This project constitutes the basis for securing technical cooperation between Libya and world class academic institutions to initiate the “Leading the Way” programs. The Leading the Way pilot project is transformative in nature and will strengthen governance through the development of new leadership capacity. Leading the Way Pilot Project will contribute to strengthening the efficiency and effectiveness of the Libyan institutions to enhance public service delivery, democratic governance, and sustainable economic and social development. In order to achieve the above, the project will enhance the leadership capacity and skills of high level officials in the public and private sectors as well as the civil society, and will aim to create synergies and complementarities between their activities. By doing so, the program will contribute to Libya’s democratic transition and political stability, enhance the governance of regional socio-economic and political developments, and strengthen the institutional capacities essential to the country’s successful future development as outlined in the Libya 2030 Vision. This proposed pilot project will be structured according to the following six components: (i) Consolidation of the Delivery Unit within the Government and the international consortium; (ii) Requirement analysis, programs architecture and content development; (iii) Coaching, mentoring and supporting program for top government officials; (iv) Pilot executive training and mentoring program for senior executive staff; (v) Development of a strategic leadership capacity development plan in support of Libya 2030 Vision; (vi) Independent evaluation of the program.Le projet pilote de développement des capacités de leadership pour soutenir la transition de la Libye est une première étape vers la mise en place d'un leadership transformateur en Libye. The project aims to strengthen leadership capacity at the decision-making levels of government and society in order to lead the way to long-term institutional effectiveness, efficiency and success. The specific project objectives are to: a) support and facilitate the transition from a transitional to a permanent Libyan government; b) consolidate a technical consortium to deliver executive leadership training to around 200 top public, private sector and civil society leaders; and, c) develop a strategic campaign plan for leadership capacity building in support of the Libya 2030 Vision.L'objectif principal du projet est de renforcer l'efficience et l'efficacité des institutions libyennes afin d'assurer une gouvernance démocratique et un progrès économique et social durable. Historically, the Bank has had limited engagement with Libya. After the February 2011 revolution, the Bank sought to scale up its support to Libya and approved an engagement note defining the strategic framework for its interventions on May 2014. However, a reassessment of the Bank’s position on Libya was needed in the second half of 2014 due to the worsening of the political and security situation in the country. Consequently, an engagement and guidance note was prepared in March 2015. The proposed project is part of the Bank assistance to Libya’s transition period and reform process. The major project component consists in hiring a senior consultant whose fullfilement is to develop the concept notes for a pipeline of new Bank activities in the country. The outcomes consist in the preparation of a report and presentation on local governance in Libya, in order to intensify the Bank's future activities in Libya.The main objective of the project is to recruit a consultant with a goal to enhance the dialogue between the Libyan authorities and the Bank. The COVID-19 situation in Libya is highly challenging against the complex political and socio-economic context. Following years of neglect and under-funding, the Libyan health sector has become extremely fragile and today, in face of the COVID-19 pandemic, is on the verge of collapse. While the reported number of infections is still manageable -at 168 confirmed cases and five deaths as of June 2, 2020 - the numbers are expected to surge exponentially, partly affected by the continued movement across border with neighboring countries where reported cases are already high and are rapidly increasing. This operation, which involves Bank’s grant of USD 480,000, will address priority strategic needs and help fill the funding gap for Libya's COVID-19 response plan. The assistance is intended to focus on infection prevention and control and to shield communities, particularly those most vulnerable including the health workers. The project components are: (i) Provision of personal protective equipment (PPE): (USD 446.4,000) consisting of 8000 complete sets of PPE of 10 items each, including transportation and logistics; (ii) Project Management (USD 33,600): Administration fees of 7% of the grant, to the WHO, designated as the implementing agency.Le présent projet d'aide d'urgence contribuera à soutenir le plan national de riposte contre la COVID-19 en Lybie. The intervention is a vital aid for this unprecedented disaster in eastern Libya that has caused so many human and material losses. Based on the Minister of Finance appeal, the Bank’s support is designed around the WASH and Social sectors to address the immediate devastation of human lives and infrastructure damages. The Bank is co-leading the coordination of the WASH sector working group, being the only sector where the Bank has this role, together with UNICEF. In addition, whilst there are multiple needs, access to water, sanitation and especially hygiene as well as social support will be critical in the next few weeks. Indeed, the risk of disease and diarrhea is high as a consequence of the damages and a cholera outbreak could trigger another wave of lives lost. The project has two different yet complimentary components: (A) Access to adequate and quality water, sanitation and hygiene services and supplies to flood-affected populations; (B) Emergency education services and psychosocial support for flood-affected children and their families. This project primely contributes towards climate adaptation result. Since there is no computer based integrated public financial management system in Libya, an advice of installing the IFMIS has been provided for many years. However, it has not progressed until now mainly due to the lack of capacity of the MOF but also the general political situation in Libya. While the MOF is currently working with the World Bank particularly on the Budget Classification and Chart of Account which is required process of any IFMIS, this can be a breakthrough for moving to the next step of the IFMIS Project. What is lacking is to have the skilled human resources to successfully implement the IFMIS Project. Therefore, the principal purpose of the IS-IFMIS is to provide the technical capacity of human resources to support implementing the IFMIS Project of the MOF. As a general practice, the IFMIS begins with Needs Assessment, preparation of Road Map, resource to be committed, setting up institutional arrangements, etc. The GOL estimates the IFMIS Project’s cost born by the GOL to be around USD 7.5 or 8.5 million, which is completely separate from the IS-IFMIS Project’s budget.L'objectif général du projet IS-IFMIS est de renforcer les capacités du ministère des Finances à mettre en œuvre le SIGFIM en améliorant les capacités en ressources humaines.
