46002-P-MU-AA0-008African Development BankThe proposed Special Relief Grant of Five Hundred Thousand United States Dollars (US$500,000) is the Bank’s contribution to the efforts to mitigate the effects the oil spill on the shoreline of Mauritius. Indeed, more than 1,000 tons of fuel have leaked into the Indian Ocean from the bulk carrier vessel, MW Wakashio, which ran aground on the south-east coast of Mauritius on 25 July 2020. The oil spill has resulted in health, conservation and economic challenges. The general population remains at ongoing risk of severe illness from petroleum and its associated pollutants. The Grant will be used to acquire critical services and expertise to mitigate the effect of the oil spill. The Bank’s identified areas of intervention are an integral part of the short-medium term actions that have been agreed upon by the Development Partner Group (DPG). DPG has identified the following critical areas of need: (i) Supporting the response teams on site including the National Guard, Special Mobile Forces and other actors; (ii) Environmental, economic and social impact response in order to protect sensitive natural, recreational, and cultural areas and resources; mitigate collateral harm; and facilitate environmental recovery, (iii) forensic and claims to support related legal issues, and (iv) Coordinating and strategic planning. The implementation period for this emergency operation will not exceed 6 months from 15 th September 2020 to 15th March 2021.La présente aide d’urgence de cinq cent mille dollars des États-Unis (500 000 $ US) du fonds spécial de secours est la contribution de la Banque aux efforts visant à atténuer les effets de la marée noire sur le littoral de l'île Maurice. This has implications on families who depend on these activities including women and youth. Established in July 1989, SEM is a demutualised Exchange and is constituted as a public company. SEM has acted over the years as an important value-creation platform for listed companies. The project is aligned with the applicable Bank strategies, policies and HI5s priorities. The proposed MICTAF grant to support the connectivity between SEM and JSE will tackle persistent capital markets issues facing the development of African Capital Markets stopping it from funding the rising need for adequate funding to SMEs and corporates, and eventually sustainable job creation capacity through agribusiness, services, infrastructure development, and manufacturing. It will address various challenges met, not only by SEM such as (i) limited liquidity levels and insufficient active trading; (ii) lack of registered securities and innovative products to be traded on the exchanges; and (iii) lack of investors. The support to SEM is a continuation of the Bank’s endeavors in promoting inter-connectivity between African Capital Markets. Specifically, the proposed intervention will complement the Bank’s ongoing support to the Committee of the SADC Stock Exchanges (CoSSE) to connect stock exchanges and in building relationship platforms. The project is structured into four components as described below: (i) Capacity Building and Training; (ii) Licensing cost of the new TS software; (iii) Procurement of Hardware and other Equipment; and (iv) Audit. It will help in promoting access to long term local currency funding, and improving access to SMEs, real sector, and investors in Mauritius and Africa through capital markets. It will also improve the capital markets contribution to the intermediation and mobilization of savings (especially consumer savings) for investment to support economic development, especially infrastructure, directly in Mauritius and indirectly in the SADC region. This will be mainly through; (i) enhancing Mauritius readiness and capacity to act as an international/regional financial hub for SMEs and large corporates; and (ii) enhancing SEM’s visibility to regional and international investors for the efficient channeling of resources towards key real sectors in Mauritius that include but not limited to infrastructure and industrialization projects.L'objectif du projet est de soutenir : (i) l'augmentation de l'investissement financier sur SEM, et (ii) l'accélération de l'intégration financière avec les bourses de la SADC. The SEM has been able to attract, through its Global Business model, various companies to list on its platform. This includes 268 listed corporates and securities on the Official market (excluding 19 private equity funds), 37 SMEs on the DEM with an emphasis on industrialization, services, and agribusiness among others. While the indirect beneficiaries will be (i) the SADC region, specifically companies listed on the JSE, and other SADC stock exchanges; (ii) investors (including institutional investors); and (iii) capital market intermediaries within the region e.g. advisors, brokerage firms/dealers, SME ecosystems, etc. The JSE is already interconnected to the Namibia Stock Exchange and the Botswana Stock Exchange. The proposed study will also assess the feasibility of integrating producers from neighboring African countries to provide raw materials for the agro industrial park as well as upgrade local production towards high tech and climate proof agriculture to improve productivity and national food self-sufficiency. The feasibility study will analyze and make recommendations on critical issues identified along the priority value chains as well as provide information on the strategy for the full integration of private sector investments (including SMEs, farmers, processing, logistics, etc.) in the upstream and downstream of the agricultural sector. The proposal has three objective components which will be implemented simultaneously: (i) Undertake Full Feasibility Study and Master Plans for the Mauritius Regional Agro Industrial Processing Zone (ii) Present Full Feasibility Reports and Master Plans to Government and Stakeholders and (iii) Project coordination and management.Le projet d'études de faisabilité - zone spéciale de traitement agro-industriel vise à soutenir le développement d'un développement agro-industriel inclusif et durable à Maurice. It’s an important part of Government’s strategy towards increasing the revenue of the sugar cane small planters and improving their standard of living. The project should allow exploitation of abandoned agricultural lands, promote use of modern irrigation technology and increase productivity of cultivated lands. At the same time, it should facilitate diversification in terms of crops production as it is expected that about 20% of the irrigated areas should be devoted to production of other crops than sugar cane. The project concerns five irrigation blocks totalling 1,377 ha and identified as: (i) block 4 with an area of 412 ha; (ii) block 5 with an area of 397 ha; (iii) block 6 with an area of 438 ha; (iv) block 7 with an area of 90 ha; and (v) block 8B with an area of 40 ha. It comprises four main components, namely: (A) Derocking and Land preparation; (B) Technical Assistance; (C) Installation of Irrigation Infrastructure; and (D) Project Management and Institutional Support.La deuxième phase du projet d'irrigation des plaines du nord vise à atténuer plusieurs contraintes et à accroître la production agricole sur 1 377 ha des plaines du nord. Il s’agit d’un élément important de la stratégie du gouvernement visant à accroître les revenus des petits planteurs de canne à sucre et à améliorer leur niveau de vie. The project consists of the upgrading of the Ferney Community Centre-Ferney Sugar Estate (2.34 km) and Kewal Nagar-Bel Air (8.69 km) and the new construction of Mahouberg Ferney Community Centre (6.19 km) and Ferney Sugar Estate-Kewal Nagar (7.83 km) segments. NPDP envisages growth in several places in the eastern parts of Mauritius. As the development takes place, there should be a need for improved inter-connection between towns resulting in benefits for tourism, including better access to resort areas from the International Airport at Plaisance. The project should create an efficient and effective transportation system between the southern and the north-eastern part of the country through reduced congestion and easy movement of passengers and freight. In addition, the project road should foster balanced development of the country with new opportunities in the northern and north-eastern parts which have been lagging behind so far.La présente intervention concerne le projet de route sud-est. notably the following objectives. This technical assistance for the set-up of the Land Transport Authority on the other hand, will help the Government in its efforts to address the acute urban traffic congestion in the Port-Louis conurbation. The main expected outcomes were the potential generation of infrastructure projects that could be submitted to financial partners, as well as improving the executing agency's capacity to prepare and implement the urban transport programme that was being initiated by the government and aimed at ensuring sustainable management of the traffic congestion problem in the Port-Louis-Curepipe conurbation.L’assistance technique proposée pour les schémas directeurs d’aménagement est cruciale pour Gouvernement de Maurice dans la mise en œuvre de son programme de modernisation de ses infrastructures économiques en adéquation avec les objectifs définis dans la Stratégie Nationale de Développement (NDS). Par ailleurs, l’assistance technique pour l’établissement de l’Agence des Transports Terrestres contribuera aux initiatives engagées par le Gouvernement pour résoudre l’épineux problème de la congestion du trafic dans la conurbation de Port Louis. Construction of the Island Terminal and the breakwater is essential to create a tranquil basin and to accommodate future container traffic at Port Louis, which shall be a major hub in the region for petroleum products, cruise, container transshipment and port related services, according to the Ocean Economy Initiative launched by the GOM. This study, being the first study for the project, is to demonstrate the technical and economic viability of the project, and enable the GOM to be prepared to go ahead the technically challenging project involving the 60 ha offshore reclamation, construction of a breakwater, and substantial dredging. Financing the study from the MIC TA Fund and the Bank’s advice to the MPA through the implementation of the study will facilitate the GOM to proceed with this centerpiece project, minimizing its potential environmental and social impact.Le présent projet comprend l'étude technique préliminaire et la conception du terminal insulaire et de la structure de brise-lames du port de Port Louis. La construction du terminal insulaire et du brise-lames est essentielle pour créer un bassin tranquille et pour accueillir le futur trafic de conteneurs à Port-Louis, qui constituera un pôle majeur dans la région pour les produits pétroliers, les croisières, le transbordement de conteneurs et services liés aux ports, selon l’Initiative pour l’économie de l’océan lancée par le gouvernement du Maroc. Cette étude, première étude du projet, vise à démontrer la viabilité technique et économique du projet et permettre au gouvernement du Manitoba d’être prêt à aller de l’avant dans le cadre d’un projet techniquement complexe impliquant la remise en état de 60 ha au large des côtes, la construction d’un brise-lames et dragage important. It will contribute to the water security commitment of the Government of the Republic of Mauritius (GRM) with the following objectives: to improve the water management system; provide sustainable drinking water for all users; minimize unbilled water; and increase storage capacity, which will help the country build resilience to climate change and variability. Its purpose is to strengthen the technical review capacity of the Ministry of Energy and Public Utilities (MEPU) in the planning, design and implementation of dams. Three experts, namely an expert in geology, an expert in dam design and construction and a hydrologist will be recruited through this support. The latter will form the Dam Revision Panel (DRPoE) will be attached to MEPU and provide overall advisory services from onset of planning for project implementation through the initial phase of operations of the constructed facilities.Le projet appuiera directement la préparation des projets de construction de barrages qui permettront d'augmenter les capacités d'approvisionnement en eau à des fins économiques et sociales. It’s designed because of the degradation of the coastal waters in the environs of the outfall from the St. Martin Treatment Plant, of the imminent pollution of the groundwater resources of the Plaines Wilhems aquifer and the surface waters of the area as well as the health risks associated with inadequate drainage capacity resulting in overflows. The Plaines Wilhems Sewerage Project consists of the expansion of a sewerage Treatment Plant at St. Martin, construction of a trunk sewer, construction of sewer reticulation systems and house connections and replacement of parts of the freshwater pipe-work system. It should improve the living environment for the people in the project area, contribute towards maintaining the earnings from the tourism industry, and benefit sugar cane-based as well as other farmers by providing treated effluent for irrigation water and compost for soil conditioning. The components of the project are: (a) construction of 41 km of sewers in diameters ranging form 200 mm to 600 mm laid to a depth ranging from 1.5 to 5.0 metres; (b) an estimated 823 access manholes at network nodes; (c) some 3,957 house connections and (d) replacement of about 10km of water supply pipes.La présente intervention concerne le projet d'assainissement de Plaines Wilhems. Il a été conçu en raison de la dégradation des eaux côtières aux alentours de l'exutoire de l'usine de traitement de St. Martin, de la pollution imminente des ressources en eaux souterraines de l'aquifère de Plaines Wilhems et des eaux de surface de la région, ainsi que des risques pour la santé associée à une capacité de drainage inadéquate entraînant des débordements. Le projet d'assainissement de Plaines Wilhems comprend l'agrandissement d'une usine de traitement des eaux usées à St. Martin, la construction d'un égout principal, la construction de systèmes de réticulation des égouts et de raccordements de maisons, ainsi que le remplacement de certaines parties du système de canalisation d'eau douce. Development BankThe Saint Louis Power Plant Redevelopment Project will be designed such that it will enable renewable sources of energy to deliver more power to the CEB grid without destabilising electricity supply, and, therefore, will be in agreement with the goal of the MID and the renewable energy objective of the LTES. The project will provide four medium speed, four stroke, heavy fuel oil (HFO) driven generators with a capacity of 15 MW each; a power station building; two 1000 cubic metre tanks for the storage of HFO; and one 132 Kv substation for connection of the power plant to the existing electricity grid belonging to the Central Electricity Board (CEB), the State owned electricity utility in Mauritius. The Saint Louis Power Station is located five kilometres south of the centre of Port Louis, the capital city situated on the North West of the island. The electricity produced by the project installations will be distributed to all corners of the main island of Mauritius on the integrated transmission and distribution network connected to the power stations of the CEB. As a result, by end of 2015, the total gap in power supply will be 36 MW, against 60 MW capacity of the project. By decreasing the dependence of the country on imported fossil fuels, the project will also be in line with one of the roles assigned by the LTES to the CEB, which is to ensure security of supply. The project cost is estimated at UA 84.6 million (USD 129.70 million).Le Projet de réaménagement de la centrale électrique de Saint-Louis est conçu de manière à permettre l’augmentation de la quantité d’énergie produite à partir de sources renouvelables, transmise au réseau, sans déstabiliser la fourniture d’électricité, ce qui cadrera avec l’objectif du MID et de la LTES en matière d’énergie renouvelable. Le projet consiste en la fourniture de quatre groupes électrogènes à mazout 4 temps et vitesse moyenne, de 15 MW chacun ; d’un bâtiment pour abriter la centrale ; de deux réservoirs de 1 000 m3 pour le stockage du mazout ; et d’un poste électrique de 132 kV pour raccorder la centrale à l’actuel réseau électrique appartenant au Central Electricity Board (CEB), la société nationale de fourniture d’électricité du pays. La centrale électrique de Saint-Louis est située à cinq kilomètres au sud du centre de Port-Louis, la capitale, qui se trouve au Nord-Ouest de l’île. Le coût du projet est estimé à 84,6 millions d’UC (129,70 millions de $EU).The project objective is to increase the firm generating capacity of the CEB so as to maintain reliability of supply, reduce the environmental impacts and stabilise the lectricity supply with integration of the output from renewable energy projects.Le projet vise à accroître la capacité de production garantie du CEB afin d’assurer la fiabilité de l’approvisionnement, à réduire les impacts environnementaux et à stabiliser la fourniture d’électricité en intégrant la production des projets d’énergie renouvelable.The project will benefit the whole population of Mauritius, except of Small Islands, who will avoid the inconveniences of shortages of electricity supply. The population in the residential area and workers in the industrial zone adjacent to the power station, who are presently exposed to excessive noise and gaseous emissions from six old generators that are being decommissioned, will benefit from reduced levels of gaseous emissions and noises. The new generators, which will replace the old generators, are less noisy and discharge less gaseous emissions into the atmosphere.La population mauricienne dans son ensemble, à l’exclusion de celle des petites îles, bénéficiera de ce projet qui devrait mettre un terme aux désagréments causés par l’insuffisance d’approvisionnement en électricité. Les habitants de la zone résidentielle et les travailleurs de la zone industrielle voisines de la centrale électrique, actuellement dérangés par le bruit excessif et les importants rejets de gaz des six vieux groupes électrogènes en cours de démantèlement, bénéficieront de la baisse des nuisances atmosphériques et sonores. It’s an operation to assist the Government of Mauritius to improve tertiary health care services in the five regions, enhance the quality of available human resources and intensify health promotion programme to alleviate the high prevalence of non-communicable diseases. The project is part of the strategic framework for sustainable implementation of the National Health Plan (NHP) designed to improve and sustain the quality of life in Mauritius through strengthened health care delivery system. The project focuses on Upgrading of Dr A.G. Jeetoo Hospital, and capacity building and health promotion throughout the country. When completed it should enable the health delivery system to provide curative, supportive and promotive services to women, children, youths and the elderly. Staff productivity and patient care should be enhanced through improved working environment and health facilities.L'appui au plan national de santé a été conçu pour améliorer et renforcer le système de prestation de soins de santé conformément à la politique du gouvernement. Il s’agit d’une opération pour aider le Gouvernement Mauricien à améliorer les services de soins de santé tertiaires dans les cinq régions, à améliorer la qualité des ressources humaines disponibles et à intensifier le programme de promotion de la santé afin de réduire la prévalence élevée des maladies non transmissibles. Le projet fait partie du cadre stratégique pour la mise en œuvre durable du Plan national de santé (PNS) conçu pour améliorer et maintenir la qualité de la vie à Maurice grâce à un système renforcé de prestation de soins de santé. Le projet est axé sur la modernisation de l'hôpital Dr A.G. Jeetoo, ainsi que sur le renforcement des capacités et la promotion de la santé dans tout le pays. These groups of poor people, the women, children, men as well the elderly population within the region should be the recipients of an efficient and well-equipped hospital. Other beneficiaries include outpatients and inpatients, the cadres of health personnel whose professional skills in specialised diseases should be improved through capacity building; and the general public, whose awareness of disease and preventive measures are crucial to the overall reduction of non-communicable diseases.Les principaux bénéficiaires du projet sont les personnes les plus nécessiteuses dont la demande de soins de santé publics (en raison de leur pauvreté et de leur handicap) est la plus élevée. It's in the amount of US$ 30 million, in line with the GOM’s request. The loan is intended to support the implementation of the GOM’s reform programme help fill a portion of the financing gap of the Government during three fiscal years from 2006/7 to 2008/9 should be disbursed in three equal tranches – US$ 10 million annually over a period of three years. The first tranche, to be disbursed in 2007, would account for about 4 percent of the projected budget deficit in the financial year 2006/2007. Strong ownership of the programme should greatly enhance the likelihood of success of the support being provided by the development partners. The proposed DBSL should support the priority policy actions outlined in the reform programme and the Country Strategy Paper (CSP). The reform agenda comprises four pillars: (i) consolidating fiscal performance and improving the public sector, efficiency, (ii) improving trade competitiveness, (iii) improving the investment climate, and (iv) democratizing the economy through participation, social inclusion and sustainability.Le présent prêt d'appui au budget de développement (DBSL) du programme de réforme économique vise à maintenir la stabilité macroéconomique afin d'accélérer la croissance à moyen terme. Il s’agit d’un montant de 30 millions de dollars, conformément à la demande du gouvernement, destiné à soutenir la mise en œuvre du programme de réforme. Il devrait permettre de combler une partie du déficit de financement du gouvernement pendant trois exercices, de 2006-2007 à 2008-2009, en trois tranches égales - 10 millions de dollars EU par an sur une période de trois ans. La première tranche, à décaisser en 2007, représenterait environ 4% du déficit budgétaire prévu pour l’exercice 2006/2007. Une forte appropriation du programme devrait grandement améliorer les chances de succès du soutien fourni par les partenaires au développement. This program is a support operation to the general budget, with a total loan amount of US $ 420 million and € 186 million, to be implemented over a period of two and a half years, July 2009 to December 2011. It has three components: (i) consolidate financial performance and improve the delivery of social services in the public sector; (ii) increase the competitiveness of trade; and (iii) improve the investment climate.The objective of the program is to consolidate fiscal performance and improve the delivery of social services in the public sector, increase the competitiveness of trade and improve the investment climate.The program will mainly benefit the entire population of Mauritius, due to the extent of reforms to be implemented. It aims to support three major components of the Government's reform programme, namely: a) consolidate fiscal performance and strengthen public service delivery by supporting development of sector strategies that conform to programme-based budgeting requirements; b) enhance trade competitiveness by supporting reforms in the ICT sector regulatory environment and non-tariff barriers to trade; and c) improve the investment climate by implementing strategies to remove obstacles to business operations. This programme should help to enable Statistics Mauritius to improve coordination of the overall National Statistical System in order to provide reliable, relevant, coherent and timely data. This would contribute to more effective economic management, better MDGs/SDGs and poverty monitoring, informed evidencebased policy making as well as to contributing to improvements in the design of future Bank programs and projects. By strengthening statistical capacity in Mauritius, the program would contribute to increasing the capacity of the NSS staff to undertake project/program design and preparation, various feasibility and sector studies, and other country analytical work. The program has four main components: (i) support current activities of the NSS, (ii) improving social statistics, poverty monitoring and analysis, (iii) improving statistics in priority focus areas (infrastructure, gender, agriculture, and governance), (iv) data development, archiving and dissemination.La présente intervention est relative au don du Fonds d’assistance technique pour les pays à revenu intermédiaire (FAT-PRI) pour le renforcement des capacités statistiques (SCB II) dans les pays membres de la région pour le suivi et l’évaluation des résultats des OMD. MauBank was formed through the merger of two government-owned commercial banks (National Commercial Bank (NCB) & Mauritius Post and Cooperative Bank (MPCB) in January 2016). A senior loan to MauBank Holdings to provide long-term liquidity required for its subsidiary bank, MauBank Ltd (MauBank) to expand its Small and Medium Enterprise (SME) operations, which are in line with the Government of Mauritius’ 10-Year SME Master plan by focusing on various sectors such as manufacturing, ICT, agriculture, construction, trade and services. This intervention will complement the Bank’s other ongoing programs in Mauritius such as power sector and infrastructure support projects in addition to a commercial bank and PE fund operations.Le présent projet porte sur la mise à la disposition de MauBank Holdings Limited d’un montant de 100 millions d’USD sous forme de prêt privilégié assorti d’une échéance atteignant 12 années, dont un différé d’amortissement de cinq ans. The design of the program considered good practice principles on conditionality. This is a loan to the Republic of Mauritius (RoM) in the amount of EUR 188 million from the COVID-19 Rapid Response Facility (CRF), approved by the board on April 8th, 2020. Indeed, the COVID-19 pandemic is a health crisis which can potentially plunge Mauritius into an economic recession due to its status as a Small Island Developing State (SIDS) and its dependence on Foreign Direct Investment (FDI), travel and tourism. The first three cases of COVID-19 were announced on 18 March 2020 and they were all imported. By 6 April 2020, locally transmitted cases had increased to 133 (54.5% of all cases). The purpose of the Program is to support national measures in response to COVID-19, and mitigate its health, social and economic impacts. It has three mutually reinforcing components (i) Strengthening health systems; (ii) Protecting livelihoods, income security, and access to essential goods and services; (iii) Building a resilient private sector for economic recovery.Le présent programme d’appui budgétaire pour la riposte à la pandémie de COVID-19 a été établi pour faire suite à la demande de prêt que la République de Maurice a adressée à la Banque africaine de développement [BAD] en date du 18 mars 2020, et sera exécuté sur un an, entre juin 2020 et juin 2021. Cette opération, approuvée par le Conseil d’administration le 8 avril 2020, porte sur l’octroi à la République de Maurice un prêt évalué à 188 millions d’EUR, au titre de la Facilité de réponse rapide à la COVID-19 [CRF]. En effet, la pandémie de COVID-19 est une crise sanitaire susceptible de plonger Maurice dans la récession économique, surtout eu égard à son statut de Petit État Insulaire en Développement (PEID) tributaire des investissements directs étrangers (IDE), des voyages et du tourisme. Maurice a notifié ses trois premiers cas de COVID-19, tous importés, le 18 mars 2020. Au 6 avril 2020, le nombre de cas transmis localement était passé à 133 (soit 54,5 % de tous les cas recensés). Le Programme a pour objectif principal de soutenir les mesures prises par Maurice au niveau national en guise de riposte à la maladie à coronavirus 2019 [COVID-19], et d’atténuer les effets néfastes de cette maladie sur la santé, la société et l’économie. Il s’articule autour de trois composantes qui se renforcent mutuellement, à savoir : (i) renforcement des systèmes de santé?; (ii) protection des moyens de subsistance, sécurité des revenus et accès aux biens et services essentiels?; et (iii) renforcement de la capacité de résilience du secteur privé dans la perspective de la reprise économique.The overall goal of the program is to support national measures to contain the spread of COVID-19 and mitigate its health, social and economic impacts. The main outcomes of the program are: improvement in preparedness and response to crisis; support the vulnerable groups and the informal sector by financing social protection schemes; as well as minimizing job losses by boosting the resilience of MSMEs to withstand the COVID-19 crisis and prepare for economic recovery.L’objectif général du Programme est de soutenir les mesures prises par le pays pour contenir la propagation de la COVID-19 et en atténuer les effets sanitaires, sociaux et économiques. Les principaux résultats escomptés du Programme sont : une meilleure préparation et riposte aux crises?; un appui aux groupes vulnérables et au secteur informel rendu possible par le financement des régimes de protection sociale?; la réduction au minimum des pertes d’emplois favorisée par le renforcement de la capacité de résilience des micro, petites et moyennes entreprises (MPME) pour faire face à la crise liée à la COVID-19?et poser les jalons de la reprise économique.The overall beneficiaries of the Program are the people of Mauritius, especially the people in the lowest quintile of the population. In addition to the beneficiaries of wage assistance scheme, workers in the informal sector, and employees facing immediate lay-off and transient poverty risk, the Program will directly benefit several vulnerable people, through the social protection measures. Moreover, the program will also benefit MSMEs whose resilience will be bolstered to withstand the COVID-19 crisis and prepare for economic recovery.Le Programme bénéficiera, de manière générale, aux habitants de Maurice, notamment aux personnes appartenant au quintile le plus bas de la population. Outre les bénéficiaires du programme d’aide salariale, les travailleurs du secteur informel, et les employés confrontés à un licenciement immédiat et à un risque de pauvreté transitoire, le Programme bénéficiera directement à un certain nombre de personnes vulnérables, grâce aux mesures de protection sociale. Indeed, this Technical Assistance (TA) will facilitate the strengthening of procurement in Mauritius, to promote sound and internationally recognized procurement principles with the aim of securing reliance on the country procurement system in Bank financed Projects. It will enable the Bank to deliver its knowledge management and advisory services. The assessment will be done using the Methodology for the Assessment of Procurement Systems (MAPS) Supplementary Module on e-Procurement. The Technical Assistance will also help to address public procurement challenges that have hampered the overall performance of the Bank’s portfolio. The project comprises two main components: (a) Assessment of the e-Procurement System using the MAPS E-Procurement Supplementary Module; and (b) Capacity Building training for users. It shall be implemented over a period of twelve (12) months between September 2022 and September 2023.L'opération proposée porte sur un don ne dépassant pas 100 000 UC du Fonds d'assistance technique aux pays à revenu intermédiaire à la République de Maurice pour renforcer la mise en œuvre du système électronique de passation des marchés publics (e-PS). En effet, cette assistance technique (AT) facilitera le renforcement de la passation de marchés à Maurice, afin de promouvoir des principes de passation de marchés sains et internationalement reconnus, dans le but de garantir le recours au système de passation de marchés du pays dans les projets financés par la Banque. Elle permettra à la Banque de fournir ses services de gestion des connaissances et de conseil. L'évaluation sera réalisée à l'aide du module supplémentaire de la méthodologie d'évaluation des systèmes de passation des marchés (MAPS) sur la passation électronique des marchés. L'assistance technique permettra également de relever les défis liés aux marchés publics qui ont entravé la performance globale du portefeuille de la Banque. Il sera mis en œuvre sur une période de douze (12) mois entre septembre 2022 et septembre 2023.The overarching development objective of the Project is to improve public procurement performance and enhance accountability and transparency of the procurement system. This Technical Assistance is included in the Technical Assistance pipeline of the new CSP 2022-2026. The project will provide targeted technical assistance and knowledge management support to the Procurement Policy Office to (a) advance the technical implementation of the E-Procurement System; (b) support the alignment of the Public Procurement Act and Regulations with the use of the e-Procurement System; (c) provide a benchmark assessment of the e-Procurement System; and (d) strengthen the capacity of various Stakeholders. The provision of technical assistance and advisory services in e-Procurement will contribute to addressing some of the weaknesses identified in the MAPS Assessment undertaken during 2021-2022.L'objectif de développement primordial du projet est d'améliorer la performance des marchés publics et de renforcer la responsabilité et la transparence du système de passation des marchés. The proposed study will also assess the feasibility of integrating producers from neighboring African countries to provide raw materials for the agro industrial park as well as upgrade local production towards high tech and climate proof agriculture to improve productivity and national food self-sufficiency. The feasibility study will analyze and make recommendations on critical issues identified along the priority value chains as well as provide information on the strategy for the full integration of private sector investments (including SMEs, farmers, processing, logistics, etc.) in the upstream and downstream of the agricultural sector. The proposal has three objective components which will be implemented simultaneously: (i) Undertake Full Feasibility Study and Master Plans for the Mauritius Regional Agro Industrial Processing Zone (ii) Present Full Feasibility Reports and Master Plans to Government and Stakeholders and (iii) Project coordination and management.Le projet d'études de faisabilité - zone spéciale de traitement agro-industriel (financement additionnel) vise à soutenir le développement d'un développement agro-industriel inclusif et durable à Maurice. It is a multi-sector program covering agro-industry, fisheries, SME development, energy, climate change and low carbon economy. It will support the Government’s economic policies through wide-ranging climate-friendly business environment and real sector reforms. This will underpin the creation of new jobs and support improvement in economic activity, including by small and medium enterprises (SMEs), in the medium to long term within the framework of Mauritius’s Vision 2030. The program has strong synergies and complementarities with other ongoing and planned Bank operations in agriculture, energy, manufacturing and trade finance. It will help to address diminishing productivity and competitiveness which has led to Mauritius losing a significant share of its export market and will therefore contribute to private sector development. The package of reforms under the ECRSP is organized around two mutually reinforcing and complementary components. Component 1, Enhancing Competitiveness and Private Sector Participation in Key Sectors, to foster a business enabling environment and harness agroindustrial development and fisheries; and Component 2, Enhancing Green Recovery and Climate Resilience, to support accelerating transition to clean energy and strengthening environmental governance. The SMEs will benefit from an improved policy framework and access to markets and business skills, as they struggle to recover from the COVID-19 pandemic. This project is expected to address the vulnerability of the electricity grid to the effects of climate change and the lack of interconnection points for the absorption of renewable energy. These investments will improve the reliability of the national grid and allow for the installation, interconnection and absorption into the national grid of the additional renewable energy generation facilities envisaged. Approximately 133 MW of additional solar PV is planned in the short term to be connected to the new and rehabilitated GIS substations. The Project includes the rehabilitation of six (6) existing outdoor AIS substations with indoor GIS technology and the construction of four (4) new indoor GIS substations to meet the load demand of the major committed developments. This project primarily contributes to climate mitigation results. As such, 100% of the total approved amount is attributed as climate finance, of which 100% is dedicated to mitigation.Le Projet de construction de sous-stations avec postes de transformateurs isolés au gaz (GIS) à Maurice vise à procéder aux investissements nécessaires à l’expansion du réseau. This will contribute to green growth, job creation and attainment of SDGs. These complementary interventions will achieve significant development outcomes and contribute to the attainment of Mauritius’s medium- term development goals. The ECRSP was designed as a programmatic series of two consecutive General Budget Support (GBS) operations covering the fiscal years 2022/23-2023/24 for total financing of four hundred and ninety million USD (USD 490,000,000).This is the second phase of the two-year series of the Program Based Operation (PBO). It follows Board approval of the first phase on 29 March 2023 for an amount of two hundred and fifty million USD (USD 250,000,000) and subsequent implementation of the related program measures. These include the Ministry of Environment, Solid Waste Management and Climate Change; Ministry of Agro-Industry and Food Security; Ministry of Industrial Development, SMEs and Cooperatives; Ministry of Labour, Human Resources Development and Training; Ministry of Energy and Public Utilities; and Ministry of Gender Equality and Family Welfare.The private sector will benefit from improved investment opportunities in agriculture and industry. The SMEs will benefit from an improved policy framework and access to markets and business skills, as they struggle to recover from the COVID-19 pandemic. Ultimately, the program will indirectly benefit all Mauritians as the financing will help to expand the fiscal space for critical development spending and job creation, and climate-smart sector reforms will help attract private investments for green growth and job creation.Wide range of stakeholders are involved in the implementation of the program. The project is financed through a Middle-Income Countries Technical Assistance Fund (MIC-TAF) grant of UA 520,000 (approximately USD 713,000) from the African Development Bank, complemented by a counterpart contribution of UA 201,000 from the Government of Mauritius, bringing the total project cost to UA 721,000. The Ministry of Finance serves as the executing agency, while key beneficiary institutions include the Financial Crimes Commission (FCC), the Ministry of Financial Services and Economic Planning (MFSEP), and the Build-Operate-Transfer (BOT) Unit. It will also assist the Government in preparing for the next Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Mutual Evaluation by developing a National AML/CFT Strategy and Action Plan, updating sectoral risk assessments, strengthening legal and regulatory frameworks, and building institutional capacity.
