Lot 1 shall focus on strengthening GBV (gender-based violence) and HTP (harmful traditional practices) prevention and response, including issues related to early marriages and female genital mutilation. This lot will include awareness-raising activities within schools to make boys and girls more aware of their rights and agents of change with respect to discriminatory social norms, stereotypes, and gender-related conflicts. Furthermore, it will promote targeted training and mentoring interventions within local Institutions aimed at ensuring better access to essential services. Advocacy activities will be carried out to empower communities to hold the county government accountable in order to ensure the elimination of violence against women and girls. Lot 2 shall strengthen the role of women in community decision-making dynamics with the goal of ensuring their equitable access to agricultural market and community land management, as well as in the development and implementation of climate change adaptation plans, which are becoming key especially in these areas often affected by drought and other adverse phenomenon. It will involve the abstraction of water from the Duud Shabel springs located about 26-27 km South East of Bosaso and channelling it to the main city reservoir. This will increase the water production of Golden Utility Management Company (GUMCO), a PPP water service provider for Bosaso, by at least 164% (4.000m3/day) during the dry season and up to 246% (6.000 m3/day) in the rainy season. The project’s extended scope aims at increasing the adduction system to 14,500m3/day, to allow in the near future the connection of other springs available in few kilometers radius; this will prepare the conditions to cover the majority of the city water needs of the next few years. Technical assistance will be provided to GUMCO and Puntland Water Development Agency (PWDA) in the definition of a pro-poor water tariff and connection fees to enhance equitable access to sustainable water service delivery. This will allow access to basic water requirements by the less privileged segment of the population in the current situations of reducing water supply and increasing demand. Additionally, the project will establish three irrigation systems for the Duud Shabel population to support irrigated agriculture reducing reliance to rain-fed agriculture in the changing climatic conditions characterized by short duration low intensity rainy seasons. Il progetto mira ad aumentare la resilienza della popolazione di Bosaso attraverso la promozione di un accesso equo e sostenibile all’acqua potabile. In particolare, farà in modo che si estragga l'acqua dalle sorgenti Duud Shabel situate a circa 26-27 km a sud-est di Bosaso e di convogliarla nel principale bacino idrico della città. Ciò aumenterà la produzione idrica della Golden Utility Management Company (GUMCO), un fornitore di servizi idrici PPP per Bosaso, di almeno il 164% (4.000 m3/giorno) durante la stagione secca e fino al 246% (6.000 m3/giorno) durante la stagione delle piogge. L’estensione del progetto mira ad aumentare il sistema di adduzione a 14.500 m3/giorno, per consentire in un prossimo futuro il collegamento di altre sorgenti disponibili nel raggio di pochi chilometri; ciò preparerà le condizioni per soddisfare la maggior parte del fabbisogno idrico cittadino dei prossimi anni. Sarà fornita assistenza tecnica a GUMCO e alla Puntland Water Development Agency (PWDA) nella definizione di una tariffa idrica a favore delle famiglie meno abbienti e di tariffe di connessione per migliorare l’accesso equo alla fornitura di servizi idrici sostenibili. Ciò consentirà l’accesso ai fabbisogni idrici di base da parte del segmento meno privilegiato della popolazione nelle attuali situazioni di riduzione dell’approvvigionamento idrico e di aumento della domanda. Inoltre, il progetto creerà tre sistemi di irrigazione per la popolazione di Duud Shabel per sostenere l’agricoltura irrigua riducendo la dipendenza dall’agricoltura pluviale nelle mutevoli condizioni climatiche caratterizzate da stagioni piovose di breve durata e a bassa intensità.
