The initiative includes two components: a. The first involves the sharing of methodologies, tools, skills and best practices between Unioncamere and BMTI and its counterparts at the Salvadoran authorities ascribed to the Ministry of Agriculture as well as the associative expressions of both supply chains. Once the Project is finalized, local counterparts will have to be able to introduce modern services for the regulation and transparency of agri-food markets and strategic commercial promotion (848,500.00 Euro); b. The second involves the practical testing of the skills acquired, on the two supply chains specifically targeted by the intervention, coffee and cocoa. The plan includes study and investigation activities, valorization tools, both paper and digital, in-person and virtual commercial meetings between Salvadoran exporting companies and Italian companies of the sector associated with Unioncamere, training actions about rules to reach European market and about use of standard contracts based on international trade practices, a multimedia platform that promotes knowledge and meetings between Salvadoran producing companies and Italian purchasing companies (1,414,000.00 Euro). The actions to promote access to the market and the formalization of Salvadoran coffee and cocoa MSMEs produce general benefits for the country's economy by broadening its production base. L’ iniziativa, della durata di 36 mesi e un finanziamento richiesto di 2,5 MEUR, coerentemnte con il Piano Cuscatlan, piano nazionale di sviluppo, favorisce la ristrutturazione e modernizzazione dell’Istituto Salvadoregno del Caffè (ISC) e del Centro Nazionale per le Tecnologie Agropecuarie e forestali (CENTA) entità competenti per la ricerca ed il trasferimento di tecnologie appropriate nelle filiere del caffè e del cacao rispettivamente, intendendo altresì migliorare le competenze pubbliche in materia di servizi di assistenza tecnica specializzata, aggiornata e trasparente. Sono previste due componenti: a. La prima prevede la condivisione di metodologie, strumenti, competenze e migliori pratiche tra Unioncamere e BMTI e i suoi omologhi presso le autorità salvadoregne ascritte al Ministero dell’Agricoltura nonché alle espressioni associative di entrambi le filiere. La seconda prevede la sperimentazione pratica delle competenze acquisite, sulle due filiere oggetto specifico di intervento, il caffè ed il cacao. Sono previste attività di studio e indagine, strumenti di valorizzazione, sia cartacei che digitali, incontri commerciali presenziali e virtuali tra le imprese esportatrici Salvadoregne e le imprese italiane del settore associate ad Unioncamere, azioni di formazione sulle norme di accesso al mercato europeo e sull’uso di contratti tipo basati sulle prassi de commercio internazionalee, luna piattaforma multimediale che favorisca la conoscenza e l’incontro tra imprese produttrici salvadoregne e imprese acquirenti italiane (1.414.000,00 Euro). This approach is mindful of safeguarding local identity resources, serving as a starting point to define and convey the uniqueness and irreproducibility, and hence the attractiveness, of these places. The shift in perspective involves considering cultural heritage as a strategic resource and a catalyst for sustainable development, seeking the right balance between conservation and transformation. Developing the historic center from a heritage-based perspective promote social cohesion, strengthen identity and a sense of belonging, and contribute to economic development. The project envisions three main outcomes: 1.Construction of a Strategic Planning Model and Support for its Implementation. 2. Increased Awareness and Training of the Population. It also involves the engagement of vulnerable groups such as women and youth, creating employment opportunities in the process. 3. Promotion of Active Civil Society Participation, promoting active participation from civil society for the revitalization of the tangible and intangible heritage of the two historic centers. The main tools for achieving objective and results are: 1.Strategic Plan (One for Each City) for Enhancing the Tangible and Intangible Heritage of the Historic Center. These plans will include sharing best practices for interventions in the conservation and reuse of heritage, as well as checklists for project quality verification and control (also serving as guidelines for potential investors). Workshops, Laboratories, and Masterclasses, Study Tours for Capacity Building: these educational activities are tailored for administrative technicians, students, members of civil society involved in the governance of historic centers, and the revival of traditional technical skills. The topics include people-based maintenance, heritage management, and engaging vulnerable groups, such as women and youth. 3. Activation of Actions for Revitalization and Identity Recovery of the Historic Center, with a specific focus on creating startups and employment opportunities. Training activities specifically target youth and women. L’obiettivo dell'iniziativa è rendere i centri storici di San Salvador e San Miguel vitali, identitari, inclusivi ed attrattivi sia per il turismo, sostenibile e responsabile, sia per le comunità locali che vi abitano. La componente di protezione del patrimonio culturale tangibile ed intangibile si coniuga con le necessità di trasformare il contesto urbano in una prospettiva attiva e dinamica, attenta a tutelare le risorse locali identitarie, punto di partenza per definire e trasmettere l’unicità e irriproducibilità, e quindi l’attrattività dei due centri storici. L’iniziativa vuole contribuire a favorire la coesione sociale, rafforzare l’identità ed il senso di appartenenza e contribuire allo sviluppo economico dell’area, secondo una prospettiva heritage-based. Il progetto prevede tre risultati principali: 1. la costruzione di un modello di pianificazione strategica e l’accompagnamento ai tecnici per la sua implementazione e attuazione. 2. la maggiore consapevolezza da parte della popolazione e formazione di una parte di essa per la cura del patrimonio culturale, con il coinvolgimento anche di categorie vulnerabili (donne e giovani) e per la creazione di opportunità di impiego lavorativo. 3. la promozione della partecipazione attiva della società civile per la rivitalizzazione del patrimonio tangibile e intangibile dei due centri storici. Gli strumenti principali per il raggiungimento dell’obiettivo e dei risultati sono: 1. Un piano strategico (uno per città) per la valorizzazione del patrimonio tangibile e intangibile del centro storico; la condivisione di buone pratiche di intervento per la conservazione e riuso del Patrimonio; check-list di verifica e controllo della qualità del progetto (anche come linee di indirizzo per potenziali investitori). 2. Workshops, laboratori e masterclass, viaggi studio per capacity building indirizzate a tecnici, studenti, esponenti della società civile coinvolti nel governo dei Centri storici, nel recupero delle capacità tecniche tradizionali, la manutenzione people-based, la gestione del patrimonio, anche con il coinvolgimento di categorie vulnerabili, quali donne e giovani. 3. L’attivazione di azioni per la rivitalizzazione e il recupero identitario del centro storico, con particolare attenzione alla creazione di startup e impiego lavorativo. This will be done through the improvement of integrated multi-sectoral planning and management capacities, the improvement of capacities for the production, conservation, distribution and marketing of fish products, the improvement of integrated and multi-sectoral production capacities, and the adoption of shared and replicable horizontal and vertical development and scaling-up plans for the country's other coastal areas. Rispondendo ad alcune specifiche richieste provenienti dalla società (accesso, fruibilità, educazione e valorizzazione delle proprie radici culturali) il programma individua nella promozione della cultura uno strumento di avvicinamento ai valori fondanti della società moderna e, in ultima analisi una leva per il raggiungimento di una società più equa basata sulla ricerca di valori nazionali. Gli investimenti che il programma propone, inoltre, individuano nell'industria culturale non solo uno sviluppo sociale ma anche una risposta alla crescente domanda di impiego e opportunità di reddito mediante la formazione del capitale umano reagendo, ancora una volta, alle necessità della società salvadoregna e fornendo, al contempo, una risposta alle debolezze del sistema culturale locale capitalizzando le esperienze di altri interventi finanziati dalla cooperazione italiana. La ricerca di un sistema formale che superi il sistema della Escuela Taller e che ne ufficializzi la metodologia dell'apprendere facendo appare, in questo contesto, una strategia che ben si accorda con le necessità di un Paese in cui il lavoro - e in certa misura la formazione - è ancora saldamente ancorato alla informalità. The project will generate sources of income for 1250 people through economic activities related to ecosystem services and will strengthen the institutional and technical capacíties of the Ministry of Environment as the environmental units of Montañona and Trifinio target areas. The Reserve has a multi-level and mixed coordination mechanism (public-private-ngos) set up by the Reserve Management Committee. Il progetto PRENADES intende appoggiare alcune delle linee prioritarie definite nel Piano di Sviluppo Sostenibile della Riserva della Biosfera Apaneca-Ilamatepec di El Salvador, un’area che fa parte del Sistema Nazionale delle Aree Naturali Protette ed è stata dichiarata "Riserva della Biosfera" dall'UNESCO. La Riserva dispone di un meccanismo di coordinamento a più livelli e misto (pubblico-privato-ong) costituito dal Comitato di Gestione. According to the latest official data published in the Analysis of food insecurity in phases of the Program of Information Systems for the Resilience of Food and Nutritional Security - PROGRESAN of the Central American Integration System - SICA, as of August 2021 food and nutritional insecurity (acute phase, crisis and emergency) affected a total of 3,966,000 people out of 6,314,000 inhabitants. The national consumption of the food products included in the "Canasta Basica Alimentaria - CBA" (basic basket) depends extremely on imports (82.8% of basic grains, 51.7% of fruit, 46.1% of vegetables are imported). Local agriculture has a low rate diversification, technologically underdeveloped and unsustainable. In fact, it focuses on a small number of crops, which often are not among the most nutritionally relevant, nor among the most ecologically sustainable. The situation is worsened by environmental degradation and the catastrophic consequences of climate change on Salvadoran territory. The Salvadoran Chamber of Small and Medium Producers Association reported that in 2023 farmers lost 1.2 million quintals of crops only due to lack of rain. Furthermore, international political crises have led to a significant increase in the costs of producing and transporting food products. The cost of the basic basket increased from $181.54 to $186.07 between December 2022 and December 2023 (National Office of Statistics and Census - ONEC). In this context, the agricultural sector is not able to generate job opportunities, which translates into an increase in the migration phenomenon (Net Migration Estimate 2024 SLV: 7.7 migrants/1,000 inhabitants). The project, consistently with the conclusions of the UN Food Systems Summits - UNFSS (New York - 2021 and Rome - 2023), aims to promote the Sustainable Food Systems Model (specific objective) as defined by the National Food Security Council of El Salvador – CONASAN included in the document “Hoja de ruta de país en el marco de la Cumbre de Sistemas Alimentarios Sostenibles 2021” in order to accelerate the achievement of the sustainable development goals and to increase food and nutritional security (general objective) in the Regions of La Libertad, San Salvador, Santa Ana, Chalatenango, Cuscatlán. Specifically, Terra Nuova and the project partners intend to: - improve the production of agricultural units in terms of quality and quantity (agricultural cooperatives and agricultural units) through training activities, technical assistance interventions, research and development programs and exchange of experiences; - generate social and economic opportunities for agricultural units through: specialist consultancy, installation of processing plants, market surveys, definition and implementation of marketing strategies, marketing plans; - improve the eco-systemic regeneration and conservation capabilities of local communities through: preventive actions, emergency management, cleaning, training and awareness for the protection, in particular, of the soil, of forests and, therefore, of (rivers?) water bodies. The project will involve n. 19 agricultural cooperatives, n. 7 aggregations of approximately 150 family production units (for a total of approximately 1700 farmers) and the local communities (6.020 people) of the territories in which they are located, with emphasis on the active participation of women and young people, through the inclusion of the gender dimension and the pillars of the European Youth Strategy (mobilise, connect and empower), in the implementation of the intervention. A una parte della popolazione salvadoregna non è garantito l’accesso (fisico, sociale ed economico) ad alimenti di qualità e in quantità sufficiente. Secondo gli ultimi dati ufficiali pubblicati nell’Analisi dell’insicurezza alimentare in fasi del Programma dei Sistemi di Informazione per la Resilienza della Sicurezza Alimentare e Nutrizionale - PROGRESAN del Sistema di Integrazione Centroamericana – SICA, ad agosto 2021 l’insicurezza alimentare e nutrizionale (fase acuta, di crisi e di emergenza) interessava complessivamente 3.966.000 di persone su 6.314.000 di abitanti. Il consumo nazionale dei prodotti alimentari contemplati all’interno della “Canasta Basica Alimentaria - CBA” (paniere di base) dipende in maniera preoccupante dall’importazione (82.8% dei grani basici,51.7% della frutta, 46,1%, della verdura sono importati). L’agricoltura locale è poco diversificata, poco tecnologizzata e insostenibile. Si concentra, infatti, su un numero esiguo di colture, che spesso non rientrano tra quelle nutrizionalmente più rilevanti, né tra quelle ecologicamente più sostenibili (es. canna da zucchero). La situazione è aggravata dal degrado ambientale e dalle conseguenze catastrofiche del cambiamento climatico sul territorio salvadoregno. L’Associazione Camera Salvadoregna dei Piccoli e Medi Produttori ha riportato che nel 2023 gli agricoltori hanno perso 1.2 milioni di quintali di raccolto solo per la mancanza di piogge. Le crisi politiche internazionali, inoltre, hanno determinato un aumento significativo dei costi della produzione e dei trasporti dei prodotti alimentari. Il costo del paniere di base da $181.54 a $186.07 tra dicembre 2022 e dicembre 2023 (Ufficio Nazionale di Statistica e Censo - ONEC). In questo contesto il settore agricolo non è in grado di generare opportunità lavorative, che si traduce in un aumento del fenomeno migratorio (Stima tasso Netto di Migrazione 2024 SLV: 7.7 migr. /1.000 ab.). Il progetto, coerentemente alle conclusioni dei Summit sui Sistemi Alimentari ONU – UNFSS (New York – 2021 e Roma - 2023), si propone di promuovere il Modello di Sistemi Alimentari Sostenibili (obiettivo specifico) così come definito dal Consiglio Nazionale di Sicurezza Alimentare de El Salvador – CONASAN contenuto nel documento “Hoja de ruta de país en el marco de la Cumbre de Sistemas Alimentarios Sostenibles 2021” per accelerare il raggiungimento degli obiettivi di sviluppo sostenibile e aumentare la sicurezza alimentare e nutrizionale (obiettivo generale) nelle Regioni di La Libertad, San Salvador, Santa Ana, Chalatenango, Cuscatlán. In particolare Terra Nuova ed i partner di progetto, intendono: - migliorare quali-quantitativamente la produzione delle unità agricole (cooperative agricole e Unità agricole) attraverso attività formative, interventi di assistenza tecnica, programmi di ricerca e sviluppo e intercambio di esperienze; - generare opportunità sociali ed economiche per le unità agricole attraverso: consulenze specialistiche, installazione di laboratori di trasformazione, indagini di mercato, definizione e implementazione di strategie per la commercializzazione, piani di marketing; - migliorare le capacità di rigenerazione e conservazione eco-sistemiche delle comunità locali attraverso: interventi di prevenzione, gestione dell’emergenza, pulizia, formazione e sensibilizzazione per la protezione, in particolare, del suolo, delle zone boschive e, quindi, dei corpi idrici. The project provides for the definitive design of interventions to ensure safety from hydrogeological and seismic risk, of the urbanization works and of the infrastructural networks and the implementation of the recovery and new construction of the houses. Obiettivo del progetto è il recupero dell’insediamento “Ramal A” situato nel Municipio di Zacatecoluca. Il progetto prevede la progettazione definitiva degli interventi di messa in sicurezza dal rischio idrogeologico e sismico, delle opere di urbanizzazione e delle reti infrastrutturali e la realizzazione degli interventi di recupero e nuova costruzione delle abitazioni. The specific objective is to increase employment opportunities for young people, women, and those at risk of migration, improving their professional skills and operational capacities to find employment or successfully manage autonomous entrepreneurial activities in the rural communities of the Apaneca-Ilamatepec and Alotepec-Metapán mountain ranges. The project will promote a virtuous collaboration between the public and private sectors and local and Italian actors, in line with the AICS Programmatic Guidelines to enhance agroforestry supply chains and ecosystem services, creating job opportunities and reducing the causes of migration. The initiative is divided into two main results: Result 1: Training and Employment in the Coffee and Sustainable Rural Tourism Sector The training offer will be strengthened for the coffee and sustainable rural tourism sectors, aligning it with the local labor market demand, increasing employment opportunities for young people, women, and people at risk of migration. The training will include: • Good agricultural practices • Networking and business model • Financial education • Digital skills • Training for tour guides Result 2: Strengthening Small Enterprises and Cooperatives Small enterprises, cooperatives, and groups of producers, formed by young people, women, and people at risk of migration, operating in the coffee and sustainable rural tourism sectors will be strengthened. Planned activities include: • Development of business plans • Business consulting • Creation of tourist routes • Promotion of youth entrepreneurship Territory The intervention will take place in the regions of Apaneca-Ilamatepec and Alotepec Metapán, known for the production of high-quality coffee. Apaneca-Ilamatepec, with advanced infrastructure in the tourism and coffee production sectors, will serve as a model to integrate resources and infrastructure, improving agricultural quality and sustainability. This model will allow for the transfer of knowledge and good practices to Alotepec Metapán, improving the region's productive and infrastructural capacity. Partnership - Soleterre Foundation, the lead partner, has many years of experience in the territory and has developed a strategy for the social and work inclusion of vulnerable people. Since 2007, it has been operating in the Chalatenango area (Alotepec-Metapán), identifying the development of a sustainable green economy as an alternative to migration. CRS (Catholic Relief Services) will enable producers to adopt the Blue Harvest brand, promoting sustainable agricultural practices and water resource conservation, improving coffee quality and economic sustainability. The La Montañona Commonwealth and ADEL add value to training in the tourism sector, in which they have specialized in recent years. Lavazza Foundation, already a partner of Soleterre, will offer training related to green coffee, helping growers understand the export standards of the Italian market and the excellence of the Italian coffee sector. The possibility for Salvadoran entrepreneurs to visit the historic coffee shops of Turin and the management of the Langhe in Piedmont will serve as examples for sustainable tourism development models. This integrated approach will promote local economic development, social inclusion, and community empowerment, reducing the gender gap and encouraging women's participation in the labor market and entrepreneurial activities. “TU-CAFÉ - Turismo, Caffè, Attivazione e Formazione per lo Sviluppo Territoriale in El Salvador” mira a creare impiego dignitoso attraverso lo sviluppo locale inclusivo e sostenibile nel settore agro ecologico e turistico. L'obiettivo specifico è aumentare le opportunità di occupazione per i giovani, le donne e i soggetti a rischio di migrazione, migliorando le loro competenze professionali e capacità operative per trovare impiego o gestire con successo attività imprenditoriali autonome nelle comunità rurali della Cordigliera Apaneca-Ilamatepec e Alotepec-Metapán. Il progetto promuoverà una collaborazione virtuosa tra settore pubblico, privato e attori locali e italiani, in linea con le Linee Programmatiche dell'AICS per valorizzare le filiere agroforestali e i servizi ecosistemici, diminuendo il disallineamento fra competenze e mercato, creando opportunità occupazionali e di auto-occupazione e riducendo le cause della migrazione. L'iniziativa si articola in due risultati principali: Risultato 1: Le competenze professionali nei settori del caffè e del turismo rurale sostenibile sono aumentate per donne, giovani e soggetti a rischio migrazione, grazie a una formazione potenziata e allineata alla domanda del mercato del lavoro locale. Apaneca-Ilamatepec, con infrastrutture avanzate nel settore turistico e della produzione di caffè, fungerà da modello di buona integrazione fra risorse e infrastrutture e conseguente alta qualità della sostenibilità agricola. Questo modello sarà trasferito alla regione Alotepec-Metapàn e diventerà una buona pratica diffondibile su tutto il territorio nazionale. Partenariato Fondazione Soleterre, capofila, ha un'esperienza pluriennale nel territorio e ha sviluppato una strategia per l'inclusione sociale e lavorativa delle persone vulnerabili. The project aims to strengthen the inclusive education Policy in El Salvador by introducing “inclusion” and "full time" as a methodology for a comprehensive education of students, in which family and the community play a crucial role. <br>The project is composed of two components: a pedagogical component for the training of the teachers and staff of the MINED, and an infrastructural component for rehabilitation of schools paying particular attention to the elimination of architectural barriers and the creation of multifunctional laboratories in 60 schools of 14 departments of the country. The contribution of the Italian cooperation to the creation of the full-time inclusive school in El Salvador represented a real source of inspiration for the overall reform of the national education system. APPOGGIO ALLA RIFORMA DEL SISTEMA EDUCATIVO NAZIONALE. Il progetto mira a rafforzare le politiche dell’educazione inclusiva in El Salvador introducendo il “tempo pieno” come metodologia educativa per una formazione integrale degli studenti, ampliando difatti il ruolo educativo anche alla famiglia e alla comunità. Il progetto avrà una componente pedagogica di formazione dei maestri e dei tecnici del MINED e una componente infrastrutturale di riadattamento delle scuole con l’eliminazione delle barriere architettoniche e la creazione di laboratori multifunzionali in 60 scuole nei 14 dipartimenti del Paese. L’affiancamento della cooperazione Italiana alla creazione della scuola inclusiva a tempo pieno in El Salvador ha rappresentato un vera fonte di ispirazione per la riforma del sistema educativo nazionale.
