This will include assistance for stakeholder consultations and for constitutional expertise. In a second component, the measure will help establish the International Accountability Platform for Belarus with a view to enable in-depth, transparent and impartial investigations into allegations of serious human rights violations in line with the recommendations made in November 2020 by the OSCE rapporteur, appointed by 17 OSCE participating States under the Moscow Mechanism. The Platform will build on the ongoing efforts to document human rights violations. Bringing together high-level expertise from a consortium of Belarusian and international non-governmental organisations, the Platform will enhance the quality and completeness of the documentation. The aim is to generate a body of impartial evidence to provide a basis for criminal investigations in accordance with international law standards. This may include support for activities related to pro-democracy dialogue, citizen engagement and activism, including in the socio-economic sphere, as well as support to the wider pro-democracy movement and to Belarusian civil society actors, including at community level. Service for Foreign Policy Instruments</narrative></reporting-org><title><narrative>Continued Support to the International Accountability Platform for Belarus</narrative></title><description type="1"><narrative>The fraudulent presidential election in Belarus in August 2020 set in motion a wave of demonstrations, which were violently repressed by the authorities. Since then, the Lukashenko regime has further intensified repressive means against any form of opposition. This has included criminalising participation in the activities of any of the 309 forcefully liquidated civil society organisations, as well as continued arbitrary arrests, detention and prosecution on administrative and criminal charges. The question of political prisoners therefore remains critical in Belarus with a significant number of men and women imprisoned on political charges as of 1 March 2022. At the same time, given the scale of the atrocities in Ukraine, international attention on the crisis in Belarus is waning, and the crimes that are being committed risk going unaccounted for.Since its creation in 2021, the EU has supported the International Accountability Platform for Belarus (IAPFB) in its efforts of independent collection, verification and preservation of documentation and evidence of serious human rights violations committed in Belarus during and in the follow-up of the fraudulent 2020 presidential elections. At the time of the creation of the IAPFB, the EU also successfully presented a resolution at the UN Human Rights Council that established a robust mechanism to document reported international crimes in Belarus under the UN Office of the High Commissioner for Human Rights. This mechanism benefits from the documentation secured by the IAPFB, among others, and contributes to accountability for perpetrators and justice for victims.
