessories to 100 women (50 Rohingya and 50 host), and employed them to produce floor mats, door mats and other marketable products using the recycled RMG industry waste, locally called ‘jhoot’. This has been an attractive business for both Rohingya and host community women since each earns $3-5 per day through this employment. Through the RAF project, DRC will work with its partner ESDO and the already established groups to expand the scope of this intervention and seek to strengthen market linkages. DRC will provide advanced level skills training (level 1 and 2) to 100 women to enable them to produce finer and higher-quality recycled products with greater market potential, and to build their skills as training facilitators to train additional camp and host community members. DRC will provide the required tools and accessories to the trained women to repair and maintain the existing eight recycling centres, as well as supporting them to install eight additional recycling centres in camps and host communities. DRC will collect textile leftovers from RMG industries and deliver this to the centres for the women to recycle and reuse them to produce floormats, doormats and other marketable products. To advance market linkages, DRC will establish one sales outlet in Cox’s Bazar, which will be an expansion of the already established and successful sales outlet in Ukhiya sub district. DRC has an informal set up with a private company KDS Group and Accessories in Chittagong who provides ‘jhoot’ to DRC recycling centres. DRC will seek to formalise a tripartite MoU (DRC- KDS Group – CBOs) for the sustainable supply of the ‘jhoot” for the recycling. DRC will continue RMG industry waste engaging with private companies after the project period through Danida funding. Activity3: Facilitate and strengthen market and service linkages with private companies, buyers and suppliers to improve access to climate smart information, digital technologies and financial services. The IRC will facilitate linkages between value-chain actors and strengthen the enabling environment by providing market information to farmers and livestock owners, market and service linkages with private companies, buyers, and suppliers to enhance access to climate-smart information, technologies, and financial services (for host communities). The IRC will collaborate with a livestock service provider to deliver innovative cattle identification technology to facilitate farmers’ access to livestock insurance. The insurance will support farmers in accessing real-time data, ensure vaccination is updated to secure payouts in the event of livestock illness or loss. In coordination with LSDS, IRC will pilot the formalisation of refugee-owned microenterprises by supporting the identification of market-viable businesses, enhancing skills, and linking refugees with host-community buyers and suppliers. The pilot will provide training, input support, record-keeping assistance, and improved market access. Lessons learned from this initiative will inform an Approach to Scale for the sustainable formalisation of camp-based businesses. Activity: 4: Vulnerable refugees and host community youths and women acquire market-relevant Skills (including green skills) and diversify their livelihoods and income generating sources. The project conducts an assessment to identify market-driven green skills and livelihoods opportunities most useful for the economically vulnerable refugees and host community youth and women. Clients will be enrolled in financial literacy and business skills training. The modules will be contextualized and consulted with the LSDS sector, accommodating the learning from other partners to increase business skills, entrepreneurship, business planning, financial record keeping, market analysis and product supply chain of the clients. The consortium partners have been delivering these trainings in Bangladesh since 2022, with results showing that 90% of the host community clients have increased their monthly income from baseline to endline. Clients will also be enrolled in Green Skills trainings on occupations, such as waste management, organic composting, gas stove repair, solar installation and maintenance, alongside demand-driven trades like- soap production, plumbing and WASH facility maintenance. Handicrafts and hand stitching (including boutique and block) and training on digital skills will also be included. The project will facilitate linkages with private sector on the development of the Green Skills training and in facilitating scoping for employment or self-employment opportunities for the host community. To support starting up green businesses, the successfully trained participants will receive training toolkits in the refugee camp and start-up inputs and support in the host community. The project will facilitate market linkage meetings among the host community producers, buyers and input suppliers. As an active member of the LSDS, and with the support of the wider consortium members, the project will also collaborate with camp authorities to pilot a formalisation activity for refugee-owned microenterprise, linking them with buyers and suppliers to broaden market access for refugees, contingent on the approval of CiCs and higher level authorities, initially strengthening market linkages within the camps, and adapting this with learning and advocacy to include the host community as much as feasible. This project aims for scalable incremental strides in challenging some of the policy restrictions on refugee livelihoods in this protracted crisis. HI will complement these efforts by directly implementing inclusive vocational training targeting persons with disabilities and their caregivers. Building on its experience in disability-inclusive skills development, HI will also support consortium partners in making training environments physically accessible and in providing adapted tools and reasonable accommodations to enable equitable participation. In collaboration with its partner PROTTASHY, HI will facilitate market linkages by showcasing participant products through retail outlets such as Prottashyi’s Cox’s Bazar Shop and online platforms, supporting the launch of home-based microenterprises and helping sustain income generation beyond the project period. This intervention complements the project’s broader skills training by providing an inclusive entry point into green livelihoods for individuals often excluded from mainstream economic opportunities. Activity 5: Improve interpersonal and life skills among targeted youth, equipping them with the critical soft skills needed to navigate the labour market, build social capital and lead social initiatives. This activity integrates NRC’s life skills modules into vocational training programmes to equip youth with personal development, leadership, and community engagement skills. The aim is to foster youth-led, community-driven solutions that strengthen social cohesion and resilience. In addition, climate education components will be embedded to raise awareness and promote adaptive behaviours, enabling young people to become proactive agents of change in the face of climate-related challenges. Activity 6: Enhance market transition support through mentoring, job placements, and provision of start-up inputs (cash and in-kind), facilitating direct entry into income-generating opportunities. The vocational training participants (Youth with and without disability and other vulnerable groups) will be supported through structured apprenticeship placements and coaching-mentoring initiatives to gain hands-on training and attainment of practical skills in relevant trades. These opportunities will enhance employability, support income generation, and promote long-term self-reliance. This approach bridges the gap between training and the job market, empowering youth and other vulnerable groups to transition into sustainable livelihoods. In addition, upon successful completion of vocational training, participants (With and without disability) will receive tailored business start-up kits or start-up capital to launch home-based enterprises or micro-businesses and job placement support to enable employment and self-employment through private sector engagement. If the government does not allow cash support for this activity, partners will provide start-up kits and other inputs to support the beneficiaries’ business ideas. These kits will enable trainees to apply their newly acquired skills in income-generating activities, fostering entrepreneurship and economic self-reliance. This initiative aims to reduce long-term aid dependency by promoting sustainable livelihoods and empowering youth, persons with disabilities and marginalized groups as drivers of local economic resilience. Activity 7: Strengthen youth capacity in entrepreneurship and financial literacy, supporting the development of small and medium businesses and improved financial decision-making at the household level. The programme aims to strengthen youth capacity in entrepreneurship and financial literacy by equipping them with the knowledge, skills, and confidence needed to start and manage small and medium businesses. Through targeted training and mentorship, young people will be supported to identify viable business opportunities, develop business plans, and make informed financial decisions. This will not only enhance their individual economic prospects but also contribute to improved financial decision-making at the household level, promoting greater resilience and self-reliance within communities. These sessions will be integrated in the skills development programme and target all enrolled youth. Activity 8: Pilot Workshop for Repair, Recycling, and Local Production of Assistive Devices and Consumables HI will pilot a localised workshop model in Cox’s Bazar to support the repair, refurbishment, and recycling of assistive devices, while also exploring the low-cost, small-scale production of therapeutic consumables and materials. The initiative will focus on restoring the functionality of worn or damaged assistive devices—such as mobility aids, crutches, or wheelchairs—through repair or component reuse, reducing waste and increasing device availability. This approach promotes environmental sustainability and aligns with circular economic principles. The workshop will also test locally sourced production of high-demand consumables (e.g., positioning cushions, adaptive grips, therapy tools), using affordable, climate-appropriate materials to enhance the long-term availability and affordability of essential items. HI will identify and train a cohort of skilled youth, including persons with disabilities, in basic repair, adaptation, and production techniques, contributing to inclusive green livelihoods and skill development. This pilot aims to serve as a scalable model for climate-smart, inclusive service delivery and may inform future engagement with private sector actors or social enterprises to promote sustainability beyond the project period. Additionally, to support the meaningful participation of persons with disabilities across project activities, HI will facilitate access to assistive devices and functional support through referral and coordination with its ongoing rehabilitation programmes. HI will leverage its existing static service points and technical teams to provide functional assessments, home-based therapy, provision of assistive devices, and reasonable accommodation support including tool adaptations where needed. This support will enable individuals to fully engage in livelihood training, household preparedness, awareness campaigns, DRR planning, and the use of accessible infrastructure. Activities Under Output 1.2: Activity 1: Capacity building of the Rohingya refugee and host community on the climate adaptation and restoration of degraded environment through training and community led micro projects. In line with the DRC’s localisation strategy, DRC has established and been working with 54 CBOs (both Rohingya led, and host community led) aiming to empower community-based organisations in climate adaptation, mitigation, and mainstreaming. Through the RAF, DRC will work with the already established CBOs to provide climate adaptation and mitigation training and support the CBOs to design and implement their micro- community led projects (CLPs). DRC will provide business start-up and continuity support in cash, in kind and technical support to the CBOs and community groups (both registered and non- registered). Some examples of CLPs are climate smart agriculture including vertical gardening in the camps, community led climate resilient livelihood initiatives, household level climate disaster risks mitigation works, vermi- composting, climate farmers field school, based on their needs and technical feasibilities. This has been proven to be a very effective and sustainable approach to building resilience at the community level in the Cox’s Bazar context. DRC will implement the activity based on its experience in the field level benefiting 1,625 unique beneficiaries. Activity 2: Community-led climate resilience interventions through Nature-Based Solutions by engaging Rohingya and host community men and women. In collaboration with Site Management (DRC) and Site Development (IOM) leads, DRC, HI and IRC will select disaster-prone and climate impacted sites for development of local adaptation plans (in six camps and two host communities) and repair and upgrade works, to mitigate the risks associated with climate related shocks and stresses and directly contribute to disaster risk reduction, and community infrastructure development. Community-led local adaptation plans will be developed, with orientation support provided to mobilise Rohingya and host community members, including men, women, and persons with disabilities, to participate in climate resilience initiatives. The plans will outline required repair and upgrade works, taking a nature-based solutions approach, including shelters, schools, and community facilities, as well as irrigation canals, drainage systems, protective embankments, and raised seedbeds. In total, 2,290 individuals (56% female and 44% male) will be involved in the process for NbS solutions. This consist of1,100 individuals from host communities and 1,190 refugees, among them 700 persons with disabilities and their caregivers To secure community leadership and involvement in the works, a cash-for-work (CfW) modality will be adopted whereby camp and community members, including persons with disabilities or caregivers, will directly contribute to the repair and upgrading works. Additional activities will be included such as tree planting, slope stabilisation through ecosystem-based adaptation (e.g. vegetation for slope stabilisation) and ecosystem restoration, to enhance the natural resilience of the surrounding environment and thereby reduce the risks of erosion, flooding, and heat stress. Furthermore, linkages will be established with Materials Recovery Facilities, a youth-led waste management system, to transform camp waste into high-quality compost and marketable products. Repairing and upgrading essential community and market infrastructure through a disability inclusive CfW modality will improve access to services, markets, and livelihoods, ensuring that communities are better equipped to absorb, adapt to, and recover from future climate-related shocks. CfW plays a critical role in strengthening the resilience of vulnerable communities by linking immediate income support with long-term climate adaptation measures. Overall, the efforts included in this activity aim to reduce environmental degradation, enhance community livelihoods, and mitigate social vulnerabilities. By fostering community ownership and reducing reliance on harmful coping strategies, the project contributes to long-term resilience and decreased dependency on humanitarian aid. Activity 3: Develop Local Adaptation Plans and Actions (LAPAs) in collaboration with communities and local government to address climate risks and promote resilient livelihoods: In support of GoB’s NAP, specifically PIN5 , the IRC will build the capacity and enhance awareness among host communities and key stakeholders on climate-change and specifically on local actions taken at the community level that will help mitigate the impact of climate change and reduce disruptions on livelihoods, through the implementation of 10 Local Adaptation Plans of Actions (LAPAs). In consultation and collaboration with the local communities and local government representatives, these LAPAs will focus on climate-resilient structures and processes such as early-warning preparedness, climate-smart agriculture and resilient livelihoods and will be validated with Upazila officials to ensure alignment with the National Adaptation Plan (NAP). Once the LAPAs are validated, the project will support the identification of four of the most disruptive and recurring issues at the community level through the implementation of resilience building projects following the cash-for-work modality. At the camp level, the IRC will similarly deliver a three-pronged approach to address the camp-level climate-induced vulnerabilities. Firstly, the IRC will deliver a training to camp disaster management committees, Community-Based Protection Committees (CBPCs), and women’s groups on how to conduct a climate risk assessment, following this, the IRC will conduct participatory climate risk mapping in targeted project locations in the camps to systematically identify vulnerabilities to climate-induced hazards such as floods, heatwaves, and cyclones and their consequences on the lives of the affected Based on the risk mapping community-led early action plans will be developed in coordination with camp management authorities, the project will prioritise four of the most disruptive and recurring climate-induced challenges and support refugee-led resilience-building projects using the cash-for-work modality, in alignment with the GoB’s guidance OUTCOME: Improved access to food security and livelihoods, and strengthened resilience for vulnerable host community and refugee households in Bangladesh The project is designed to deliver tangible improvements in the lives of vulnerable Rohingya refugees and host community members in Bangladesh by integrating climate resilience with economic opportunity in line with the RAF fund objectives. The core expected result is to ensure that that targeted households will become more self-reliant and better equipped to handle climate shocks through enhanced food security, diversified livelihoods, and direct participation in environmental restoration. Success will be measured by a key performance indicator including the percentage of targeted vulnerable households reporting increased income and better access to markets as a direct result of their engagement in climate-resilient agriculture or newly created green jobs. OUTPUT 1.1: Diversified livelihood (Employment) opportunities and household resilience through skills development, asset support, and climate-smart income-generating activities. Furthermore, the project aims to ensure safe and inclusive access to relevant and essential skills development opportunities for marginalised youth including people with disability, ultimately enhancing their income prospects and resilience in crisis-affected refugee and host communities. Building on the NRC youth well-being framework, the initiative will provide comprehensive support across multiple areas, including soft skills and entrepreneurship, enabling youth to transition into sustainable employment and achieve greater self-reliance. It builds upon the existing Durable Solutions projects in Jubaland and South West states of Somalia funded by EUTF. The objective of the project is Enhancing durable solutions through strengthening resilience & self-reliance and reducing risk and vulnerability of displacement affected communities towards (re)integration and reduced displacement in Somalia. Long-term Outcome: People have increased access to formal, semi-formal and informal justice systems 3,476 is 52% of beneficiaries accessing justice, from which 41% are women NRC Afghanistan, particularly its ICLA and M&E teams, is currently in the process of strengthening its outcome monitoring tools and associated methodological guidance, including the outcome indicators outlined in this project. The team will be finalising the tools in April 2018 and will start conducting outcome monitoring for all relevant activities across all ICLA projects on a regular basis effective from May 2018. The Country Office will thus share results against outcome indicators in the upcoming annual report. Target for the full project implementation (from January 2017 to December 2021) This target represents 61% of counselling and legal assistance beneficiaries, calculated on the assumption that in 61% of all counselling and legal assistance cases, access to justice will be achieved. With this assumption, and with 35 beneficiaries receiving HLP legal assistance; 65 receiving LCD legal assistance; 68 receiving HLP counselling, and 106 receiving LCD counselling, it is estimated that 167 beneficiaries accessed justice to resolve their dispute during the reporting period. Target for the full project implementation (from January 2017 to December 2021) This indicator measures legal counseling and legal assistance beneficiaires whose legal identity or HLP disputes have been resolved through formal or informal justice institutions.To date, 40% of the ICLA HLP legal assistance cases have been resolved either through the formal justice system or through the jirga/ shura court (informal justice system). Target for the full project implementation (from January 2017 to December 2021) During this quarter, 134 programme beneficiaries (64% ) reported resolving their disputes through formal or informal justice institutions. The reported figure is calculated from HLP legal assistance and HLP counselling beneficiaires. For HLP legal assistance, this was the number of those who reported that their HLP legal case had been heard either before a Shura/jirga or state court system and the issue had been positively responded. For HLP counselling, this was measured for beneficiaires who reported that they took action on their own after receiving counseling from NRC, and presented their HLP case before either the formal or the informal justice system. As per NRC's outcome data monitoring exercise schedule, quarterly ICLA outcome monitoring is planned in April 2019 and results will be ready in April. Hence, NRC will report on all outcome indicators for January - April 2019 in the next quarterly report. This indicator represents the legal assistance and counseling beneficiaries (both HLP and LCD) whose cases are resolved as a result of NRC's services. During this quarter, 1,202 (950 LCD beneficiaries, 252 HLP beneficiaries) individuals of those who have received legal assistance, had their cases resolved. However, NRC could not monitor the counseling services beneficiaries. This is due to NRC working on developing new M&E tools and revising its outcome monitoring methodology as indicated in the annual plan submitted in November 2019. This indicator represents the legal assistance and counseling beneficiaries (both HLP and LCD) whose cases are resolved as a result of NRC's services. During this quarter, from 904 counseling and legal assistance beneficiary , 817 (358 LCD beneficiaries, 459 HLP beneficiaries) individuals of those who have received legal assistance, had their cases resolved. However; NRC could not monitor the counseling services beneficiaries, as NRC was doing a through outcome monitoring for the whole year 2019 in the month of March 2020. The data is under analysis and will be reported in the annual report for the year 2019. This indicator is measured through sampled beneficiaries of the HLP and LCD counselling services, who report to have opened a case before the justice system and resolved it after receiving NRC counselling, and through counting the total beneficiaries of the legal assistance cases closed. In other words, the denominator for this indicator is the total beneficiaries of counselling services and the total legal assistance cases opened, and the numerator is only the beneficiaries of legal assistance cases closed and those beneficiaries of the counselling services who have resolved their cases after receiving counselling. During January to June 2020, NRC reached 2,435 beneficiaries (49% female) under this indicator. This figure represents total beneficiaries of the HLP and LCD legal assistance cases closed (2,082 individuals) plus 69% (353 individuals) of the total counselling during this period. In the month of July, NRC conducted a comprehensive outcome monitoring exercise for this project covering the last two quarters (January to June). NRC interviewed 55 counselling beneficiaries, out of whom 69% (38 persons- 26%female) reported to have opened and resolved their cases before the justice system after receiving counselling services from NRC. Based on its new M&E guidelines for this project, NRC applied the result of the interviews with the sampled beneficiaries to the rest of the counselling beneficiaries, therefore we can say that 69% (353 individuals) of the overall counselling beneficiaries (512 individuals) of the same period have resolved their cases. This number plus 2,082 beneficiaries of the total cases closed make 2,435 as the overall achievement under this indicator for the period of Jan-June 2020. Based on NRC’s M&E guidelines for this project, this indicator is measured through sampled HLP and LCD counselling services beneficiaries, who reported opening a case before the justice system and resolved it after receiving the counselling, and through counting the total beneficiaries of the legal assistance cases closed. As such, the denominator is the total counselling services beneficiaries and the total legal assistance cases opened, while the numerator is only the closed legal assistance beneficiaries and counselling services beneficiaries who resolved their cases after receiving counselling. During the period under review, NRC did not conduct any outcome monitoring for this project as it was viewed more appropriate to conduct an outcome monitoring every six months instead of quarterly. In July 2020, NRC conducted an outcome monitoring covering January to June. During this outcome monitoring exercise, NRC interviewed 55 counselling beneficiaries, out of whom 69% (38 persons- 18 female) reported to have opened and resolved their cases before the justice system after receiving counselling services from NRC. Considering the similarity in terms of the context and time, NRC applied the findings of this outcome monitoring exercise to this period under review to conclude that 69% (92 individuals) of the total HLP and LCD counselling beneficiaries (133 individuals) reached in this period, have opened and resolved their cases before the justice system. This number added to the 462 beneficiaries of legal assistance cases closed on HLP and LCD in this period gives 554 indiviuals, representing 83% of the total total beneficiaries reached through counselling and legal assistance cases opened in this quarter. Based on NRC’s M&E guidelines for this project, the indicator is measured through sampled HLP and LCD counseling services beneficiaries, who reported opening a case before the justice system and resolved it after receiving the counseling, and through counting the total beneficiaries of the legal assistance cases closed. As such, the denominator is the total counseling services beneficiaries and the total legal assistance cases opened, while the numerator is only the closed legal assistance beneficiaries and counseling services beneficiaries who resolved their cases after receiving counseling. During the period under review, NRC did not conduct any outcome monitoring for this project as it was viewed more appropriate to conduct an outcome monitoring every six months instead of quarterly. In February 2021, NRC conducted an outcome monitoring covering July to December 2020. During this outcome monitoring exercise, NRC interviewed 122 HLP and LCD counseling beneficiaries, out of whom 7% (9 persons- 3 female) reported having opened and resolved their cases before the justice system after receiving counseling services from NRC. Considering the similarity in terms of the context and time, NRC applied the findings of this outcome monitoring exercise to this period under review to conclude that 7% (12 individuals) of the total HLP and LCD counseling beneficiaries (165 individuals) reached in this period have opened and resolved their cases before the justice system. This number added to the 413 beneficiaries of legal assistance cases closed on HLP and LCD in this period gives 425 individuals, representing 59% of the total beneficiaries reached through counseling and legal assistance cases opened on HLP and LCD in this quarter, which is 716 individuals. During the period under review, NRC had planned to conduct outcome monitoring for this project, but unfortunately was not able to due to the deteriorating security situation and fall of the government explained in indicator 1.1a below. Given the security situation, this period under review was not similar to the period when NRC last conducted outcome monitoring (July-December 2020) in both context and time, given that the fall of the government has disrupted the legal context of the country. Thus, NRC has assessed it would be innacurate to apply those findings to this quarter under review. NRC intends to conduct outcome monitoring as soon as practical in the remaining quarter of the project or at the end of the project, security conditions pending, and proposes to use the findings of that outcome monitoring exercise to measure this indicator for both the third and fourth quarters of 2021 and outline this in the report for the last quarter. 4,080 (61%)- 44% of women During the period under review, this project remained suspended by the donor, but NRC instigated an outcome monitoring exercise for the last year of the project in late December 2021. The exercise is not complete at the time of writing. So, NRC will report on this in the annual and final reports which are due later in 2022. 4,705 beneficiaries representing 71% of programme beneficiaries, from which 51% are women Target for the full project implementation (from January 2017 to December 2021) This target is calculated based on 75% of the community sensitisation and information session beneficiaries on the rational that 75% of individuals interacting with the justice system will perceive their interactions as fair and accountable. 1,398 individuals received community sensitisation and information services during the reporting period. As such, the number of programme beneficiaries estimated to have confidence in the judicial system is estimated to be 1,048.5. The indicator was also monitored through an interview with 69 project beneficiaries (20% female) in March 2018 as part of a wider ICLA programming outcome monitoring survey exercise. The interviewees were requested of their confidence level in the justice system to which, 42 individuals mentioned they are very confident, 16 said they are partially confident, 10 persons indicated limited confident, and 12 persons shared they have no confidence in them. Target for the full project implementation (from January 2017 to December 2021) 69% of survey respondents reported that they were confident in the justice and administration system to respect their rights. 925=100% achieved NRC did not monitor this indicator during this quarter as the program is working on modifying and revising the M&E and data collection method. NRC will ensure that this indicator along with other indicators is included in the next round of the outcome monitoring exercise. NRC Afghanistan, particularly its ICLA and M&E teams, is currently in the process of strengthening its outcome monitoring tools and associated methodological guidance, including the outcome indicators outlined in this project. Target for the full project implementation (from January 2017 to December 2021) During this quarter, 100 (48%) beneficiaries reported that they had confidence that the justice system (informal, formal, and administrative including institutions such as the Property Registration Department (PRD) would uphold their rights. As per NRC's outcome data monitoring exercise schedule, quarterly ICLA outcome monitoring is planned in April 2019 and results will be ready in April. Hence, NRC will report on all outcome indicators for January - April 2019 in the next quarterly report. NRC did not monitor this indicator during this quarter as the program was doing a through outcome monitoring exercise for the whole year 2019 during last month. The data is under analysis and will be reported in the annual report for the year 2019. This indicator is measured through individual interviews with the sampled beneficiaries of all project services, including counselling, legal assistance and information sessions who report to have confidence on the justice system. In other words, the denominator for this indicator is the total beneficiaries of counselling, legal assistance and information session services. NRC interviewed 497 beneficiaries, out of whom 325 individuals (65%) said they had confidence in the justice system. Based on its new M&E guidelines for this project, NRC applies the result of the interviews with the sampled beneficiaries to all beneficiaries of counselling, legal assistance and information session beneficiaries for HLP and LCD (5,201 individuals) over this period. Therefore, we can say that 65% (3,380 individuals-31%female) of 5,201 beneficiaries reached between Jan-June have confidence in the justice system. This indicator measures the total beneficiaries of HLP and LCD legal cases opened as well as the HLP and LCD counselling beneficiaries who have opened a case before the justice system after receiveing counselling from NRC. Data collected during the outcome monitoring conducted in July 2020 indicates that 130 (82%) out of 158 counselling beneficiaires opened cases before justice system after receiving counselling from NRC. While applying the same formula during the period under review, a total of 637 beneficiaries (40% female) have made claims before the justice providers which represents he total beneficiaries of the HLP and LCD legal assistance cases opened in this period plus 82% (109 individuals) of the total HLP and LCD counselling beneficiaries in the same period which makes 96% of the total counselling and legal assistance beneficiaries on HLP and LCD who made claims before the justice providers in this period. Based on NRC’s M&E guideline for this project, this indicator is measured through individual interviews from the sampled beneficiaries of all project services, including counselling, legal assistance and information sessions who report having confidence with the justice system. The denominator is the total beneficiaries of counselling, legal assistance and information session services. NRC did not conduct an outcome monitoring for this project as explained under Indicator (a) above. During outcome monitoring conducted in February 2021, NRC interviewed 401 individuals, who were mixed recipients of counselling, legal assistance and information provision. The data showed that 90% (362 individuals - 58% of those female) out of the 401 respondents reported to have confidence in the justice system (both formal and informal system). NRC applied the formula used in the findings of the monitoring exercise to the period under review to conclude that beneficiaries (58% female) have confidence in the justice system. This figure represents 90% of the 2,653 total beneficiaries reached under the project in the reporting period (except for training and mentorship beneficiaries). 4,991 (75%)- 54% of women During the period under review, this project remained suspended by the donor, but NRC instigated an outcome monitoring exercise for the last year of the project in late December 2021. The exercise is not complete at the time of writing. So, NRC will report on this in the annual and final reports which are due later in 2022. 1: Men and women are exercising their rights and have equal and meaningful access to justice (formal and informal) 1,976 (30%)- 42% of women Target for the full project implementation (from January 2017 to December 2021) Counselling through the ICLA programme empowers people with information about their rights, targeted legal or dispute resolution advice based on their particular situation, and support to take the steps required to exercise or claim these rights. Hence, this indicator refers to the total number HLP and LCD counselling services provided during the reporting period. As such, a total of x individuals were provided counselling services during the reproting period. Target for the full project implementation (from January 2017 to December 2021) This indicator is measured through a wider ICLA programming outcome monitoring survey exercise, using a number of questions. When looking at beneficiary counseling beneficiaries who take follow-up action after receiving counseling to secure either housing, land and property rights, or legal and civil identify documents, the project is on track to overachieve this indicator, 88% of both HLP and legal identity counseling beneficiaries reported that they had taken action to approve relevant to resolve their housing land and property issues. 89% of legal assistance beneficiaries reported that they had been issued a legal identity document as a result of NRC’s legal assistance, whilst 71% of HLP legal assistance beneficiaries reported that a decision had been reached and they had obtained security of tenure either through a formal or informal justice system, or a combination of both. Overall, the project is on track to meet this indicator. 139= 93% During this quarter, 179 (85%) of beneficiaries reported taking follow-up actions to exercise their rights. This is the sum of all ICLA beneficiaries (HLP, LCD legal assistance and counselling) whose cases were resolved, either through support from NRC or through their own follow-up actions. Authorities issued legal documents for 85 % of beneficiaries, thus a large majority had a positive outcome. As per NRC's outcome data monitoring exercise schedule, quarterly ICLA outcome monitoring is planned in April 2019 and results will be ready in April. Hence, NRC will report on all outcome indicators for January - April 2019 in the next quarterly report. During this quarter, 1,131 program beneficiaries reported to have exercised their rights. These are the beneficiaries who have received direct legal assistance, including 889 beneficiaries receiving LCD legal assistance and 242 beneficiaries receiving legal assistance on HLP. During this quarter, from 904 counseling and legal assistance beneficiary, 689 program beneficiaries reported to have exercised their rights. These are the beneficiaries who have received direct legal assistance, including 201 beneficiaries receiving LCD legal assistance and 488 beneficiaries receiving legal assistance on HLP. This indicator is measured through individuals interviewed among the sampled counselling beneficiaries (both HLP and LCD) who report to have taken appropriate action to exercise their HLP and LCD rights after receiving counselling services from NRC. NRC applied the formula used in the outcome monitoring conducted in July where NRC interviewed 242 beneficiaries of the counselling services; 75% (181 individuals) out of the 242 respondents reported to have taken appropriate actions to exercise their rights related to HLP and LCD after receiving counselling services. This includes approaching the Population Registration Department (PRD) to obtain Tazkera as well as filing a case with the court claiming their HLP rights based on the counselling they had received from NRC. NRC applied the findings of this outcome monitoring to the quarter under review concluding that 100 beneficiaries (38% female) exercised their rights which represents 75% of the total 133 HLP and LCD counselling beneficaries reached in the reporting period. During the period under review, NRC had planned to conduct outcome monitoring for this project, but unfortunately was not able to due to the deteriorating security situation and fall of the government explained in indicator 1.1a below. Given the security situation, this period under review was not similar to the period when NRC last conducted outcome monitoring (July-December 2020) in both context and time, given that the fall of the government has disrupted the legal context of the country. Thus, NRC has assessed it would be innacurate to apply those findings to this quarter under review. NRC intends to conduct outcome monitoring as soon as practical in the remaining quarter of the project, security conditions pending, and proposes to use the findings of that outcome monitoring exercise to measure this indicator for both the third and fourth quarters of 2021 and outline this in the report for the last quarter. This indicator is measured through sampled beneficiaries of counselling services (both HLP and LCD) who report to have taken appropriate actions to obtain civil documentation or exercise their HLP rights after receiving counselling services. In other words, the denominator for this indicator is total of the beneficiaries who have received counselling services, and the numerator is only those who report to have taken appropriate actions after receiving counselling. During this month, NRC conducted an outcome monitoring exercise covering the period of Jan-June 2020, where NRC interviewed 242 counselling beneficiaries for this indicator. The data shows that 75% of them (181 indidviduals- 48% female) have exercised their rights after receieving counselling from NRC. Based on the new M&E method for this project, NRC applies the result of the interviews with the sampled beneficiaries to the overall counselling beneficiaries reached in during the period monitored. Thus we can say that 385 individuals (28% female) out of total 512 counselling beneficiaries have been reached for this indicator for the period of Jan-June 2020. This indicator is measured through individuals interviewed among the sampled counselling beneficiaries (both HLP and LCD) who report to have taken appropriate action to exercise their HLP and LCD rights after receiving counselling services from NRC. NRC applied the formula used in the outcome monitoring conducted in February where NRC interviewed 122 beneficiaries of the counselling services; 59% (72 individuals) out of the 122 respondents reported to have taken appropriate actions to exercise their rights related to HLP and LCD after receiving counselling services. This includes approaching the Population Registration Department (PRD) to obtain Tazkera as well as filing a case with the court claiming their HLP rights based on the counselling they had received from NRC. NRC applied the findings of this outcome monitoring to the quarter under review concluding that 97 beneficiaries (39.5% female) exercised their rights which represents 59% of the total 165 HLP and LCD counselling beneficiaries reached in the reporting period. 2,400 (36%)- 45% of women During the period under review, this project remained suspended by the donor, but NRC instigated an outcome monitoring exercise for the last year of the project in late December 2021. The exercise is not complete at the time of writing. So, NRC will report on this in the annual and final reports which are due later in 2022. 1500 represents 23% of programme beneficiaries, from which 47% are women NRC will report on this indicator on at the end of the operational year NRC Afghanistan, particularly its ICLA and M&E teams, is currently in the process of strengthening its outcome monitoring tools and associated methodological guidance, including the outcome indicators outlined in this project. This indicator is measured through individual interviews with the sampled beneficiaries of the counselling services on HLP and LCD, who report to have opened cases before the justice system after receiving counselling services and through counting the total beneficiaries of the legal assistance cases opened. In the above mentioned outcome monitoring, NRC monitored this indicator for the period of Jan-June 2020. In this monitoring, NRC interviewed 229 counselling beneficiaries, out of whom 79% (181 individuals-29% female) reported to have claimed their rights before justice providers after receiveing counselling serives from NRC. Based on the new M&E methods, NRC applies the result of the sampled beneficiaries to the overall counselling beneficiaries reached over the monitored period. Thus we can say that 79% (404 individuals) of the total counselling beneficiaries (512) between Jan-June have exercised their rights. This figure plus 2,156 beneficiaries of the legal assistance cases in the same period make 2,560 beneficiaries (47% female) as the achievement for this indicator for the last two quarters (Jan-June 2020). This indicator measures the total beneficiaries of HLP and LCD legal cases opened as well as the HLP and LCD counselling beneficiaries who have opened a case before the justice system after receiveing counselling from NRC. Thus the indicator has been achieved. 2,433 represents 37% of beneficiaries from which 40% are women Target for the full project implementation Achievement against this indicator considers the number of legal HLP and LCD cases closed during the reporting period, which are a total of 39 LCD and HLP cases, reaching 169 individuals . The target for this indicator was also set based on the assumption that 46% of total project beneficiaries, which includes those benefitting from information sessions and capacity building trainings, would have closed cases. However, operational realities indicate that it is more realistic to expect that 46% of open cases will be closed during the reporting period. As a result, this target will be revisited and adjusted accordingly during the 2019 annual planning expected to take place in Q4 2018. The indicator was also monitored through an interview with 69 project beneficiaries (20% female) in March 2018 as part of a wider ICLA programming outcome monitoring survey exercise. The interviewees were requested whether their legal concerns and disputs were resolved in an accountable manner to which, 39 individuals mentioned it was resolved fairly, 16 said it was partially fair, and 10 persons indicated limited confidence on the accountability. Target for the full project implementation This indicator is measured through a wider ICLA programming outcome monitoring survey exercise, last conducted in September 2018. 66% of survey respondents reported that their legal issues were settled through the formal or informal justice system in a fair manner, the process was neither biased nor corrupt, with 17% of these reporting that the formal or informal justice system settling their case were fair and that they were neutral and competent. Target for the full project implementation During this quarter, 20% of respondents reported that their cases had been resolved by the justice system in a fair way, whilst the majority felt that justice actors ( formal and informal) were either biased or unfair in their decisions. Hence, NRC will report on all outcome indicators for January - April 2019 in the next quarterly report. 71% NRC did not monitor this indicator during this quarter due to simplifying of the NRC M&E outcome monitoring questionnaire. NRC conducted a comprehensive outcome monitoring exerices for this project during this quarter covering the period of Jan-June. NRC interviewed 354 benficiaries for this indicator, out of howm 175 individuals (49%- 51 female) reported that the informal jsutice institues (local shura and jergas) have settled their disputes in an accountable manner. Based on the new M&E method for this project, NRC applied the result of the sampled beneficiaires to the overall beneficiaries reached through the legal assistance and counselling cases closed during the period monitored, which is 2,435 individuals. Thus it would be concluded that NRC has acheived 1,193 beneficiares (49%) out of total 2,435 beneficiaries. This indicator measures the HLP and LCD legal assistance cases closed as well as counselling cases closed, who reported settling their disputes through the formal, semi-formal and informal justice institutions in an accountable manner. The denominator for this indicator is the total beneficiaries of the legal assistance cases closed and the counselling services beneficiaires who resolved their cases after receiving counselling services, while the numerator represents beneficiaries who report successful resolution of their disputes in an accountable manner. The July outcome monitoring exercise indicated that 50% (176 individuals) out of 354 counselling and legal assistance beneficiaries settled their disputes in an accountable manner. Accountability is assessed based on factors such as timely processing of the cases; provision of fair justice; abscence of corruption/fraud etc. In applying the same formula during the period under review, a total of 277 beneficiaries (45% female) settled their disputes through the formal, semi-formal and informal justice institutions in an accountable manner. This figure represents 50% (231 individuals) of the total legal assistance cases closed in this period plus 46 counselling beneficiaries, who represent 50% of those who have opened and resolved cases before the justice system after receiving counselling from NRC This indicator measures the HLP and LCD legal assistance cases closed as well as counselling cases closed, who reported settling their disputes through the formal, semi-formal, and informal justice institutions in an accountable manner. The denominator for this indicator is the total beneficiaries of the legal assistance cases closed and the counseling services beneficiaries who resolved their cases after receiving counselling services, while the numerator represents beneficiaries who report successful resolution of their disputes in an accountable manner. The February 2021 outcome monitoring exercise indicated that 46% (97 individuals, 44% of them female) out of 210 counselling and legal assistance beneficiaries settled their disputes in an accountable manner. This represents an overall 46% achievement against the indicator in this period. The sample of 301 interviewed represented 2,060 beneficiaries: Field Farmers Schools (FFS) 1,820 (24% women, 440), Vocational Training (VT) 240 (47% women, 112). 53% (1,092) of responders said that they were fully or almost fully able to meet current and future needs, 60% men and 40% women. Graduated beneficiaries are now able to support their families’ expenditures and send their children to school with new school supplies and nutritious lunches and snacks. Unanticipated positive outcome: The graduates of mobile phone, electric tools repairing and motor bike repairing VTs said they now receive more respect among their community after starting their business. s an example, members of the community address them as Engineer Sahib, which is a title given for university graduate of science in engineering. As a result of increased agriculture production, the farmers families’ diet improved and as their income through increased sales of produce in the market. As for female farmers, in addition to increased income, they also gained more personal freedom. Namely the opportunity to work outside the house and participate in decision-making in the household. The farmers acquired new skills, such as preservation of milk, greenhouse cultivation, and they also increased their confidence in teaching gained skills to other farmers. For example, farmers who graduated from vegetable and saffron FFSs have access to improved seeds/corms, irrigation system and new knowledge on how to use fertilizer.
