It intends to support Lao PDR¿s Green Growth Strategy, by contributing to a greener, sustainable and more inclusive growth through increased domestic production, processing, exports, national revenue, and decent job creation in the coffee, tea and forest-based value chains. This will be achieved by improving governance in the 2 pillars of the green TEI i.e agriculture value chains, and forestry partnerships, through policy dialogue, private sector partnerships, sharing of knowledge and expertise, capacity building and technical assistance support in each of the sectors. EU will play a prominent role, in particular to foster policy dialogue in relation to ensuring deforestation-free commodities, responsible investment, climate-resilient approaches, and environment and labour standards. TheTICAF is composed of: 1) Targeted support to sustainable rural development through better governance in the agriculture sector and the coffee and tea value chains; 2) Targeted support to enhance forestry governance and sustainable forest conservation and production throughout forest-based value chains; 3) Promote labour rights and social protection in above two sectors4) Complemented by EFSD+ guarantee and/or blending operations to foster responsible private investment in agriculture and forestry and to improve trade and transport connectivity with EFIs (these operations are currently being identified, and funding has been reserved in the 2021-2024 Multi-annual Action Programme for Lao PDR to that effect). Nevertheless, rapidly rising debt and the COVID-19 pandemic are creating important macroeconomic and fiscal challenges, which require more efficient public finance management. Although Lao PDR managed to avoid the spread of the COVID-19 pandemic in 2020, its economy was severely impacted (GDP growth of only 0.5% in 2020 before gradually recovering to an estimated GDP growth of 4.1% in 2024). The Government has embarked on the 9th National Socio-Economic Development Plan (NSEDP) 2021-2025, which has fully embraced the Agenda 2030, and seeks to foster sustainable, green and inclusive growth. Laos's draft 10th Five-Year National Socio-Economic Development Plan 2026-2030 (10th NSEDP) was under consideration by the National Assembly in June 2025, with the goal of achieving at least 5% annual economic growth, transitioning to a green and sustainable economy, and supporting the country's graduation from Least Developed Country (LDC) status by 2026. In a context of limited revenues and rising debt, the need for PFM reforms have become very high on the agenda of the new Lao Government and National Assembly. The new Prime Minister has expressed very strong commitments to macroeconomic and fiscal policy actions, and to improve the efficiency and transparency of public administration, including fighting corruption.In this context, the proposed action seeks to support the Government of Lao PDR to improve the management of its public finances and human resources, as a key pillar for pursuing sustainable and inclusive growth. The Specific Objectives are to contribute to: 1. enhanced budget credibility and transparency; 2. Improved domestic revenue mobilization; 3. Strengthened public procurement; 4. modernizing human resources management; and 5. Ensuring effective project implementation, analytical and just-in-time support. This resulted in a prolonged lockdown and school closure, reduced employment opportunities for youth, higher debt and decreased Government resources available to the education sector. These factors add to the continuing complexity of the educational context, threatening the gains achieved through the successive Education Sector and Sport Development Plans (ESSDP). While the country has made great strides to dramatically improve equitable access to education and place special emphasis on disadvantaged areas, the sector is still facing a serious challenge in terms of the quality and relevance of education. Youth unemployment quadrupled to 21.8% from 2012 to 2018 and has worsened with the COVID-19 outbreak. Consequently, there is a strong need for significant investment and continued focus in enhancing access, quality and relevance of the education system, including TVET, notably with a view to address shortages of basic skills supply matching labour demand to feed the private sector.In this context, this proposed Action seeks to contribute to equitably enhance the education and skills base among Laos¿ youth responding to labour market needs of a green and digitalised economy, while taking into account gender-specific issues and decent work standards, in full alignment with the Lao Government and European Partners¿ development agendas. It integrates the vision of the Lao PDR¿s Green Growth Strategy 2030 and the emphasis placed on youth and private sector development in the 9th National Socio-Economic Development Plan (NSEDP) 2021-2025. This Action is building on the acquis of the previous EU budget support programmes achievements in basic education, while transitioning towards a stronger focus on TVET and on working jointly as Team Europe, in line with the NDICI programming principles and the MIP overarching objective. It takes into account recommendation from the Midterm Evaluation of the ESDP 2016-2020, EU¿s contribution to basic education through the Global Partnership for Education (GPE) and the high number of projects from other Development partners focusing on basic education. While the previous EU budget support programmes has proved very successful in fostering policy dialogue in achieving key education and PFM reforms, the proposed action will strengthen existing dialogue while facilitating our engagement and policy dialogue in trade development, in green and digital economy. The Action is composed of: 1) Budget Support to contribute to the implementation of the Laos¿ Education and Sport Sector Development Plan (ESDP) 2021-2025 (including the TVET Development Plan 2021-2025) over an initial 3-year period, and 2) TVET complementary support together, under a multi-donor joint co-financing over a 5-year period. Directorate-General for International Partnerships<narrative>Partnership to support Public Finance Management Reforms in Lao PDR (PPFM)</narrative>Laos¿ rapid economic growth over the last three decades (annual average of over 7%) propelled the country from a low-income to a lower middle-income status, and it is expected to graduate from LDC status in 2026. Nevertheless, rapidly rising debt and the COVID-19 pandemic are creating important macroeconomic and fiscal challenges, which require more efficient public finance management. Although Lao PDR managed to avoid the spread of the COVID-19 pandemic in 2020, its economy was severely impacted (GDP growth of only 0.5% in 2020 before gradually recovering to an estimated GDP growth of 4.1% in 2024). The Government has embarked on the 9th National Socio-Economic Development Plan (NSEDP) 2021-2025, which has fully embraced the Agenda 2030, and seeks to foster sustainable, green and inclusive growth. Laos's draft 10th Five-Year National Socio-Economic Development Plan 2026-2030 (10th NSEDP) was under consideration by the National Assembly in June 2025, with the goal of achieving at least 5% annual economic growth, transitioning to a green and sustainable economy, and supporting the country's graduation from Least Developed Country (LDC) status by 2026. In a context of limited revenues and rising debt, the need for PFM reforms have become very high on the agenda of the new Lao Government and National Assembly. The new Prime Minister has expressed very strong commitments to macroeconomic and fiscal policy actions, and to improve the efficiency and transparency of public administration, including fighting corruption.In this context, the proposed action seeks to support the Government of Lao PDR to improve the management of its public finances and human resources, as a key pillar for pursuing sustainable and inclusive growth. The Specific Objectives are to contribute to: 1. enhanced budget credibility and transparency; 2. Improved domestic revenue mobilization; 3. Strengthened public procurement; 4. modernizing human resources management; and 5. Ensuring effective project implementation, analytical and just-in-time support. The proposed activities are fully aligned with the GoL¿s PFM Strategy and the 2021-2025 Action Plan and will contribute to the SDG16 related to good governance. An urgent reaction is required in the third quarter of 2021 to limit the harm done and contain further entrenchment and worsening of the situation. The overall objective of the action is the worldwide promotion and protection of: (i) human rights and fundamental freedoms; (ii) democracy; and (iii) the rule of law. The action will achieve this so by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. The action will mainly be implemented through competitive processes.This action will mainly be implemented by EU delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) take into account the local challenges of the current COVID-19 crisis; (iii) be as close as possible to the needs of the rights holders; and (iv) promote a sense of `ownership¿ of the action among local actors. The grants will aim at implementing the priorities listed in annex III Annex of the Regulation (EU) 2021/947 in line with Human Rights and Democracy country strategies. Implementing these priorities will also contribute to the EU action plan on human rights and democracy 2020-2024. The actions financed under the country allocations will be in line with: (i) the relevant EU action plan for human rights and democracy; (ii) EU guidelines on human rights; and (iii) the respective Human Rights and Democracy country strategies. Although Lao PDR managed to avoid the spread of the COVID-19 pandemic in 2020, its economy was severely impacted (GDP growth of only 0.5% in 2020 before gradually recovering to an estimated GDP growth of 4.1% in 2024). The Government has embarked on the 9th National Socio-Economic Development Plan (NSEDP) 2021-2025, which has fully embraced the Agenda 2030, and seeks to foster sustainable, green and inclusive growth. Laos's draft 10th Five-Year National Socio-Economic Development Plan 2026-2030 (10th NSEDP) was under consideration by the National Assembly in June 2025, with the goal of achieving at least 5% annual economic growth, transitioning to a green and sustainable economy, and supporting the country's graduation from Least Developed Country (LDC) status by 2026. In a context of limited revenues and rising debt, the need for PFM reforms have become very high on the agenda of the new Lao Government and National Assembly. The new Prime Minister has expressed very strong commitments to macroeconomic and fiscal policy actions, and to improve the efficiency and transparency of public administration, including fighting corruption.In this context, the proposed action seeks to support the Government of Lao PDR to improve the management of its public finances and human resources, as a key pillar for pursuing sustainable and inclusive growth. The Specific Objectives are to contribute to: 1. enhanced budget credibility and transparency; 2. Improved domestic revenue mobilization; 3. Strengthened public procurement; 4. modernizing human resources management; and 5. Ensuring effective project implementation, analytical and just-in-time support. It may also cover, where relevant, the promotion of international humanitarian law.
