Former combatants and police from the SAC security forces will be guided through a process aimed at shifting their roles from agents of violence during the conflict to advocates for change. The measure will employ a three-pronged strategy, targeting combatants and police at three critical stages: while they are still active in the conflict (conflict parties are increasingly targeted with information on humanitarian norms and the importance of non-violence against civilians); during the defection or surrender process of former combatants and police (reforms of EAOs and NUG policies and procedures on defection and detention to ensure the humane treatment of former combatants, police, and their families); and as they transition into advocates for non-violence towards civilians (former combatants and police increasingly advocate for humanitarian norms, accountability, and non-violence towards civilians). Specifically, the action intends to assist media outlets with the setting up of temporary operations in exile while maintaining journalist correspondents inside Myanmar for news gathering. This includes measures to render the continued production and news gathering in Myanmar as safe and secure as possible, as well as measures to partly move broadcasting abroad. A new set-up of media outlets in exile will be supported with viability plans for continued production as well as technical support.The action¿s second component will focus on increasing the capacities of political stakeholders (including political parties, civil society organisations and ethnic groups) to engage in inclusive dialogue on aspects related to Myanmar¿s potential future democratic processes. Moreover, coordination and collaboration among organisations and individuals working on peacebuilding and reforms in Myanmar will be facilitated.
