Despite recent progress, access to electricity remains limited and uneven in the country, with pronounced rural¿urban gaps and particular challenges for women and female¿headed households who are disproportionately affected by multidimensional energy poverty and reliance on traditional biomass for cooking, heating and lighting. Limited citizens' participation further complicates the landscape, hindering inclusive development and comprehensive accountability.At the same time, Lesotho has significant untapped solar, wind and hydropower potential, but expansion of clean energy infrastructure is constrained by fiscal and finance limitations, regulatory bottlenecks and political and governance risks that distort the market and affect the business environment, thus limiting private investment. The government is pursuing wide¿ranging reforms, including commitment under the Mission300 initiative, to become a net exporter of clean energy within a policy framework that is aligned with the European Green Deal, the 2030 Agenda and AU Agenda 2063. Against this backdrop, the overall objective of the action is to support a sustainable, efficient and transparent energy sector, with enhanced investment climate, in order to contribute to economic development and poverty reduction, while ensuring equitable access and benefits for all. The intervention logic focuses on two specific objectives:improving energy sector planning, regulation and financial and market frameworks, and increasing transparency and accountability in the energy sector. Under these outcomes, the action will deliver a comprehensive, institutionalised planning framework integrating environmental, climate and gender safeguards; clearer and more predictable regulatory, financial and market frameworks for on¿grid and off¿grid renewable energy; strengthened technical planning tools and grid management capacity for integrating renewables; enhanced government oversight and anti¿corruption mechanisms in energy procurement and public financial management; and more informed and engaged citizens, civil society and media on energy governance. The action is expected to lead to short¿ and medium¿term outcomes in terms of more effective, inclusive and accountable energy governance, which in turn will contribute to the longer¿term impact of a greener, more resilient and gender¿responsive energy system that underpins inclusive growth and poverty reduction.The proposed Action aligns with the objectives and priorities outlined in the Multi-Annual Indicative Programme (MIP) 2021-2027. Under the first priority area, EU cooperation aims to facilitate Lesotho¿s move towards a circular economy that becomes increasingly sustainable and self-sufficient with regard to energy generation and consumption and that provides affordable access for all to energy, water and sanitation. Under the second priority area, EU cooperation supports the process of national reforms undertaken by Lesotho and the improvement of service delivery to the citizenry, particularly social protection. Equitable Lesotho will contribute to the second priority area by reducing multidimensional poverty in Lesotho. Its specific objectives are to improve the well-being and development for children under five, enhance the effectiveness of social assistance, and ensure that policies and programmes designed and implemented by the government and international partners are based on quality data and statistics and address the needs of those living in the most vulnerable situations. It will contribute to the overall strategy to `Leave no Mosotho behind¿, informing all actions under the MIP.The action foresees two components. The first component will strengthen social assistance and, following a ¿cash plus¿ approach, help link cash transfers with additional services such as access to energy, education on nutrition and health, or birth registration. It will also support the Government of Lesotho in the management and updating of the National Information System for Social Assistance (NISSA), which has been established with EU funding under the European Development Fund. Innovative and real-time solutions will be supported to update and maintain the system¿s information.The second component will support the National Statistical System (NSS), which includes all institutions involved in the development of data and statistics, mainly the Bureau of Statistics (BoS). In the absence of up-to-date legal frameworks and coordination mechanisms inside the NSS, the programme will provide support to legal reviews and the establishment of a coordination mechanism. Further, the programme focuses on the mainstreaming of gender and disability in the development of all data and statistics developed in the NSS in Lesotho. Equitable Lesotho is aligned with the Sustainable Development Goals (SDGs) and particularly SDG 1 (No Poverty) as well as the National Strategic Development Plan II and the National Social Protection Strategy. It will also provide capacity building for local CSOs (project management, M&amp;E, financial capacity development, institutional strengthening, human rights-based approach, gender mainstreaming, etc.), promote evidence-based research and advocacy, and a platform for structured dialogues and participation.&nbsp;The second component, the cooperation facility, will help mobilise long- and short-term expertise in a flexible, timely and demand-driven manner to support the preparation and implementation of national strategies, EU cooperation, as well as strategic communication and public diplomacy activities, following an audience-segmented communication approach.&nbsp;This action is aligned with the Sustainable Development Goals (SDGs) and particularly SDG 17 (Partnership for the Goals). It also contributes to the EU Roadmap for Engagement with Civil Society, the EU Human Rights and Democracy Strategy and the EU Gender Action Plan III.
