As social cohesion demands an ¿all-of-society¿ approach, this will be done by working with diverse stakeholders from government, civil society and the private sector to achieve three results:1. Strengthened community and institutional resilience and capacities to prevent and counter violence and address intersectional discrimination and exclusion2. A strengthened pluralist, inclusive and fact-based non-discriminative discourse3. Increased incentives and opportunities for inter-ethnic collaboration and equitable access to resources for men and women in all their diversity and with a focus on the green economic sector.These results are intended to advance social cohesion by contributing to its three core dimensions of social relations, connectedness, and a focus on the common good (Bertelsmann Stiftung 2013). In order to ensure sustainability of the action, enhancing institutional capacities will be a guiding principle of this actions¿ intervention logic.Groups and persons living in vulnerable situations, such as women and youths from minority communities as well as persons with disabilities and LGBTIQ+ who are often subject to intersectional discrimination and exclusion, will constitute primary target groups. This hampers the capacity of women to participate in any decision-making fora, including related to peace-building, conflict resolution and contribute to a cohesive society. In 2024, the Government of Sri Lanka adopted their first ever National Action Plan for Women, Peace and Security (NAP WPS), where increasing women¿s political participation and leadership is one of the priorities.This Action aims to support the implementation of the NAP WPS by creating the conditions to increase women¿s political participation in Sri Lanka including by promoting an enabling environment that allows, encourages and supports their involvement and influence in political decision-making. This Action aims to overcome the obstacles that hinder women's political participation, i.e. barriers such as gatekeeping practices within political parties, pervasive stigma, harassment, online and offline gender-based violence and undue criticism. It will tackle the root causes of women's low political participation including by challenging entrenched socio-cultural norms and gender-based violence and discrimination thereby transforming gender norms and enhancing political participation. Further compounding factors that exclude women from decision making positions, are financial constraints, the prevalence of intimidation tactics, and violence deeply rooted in local political culture. The focus will be on high-level political advocacy, policy and legislative reforms where needed, implementation of policies and plans, social awareness campaigns and political trainings for young male and female leaders. In addition, an intersectional approach will ensure to address the diverse and overlapping barriers faced by women from different backgrounds, including women with disabilities, thereby leaving no one behind.By empowering women and working with, and across, political parties and young leaders to be, the action can further help breaking down existing barriers, with the aim to create a more inclusive and representative political landscape in Sri Lanka. This will lead to better decision-making and a stronger, more equitable society. The anticipated impact of this Action is to significantly increase women¿s full, equal, safe and meaningful participation in political institutions. In this crisis context, biodiversity protection and waste management have been relatively neglected and underserved. While there is no lack of policies, the implementation of protection and management of its biodiversity and the upcycling of its resources within a circular economy are critical for the sustainability of the country¿s economic development and its resilience to climate change impacts. Furthermore, economic recovery and local development initiatives need to be planned to avoid risk to be a driver of environmental degradation and habitat loss, hence eroding the natural resources the economy depends on. The Action focuses on enhancing the environmental sustainability of the economic recovery through better protected natural resources and biodiversity, including through sustainable and inclusive waste management, and mainstreams climate change and gender equality. While the Action will focus on the montane districts of the Central and Uva Province (Nuwara Eliya, Kandy and/or Badulla), the Action links to national level by creating gender-responsive and inclusive models and approaches in support of implementation of national policies for biodiversity conservation and waste management. The Overall Objective is to support environmental policies and actions for a green and inclusive sustainable economic recovery. The Specific Objective is to improve the management and protection of biodiversity. This will be achieved by improving management of protected and high-value biodiversity areas, both in and outside the formal government area system. Capacities will be built among stakeholders including government agencies and local authorities as duty-bearers, local communities as rights-holders, and the private sector to engage in biodiversity protection and waste management efforts in a sustainable and equitable way. Upgraded plans for the management of biodiversity areas and for waste prevention and management will be sustained through inclusive and gender-responsive business models and partnerships with the private sector. Single use plastics will be reduced, waste properly managed, and the value added of recyclable and biodegradable materials will be explored. Hence, in the current context of decentralisation, protected areas may best be managed sustainably through a bottom-up approach with a meaningful participation of multiple stakeholders working together, including Local Councils and communities, civil society and private sector, with the support of government departments/agencies, and thereby.The Action will build on achievements of EU support in the Central highlands, specifically focussing on rural economic recovery (community livelihoods, SME development, local tourism), as well as AAP 2021 the Green Policy Dialogue Facility and AAP 2022 supporting Circular Economy in the Food Sector. In order to achieve this objective, with regards to sustainable reuse of food surplus and reduction of food waste, technical support and legal frameworks for standards and safe food reuse practices will be needed, and collaborative efforts and innovative models by the private sector and civil society encouraged (i.e. food banks, social supermarkets) and public-private partnerships explored. Mechanisms will also be put in place to use food waste for animal feed through enhanced segregation, and conversion into organic fertilisers, thereby promoting organic agriculture[1].In the longer-term, the second specific objective will be to enhance effectiveness of the sustainable production, distribution and consumption models related to food waste and single use plastic food packaging. This will contribute to EU¿s longer-term objectives aiming at reducing the impact on the environment and on climate change since food production, but also plastic packaging, transportation and disposal all contribute to greenhouse gas emissions. It will also contribute to reducing the negative impact of unsustainable plastic packaging on human and animal health and the environment. In order to achieve these objectives, businesses in the food industry will be encouraged to offer new products and services to reduce food waste by improving food stock management and to replace single use plastic in packaging based on innovation and technology. In this regard, different technical and vocational skills will be required and developed through the programme, leading to new employment opportunities. The EU will support the authorities and civil society to protect their rich land and marine biodiversity. In this crisis context, biodiversity protection and waste management have been relatively neglected and underserved. While there is no lack of policies, the implementation of protection and management of its biodiversity and the upcycling of its resources within a circular economy are critical for the sustainability of the country¿s economic development and its resilience to climate change impacts. Furthermore, economic recovery and local development initiatives need to be planned to avoid risk to be a driver of environmental degradation and habitat loss, hence eroding the natural resources the economy depends on. The Action focuses on enhancing the environmental sustainability of the economic recovery through better protected natural resources and biodiversity, including through sustainable and inclusive waste management, and mainstreams climate change and gender equality. While the Action will focus on the montane districts of the Central and Uva Province (Nuwara Eliya, Kandy and/or Badulla), the Action links to national level by creating gender-responsive and inclusive models and approaches in support of implementation of national policies for biodiversity conservation and waste management. The Overall Objective is to support environmental policies and actions for a green and inclusive sustainable economic recovery. The Specific Objective is to improve the management and protection of biodiversity. This will be achieved by improving management of protected and high-value biodiversity areas, both in and outside the formal government area system. Capacities will be built among stakeholders including government agencies and local authorities as duty-bearers, local communities as rights-holders, and the private sector to engage in biodiversity protection and waste management efforts in a sustainable and equitable way. Upgraded plans for the management of biodiversity areas and for waste prevention and management will be sustained through inclusive and gender-responsive business models and partnerships with the private sector. Single use plastics will be reduced, waste properly managed, and the value added of recyclable and biodegradable materials will be explored. Hence, in the current context of decentralisation, protected areas may best be managed sustainably through a bottom-up approach with a meaningful participation of multiple stakeholders working together, including Local Councils and communities, civil society and private sector, with the support of government departments/agencies, and thereby.The Action will build on achievements of EU support in the Central highlands, specifically focussing on rural economic recovery (community livelihoods, SME development, local tourism), as well as AAP 2021 the Green Policy Dialogue Facility and AAP 2022 supporting Circular Economy in the Food Sector. The EU will support the authorities and civil society to protect their rich land and marine biodiversity. As part of its green diplomacy, the EU will assist in this endeavour drawing upon its own experience and knowhow on green recovery and aim to ensure that the whole population, women, men, girls and boys in all their diversity, benefits from it as much as possible leaving no one behind, whilst contributing to global efforts.The focus on green policies will benefit above all SDG 17 (sustainable partnerships) as well as SDGs 7, 12, 13, 14 and 15 but also 4, 9. This action document frames the use of support measures, as envisaged in Article 24(1) of the Regulation (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument - Global Europe and in Priority 5 ¿Delivering by working together¿ of the Multi-Annual Indicative Programme for the Human Rights and Democracy Thematic Programme 2021-2027.&nbsp;The objectives of this action will mainly be achieved through services contracts directly managed by the competent European Commission services. This is justified by the nature of the activities (trainings, communications, studies, visibility actions, events, evaluations or audits). A modest part of this action may be implemented in indirect management with an international organisation when particular technical area of competence is needed.&nbsp;As part of the Human Rights and Democracy Programme, this action will contribute to the SDG 16 on promoting, peaceful and inclusive societies, the SDG 5 on achieving gender equality and the SDG 10 on reducing inequalities. Mechanisms will also be put in place to use food waste for animal feed through enhanced segregation, and conversion into organic fertilisers, thereby promoting organic agriculture[1].In the longer-term, the second specific objective will be to enhance effectiveness of the sustainable production, distribution and consumption models related to food waste and single use plastic food packaging. This will contribute to EU¿s longer-term objectives aiming at reducing the impact on the environment and on climate change since food production, but also plastic packaging, transportation and disposal all contribute to greenhouse gas emissions. It will also contribute to reducing the negative impact of unsustainable plastic packaging on human and animal health and the environment. In order to achieve these objectives, businesses in the food industry will be encouraged to offer new products and services to reduce food waste by improving food stock management and to replace single use plastic in packaging based on innovation and technology. In this regard, different technical and vocational skills will be required and developed through the programme, leading to new employment opportunities.
