The outputs of the Agri-food strategy buttressed through the budget support, will also reinforce government¿s actions aimed at improving food security and nutrition, complying with international standards for food safety, and at creating a demand responsive agricultural innovation that promotes climate smart, and digital solutions. The complementary capacity building component of this action will strengthen key institutional functions for strategic planning, the integrated management of development programmes, statistics and digital tools, advisory and business support services at central and local levels, and will contribute to better inter-institutional coordination of reform efforts. The assistance will be also provided to build capacities for trade and enhancing the potential for benefiting from the GSP+. The Government is weak in its regulatory role as responsibilities are distributed over an array of different Ministries and Agencies, who generally do not wish to cooperate with each other. There are multiple data sets on ownership, use, utilities, etc. which are not (yet) integrated in a single national spatial data infrastructure (NSDI), although this is essential for effective and efficient planning. The Government also struggles to capture the value of state-owned land when being developed and is unable to set clear preconditions or enforce for what the private sector can and cannot do. Although construction on irrigated farm land is forbidden, it is common practice and linked to corruption. Approximately 60% of the current building stock is unregulated (i.e. did not receive planning permission or was not recorded).The Agency for Strategic Reforms under the President of the Republic of Uzbekistan (ASR) which plays a pivotal role in driving reforms and bringing different government entities together, reached out to the EU Delegation for support, in particular in relation to the regulatory framework and the NSDI. In line with Global Gateway, the proposed action aims to improve spatial development visioning and strategic planning, decentralise municipal governance and budgets and introduce a new generation of urban and rural plans adjusted to the new sustainable development patterns. New integrated planning and management strategies that leverage inter-institutional coordination, digitalisation and data-driven decision-making will be introduced. Partnership with relevant ministries, international organisations and IFIs will be crucial for a successful implementation. The impact will be the substantial contribution to balanced and inclusive regional urban and rural development, improved liveability, enhanced sustainability in urban and rural areas and reduced environmental hazards. The action will also address the involvement of citizens and civil society organisations in planning decisions, the need for adequate compensation in case of expropriation and forced eviction, and the preservation of cultural heritage.The action will directly serve the development of the regional Global Gateway Flagship, the Trans-Caspian Transport Corridor, which will benefit from an improved regulatory framework, planning processes, and data access. Protecting and promoting HR&amp;D is therefore a key priority of the EU¿s external action. It is also a precondition for sustainable development and for building more inclusive, open and resilient societies.Yet, recent data show that globally, most countries are far from having acceptable human rights and democracy track records. In this context, worsened by the COVID crisis, the EU re-affirmed its commitment to support human rights and democracy worldwide by adopting the `Action Plan on Human Rights and Democracy 2020-2024¿. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. The actions financed at country level will be in line with: (i) the EU action plan for human rights and democracy; (ii) EU guidelines on human rights; and (iii) the respective Human Rights and Democracy country strategies or priorities under the EU accession process. All actions will follow a human rights based approach putting people at the centre of actions and also focusing on promoting gender equality. The proposed action reinforces Government¿s engagement to upgrade and implement its National Anti-Corruption Strategy, which aims at reducing corruption in Uzbekistan at national and local levels through ensuring the sustainable development of anti-corruption institutions and empowerment of civil society, media, citizens and businesses through provision of legislative and advisory support, capacity-building measures, support of national initiatives to advance awareness of legal rights, expansion of legal education and literacy and facilitation of policy dialogue. The task will also be realised through participation in a broader programme of administrative reforms, modernisation and optimisation of the public administration system in accordance with international standards in full compliance and implementation of the UN Convention against Corruption (UNCAC) and Istanbul Plan of Action of OECD as overarching policy directions. The focus will be maintained on strengthening policy, legislative and regulatory framework, expanding anticorruption dynamics and integrity culture to sub-national and local levels with making local governments transparent and accountable, enhancing capacities of civil society organisations and investigative journalists, and promoting their essential role in anti-corruption efforts. Gender equality, human rights, youth, PWD and civil society partnerships will be mainstreamed across the action. The action will also build on the milestones achieved through the EU engagement in the public administration sector on improving delivery of quality public services to the population through collaboration with UNDP. The objectives of the proposed action reflect the commitment of the Government of Uzbekistan towards 2030 Strategy for Sustainable Development and related achievement of SDGs. The action is aligned with EU policies and responds to the demand of counterparts in Uzbekistan for sharing the EU know-how, in particular as it relates to the development of a comprehensive, effective and inclusive anti-corruption ecosystem and support to women, youth and other vulnerable people to enjoy equal access to justice, basic public services and development opportunities. An additional component of the action will specifically target the strengthening of the organisational, administrative, technical and legal capacities of the Ministry of Justice of Uzbekistan in its role of coordinator of law-making activities and guarantor of a unified state legal policy with the specific objective to support the work of the government in accelerating legislative reforms, improving quality of regulations and reducing the regulatory burden to systematise the existing norms and regulations, simplify their application, professionalise the law-making process, increase public awareness of the legislative framework and ensure overall availability of main legal documents in three languages (Uzbek, Russian and English). Hence, it will support the country to decouple economic growth from environmental and climate degradation. To that end, the Action will finance the capacities, tools and coordination mechanisms necessary to lay the groundwork for a green growth strategy centred on the mutual reinforcing aspects of economic and environmental policy as well as addressing some of the key elements towards improved chemical wastes management in Uzbekistan.The first area of intervention, the Green Economy Technical Assistance Program (GETAP), will support the formulation and implementation of Uzbekistan¿s green economy strategy. Backed by a budget support loan committed by the French Development Agency, the GETAP will specifically assist the government of Uzbekistan in (i) enhancing coherence between economic policies and environmental objectives within the inclusive green economy framework and (ii) reallocate consumption and investment of government and firms towards green goods and projects through fiscal policies and public financial management reforms.The second area of intervention, Sound Management of Hazardous Chemicals Technical Assistance Program, will help to understand the size of the problem in terms of both legacy wastes (volumes of obsolete pesticides and other materials like contaminated soils) and annual arising to be managed in Uzbekistan. Particularly, focus will be given on enhancing effectiveness of mechanisms and tools for the management of hazardous chemicals, wastes and reduction of use of dangerous pesticides in agriculture, including agriculture practises and awareness for reducing the use of pesticides. Results of activities in different levels should lead to Uzbekistan becoming a State Party to all four waste conventions (Basel, Rotterdam, Stockholm, Minamata); improved institutional capacity for sound chemicals management; better data on hazardous wastes allowing development of a national waste management strategy; permitted hazardous waste treatment facilities; scale up of&nbsp;sustainable practices in the agricultural sector leading to reduced risks to farmers and consumers from the use of pesticides and to food production relying on less&nbsp;toxic pesticides; As part of this process, gender equality and women¿s empowerment have gradually moved towards the centre of the government¿s agenda. The GoU has implemented many new laws to address the problem of gender-based and domestic violence, and to promote women¿s economic empowerment in the country. Over the past years, Uzbekistan has also undergone significant demographic changes, including a sharp rise in the fertility rate, decrease in contraceptive use and persisting issue of early pregnancy. The recent demographic trends in Uzbekistan reinforce women¿s traditional role of childbearers and caregivers and effectively reduce women¿s participation in the labour force. Female labour force participation continues to decrease with each additional child, while equal participation in the economy would raise Uzbekistan¿s GDP by 29% and potentially lift 700,000 people out of poverty. At the same time, Uzbekistan witnesses the resurgence of traditional patriarchic values that determine rigid and often harmful social norms and strict gender roles for women and men. This view of the society and the household limits women¿s freedom of choice and access to opportunities; perpetuates discrimination and intolerance, especially discrimination against women, and is one of the main drivers of inequality in Uzbekistan. The sharp increase in fertility rate and early pregnancies, effectively hinders women¿s economic participation and empowerment and has a detrimental effect on Uzbekistan¿s economic development as well.The Action will address the following gaps: (1) Absence of a mechanism to challenge and address the harmful social norms and gender stereotypes affecting women¿s empowerment and economic participation; (2) Lack of available and disaggregated data on access to and attitudes towards sexual and reproductive health and rights; (3) Lack of systematic access to evidence-based and unbiased information on sexual and reproductive health, contraception and to family planning services; (4) Lack of support for parents and other caregivers to infuse key normative principles such as gender equality and inclusion to transform power structures in future generations; (5) Limited availability of socio-emotional skills and digital and STEM skills programmes for adolescent girls.To address these gaps, the proposed Action aims to address gender stereotypes and harmful social norms and promote women¿s equal participation in the economy and labour force. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors.
