Directorate-General for International PartnershipsTransparent and accountable governance, the rule of law and gender equality are core values of the EU, key elements of the EU¿s global strategy and essential for a democratic, thriving and peaceful society. Poor governance is PNG¿s main obstacle to translate its immense natural wealth into sustainable development outcomes and to achieve its national development objectives. By reinforcing EU¿s existing governance support in PNG and in line with MIP Priority Area 3 ¿Transparent and Accountable Governance¿, this action will contribute to the Overall Objective of improved management of public resources, better service delivery and reduced poverty, through (a) improved public financial management (PFM) (pillar 1) and (b) enhanced integrity, transparency and account-tability (ITA) systems and practices (pillar 2), at national and pilot subnational levels. Through support to mandated institutions based on existing policies, involving multi-stakeholder platforms and enhanced use of digital tools, the action will anchor institutional capacities, policy enforcement and increased demand for transparency and accountability by the population in the anti-corruption space. Building on PNG¿s PFM diagnostic and analysis (PEFA) and policy instruments (PFM reform roadmaps), and aligned with ongoing external support by various development partners in coordination with the EU, pillar 1 of the action focusses on strenthening PNG¿s public sector audit function. Pillar 2 focusses on intergrity, transparency and accountability (ITA) mechanisms and practices, embedded in PNG¿ policies to enhance the fight against corruption, notably the creation of the Independent Commission Against Corruption (ICAC), the whistle-blower legislation and the adoption of the National Anti-Corruption Plan of Action (NACPA) 2020-25. PNG is signatory to the convention against corruption and was peer-reviewed in May 2022. The EU is the PNG¿s lead partner in promoting ITA, notably through the 11th EDF EU-PNG Partnership for Good Governance Budget Support. The implementation of reforms resulted in an improvement of PNG¿s ranking in the Transparency International Corruption Perception score in 2021 from 142 to 128, but much more needs to be done to ensure that PNG¿s wealth is translated into inclusive development outcomes for all. Sustaining PNG¿s current anti-corruption drive against deeply entrenched vested interests requires continued efforts. Issues related to governance in the environmental sector will be taken into account.While focussing mostly on supporting mandated state institutions, the action will also provide critical and targeted complementary support to the bottom up demand side of integrity and accountability, and will contribute to the progressive achievement of SDG Goal 16: ¿promoting peaceful and inclusive societies for sustainable development and providing access to justice for all and build effective, accountable and inclusive institutions at all levels¿, and SDG 5 ¿Gender Equality¿. Complementarities exist with the other actions of AAP 2022, notably under priority area 1. The action contributes to the EU Gender Action Plan III (GAPIII) and particularly to the thematic area of engagement ¿Promoting equal participation and leadership¿. Unprecedented climate hazards such as frequent and intense drought, storms, heat waves, rising sea levels, and etc, cause dangerous and widespread disruption in nature and affect billions, especially those living in the most vulnerable situations.Because of PNG's high level of vulnerability, climate change action plays an important role in its policy agenda. It is included in PNG's Visions 2050 and its 2014 National Strategy for Responsible Sustainable Development (StaRs). In 2020, PNG submitted its Enhanced Nationally Determined Contributions (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC).PNG hosts one of the world's largest primary forest and 7% of the world¿s biodiversity, and are increasingly at risk through subsistence and commercial agriculture, and illegal logging. The sector faces major challenges in governance and law enforcement.FCCB is on top of EU's domestic and global agenda, notably the external component of the EU Green Deal as well as EU policies on forestry, climate change adaptation and mitigation, emission trading, carbon capture, use and storage, and biodiversity1, combined with global agreements, the Paris Agreement, the conclusions of COP 26 and the global biodiversity framework.Responding to EU's and PNG policy priorities, aligned with the EU-PNG MIP 2021-2027 (Priority Area 1) and taking specificities (customary and community landownership) of PNG's FCCB space into consideration, this Team Europe Initiative (TEI) "Our Forest, Our Future" - uses a comprehensive, integrated and strategic approach to help transform PNG's FCCB policies, capacities and actions towards a green economy, as foreseen in PNG's national development plans, Vision 2050 and medium term development plan (MDTP III, 2018-2022). The ambitions of EU's medium - to long term engagement in this sector builds on the possibility to extend and enhance this FCCB phase 1 action with funds from the corresponding priority area in phase 2.The overall objective of this action is to support a development model (at national as well as pilot subnational and community level) that reconciles forestry, biodiversity and climate change with sustainable, inclusive and gender-responsive green growth and jobs, by pursuing the following three Specific Objective¿s (SO):SO 1: Effective implementation of evidence-based FCCB policies, governance and institutional frameworks;SO 2: Increased knowledge and awareness on FCCB issues among PNG¿s population;SO 3: Increased inclusive and gender responsive green public and private sector investments and deforestation-free livelihoods.Across the three SO's, the strategic axis of the action are (a) transforming institutions, policies, capacities and governance, (b) concrete implementation at pilot community levels and (c) investments, through the use of EFSD+. Each of the three SOs offers significant opportunities for the enhanced use of digital tools.In line with the Environmental Priorities of the EU for NDICI programming in Pacific Region, it further strengthens the EU's and PNG's commitment to address the triple forestry, climate change, biodiversity crises and contribute to the global climate change agenda. This TEI, mobilizing support and engagement from other European actors, aims to support transformation change, making the EU and its Member States (MS) the partner of reference in the area. Activities funded under the Action will support a broad range of civil society actors including and prioritising, but not limited to, women and youth organisations, In the framework of the Country Roadmaps for EU and Member States engagement with civil society (CSO Roadmaps), all initiatives under the Action will aim at and contribute to strengthening civil society partner¿s institutional and operational capacity through a comprehensive approach; enabling and ensuring their participation; and on improving the environment in which they operate. Particular attention will be paid to CSOs capacities to benefit from the digital transformation which will pay attention to accessible digital technology and reduce the gap on access to ICT. Poor governance is PNG¿s main obstacle to translate its immense natural wealth into sustainable development outcomes and to achieve its national development objectives. By reinforcing EU¿s existing governance support in PNG and in line with MIP Priority Area 3 ¿Transparent and Accountable Governance¿, this action will contribute to the Overall Objective of improved management of public resources, better service delivery and reduced poverty, through (a) improved public financial management (PFM) (pillar 1) and (b) enhanced integrity, transparency and account-tability (ITA) systems and practices (pillar 2), at national and pilot subnational levels. Building on PNG¿s PFM diagnostic and analysis (PEFA) and policy instruments (PFM reform roadmaps), and aligned with ongoing external support by various development partners in coordination with the EU, pillar 1 of the action focusses on strenthening PNG¿s public sector audit function. Pillar 2 focusses on intergrity, transparency and accountability (ITA) mechanisms and practices, embedded in PNG¿ policies to enhance the fight against corruption, notably the creation of the Independent Commission Against Corruption (ICAC), the whistle-blower legislation and the adoption of the National Anti-Corruption Plan of Action (NACPA) 2020-25. PNG is signatory to the convention against corruption and was peer-reviewed in May 2022. The EU is the PNG¿s lead partner in promoting ITA, notably through the 11th EDF EU-PNG Partnership for Good Governance Budget Support. The implementation of reforms resulted in an improvement of PNG¿s ranking in the Transparency International Corruption Perception score in 2021 from 142 to 128, but much more needs to be done to ensure that PNG¿s wealth is translated into inclusive development outcomes for all. Sustaining PNG¿s current anti-corruption drive against deeply entrenched vested interests requires continued efforts. Issues related to governance in the environmental sector will be taken into account.While focussing mostly on supporting mandated state institutions, the action will also provide critical and targeted complementary support to the bottom up demand side of integrity and accountability, and will contribute to the progressive achievement of SDG Goal 16: ¿promoting peaceful and inclusive societies for sustainable development and providing access to justice for all and build effective, accountable and inclusive institutions at all levels¿, and SDG 5 ¿Gender Equality¿. This action aims at building on the achievements of the Spotlight Initiative to continue supporting work on protecting survivors, strengthening access to justice and ending violence against women and girls in PNG at national, provincial, district and community levels.Violence against women and girls is an abuse of human rights and remains one of the greatest challenges to achieve the Sustainable Development Goals (SDGs), including SDG 5 (gender equality), which is considered as a precondition for achieving all the other SDGs. Studies have shown that over 60 % of women in PNG have experienced physical and/or sexual intimate partner violence at some point in their lives. This is double the global average. The percentage of people accepting use of violence against women and children in certain circumstances is even much higher. Moreover, women and children are often disproportionally affected by instances of armed violence, and often localised conflicts related to extractive industries exacerbates certain forms of sexual and gender based violence and sexual exploitation. Land conflicts are also key drivers of conflict and violence. Furthermore, in some provinces sorcery accusation related violence (SARV) is severe and it affects mostly women and their children resulting in displacement, discrimination in communities, torture, trauma, permanent injuries and many times even death. Gender-based violence (GBV) survivors¿ access to protection, services and justice is very limited along the referral pathways. State-offered services are extremely limited and capacity of duty-bearers to tackle GBV is very weak in terms of finances, infrastructure, staff and knowledge and especially outside urban areas, where most of the population is living, communities have a critical role in prevention and protection from violence of women, girls and those populations who are most at risk. Tackling violence against women and girls is a significant factor in maintaining peace and security not only within but also between communities and women must also be considered in their active role in civil society organisations and as peacebuilders. For example, in Bougainville, there are customary conflict resolution practices and great receptiveness to peacebuilding activities by both local and international actors. The sector faces major challenges in governance and law enforcement.FCCB is on top of EU's domestic and global agenda, notably the external component of the EU Green Deal as well as EU policies on forestry, climate change adaptation and mitigation, emission trading, carbon capture, use and storage, and biodiversity1, combined with global agreements, the Paris Agreement, the conclusions of COP 26 and the global biodiversity framework.Responding to EU's and PNG policy priorities, aligned with the EU-PNG MIP 2021-2027 (Priority Area 1) and taking specificities (customary and community landownership) of PNG's FCCB space into consideration, this Team Europe Initiative (TEI) "Our Forest, Our Future" - uses a comprehensive, integrated and strategic approach to help transform PNG's FCCB policies, capacities and actions towards a green economy, as foreseen in PNG's national development plans, Vision 2050 and medium term development plan (MDTP III, 2018-2022). The ambitions of EU's medium - to long term engagement in this sector builds on the possibility to extend and enhance this FCCB phase 1 action with funds from the corresponding priority area in phase 2.The overall objective of this action is to support a development model (at national as well as pilot subnational and community level) that reconciles forestry, biodiversity and climate change with sustainable, inclusive and gender-responsive green growth and jobs, by pursuing the following three Specific Objective¿s (SO):SO 1: Effective implementation of evidence-based FCCB policies, governance and institutional frameworks;SO 2: Increased knowledge and awareness on FCCB issues among PNG¿s population;SO 3: Increased inclusive and gender responsive green public and private sector investments and deforestation-free livelihoods.Across the three SO's, the strategic axis of the action are (a) transforming institutions, policies, capacities and governance, (b) concrete implementation at pilot community levels and (c) investments, through the use of EFSD+. Each of the three SOs offers significant opportunities for the enhanced use of digital tools.In line with the Environmental Priorities of the EU for NDICI programming in Pacific Region, it further strengthens the EU's and PNG's commitment to address the triple forestry, climate change, biodiversity crises and contribute to the global climate change agenda. This TEI, mobilizing support and engagement from other European actors, aims to support transformation change, making the EU and its Member States (MS) the partner of reference in the area. PNG¿s low WaSH coverage increases the vulnerability of the population to water-borne and other diseases, including the COVID-19 pandemic. Improved Hygiene practices and access to clean water are therefore of utmost importance in this global emergency context. The proposed action reflects this focus, contributing to the objectives of the EU Strategy for Cooperation in the Indo-Pacific and the EU¿s response to Covid-19.Supporting the goals of PNG¿s National WaSH Policy 2015-2030 and the Bougainville Strategic Development Plan 2018-2022, the Overall Objective (Impact) of this action is to improve gender-responsive Water, Sanitation and Hygiene (WaSH) policies, services and practices in the Autonomous Region of Bougainville (AROB). The specific objectives are: SO1: Increased use and maintenance of equitable, safe, adequate and sustainable water water, sanitation and hygiene supply and practices in places of human agglomeration in rural areas of South Bougainville District of AROB. SO2: Improved governance and institutional capacities of mandated authorities for WaSH service delivery in Bougainville. Covid-19 awareness will be included at both levels.To achieve the objectives, the action comprises a component on rural WASH service delivery in the South Bougainville District, Bougainville¿s most under-served area and a component on institutional strengthening and capacity building for ABG entities mandated to implement WASH services in Bougainville, notably the ABG Department of Health as well as local authorities. An urgent reaction is required in the third quarter of 2021 to limit the harm done and contain further entrenchment and worsening of the situation. &nbsp;The overall objective of the action is the worldwide promotion and protection of: (i) human rights and fundamental freedoms; (ii) democracy; and (iii) the rule of law. The action will achieve this so by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. The action will mainly be implemented through competitive processes.This action will mainly be implemented by EU delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) take into account the local challenges of the current COVID-19 crisis; (iii) be as close as possible to the needs of the rights holders; and (iv) promote a sense of `ownership¿ of the action among local actors. This action aims at building on the achievements of the Spotlight Initiative to continue supporting work on protecting survivors, strengthening access to justice and ending violence against women and girls in PNG at national, provincial, district and community levels.Violence against women and girls is an abuse of human rights and remains one of the greatest challenges to achieve the Sustainable Development Goals (SDGs), including SDG 5 (gender equality), which is considered as a precondition for achieving all the other SDGs. Studies have shown that over 60 % of women in PNG have experienced physical and/or sexual intimate partner violence at some point in their lives. This is double the global average. The percentage of people accepting use of violence against women and children in certain circumstances is even much higher. Moreover, women and children are often disproportionally affected by instances of armed violence, and often localised conflicts related to extractive industries exacerbates certain forms of sexual and gender based violence and sexual exploitation. Land conflicts are also key drivers of conflict and violence. Furthermore, in some provinces sorcery accusation related violence (SARV) is severe and it affects mostly women and their children resulting in displacement, discrimination in communities, torture, trauma, permanent injuries and many times even death. Gender-based violence (GBV) survivors¿ access to protection, services and justice is very limited along the referral pathways. State-offered services are extremely limited and capacity of duty-bearers to tackle GBV is very weak in terms of finances, infrastructure, staff and knowledge and especially outside urban areas, where most of the population is living, communities have a critical role in prevention and protection from violence of women, girls and those populations who are most at risk. Tackling violence against women and girls is a significant factor in maintaining peace and security not only within but also between communities and women must also be considered in their active role in civil society organisations and as peacebuilders. For example, in Bougainville, there are customary conflict resolution practices and great receptiveness to peacebuilding activities by both local and international actors. Women and women¿s organizations in particular play a central role in these activities.&nbsp;In line with the European Union Gender Action Plan III (EU GAP III) the overall objective of this action is: To advance effective enforcement of laws and implementation of the National Strategy to Prevent and Respond to Gender Based Violence 2016-2025 in Papua New Guinea. Unprecedented climate hazards such as frequent and intense drought, storms, heat waves, rising sea levels, and etc, cause dangerous and widespread disruption in nature and affect billions, especially those living in the most vulnerable situations.Because of PNG's high level of vulnerability, climate change action plays an important role in its policy agenda. It is included in PNG's Visions 2050 and its 2014 National Strategy for Responsible Sustainable Development (StaRs). In 2020, PNG submitted its Enhanced Nationally Determined Contributions (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC).PNG hosts one of the world's largest primary forest and 7% of the world¿s biodiversity, and are increasingly at risk through subsistence and commercial agriculture, and illegal logging. The sector faces major challenges in governance and law enforcement.FCCB is on top of EU's domestic and global agenda, notably the external component of the EU Green Deal as well as EU policies on forestry, climate change adaptation and mitigation, emission trading, carbon capture, use and storage, and biodiversity1, combined with global agreements, the Paris Agreement, the conclusions of COP 26 and the global biodiversity framework.Responding to EU's and PNG policy priorities, aligned with the EU-PNG MIP 2021-2027 (Priority Area 1) and taking specificities (customary and community landownership) of PNG's FCCB space into consideration, this Team Europe Initiative (TEI) "Our Forest, Our Future" - uses a comprehensive, integrated and strategic approach to help transform PNG's FCCB policies, capacities and actions towards a green economy, as foreseen in PNG's national development plans, Vision 2050 and medium term development plan (MDTP III, 2018-2022). The ambitions of EU's medium - to long term engagement in this sector builds on the possibility to extend and enhance this FCCB phase 1 action with funds from the corresponding priority area in phase 2.The overall objective of this action is to support a development model (at national as well as pilot subnational and community level) that reconciles forestry, biodiversity and climate change with sustainable, inclusive and gender-responsive green growth and jobs, by pursuing the following three Specific Objective¿s (SO):SO 1: Effective implementation of evidence-based FCCB policies, governance and institutional frameworks;SO 2: Increased knowledge and awareness on FCCB issues among PNG¿s population;SO 3: Increased inclusive and gender responsive green public and private sector investments and deforestation-free livelihoods.Across the three SO's, the strategic axis of the action are (a) transforming institutions, policies, capacities and governance, (b) concrete implementation at pilot community levels and (c) investments, through the use of EFSD+. Each of the three SOs offers significant opportunities for the enhanced use of digital tools.In line with the Environmental Priorities of the EU for NDICI programming in Pacific Region, it further strengthens the EU's and PNG's commitment to address the triple forestry, climate change, biodiversity crises and contribute to the global climate change agenda. This TEI, mobilizing support and engagement from other European actors, aims to support transformation change, making the EU and its Member States (MS) the partner of reference in the area.
