In this context, air transport - centered on Roberts International Airport (RIA) - is essential for trade, mobility, and access to regional and global markets. RIA is the country¿s main international gateway and a key node for regional and intercontinental connectivity. At present, Brussels Airlines, part of the Lufthansa Group, is the only European carrier maintaining regular connections to Monrovia. Ensuring the continuity of this connection requires sustained compliance with international aviation safety and security standards.</p><p>However, RIA faces significant gaps in safety-critical infrastructure, equipment, and operational systems, limiting compliance with International Civil Aviation Organization (ICAO) standards and constraining emergency preparedness. These gaps also restrict the handling of certain cargo categories, including dangerous goods, thereby limiting trade potential.</p><p>The proposed action addresses these challenges through an integrated approach combining (i) provision of critical safety and emergency response equipment, (ii) rehabilitation and upgrading of safety-critical infrastructure, and (iii) strengthening of operational capacities and maintenance systems. This ensures that investments are not only delivered but also effectively operated and sustained.</p><p>An inception phase of up to six months will allow for detailed technical assessments, finalisation of specifications, and refinement of the scope and budget. Given that the available EU contribution of EUR 7.8 million is based on preliminary estimates for the civil works component, this phase is essential to define final budget requirements in a realistic and evidence-based manner for the civil works.</p><p>The action is aligned with the EU Global Gateway strategy and contributes to key Sustainable Development Goals, including SDG 9 (resilient infrastructure), SDG 3 (health and safety), and SDG 8 (economic growth). It supports ongoing EU and partner efforts and strengthens Liberia¿s institutional capacity, while contributing to safer, more reliable air connectivity and expanded trade opportunities.</p><p>The Multi-Donor Action ¿Enhancing Safe and Secure Air Connectivity at Roberts International Airport, Monrovia¿ is jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project ¿Integrated Corridors for Economic Growth in Africa (Support to PIDA)¿ (Africa InCORE). A socially and economically marginalised young population can pose serious risks to national security, social cohesion and stability. Liberian youth generally lack employable skills and are ill-equipped to access new economic opportunities. Efforts to improve their employability are constrained by a Technical and Vocational Education and Training (TVET) TVET sector characterised by serious shortcomings in terms of quality and relevance, access and equity, funding, and governance. The Government of Liberia (GoL) recognises that the transition towards inclusive growth will not happen unless human capabilities are enhanced and the quality of education and vocational training are improved to match the demands of the labour market. This transformation requires structural changes in the economy, particularly in the sectors of agriculture, fisheries, and forest, to increase revenues, foster inclusive growth and entrepreneurship, and create decent jobs, especially for youth and women.</span></p><p class="ql-align-justify"><span style="background-color: rgb(252, 252, 253); color: rgb(13, 13, 13);">However, these sectors face important challenges, including inadequate collaboration among stakeholders along the value chains, lack of technical expertise insufficient infrastructure and equipment, limited access to finance, low quality of products and non-compliance with basic standards related to food security.</span></p><p class="ql-align-justify"><span style="background-color: rgb(252, 252, 253); color: rgb(13, 13, 13);">To address these challenges and unlock the full potential of Liberia's economic development, a collaborative effort aligned with the Global Gateway will enhance the investment climate and business environment. This entails policy dialogue, regulatory reforms, value chain development (cassava, fisheries, and wood processing), support to micro, small, and medium-sized enterprises (MSMEs), public-private partnerships (PPPs), capacity building and empowerment initiatives for women and youth. Accessing innovative financial mechanisms like the EU External Investment Plan, notably the EFSD+ will be crucial. The focus will be on inclusive agrifood sectors, fisheries, aquaculture and wood processing in both urban and rural areas.</span></p><p class="ql-align-justify"><span style="background-color: rgb(252, 252, 253); color: rgb(13, 13, 13);">The Action aims at building market-driven, sustainable, and inclusive value chains for cassava, fisheries and wood processing with the goal of fostering enhanced job creation, sustainable economic growth and increased competitiveness for business in Liberia. Directorate-General for International PartnershipsLiberia¿s population was estimated to be 5 million in 2020, with forecasts predicting 6.4 million in 2030.&nbsp;In 2020, 40% of the population was under the age of 15 &nbsp;and population growth is not projected to decrease. As a result, pressure on the education system and the labour market in Liberia are extremely high. The global commodity price crisis, and combined effects of the Ebola crisis and COVID-19 pandemic, have devastated the Liberian economy and worsened youth¿s fragility problems. &nbsp;Liberian youth suffer from high unemployment, underemployment and vulnerable employment rates. A socially and economically marginalised youth poses serious risks to national security, social cohesion and stability. Efforts to improve youth¿s employability are constrained by a deficient Technical and Vocational Education and Training (TVET) sector. Overall, the Liberian TVET sector is faced with serious shortcomings in terms of quality and relevance, access and equity, funding and governance, including outdated and limited equipment; lack of adequately trained and incentivized trainers and administrators; lack of an accreditation system and standardized curricula; weak linkages between TVET and the productive sectors of the economy; low management capacity and central and local levels; lack of gender sensitive measures; lack of coordination between TVET stakeholders; lack of defined pathways into and from TVET; and insufficient funding.&nbsp;The proposed Action seeks to step up EU support to Liberian youth, to ensure they can acquire relevant skills and access decent and quality jobs through vocational and technical training. The proposed action builds on the results of EU¿s ¿Youth Rising¿ project, designed to strengthen the Liberian TVET sector in its capacity to deliver equitable and gender-balanced access to high quality and demand-driven TVET in 7 counties (6 supported by the EU and 1 by the Government of Sweden).The second phase of the ¿Youth Rising¿ project will replicate the action in the remaining 8 counties. The proposed intervention will complement capacity development support at the central and Vocational Training Centre levels and strengthen links with the private sector. In addition, the intervention will address equity and inclusiveness issues in hard-to-reach counties, with a focus on gender, vulnerable youth, youth with disabilities, and youth at risk. The intervention will improve access to TVET in all counties. The proposed Action reflects the EU¿s political objectives defined in the European Consensus on Development. As a result, pressure on the education system and the labour market in Liberia are extremely high. The global commodity price crisis, and combined effects of the Ebola crisis and COVID-19 pandemic, have devastated the Liberian economy and worsened youth¿s fragility problems. &nbsp;Liberian youth suffer from high unemployment, underemployment and vulnerable employment rates. A socially and economically marginalised youth poses serious risks to national security, social cohesion and stability. Efforts to improve youth¿s employability are constrained by a deficient Technical and Vocational Education and Training (TVET) sector. Overall, the Liberian TVET sector is faced with serious shortcomings in terms of quality and relevance, access and equity, funding and governance, including outdated and limited equipment; lack of adequately trained and incentivized trainers and administrators; lack of an accreditation system and standardized curricula; weak linkages between TVET and the productive sectors of the economy; low management capacity and central and local levels; lack of gender sensitive measures; lack of coordination between TVET stakeholders; lack of defined pathways into and from TVET; and insufficient funding.&nbsp;The proposed Action seeks to step up EU support to Liberian youth, to ensure they can acquire relevant skills and access decent and quality jobs through vocational and technical training. The proposed action builds on the results of EU¿s ¿Youth Rising¿ project, designed to strengthen the Liberian TVET sector in its capacity to deliver equitable and gender-balanced access to high quality and demand-driven TVET in 7 counties (6 supported by the EU and 1 by the Government of Sweden).The second phase of the ¿Youth Rising¿ project will replicate the action in the remaining 8 counties. The proposed intervention will complement capacity development support at the central and Vocational Training Centre levels and strengthen links with the private sector. In addition, the intervention will address equity and inclusiveness issues in hard-to-reach counties, with a focus on gender, vulnerable youth, youth with disabilities, and youth at risk. The intervention will improve access to TVET in all counties. The proposed Action reflects the EU¿s political objectives defined in the European Consensus on Development. It will enhance youth¿s employability and Vocational Education and Training (VET) alignment to private sector needs.&nbsp;The Action proposes measures to address gender equity in access to TVET and female paid employment, thus contributing to the 2021-2025 EU Gender Action Plan. It will also ensure the rehabilitation of SGBV victims and survivors as well as the full protection of women and girls in all their diversity, particularly those facing increased risk of violence, such as women with disabilities. To attain this objective, the Action uses an integrated and multi-sectoral approach to reduce SGBV and its severe consequences on women and girls and other marginalised groups through interventions encompassing prevention, protection, and response compounded with Government¿s institutional support. The Action will build on the EU¿s recent investment in the Spotlight Initiative by addressing the gaps in implementation and consolidating the results.At the micro level, the Action will use an evidence-based community mobilization approach to change attitudes towards and perceptions of SGBV, by also engaging men and boys to challenge the negative masculinity that underpins SGBV. Furthermore, it will target religious, traditional, and community leaders and increase their role in prevention and in the reduction of stigma across gender and disability. The Action also intends to economically empower disadvantaged and marginalised women and youth, increase their voice and agency, and reduce their vulnerabilities to SGBV. At the macro level, the Action will seek to advocate for legislation that protects women and girls from SGBV and increase the knowledge and capacity of law enforcement bodies and service providers to enforce existing laws. As a result, pressure on the education system and the labour market in Liberia are extremely high. The global commodity price crisis, and combined effects of the Ebola crisis and COVID-19 pandemic, have devastated the Liberian economy and worsened youth¿s fragility problems. &nbsp;Liberian youth suffer from high unemployment, underemployment and vulnerable employment rates. A socially and economically marginalised youth poses serious risks to national security, social cohesion and stability. Efforts to improve youth¿s employability are constrained by a deficient Technical and Vocational Education and Training (TVET) sector. Overall, the Liberian TVET sector is faced with serious shortcomings in terms of quality and relevance, access and equity, funding and governance, including outdated and limited equipment; lack of adequately trained and incentivized trainers and administrators; lack of an accreditation system and standardized curricula; weak linkages between TVET and the productive sectors of the economy; low management capacity and central and local levels; lack of gender sensitive measures; lack of coordination between TVET stakeholders; lack of defined pathways into and from TVET; and insufficient funding.&nbsp;The proposed Action seeks to step up EU support to Liberian youth, to ensure they can acquire relevant skills and access decent and quality jobs through vocational and technical training. The proposed action builds on the results of EU¿s ¿Youth Rising¿ project, designed to strengthen the Liberian TVET sector in its capacity to deliver equitable and gender-balanced access to high quality and demand-driven TVET in 7 counties (6 supported by the EU and 1 by the Government of Sweden).The second phase of the ¿Youth Rising¿ project will replicate the action in the remaining 8 counties. The proposed intervention will complement capacity development support at the central and Vocational Training Centre levels and strengthen links with the private sector. In addition, the intervention will address equity and inclusiveness issues in hard-to-reach counties, with a focus on gender, vulnerable youth, youth with disabilities, and youth at risk.
