Others will focus on emerging priorities to face the risk of radicalization of vulnerable communities.The Action will contribute to compliance in line with the recommendations of the 2022 EU Council Conclusions on Counterterrorism that, recalling its conclusions on EU priorities in UN Human Rights Fora of 17 February 2020 , underline that ¿all counterterrorism measures must be conducted in full compliance with EU core values including the rule of law, and in full compliance with international law, in particular international human rights law, international humanitarian law and international refugee law.¿Component 1: New Technologies and Security (EUR 5 million): The proposed component will build on and expand the work done by the CT TECH project by strengthening technological capacities and capabilities of selected Partner Countries¿ law enforcement agencies to counter-terrorism, in full respect of human rights and the rule of law.Component 2: Public Space Protection (EUR 6 million): building on the positive experience of Protection of Public Spaces, this component will provide requesting countries with assistance in: improving risk assessment in key cities; developing networks of public-private sector partnerships, including law enforcement and operators of venues; strengthening physical security at new and existing venues through use of technical solutions and the principle of security by design. Live exercises in selected countries would give an added value in term of regional impact.Component 3: Prevention of Violent Extremism -Prosecution, rehabilitation and reintegration of ex-combatants and of their families (EUR 8 million):In order to allow continuation of successful crisis response interventions in Central Asia aligning these with existing initiatives under the global threats envelope, it is proposed to develop global initiatives to strengthen partners¿ capacities on the prosecution, rehabilitation and reintegration of foreign terrorist fighters, including juveniles where most needed.Component 4: Women in CT/Gender mainstreaming Facility (EUR 3.5 million):This component will aim at enhancing women¿s active and meaningful participation and representation in security and counterterrorism across the globe developing policies through exchanging ideas knowledge and good practices, as well as offering support to partner countries, on gender mainstreaming in counterterrorism, with a focus on law enforcement, intelligence, judiciary at the operational and policy levels.Component 5: Support to the Global Counterterrorism Forum - GCTF (EUR 2.5 million):The EU has co-chaired the GCTF since September 2022.
