The constant threat of unexploded ordnance has a compounding effect notably in frontline communities and liberated and adjacent territories. While health- and MHPSS-specific interventions will be important to help remedy this situation in the long term, it is necessary to provide additional relief to help families and individuals carry the heavy burden the war has placed on their lives, increase their resilience, and preserve social cohesion.Against this background, this 18-month measure will mobilise relevant assistance via two components.The first component will support the piloting or upscaling of rehabilitation and/or educational activities for different types of beneficiaries. A first component will provide assistance to further enhance governance and strengthen innovation in the mine action sector with regard to processes, financing mechanisms, and equipment in alignment with the new national mine action strategy. This will include technical assistance for the implementation of the mine action strategy, which is scheduled for adoption towards the end of 2023. The measure will also include support to inclusion of innovative technologies and incentivising and enabling the use of domestically-produced mine action equipment, as well as assistance to designing and piloting innovative financing for example through new models of public-private cooperations in alignment with the mine action strategy. Further support will be provided to pilot innovative processes to accelerate land being put back into use or released formally, in particular through the application of the no-evidence-of-mines-concept and optimizing land-release operating procedures, methodologies and technical capacities as per the national mine action strategy. Additional procurement of equipment might also be possible. These These activities will support and complement the work of Ukraine¿s state mine action operators, by contributing to the goal of enhanced land-use and land-release. The impact ranges from immediate exposure to invading troops and war crimes over continuous safety threats from shelling and air raids, and serious injury or loss of family members or loved ones, to heavy and continued disruption of education and social life. The constant threat of unexploded ordnance has a compounding effect notably in frontline communities and liberated and adjacent territories. While health- and MHPSS-specific interventions will be important to help remedy this situation in the long term, it is necessary to provide additional relief to help families and individuals carry the heavy burden the war has placed on their lives, increase their resilience, and preserve social cohesion.Against this background, this 18-month measure will mobilise relevant assistance via two components.The first component will support the piloting or upscaling of rehabilitation and/or educational activities for different types of beneficiaries. It will target groups such as families from frontline and other heavily impacted communities; families of fallen service members; veterans and their families; survivors (female/male; civilian/military) of Conflict Related Sexual Violence (CRSV) and/or Russian captivity and/or their families.&nbsp;Implementation of notably rehabilitation and education-oriented activities shall involve communities as closely as possible and be envisaged either through local partners or via an international partner with a track record of working with local communities and civil society. The second component will mobilise continued support to humanitarian mine action in Ukraine, including notably with regard to fostering the capacities and capabilities of the domestic mine action sector. It will build on and further deepen previous support provided through the Instrument contributing to Stability and Peace (IcSP), in particular in the areas of ceasefire monitoring, dialogue and mine action.A first component of this action will ensure that the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission (SMM) in Ukraine continues its core tasks, providing fact-based information, facilitating dialogue and promoting human rights and humanitarian access. The renewed EU support will also help strengthen the ability of the SMM to physically monitor areas that are hard to access. It will further enhance the technical monitoring assets of the SMM, including with additional unmanned aerial vehicles. This will allow for the monitoring of conflict relevant movements in areas inaccessible to ground patrols and also to better ensure the security of the monitoring teams.2A second component of the action will aim to increase participation of essential stakeholders in the peacebuilding processes. This component will support the efforts of the Ukrainian Ministry for Temporarily Occupied Territories and Internally Displaced Persons to facilitate a structural dialogue between state authorities and local communities on economic strategies in the conflict-affected regions. This strand of action will also support multilateral efforts by feeding into the socio-economic discussions in the Trilateral Contact Group on Ukraine, as well as into the EU-OSCE-UN co-hosted donor coordination group. In addition, this component will provide a follow-up to the ongoing IcSP support to the National Platform on Dialogue for Peace and Secure Reintegration at national, regional and local level. The platform will enable exchanges on measures to enhance national unity including how to prepare for transitional justice. The platform and structural dialogue on inclusive economic recovery willl be fully linked up.A third component of the action will focus on mine action first started under the IcSP. The aim is to release an additional 1 000 000 m² of land for civilian use, in areas along the contact line. Activities will include mine risk education, mine survey, mine clearance, and accompanying livelihood support measures.
