This has been accompanied by the country's emergence as a major centre for drug trafficking, with organised crime gaining complete control in some coastal regions. The absence of state presence has allowed this dire situation to catch Ecuador off guard, overwhelming law enforcement and administration. Even the nation's exporting sector is now concerned about potential risks to its successful Free Trade Agreement with the EU. The proposed Intervention builds on the previous EU engagement in the security field and suggests complementary issues in two key areas: Shock absorption and reform capacity.&nbsp;Pillar 1: Resilient national institutions towards the drug traffickers and related organized crime activities&nbsp;Strengthening the country's capacity in anti-money laundering and the good governance of the penitentiary system&nbsp;The intervention aims at fostering a structural and systemic change by strengthening the institutional capacity of the specialised investigative units of the Executive, based on the ¿follow the money¿ principle, complementing the efforts of justice & security institutions.&nbsp;Supporting the restructuration of the penitentiary system. The EU is the only international donor currently providing TA in the penitentiary sector. The government will perform extensive structural reforms of the executive's institutions, and the EU can accompany this process by sharing the best practices in line with its democratic and human rights values and rule of law and good governance principles, as stated in the EU SSR Framework to create a sustainable solution vis-à-vis the challenges.&nbsp;&nbsp;Adaptation and Stabilisation capacities&nbsp;&nbsp;Pillar 2:&nbsp;Resilient communities &amp; non-governmental actors towards the drug traffickers&nbsp;Improve the private sector's capacity to secure its trading system -. Two years later, that number is still estimated between 9 and 10 million people, particularly affecting children.The government has implemented a variety of programs to fight food insecurity, typically through a traditional two-fold approach: i) assistance to the agricultural sector to promote food production; and, ii) support to food consumption and distribution among households in need. The Provincial Agricultural Services Programme (PROSAP) and ProHuerta are some of the long-lasting programs that contributed to the first objective; and, Plan Nacional de Seguridad Alimentaria, Abordaje Comunitario and Plan Argentina contra el Hambre (Argentina against Hunger), are examples of programs currently executed related to the second objective. The innovation proposed by this initiative is to implement a new methodology that will integrate several principles supported by the EU in the Farm to Fork Strategy and other policies promoting green transition into the management of Argentina¿s traditional food security operations. The initiative has been called the Sustainable Food Supply Network (SFSN) and has the purpose of creating a long lasting, scalable and sustainable grid between local small landholders and their communities while promoting greener and more sustainable agricultural practices and policies. The connection of Peru has the highest priority in the project since it closes the connectivity loop in South America, providing a second route that increases the availability, resilience, and security of the service created with the first phase of BELLA.</p><p>To connect CA and CAR, we need to consider the economic, social, and infrastructure conditions of these countries. The lower-income countries lack connectivity infrastructure: for example, in Central America only a couple of providers cover almost all the market, creating a duopoly that leads to higher prices and less availability of connections. In the case of the Caribbean, the situation is even worse, since there is only one incumbent that monopolizes all the services in the region. Bolivia and Paraguay suffer the same condition. Additionally, the institutions, in general, are weaker, and universities and research centres have a lower level of productivity than other countries.</p><p>BELLA II is a regional proposal that aims to reduce the digital gap and support the development of the digital infrastructure to expand the digital ecosystem of science, technology, education, and innovation. However, to make it a reality, the political and financial support of governments, development banks, digital and ICT companies, and organizations in the region linked to these areas is needed. That is why this new phase of BELLA II intends to include all the stakeholders that could benefit from the investment through a methodology of open strategic dialogues. The dialogues will co-design, co- create, and co-develop better approaches to reduce the digital gap. They are also a means to engage in sectoral policy dialogues that can feed the higher-level policy dialogue conducted in the framework of the EU-LAC Digital Alliance.</p><p>In this second phase, the enterprises play a crucial role. During the BELLA Programme, the participation of the private enterprises focused just on the provision of connectivity services. To attain the goals of this project, we need to expand this role to guarantee the contributions for other aspects beyond connectivity. Fostering workers¿ organisations and other stakeholder engagement for RBC</p><p class="ql-align-justify">Over the past years, the EU has strengthened RBC as a cornerstone of a rules-based trading system that breeds trust and resilience. RBC standards are playing a predominant role in recent EU regulatory efforts to promote responsible supply chains, as well as means to promote sustainable development through its trade and investment agreements. This unique institutional partnership on RBC in LAC sends a clear signal to governments, business, civil society and other stakeholders on coherence and alignment on international RBC expectations, and can contribute to effective implementation by business in the region.</p><p class="ql-align-justify">Under INTPA the project will increase the emphasis on supporting LAC stakeholders considering the EU¿s proposal for a directive on corporate sustainability due diligence and deforestation free products. Existing European initiatives such as Forecast-in-a-Box and Code for Earth provide proven mechanisms that can be adapted to Caribbean priorities while fostering long-term professional networks between Caribbean and European experts.</p><p class="ql-align-justify">The second output establishes a <strong>Caribbean Copernicus Competence Centre</strong>, hosted by CIMH. Rather than creating a new institution, the Competence Centre provides the operational vehicle through which the knowledge-sharing, capability-development and coordination functions identified during the scoping mission are delivered. It will support the uptake of Copernicus services and Destination Earth capabilities, coordinate Communities of Practice, facilitate technical exchanges, maintain an inventory of regional and European capabilities, identify gaps and priorities, and prepare an investment roadmap for future programme phases. The Competence Centre will also serve as a focal point for collaboration between Caribbean institutions and Team Europe partners, ensuring that existing capabilities are coordinated efficiently and aligned with regional needs.</p><p class="ql-align-justify">The third output consists of <strong>Operational Demonstrators</strong> developed jointly by Caribbean and European partners. These demonstrators are designed to address priority operational challenges identified during the consultations while providing tangible evidence of the value of Caribbean¿European cooperation. They will demonstrate how advanced forecasting systems, high-resolution climate information, Copernicus services and Destination Earth technologies can support decision-making in areas such as climate resilience, disaster risk reduction and sectoral adaptation.
