Recent political developments have raised concerns among civil society groups and international partners about the centralization of power in the Executive, who is pushing through his agenda. Nevertheless, the President continues to enjoy significant popular support. For the smooth implementation of the MIP 2021-2027, and to push the EU global priorities, such as the Green Deal, Digitalization and Migration, as well as the Team Europe Approach and the EFSD+ instruments, the EU Delegation will require specialized support.This action constitutes the second batch of support measures for the MIP 2021-2027 for El Salvador, the first one being approved in 2021 and focusing mainly on communication and public diplomacy (LA/2021/043-195). The MIP contains three Priority Areas: Digital Transformation, Green Transition and Governance and Human Development. They will all contribute to the achievement of the strategic objective, which is fostering the green economic recovery, creating jobs and tackling inequalities, in particular the digital divide. It mainly builds on the EU Election Observation Missions (EOMs) that took place in 2018 and 2019 and the 2021 follow-up mission¿s recommendations to improve the electoral processes. On the other hand, most of the young generation of politicians have limited political experience or expertise. Interestingly, many members of the Legislative Assembly have expressed keen interest in receiving international support to improve their capacities and better perform their functions. This also would be an opportunity to make Members of Parliaments (MPs) from different parties work together, foment dialogue and decrease polarization. Finally, social media and information control has had, and will continue to have, a huge impact on the results of electoral processes. The intervention targets the entire national territory, with all Salvadoran mothers and children as potential direct beneficiaries, as well as their families, the health personnel and the entire community as indirect beneficiaries.The action has three components: The first component aims to optimise existing health facilities with equipment and protocols strengthening the "hub and spoke" reference network capable of operationally linking primary health facilities at the 1st, 2nd and 3rd levels. The second component focuses on strengthening the capacities of health personnel, through high-level training, specialisation and continuing medical education in the field of neonatal pathology, with particular attention to prematurity. For the smooth implementation of the MIP 2021-2027, and to push the EU global priorities, such as the Green Deal, Digitalization and Migration, as well as the Team Europe Approach and the EFSD+ instruments, the EU Delegation will require specialized support.This action constitutes the first batch of support measures for the MIP 2021-2027 for El Salvador. In particular, the focus will be on the REVFA[1] system (Vital and family status registration system).The technological delay between institutions and offices that work in civil register services for vital and family events generates inefficiency in the provision of public services, generates transportation and travel costs and waste of time in repeated procedures. Public institutions do not have people¿s data updated, turning any administrative procedure more complicated. Likewise, there is no guarantee that children¿s rights are enforced, since there is not compulsory registry procedure in place.The MIP strategic priority is fostering the green economic recovery, creating jobs and tackling inequalities, in particular the digital divide. The digital transformation is one of the strategic priorities for the President, and we have managed to position the UE at a strategic level. The EU will join the efforts of other international partners, the Korea International Cooperation Agency (KOICA), Inter American Development Bank (IADB) and Central American Bank for Economic Integration (CABEI) to construct the new Monitoring Centre for Public Transportation, by adding smart bus stops working with clean energy and a chatbot for public transport users mainly in San Salvador, thus promoting a more digital, inclusive and green transportation system. Promoting a more modern transportation system will motivate the use of public transportation systems.With this action, the EU enters the sustainable transport sector in a transactional approach, financing a tangible output prioritised by Government, while gaining influence on transports before implementing larger investments for surface metro and cable car (GGIA on sustainable public transport) that are currently subject to feasibility studies. Moreover, with the chatbot reliant on artificial intelligence to provide solutions to public transport users, the EU will ensure alignment with data protection. Negotiations are ongoing with Luxemburg Development Agency (LuxDev) to implement this action, targeting technical specifications of European solar powered smart shelters and working with European patents, learning from the experience of EU countries that have recently implemented similar actions. The action spreads European technology and enables market access to European companies in a sector that is expanding in El Salvador. Moreover, it brings LuxDev into a Team Europe spirit for the GGIA on sustainable urban transport. Aligned with these objectives, this action aims to contribute to improve equity and socioeconomic integration&nbsp;of disadvantaged young people, informal and independent workers, in particular women, through two components:1. ¿Strengthen the professionalization and integration of disadvantaged young men and women from marginalised neighbourhoods in the labour market, taking advantage of the opportunities provided by the digital transformation¿, to be implemented by Expertise France. This component will support the development of a vocational training system aimed at providing digital skills and access to decent work to young people. It will furthermore contribute to the creation of quality, inclusive and sustainable jobs through the certification process on the ¿fair programming¿ label.2. ¿Provide personalized benefits and greater access to social protection and rights through digital solutions that target informal and independent workers (domestic services, freelancers and creatives, drivers and riders) WorkerTech", to be implemented by the Inter-American Development Bank (IDB). This innovative project has been launched recently. It focuses on informal and independent workers in El Salvador through the development of digital and innovative solutions to offer them access to basic social protection services provided by private sector firms, and labour rights, capacity and productive development. It will furthermore support the development of a policy and regulatory framework that promotes the rights of the workers of the digital economy. Finally, the project will support the collection of reliable data on informal and freelance work in El Salvador, an area that still lacks data to clearly identify gaps and needs. This project aims to fill this critical infrastructure gap by deploying the country's first submarine cable, which will address two major objectives: enhancing national digital infrastructure and reducing international connectivity costs while increasing international bandwidth capacities.</p><p>Financial support from the European Union will complement a loan from CAF, the Development Bank of Latin America. Through the development of the digital skills of young Salvadoran men and women it also aims at reducing the gender gaps in terms of providing young women with access to digital technologies, training and employment opportunities. Aligned with these objectives, this action aims to contribute to improve equity and socioeconomic integration&nbsp;of disadvantaged young people, informal and independent workers, in particular women, through two components:1. ¿Strengthen the professionalization and integration of disadvantaged young men and women from marginalised neighbourhoods in the labour market, taking advantage of the opportunities provided by the digital transformation¿, to be implemented by Expertise France. This component will support the development of a vocational training system aimed at providing digital skills and access to decent work to young people. It will furthermore contribute to the creation of quality, inclusive and sustainable jobs through the certification process on the ¿fair programming¿ label.2. ¿Provide personalized benefits and greater access to social protection and rights through digital solutions that target informal and independent workers (domestic services, freelancers and creatives, drivers and riders) WorkerTech", to be implemented by the Inter-American Development Bank (IDB). This innovative project has been launched recently. It focuses on informal and independent workers in El Salvador through the development of digital and innovative solutions to offer them access to basic social protection services provided by private sector firms, and labour rights, capacity and productive development. It will furthermore support the development of a policy and regulatory framework that promotes the rights of the workers of the digital economy. Finally, the project will support the collection of reliable data on informal and freelance work in El Salvador, an area that still lacks data to clearly identify gaps and needs.
