The project stems from the need to develop integrated educational and technological models capable of addressing Africa’s key challenges in areas such as sustainable agriculture, food security, and environmental protection. The Center is envisioned as a permanent platform for building local capacities, strengthening institutional competencies, and enhancing African human capital—not only through the development of new skills but also through the recognition and integration of local, traditional, and scientific knowledge developed across the continent. The approach aims to create a knowledge ecosystem based on dialogue between technological innovation and African wisdom, promoting solutions adapted to territorial contexts. Part of the broader Mattei Plan for Africa and supported by the Memorandum of Understanding signed between the governments of Italy and Algeria on July 23, 2025, the project aims to consolidate an equal and lasting cooperation based on co-development and the transfer of knowledge and technologies. The physical structure of the Center, already built by the Algerian government in 2021, now serves as an infrastructure ready to host innovative training and research programs, with particular attention to youth, women, and people with disabilities. The intervention is divided into two phases: an initial operational phase focused on mapping needs through pilot courses, laboratories, and short modules to test content and methods; followed by a second phase dedicated to consolidating the Center’s governance structure as defined by the MoU of July 2025 and building a solid international partnership network. The results will guide the development of training and research programmes (e.g. master's degrees, doctorates, laboratories, etc.) and progressive investments. The project is based on multilevel governance, monitoring tools, and long-term sustainability strategies, with the aim of creating a reference center for the entire African continent—one capable of supporting the transition toward more resilient, smart, and inclusive agricultural systems. L’iniziativa prevede l’avvio di azioni preliminari per il Centro Enrico Mattei a Sidi Bel Abbès, Algeria, volto a consolidarsi come polo di eccellenza italo-africano per la formazione superiore, la ricerca applicata e l’innovazione nel settore agricolo. Il progetto nasce dall’esigenza di sviluppare modelli formativi e tecnologici integrati, in grado di rispondere alle sfide dell’Africa in ambiti chiave come l’agricoltura sostenibile, la sicurezza alimentare e la tutela ambientale. It will be implemented under direct management by the AICS regional office in Tunis, with the participation of Civil Society Organizations selected through a Call for Proposals. Priority areas of intervention include access to water and sanitation, agriculture and food security, health and education. Activities aim to promote timely and equitable access to basic services and strengthen population resilience. Particular attention will be paid to promoting gender equality, both in design and implementation, through the socioeconomic empowerment of women, the integration of a gender perspective into education and health services, and support for the active participation of women and girls in community decision-making processes. Activities will also be designed to reduce gender inequalities and promote a more equitable and safer environment for all segments of the population. Direct beneficiaries will include women, men, girls, boys, children, girls, and people with disabilities, with a focus on those in situations of heightened vulnerability. The intervention will take place in the five refugee camps of Tindouf. Planned interventions include activities aimed at strengthening basic services, including education, social and health and water services, and improving the food security of the refugee population. Strengthening livelihoods and production capacities through the provision of inputs, equipment and training activities will also be promoted. The initiative is consistent with the Sahrawi Refugees Response Plan (SRRP), Italy's international commitments on humanitarian assistance, and the Italian Cooperation guidelines on gender, childhood, disability, and the humanitarian-development-peace nexus. L’iniziativa intende rispondere alla crisi umanitaria protratta della popolazione rifugiata Sahrawi attraverso un intervento multisettoriale della durata di 24 mesi, per un valore complessivo di 2 milioni di euro. Sarà attuata in gestione diretta dalla sede regionale AICS di Tunisi, con il concorso di Organizzazioni della Società Civile selezionate tramite Call for proposals. Gli ambiti prioritari di intervento comprendono l’accesso all’acqua e ai servizi igienici, l’agricoltura e la sicurezza alimentare, la salute e l’educazione. Le attività mirano a favorire un accesso tempestivo ed equo ai servizi di base e rafforzare la resilienza della popolazione rifugiata. Particolare attenzione sarà riservata alla promozione dell’equità di genere, sia nella progettazione che nell’implementazione, attraverso l’empowerment socioeconomico delle donne, l’integrazione della prospettiva di genere nei servizi educativi e sanitari, e il sostegno alla partecipazione attiva delle donne e delle ragazze nei processi decisionali comunitari. Le attività saranno inoltre pensate per ridurre le disuguaglianze di genere e promuovere un ambiente più equo e sicuro per tutte le fasce della popolazione. I beneficiari diretti includeranno donne, uomini, ragazze, ragazzi, bambini, bambine, persone con disabilità, con particolare attenzione a coloro che si trovano in condizioni di maggior vulnerabilità. Le località di intervento saranno i cinque campi rifugiati di Tindouf. Gli interventi previsti comprendono attività volte al rafforzamento dei servizi di base, inclusi quelli educativi, socio-sanitari e idrici, e al miglioramento della sicurezza alimentare della popolazione rifugiata. Saranno inoltre promossi il rafforzamento dei mezzi di sussistenza e della produzione attraverso la fornitura di input, attrezzature e attività formative. Refugees struggle to have adequate amounts of water. To address this overarching concern, UNHCR intends to provide Sahrawi refugees with access to essential resources such as drinking water, safe sanitation facilities, and proper hygiene practices, which are vital for their well-being and health. In addition, a set of activities related to solid waste management, another central issue impacting the health of Sahrawi refugees, will be implemented. Nei campi Saharawi, la scarsità d'acqua è un problema rilevante, causato dalla morfologia e caratteristiche del territorio dell’area semidesertica limitrofa a Tindouf. I rifugiati faticano ad avere quantità adeguate di acqua. Per affrontare questa preoccupazione generale, l'UNHCR intende fornire ai rifugiati Saharawi l'accesso a risorse essenziali come acqua potabile, strutture sanitarie sicure e pratiche igieniche adeguate, vitali per il loro benessere e la loro salute.
