Protecting and promoting HR&amp;D is therefore a key priority of the EU¿s external action. It is also a precondition for sustainable development and for building more inclusive, open and resilient societies.Yet, recent data show that globally, most countries are far from having acceptable human rights and democracy track records. In this context, worsened by the COVID crisis, the EU re-affirmed its commitment to support human rights and democracy worldwide by adopting the `Action Plan on Human Rights and Democracy 2020-2024¿. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. Though it¿s a political non-binding instrument, the FP through this Program will contribute to reach the ambitious targets of Honduras under the Climate Change Agenda, established under the Paris Agreement, especially in terms of forest restoration.Thirdly, this Action will promote private sector activities linked to the forest, and that do not enter directly under the VPA nor the FP, hence will support Green Businesses. Many communities in Honduras do not have secure land titles or clear rules about who owns what, which creates conflicts and makes it difficult to build safe roads, energy systems, or multipurpose dams. This action will help the Government map land properly, use digital tools to manage land information, and apply international standards¿like Free, Prior and Informed Consent (FPIC)¿so communities are heard before projects start. Civil society, local authorities and indigenous organizations will be actively involved to prevent conflicts and ensure transparency. This Action will support the launch of the Citizen Report Management System, known as `System 130¿, in order to improve citizens' access to a reporting mechanism specific for acts of corruption at the three levels of government: national, departmental and municipal. System 130 will allow anonymous reporting to protect the identity of whistleblowers and thus avoid threats or reprisals against them. Additionally, the Action will support the Ministry for Transparency and the Fight against Corruption in developing risk mitigation plans so that the prioritised entities can deal with reports of corruption, adopt counteracting measures, simplify administrative procedures, follow up on reports, support official lines of investigation, strengthen their audit processes, and provide support in the application of the corresponding punishments. By complementing the construction of resilient infrastructure, promoting environmental preservation, and protecting biodiversity, the Action seeks to stimulate sustainable growth, fulfill international climate commitments, and advance the Global Gateway Investment Agenda.The overall purpose is to roll out a comprehensive package of mitigation and development initiatives for targeted communities, contributing to the sustainable recovery of the Yojoa Lake Basin and the construction of multipurpose dams in the Sula Valley (El Tablón) under a perspective of reduction of inequalities.The Specific Objectives are 1) Restore and protect the aquatic and terrestrial ecosystems of the Lake Yojoa basin through sustainable and innovative practices and active community participation, focused on the low income layer of the population, women and youth; and 2) Support the implementation of social and environmental safeguards in flood control actions in the Sula Valley - El Tablón.Through the activities carried out within this action it is expected to: 1/ In Yojoa Lake: reduce water pollution through waste management and pollution control; restore degraded areas and protect critical ecosystems in the Lake Yojoa basin; increase awareness and participation in conservation and sustainable management; and improve the capacity of local institutions to manage natural resources effectively. 2/ In El Tablon dam is expected to: establish and support governance and coordination mechanisms; implement a free, preliminary, and informed consultation process in affected communities; and ensure the perpetuity of water resources for consumption, energy production, and biodiversity through ecological planning and reforestation. The overall objective of the Action is to contribute to good governance in public management by increasing institutional integrity and accountability, strengthening the administrative framework, the capacity to prevent and combat corruption and improve asset recovery as well as improving the role of civil society in their advocacy, oversight and civil role in anticorruption efforts. The Action is structured along three specific objectives: 1.&nbsp;&nbsp;&nbsp;&nbsp;Strengthen institutional mechanisms to develop and implement comprehensive policies to promote transparency, prevent and punish corruption from a human rights based and gender equality approach. While Honduran legislation may comply with most of the corruption prevention provisions contained in international conventions, several of the measures are mere formalities, poorly aimed, or implemented as isolated efforts. Therefore, some of these measures require a more precise allocation of institutional roles, responsibilities and capabilities to improve implementation. In this context, the project will support the National Transparency and Anti-Corruption System (SNTA) and the implementation of the National Transparency and Anti-Corruption Strategy of Honduras (ENTAH) with the Open State Action Plan Honduras (PAEAH).&nbsp;2.Improve systems for gender sensitive citizen reporting and oversight of acts of corruption through digitalization to increase simplification of administrative procedures and improve asset recovery. This Action will support the launch of the Citizen Report Management System, known as `System 130¿, in order to improve citizens' access to a reporting mechanism specific for acts of corruption at the three levels of government: national, departmental and municipal. System 130 will allow anonymous reporting to protect the identity of whistleblowers and thus avoid threats or reprisals against them. Additionally, the Action will support the Ministry for Transparency and the Fight against Corruption in developing risk mitigation plans so that the prioritised entities can deal with reports of corruption, adopt counteracting measures, simplify administrative procedures, follow up on reports, support official lines of investigation, strengthen their audit processes, and provide support in the application of the corresponding punishments.
