BE-GTCF-0453475391-4000000619 Search for Common Ground Although the signing of the Algiers Agreement in 2015 by prominent warring parties showed a promising opportunity for peace in Mali, two years later, international observers and national stakeholders are still concerned about the lack of progress in the implementation of the Accord and the ongoing deterioration of the security situation. However, unlike the 2012 crisis that unravelled in the North, this time the central Mali serves as the epicenter of instability. Neighboring Burkinabe regions have experienced similar trends since 2015 in a worrying spillover effect, and is increasingly affected by violent extremist attacks targeting police and military stations as well as schools, intimidating the civilian population and threatening teachers and local leaders. For this reason, Search for Common Ground (SFCG) is implementing a 12-month pilot project to strengthen youth engagement in key communities across Central Mali and Northern Burkina Faso and leverage youth participation towards sustainable peace and stability. Overall, this this youth-led initiative will seek to tackle key issues impeding constructive youth engagement in Mali and Burkina Faso by strengthening leadership capacities of young people to engage constructively around the grievances in their communities and enabling young people to be recognized as agents of positive change for peace, security and resilience. The action proposed under this initiative will equip Malian and Burkinabe youth with critical conflict prevention and transformation skills, as well as social communication tools, and allow them to undertake action in their communities. More specifically, selected youths will be trained in leadership, Common Ground approach and conflict transformation to provide them with the skills to set-up community fora and collaborative actions in targeted communities. SFCG’s teams will also train youths in participatory theatre and assist them in organizing performances, and develop a youth-led fictional radio soap opera. We estimate that at least 9600 people will be indirectly targeted through the community outreach activities and media programs. The influx of refugees – with Syrians being the most recent group – has put a strain on life in Lebanon on different levels including ‘increasing demographics, a regressing economy, exhausting social services, complicating politics and decreasing security’ (Government of Lebanon, 2017). A recent study that analyzed the case files of 1,000 Tunisian individuals convicted of terrorism acts between 2011-2015 shows that most of them had been detained for petty crimes and drug use before leaving the country to fight abroad and many had been radicalized while serving time in prison. The dire state of the Tunisian prison system contributes to aggravating this phenomenon. With an overcrowding rate of over 150% percent, cells are often shared by detainees imprisoned for relatively minor crimes or awaiting trial and individuals with more serious charges – including terrorism – thus becoming an ideal environment for extremist recruitment. An additional challenge for the Tunisian prison system is posed by the huge number of Tunisian foreign terrorist fighters returning to their country of origin after having fought in war zones in Libya, Syria, and Iraq. In order to address these issues, Search for Common Ground is implementing a 24-month project targeting Tunisia prisons that aims to prevent engagement with violent ideologies amongst adult and young Tunisian detainees during and after their period of detention through improved rehabilitation and reintegration programming. This will represent the second phase of Search’s 5-year vision to employ an integrated approach to working inside and outside Tunisian detention facilities for the successful rehabilitation and reintegration of both adult and minor detainees, which plays a fundamental role in preventing and countering violent extremism in the country. The long- term impact will be the development of a Tunisian model for the management, rehabilitation, and reintegration of adult and minor detainees into society that respects human rights standards and addresses the drivers leading to the use of violence and the appeal of violent extremism. The activities of this second phase of the project will revolve around the main themes of rehabilitation and reintegration of adult detainees and juveniles in prisons and juvenile detention centers, in respect of international human rights standards, with a particular reference to the management and rehabilitation of violent extremist prisoners and returnee foreign fighters in prisons. These themes will be tackled by building the capacity of staff of the Tunisian central prison administration, prison staff, and personnel of juvenile detention centers. In addition, dialogues and workshops will be held to promote engagement and synergies between governmental and non-governmental stakeholders (including business and private enterprises) around issues related to the rehabilitation, reintegration, and socio-economic reinsertion of former detainees. Funded by the Embassy of the Kingdom of the Netherlands, the project seeks to address potential conflict issues about religious tolerance and tensions in Nigeria, in response to incidents of religious intolerance and religious extremism reported across Nigeria. The activities are designed to strengthen the capacity of relevant actors to collaboratively work against any form of abuse concerning FoRB across 6 geopolitical zones in Nigeria. Hence, the project’s Theory of Change (ToC) states IF Religious Leaders, Security Agencies, civil society actors, and other key stakeholders leverage new and existing platforms to anticipate, prevent, respond to, and address religious-based conflicts and their root drivers AND IF citizens have access to effective and trustworthy FoRB support mechanisms, AND IF capable and conflict-sensitive media practitioners enhance public understanding of FoRB THEN there will be a decrease in religious-based divisions, tensions, and violence BECAUSE citizens will be equipped to implement a holistic series of prevention, response, and support mechanisms, addressing every aspect of the ‘violence cycle’, including both long- and short-term drivers of religiously-motivated violence.The overall goal of the project is to empower actors to prevent and address conflicts along religious lines and advance FoRB in Nigeria.
