This would help propel the largely subsistence rural community into a more profitable future, with enhanced food sovereignty and export outcomes, thereby targeting women and young people to become agripreneurs, so that they can realistically aspire to more profitable and sustainable agricultural livelihoods.The Action intends to accelerate a people-centred (particularly women and young people) agro-ecological transition towards resilient, climate-smart and nutrition-sensitive agri-food systems in The Gambia, based on a market-driven approach. The Specific(s) Objective(s) of this action are: (1)To enhance investments in climate-smart, agri-food value chains in The Gambia, to increase productivity through sustainable agro-ecology in horticultural and other selected value chains with local and international demand; (2) To improve food safety and quality through the adoption of agro-ecological practices by producers and processors (particularly women and young people) and an enhanced food control system; and (3) To develop more diverse, nutrition-sensitive and agro-ecologically produced value chains in The Gambia.The strengthening of food safety control systems with better standards and Sanitary and Phytosanitary (SPS) measures and building the capacity of farmers (particularly women and young people) to produce quality food, will progressively increase the contribution of agri-food systems to Gambia¿s export revenues. It will also increase the share of food locally purchased by the tourism/hospitality sector while safe and nutritious foods will become more accessible/ affordable, whilst promoting the green and circular economy. The increase of local food consumption will accelerate the transition towards a circular economy in food and beverages, especially regarding high quality products and organic farming, where tourists might be willing to pay a premium price. Biodiversity in The Gambia will be preserved through a higher variety of crops, pesticides reduction and pollinators protection.This Food Systems project will contribute to The Gambia¿s efforts to mitigate the effects of climate change and environmental degradation, improve agricultural value chain connectivity and efficiency and promote food quality and safety. The current waste management system faces multiple critical challenges, including informal dumping and burning, driven by rapid urbanization, changing consumption patterns, limited collection coverage, and inadequate treatment infrastructure. It results in environmental degradation, public health risks, and increased climate impacts (a large proportion of waste is burnt ¿ including plastic).The action has two main components. Component 1 intends to strengthen the waste systems and support green & circular economy in the Greater Banjul Area (which includes 58% of the total population of The Gambia), on activities with central Government and potentially twinning between European and local academic institutions. This component is complementary to the EU/EIB Global Gateway investment (360° approach) currently under discussion with the Government. Component 2 intends to strengthen the waste systems and support green &amp; circular economy in selected secondary cities (growth centres). Both components will entail awareness raising on solid waste management; skills development (e.g. on collection, recycling, safety), capacity building to enhance planning capabilities, light infrastructure (e.g. fencing of dumpsites, recycling facilities, etc), provision of equipment (e.g. compactor trucks, tricycles, etc¿), supporting circular economy initiatives with the private sector.The action will be implemented as a Team Europe initiative (indirect management). Three Member States (Belgium, Spain and France) having expressed their interest to implement this initiative. Through the financing of migration-related cooperation projects, the EU aims to expand its external engagement with African partners on migration and forced displacement. In line with the most recent developments in both internal and external EU migration policy, including the EU Pact on Migration and Asylum, the Mechanism will support the development and reinforcement of strong, balanced, comprehensive and mutually beneficial partnerships and programs with relevant countries of origin, transit and destination of migrants and forcibly displaced people. The action will also contribute to the Team Europe Initiative for a Comprehensive migration approach in the Maghreb, Sahel and West African countries in the Atlantic / Western Mediterranean route and to the Team Europe Initiative on Central Mediterranean migration route.Interventions will be weighed against the specific migration and/or forced displacement situation of each partner country or region, the nature of the overall dialogue with the EU, and the partner country¿s level of engagement with the EU on migration. This assessment will be done in coordination with EU Member States. In this regard, several factors, inter alia, can be taken into consideration, notably whether : (i) the country is engaging or showing willingness to engage in fighting against migrant smuggling and trafficking in human beings, as well as stemming irregular migration; (ii) the country is stepping up its efforts to host migrants and/or displaced people, and people in need of international protection, in a dignified way, in line with international and EU standards; (iii) the country/region is reinforcing capacities on migration management and governance, including on management of forced displacement flows, in the context of its partnership with the EU ; (iv) the country is showing a substantial and sustained cooperation with the EU and its MS on return, readmission and sustainable reintegration; (v) and/or the country/region is willing to cooperate with the EU and its MS to support well-managed legal migration or the implementation of the Global Compact on Refugees (or durable solutions for refugees).The action implementation modalities will depend on the concrete intervention agreed for each country. In 2023 the SSE completion rate was 46%, with significant disparities among the 6 regions of the country: in the Upper River Region (Region 6) only 11% of students completed their course of studies. There are also issues with girls¿ transition into and out of this level, particularly in transitioning to tertiary education. The gender gap concerns not only students¿ completion rates but also entry into the teaching force, where only 16.7% of teachers are female. Increasing the ratio of female teachers is critical to fostering girls¿ attendance and in providing positive role-models, with a consequent increase in SSE completion rates and enhanced skills and youth employability contributing to the country¿s human and socio-economic development. The action (foreseen for a duration of 5 years) aims to support the Government of The Gambia, specifically the Ministry of Basic and Secondary Education (MoBSE) and the Ministry of Higher Education, Research, Science and Technology (MoHERST) in addressing the challenges SSE system is facing by improving the completion rates of both boys and girls through strengthened inclusivity, quality and equity amongst students and teachers, with a focus on rural areas. The action specifically aims at: i) increasing completion for boys and girls in secondary education and preventing drop outs by providing targeted scholarships; and ii) improving the quality of SSE by improvements in teacher education, including building capacities to develop basic, green and digital competences of learners. This entails support to both in-service and pre-service teacher training with a focus on the transition of girls to tertiary education, to proceed with a teaching career. The action would assist in overcoming negative sociocultural norms and practices, such as child marriage, Gender Based Violence, masculinisation of the teaching force, and the inadequate number of female role models in secondary education, in line with the Gender Action Plan III (GAP III). The action will directly address the Government of the Gambia¿s priorities, as set out in the National Development Plan and the National Education Sector Strategic Plan (ESSP 2016¿2030) in provision of accessible, equitable, inclusive and quality education for the sustainable development of the country. Development of teacher training programmes and revisions to the SSE curriculum will allow integration of topics such as gender, the environment and climate change, science and technology, migration, nutrition and information technologies. The action will also contribute to the Team Europe Initiative for a Comprehensive migration approach in the Maghreb, Sahel and West African countries in the Atlantic / Western Mediterranean route and to the Team Europe Initiative on Central Mediterranean migration route.Interventions will be weighed against the specific migration and/or forced displacement situation of each partner country or region, the nature of the overall dialogue with the EU, and the partner country¿s level of engagement with the EU on migration. This assessment will be done in coordination with EU Member States. In this regard, several factors, inter alia, can be taken into consideration, notably whether : (i) the country is engaging or showing willingness to engage in fighting against migrant smuggling and trafficking in human beings, as well as stemming irregular migration; (ii) the country is stepping up its efforts to host migrants and/or displaced people, and people in need of international protection, in a dignified way, in line with international and EU standards; (iii) the country/region is reinforcing capacities on migration management and governance, including on management of forced displacement flows, in the context of its partnership with the EU ; (iv) the country is showing a substantial and sustained cooperation with the EU and its MS on return, readmission and sustainable reintegration; (v) and/or the country/region is willing to cooperate with the EU and its MS to support well-managed legal migration or the implementation of the Global Compact on Refugees (or durable solutions for refugees).The action implementation modalities will depend on the concrete intervention agreed for each country. It will also increase the share of food locally purchased by the tourism/hospitality sector while safe and nutritious foods will become more accessible/ affordable, whilst promoting the green and circular economy. The increase of local food consumption will accelerate the transition towards a circular economy in food and beverages, especially regarding high quality products and organic farming, where tourists might be willing to pay a premium price.
