It is linked to social and family fragmentation and to extortion, often related to drug trafficking. So far, measures to deal with it have been essentially repressive. IILA, together with SICA, agreed on an intervention Framework based on Juvenile Restorative Justice, an approach based on the possibility to repairing the damage caused to the victim and the restoring of social relationships between the offender, the victim, and the community they belong to. The aims of the Project, with a 3 budget of 2MEUR and a three-year duration, are to strengthen the Juvenile Justice Systems in the SICA countries, as part of the Framework of SICA Central American Security Strategy and to support in these countries the review, design and adaptation of a Juvenile Restorative Justice model as a strategy for the prevention of violence and the reintegration of minors in conflict with the Law. The main components are a) advocacy, b) strengthening and development of the operators' skills also through field work and c) social awareness and communication. The fund for the creation of micro-projects for experimenting this approach in specific Central American realities will be an important part. Given its pilot nature, governance mechanisms will be equally important. La violenza minorile è uno dei maggiori problemi del Centroamerica. È legata in particolare alla frammentazione sociale e famigliare ed all’estorsione, spesso relazionata con il narcotraffico. Finora le misure per fronteggiarla sono state essenzialmente repressive. IILA, assieme al SICA, hanno concordato un Quadro di intervento basato sulla Giustizia Minorile Riparativa, un approccio incentrato non unicamente sul castigo ma sulle possibilità di riparazione del danno alla vittima e di restaurare le relazioni sociali fra il trasgressore, la vittima e la comunità di appartenenza. Le finalità del progetto, dall’importo di 2MEUR e della durata triennale sono rafforzare i Sistemi di Giustizia Minorile nei Paesi del SICA, nel quadro della Strategia di Sicurezza del Centroamerica del SICA e supportare in tali Paesi la revisione, progettazione e adeguamento di un modello di Giustizia Minorile Restaurativa come strategia per la prevenzione della violenza ed il reinserimento dei Minori in Conflitto con la Legge. Le principali componenti riguardano a) l’incidenza politica, b) il rafforzamento e lo sviluppo di competenze degli operatori anche attraverso la sperimentazione sul campo e c) la sensibilizzazione e la comunicazione sociale. Molto importante sarà il fondo per la realizzazione di microprogetti per la sperimentazione di tale approccio in specifiche realtà centroamericane. Dato il suo carattere pilota altrettanto importanti saranno i meccanismi di governo. Rafforzare i SGM nei Paesi del SICA, attraverso la promozione della GMR, nel quadro della Strategia di Sicurezza del Centroamerica del SICA. Supportare in tali Paesi la revisione, progettazione e adeguamento di un modello di GMR come strategia per la prevenzione della violenza ed il reinserimento dei MACL. The intervention reflects the problems analysis highlighted by Plan Trifinio, a SICA's trinational body, which is the Project's counterpart. The activities, lasting two years and amounting to 950,000 euros, focus on the development of horticulture and on the adoption of innovative environmental low-impact techniques and technologies. The initiative provides new opportunities for the economically weakest groups, represented by small farmer families, focusing on the creation of market associations. The outputs of the initiative are: a) sustainable vegetable production and the introduction of research, technical knowledge and technologies suitable for sustainable family horticulture; b) the organization of Small Farmers' Associations for business; c) the support for local institutions that play a role in the socio-economic promotion of the Trifinio area, enhancing local production and partnerships between the local stakeholders. These results are expected to be achieved through the strengthening of the INNOVATEC-SISTAGRO Research and Training Center and technical assistance targeting the Center's staff and the farmers. Il Progetto intende migliorare la sicurezza alimentare dell’area, in pratica attraverso l’aumento delle rese, la diversificazione colturale, il miglioramento della commercializzazione e il rafforzamento istituzionale. L’intervento rispecchia l’analisi dei problemi evidenziati dal Plan Trifinio, organismo trinazionale del SICA, che è la controparte del Progetto. Le attività, di durata biennale e di importo per un importo pari a 950.000 Euro, sono concentrate sullo sviluppo dell’orticoltura e sull’adozione di tecniche e tecnologie innovative di basso impatto ambientale. L’iniziativa offre nuove opportunità alle fasce economicamente più deboli, rappresentate dalle famiglie dei piccoli agricoltori, puntando alla creazione di associazioni per la commercializzazione. I risultati dell’iniziativa sono: a) la produzione sostenibile di ortaggi e l’introduzione di ricerca, conoscenze tecniche e tecnologie adatte all’orticoltura famigliare sostenibile; b) l’organizzazione commerciale delle Associazioni dei piccoli agricoltori; c) il sostegno alle istituzioni locali che svolgono un ruolo nella promozione socio-economica del territorio trinazionale del Trifinio, valorizzando la produzione locale ed i partenariati tra gli attori territoriali Tali risultati si prevede saranno conseguiti attraverso il rafforzamento del Centro di ricerca e formazione INNOVATEC-SISTAGRO e dell’assistenza tecnica rivolta al personale del Centro ed agli agricoltori beneficiari. The program will strengthen the women entrepreneurs networks of the Trifinio, conceived in the first phase, through the promotion of new financial services and products and the supply of formation and digital tools. Another cornerstone of the Project will be the access to the market thanks to local public / private institutions that support micro and small businesses and women's entrepreneurial and association networks, such as the previously established HOSAGUA network. Finally, greater emphasis will be placed on promoting measures to recognize the domestic and social assistance (cuidado) and social protection, in order to provide an integrated response to women’s needs in the Trifinio area La seconda fase del programma MELYT, affidato UN Women, mira a capitalizzare e ampliare il modello di intervento della prima fase del progetto (con riferimento alle esperienze, strumenti, metodologie e lezioni apprese) al fine di contribuire alla riattivazione e alla ripresa economica dell’area trinazionale anche a seguito della pandemia da COVID-19. Il programma rafforzerà le reti di imprenditrici del Trifinio, costituitesi nella prima fase, attraverso la promozione di nuovi servizi e prodotti finanziari e all’offerta di formazioni e strumenti digitali. Altro punto chiave sarà favorire l’accesso al mercato tramite istituti locali pubblico/privati che supportano le micro e piccole imprese e le reti imprenditoriali e associative femminili, come la rete HOSAGUA già precedentemente istituita. Infine, Si porrà maggior enfasi nella promozione di misure di assistenza domestica e sociale (cuidado) non retribuito e di protezione sociale, al fine di dare una risposta integrata ai bisogni delle donne nell’area del Trifinio. In these pilot sites, best practices in water management will be promoted and implemented: water safety plans, basic domestic sanitation and drinking water supply, water efficiency in productive activities such as agriculture and aquiculture, environmental education and resolution of conflicts in water management. Il progetto mira a migliorare la gestione integrata delle risorse idriche in El Salvador, Guatemala e Nicaragua attraverso l'istruzione di alto livello, la ricerca applicata e l'attuazione delle migliori pratiche nelle aree pilota. Il progetto svilupperà un Master in Idrologia e un Master in Psicologia della Comunità nei tre paesi i cui studenti condurranno ricerche applicate sulla qualità e quantità dell'acqua e sui conflitti sociali legati all'acqua nei tre siti pilota nei bacini idrografici prioritari in El Salvador, Rio Acelhuate e in Nicaragua, Rio Tipitapa. In questi siti pilota saranno promosse e implementate le migliori pratiche nella gestione delle risorse idriche: piani di sicurezza idrica, servizi igienici domestici di base e fornitura di acqua potabile, efficienza idrica in attività produttive come agricoltura e acquacoltura, educazione ambientale e risoluzione dei conflitti nella gestione delle risorse idriche.
