XM-DAC-6-4-012749-01-0 AICS - Italian Agency for Cooperation and Development The Project is the follow up and consolidation of a previous Norwegian funded programme. It is part of Global and Caribbean initiatives to control plastic. It will allow reducing plastic waste in Antigua & Barbuda, Saint Kitts & Nevis, Santa Lucia, Saint Vincent & Grenadines. Pilot actions for proper management of recyclable plastic waste will be tested generating job opportunities for youth and women. Measures to handle nonrecyclable polymers will be identified and tested. Key stakeholders’ knowledge and capacity will be enhanced. Furthermore, the national legal framework will be strengthen and applied and a model to reduce disposable plastic will be developed. IUCN will execute the Project. Implementation will involve not only national and regional institutionals but also the private sector, civil society and the scientific community through IUCN networks. The financial contribution of the Italian Cooperation is MEUR 2 and duration three years. L’iniziativa rappresenta la prosecuzione ed il rafforzamento di un programma della Cooperazione norvegese inserito nel quadro delle iniziative globali e del Caribe per il controllo della plastica che consentirà di ridurre la dispersione dei rifiuti plastici nei SIDS Antigua e Barbuda, Grenada, Saint Kitts e Nevis, Santa Lucia e Saint Vincent e le Grenadine. Si sperimenteranno soluzioni pilota per la gestione dei rifiuti plastici riciclabili creando opportunità di lavoro per giovani e donne, si identificheranno e sperimenteranno soluzioni per i polimeri non riciclabili, si promuoverà la sensibilizzazione e lo sviluppo delle competenze necessarie degli attori chiave. Inoltre, sarà rafforzato e applicato il quadro normativo e sarà sviluppato un modello per la riduzione della plastica monouso. L’esecuzione sarà affidata all’lUCN. È previsto il coinvolgimento non solo dei partner istituzionali nazionali e regionali ma anche del settore privato, la società civile e la comunità scientifica tramite le reti IUCN. L’importo a carico della Cooperazione italiana è di 2 MEUR e la durata di tre anni. The financing will be used to support sustainable development projects focused on the environment/climate change and infrastructure, particularly in the areas of Agriculture; Energy; Integrated Water and Coastal Zone Management; Transportation; Social Housing; and Sanitation. The program plans to expand the pool of concessional financial resources available to the Caribbean Development Bank for CARICOM countries so that they can improve the socio-economic, technological and environmental resilience of their economies under the Green Climate Fund, the Adaptation Fund and the Climate Action Credit Line of the European Investment Bank (EIB) and the Agence Française de Développement..The Caribbean Development Bank is the borrower of the concessional loan It onlend the loan to CARICOM countries and it takes the political risk and the projects commercial risk The programme seeks to enhance the capacity of CARICOM countries to: a) Reduce greenhouse gas emissions and promote accelerated actions towards mitigation and adaptation to climate change. b) Promote sustainable agriculture, in particular with regards to adaptation to climate change consequences such as recurrent devastating hurricanes. c) Accelerate the expansion of protected areas for marine biodiversity and existing policies and treaties that encourage responsible use of ocean resources. d) Increase the renewable energy share of total final energy consumption and increasing access of the population to energy resources. e) Achieve universal access to basic sanitation services by 2030 and more efficient use and management of water resources. f) Accelerate physical rehabilitation of environmental and energy infrastructure damaged during by hurricane. Il programma di finanziamento agevolato proposto ha un ruolo importante nel realizzare la missione della Caribbean Development Bank di riduzione della povertà nei paesi CARICOM attraverso uno sviluppo sostenibile, resiliente e inclusivo. Il finanziamento sarà utilizzato per sostenere progetti di sviluppo sostenibile incentrati sull'ambiente/cambiamento climatico e sulle infrastrutture, in particolare nei settori dell'agricoltura, dell'energia, della gestione integrata delle acque e delle zone costiere, dei trasporti, dell'edilizia sociale e dell'igiene. Il programma prevede di ampliare la riserva/stock di risorse finanziarie agevolate per il contrasto al cambiamento climatico a disposizione della Caribbean Development Bank per i paesi CARICOM in modo che possano migliorare la resilienza socio-economica, tecnologica e ambientale delle loro economie nell'ambito del Green Climate Fund, dell’Adaptation Fund e della linea di credito per l'azione a favore del clima della Banca Europea per gli Investimenti (BEI) e dell'Agence Française de Développement. Il finanziamento vede come debitore la Carabbean Development Bank. Quest’ultima ribalta il credito ai paesi CARICOM assumendosi il rischio politico degli stessi e il rischio commerciale dei singoli progetti finanziati. Il programma ha come obiettivo quello di migliorare la capacità dei paesi CARICOM nel: a) ridurre le emissioni di gas a effetto serra e promuovere tempestive azioni per la mitigazione e l'adattamento al cambiamento climatico; b) promuovere un'agricoltura sostenibile, in particolare per quanto riguarda l’adattamento alle conseguenze del cambiamento climatico, quali sono i ricorrenti e devastanti uragani; c) accelerare il processo di espansione delle aree protette per la biodiversità marina e delle esistenti politiche e trattati che incoraggiano l'uso responsabile delle risorse oceaniche; d) incrementare la quota di energie rinnovabili sul totale dell’energia consumata e aumentare l'accesso della popolazione alle risorse energetiche; e) raggiungere l'accesso universale ai servizi igienico-sanitari di base entro il 2030 e un uso e una gestione più efficienti delle risorse idriche; f) accelerare il ripristino fisico delle infrastrutture ambientali ed energetiche danneggiate dagli uragani. This new phase scales up the geographical scope of the activities by including seven Pacific SIDS , and by expanding the number of beneficiaries in the countries of the previous phase. The project is structured in three components: 1) Strengthening the resilience of Pacific SIDS, with seven demonstration projects focussing on climate change, sustainable food systems and sustainable tourism; 2) Strengthening the value chains of mountain products in eight countries, by expanding the number of smallholder farmers adopting the MPP certification scheme developed in the previous phase; 3) Improving the environmental and social sustainability of REDD+, by disseminating Papua New Guinea’s forest biodiversity assessment model developed in the previous phase of this project. L'iniziativa è la terza fase del progetto "Climate Change and Mountains Forests" attuato dalla FAO. Questa nuova fase amplia l'ambito geografico delle attività precedenti includendo sette SIDS del Pacifico e incrementando il numero dei beneficiari nei paesi della fase precedente. Il progetto è strutturato in tre componenti: 1) rafforzamento della resilienza dei SIDS del Pacifico, con sette progetti dimostrativi incentrati sul cambiamento climatico, i sistemi alimentari sostenibili e il turimo sostenibile e la creazione di un network degli ecosistemi fragili; 2) Rafforzamento delle filiere dei prodotti di montagna in otto paesi dell'Asia e dell'America Latina, con l'espansione del numero di piccoli agricoltori che adottano lo schema di certificazione sviluppato nella fase precedente; 3) Miglioramento della sostenibilità ambientale e sociale del meccanismo REDD+, attraverso la condivisione internazionale del modello di valutazione della biodiversità forestale sviluppato in Papua Nuova Guinea nella fase precedente.
