        </title>
        <description type="1">
            <narrative xml:lang="en">The initiative is based on a challenge: to turn the negative effects of climate change into an opportunity to increase effectiveness and sustainability of the local agro-food system producing a positive impact on the environment, the people, and the local economy. The final objective of the initiative is to contribute to mitigating the link between environmental degradation and hunger in the event of extreme weather events - floods - in Chad, by reducing the negative socio-economic impact on the local community (SDG 15.3). This need arises from the identified needs in the intervention areas where fluvial floods, caused by heavy rains, constantly occur, not in an emergency or occasional manner. This triggers: a continuous halt in local agricultural production with drastic effects on the availability and quality of food for auto-consumption and selling purposed; the reduction of the main economic income; environmental degradation due to the dispersion of crops, materials, and destruction of private shelters into the environment. Currently, no techniques or practices are employed by the local population to mitigate or reduce the effects of floods on agricultural production. This puts the availability of food, its quality and safety, environmental protection, and the economic development of the areas at risk. Therefore, the initiative aims to: increase agricultural productivity and the income of small-scale food producers through safe access to productive inputs, knowledge, markets, and value-added opportunities (SDG 2.3); ensure sustainable food production systems and implement resilient agricultural practices that increase productivity and production, help protect ecosystems through the use of renewable energy (OECD/DAC sector 23231), strengthen the capacity to adapt to climate change and extreme weather conditions (floods), and progressively improve soil quality (SDG 2.4); reduce post-harvest food losses caused by floods (SDG 12.3) through the introduction of storage and agro-food transformation infrastructures that are flood resistant and built with environmental frindly techniques (OECD/DAC sector 31191). This will be achieved by enhancing the scientific and technical capacities of the local institutions and communities towards more sustainable production models (SDG 12.a). The initiative also promotes the production of crop varieties with higher nutritional value (OECD/DAC nutrition policy objective). Thus, the initiative will generate a positive impact on People, Planet, and Partnership (Agenda 2030). This would be possible thanks to a continuous interaction, co-sharing of competences and experiences between Italian civil society organizations (INTERSOS) and the local civil society (ADRAH, local NGO), local institutional partners (ANADER, CECOQDA), and an Italian technical partner of national standing (CNR-IBS). The multistakeholder and multilevel network of the initiative is essential to work on the nexus of environment-water- Allegato 2_Modello Documento Unico di Progetto_DUP_Bando Promossi 2023 8 energy-agriculture-nutrition-health-labor, promoting increasingly inclusive, sustainable, and resilient food systems (Call for proposals Promossi 2023). The target group of the initiative is composed by 1.500 families of agricultural producers (10.563 people) and 63 organizations in the villages of Ndou and Kabe (N&#8217;djamena) and the village of Koundoul (Chari-Baguirmi) in Chad.</narrative>

            <narrative xml:lang="it">L&#8217;iniziativa nasce da una sfida: vedere negli effetti negativi del cambiamento climatico un&#8217;opportunit&#224; per avviare una trasformazione positiva di un sistema agro-alimentare locale verso uno pi&#249; sostenibile per l&#8217;ambiente, la persona e l&#8217;economia locale. L&#8217;obiettivo ultimo dell'iniziativa &#232; di contribuire a contrastare il nesso tra degrado ambientale e fame al verificarsi di eventi climatici estremi - inondazioni - in Ciad creando le condizioni per limitare l&#8217;impatto socio-economico negativo sulla comunit&#224; locale (OSS 15.3). Tale esigenza emerge dai bisogni rilevati nelle aree di intervento dove si verificano costantemente, non in maniera emergenziale o occasionale, inondazioni fluviali causate da abbondanti piogge. Ci&#242; innesca: un continuo arresto della produzione agricola locale con conseguenti effetti drastici sulla disponibilit&#224; e salubrit&#224; del cibo per il sostentamento e la vendita; la riduzione dell&#8217;introito economico principale; danni ambientali a causa della dispersione nell&#8217;ambiente dei raccolti, di materiali e detriti (rifugi familiari distrutti). Attualmente, nessuna tecnica o pratica &#232; impiegata dalla popolazione locale per contrastare gli effetti delle inondazioni sulla produzione agricola. Ci&#242; mette a rischio la disponibilit&#224; di cibo e la sicurezza alimentare, la protezione ambientale e lo sviluppo economico delle aree d&#8217;intervento. L'iniziativa intende dunque: incrementare la produttivit&#224; agricola e il reddito dei produttori di cibo su piccola scala anche attraverso un accesso sicuro a input produttivi, conoscenze, mercati e opportunit&#224; per valore aggiunto (OSS 2.3); garantire sistemi di produzione alimentare sostenibili e implementare pratiche agricole resilienti che aumentino la produttivit&#224; e la produzione, che aiutino a proteggere gli ecosistemi attraverso l&#8217;impiego di energie rinnovabili (settore OCSE/DAC 23231), che rafforzino la capacit&#224; di adattamento ai cambiamenti climatici e a condizioni meteorologiche estreme (inondazioni) e che migliorino progressivamente la qualit&#224; del suolo (OSS 2.4); ridurre le perdite di cibo del post-raccolto causate dalle inondazioni (OSS 12.3) grazie all&#8217;avvio di sistemi di stoccaggio costruite con tecniche poco invasive e rispettose dell&#8217;ambiente circostante e resistenti a eventi climatici estremi (settore OCSE/DAC 31191). Ci&#242; sar&#224; possibile grazie a un potenziamento delle capacit&#224; scientifiche e tecniche delle istituzioni e delle comunit&#224; locali coinvolte nell&#8217;iniziativa per raggiungere modelli di produzione pi&#249; sostenibili (OSS 12.a). L&#8217;iniziativa promuove inoltre la produzione di variet&#224; colturali con maggiore valore nutritivo (Policy objective OCSE/DAC nutrition). L&#8217;iniziativa punta, dunque, a generare un impatto positivo sulle Persone, il Pianeta e il Partenariato (Agenda 2030). La fattibilit&#224; di tutto ci&#242; &#232; affidata alla continua interazione, apporto di specifiche competenze ed esperienze tra rappresentanti della societ&#224; civile italiana (INTERSOS) e della societ&#224; civile locale (ADRAH, organizzazioni di produttori locali), partner istituzionali locali di livello regionale e nazionale (ANADER, CECOQDA) e un partner tecnico italiano di caratura nazionale (CNR-IBS). La rete multistakeholder e multilivello promossa dall&#8217;iniziativa &#232; fondamentale per lavorare sul nesso tra ambiente-acqua-energia-agricoltura-nutrizione-salute-lavoro promuovendo sistemi alimentari sempre pi&#249; inclusivi, sostenibili e resilienti (Bando Promossi 2023). Il gruppo target dell&#8217;iniziativa &#232; formato da 1.500 famiglie di produttori agricoli (10.563 persone) e 63 organizzaizoni dei villaggi Ndou e Kabe (N&#8217;djamena) e il villaggio di Koundoul (Chari-Baguirmi) in Ciad.</narrative>

            <narrative xml:lang="en">The project "Tadrib and Khidme: Training, work and rights for young people and women in Chad" presented by ACRA with European partners JengaLab, Kilowatt, and EQ Monitoring, the local partner BAN, and the institutional counterpart ONAPE, aims to contribute to dignified employment development, particularly for youth, women, and vulnerable populations, and to sustainable economic growth in Chad. The intervention strategy was defined following a needs assessment conducted by the partners, in collaboration with ONAPE and the Directorate General for Orientation and Vocational Training of the Ministry of Higher Education, Scientific Research, and Vocational Training. The needs analysis highlighted barriers to accessing training and subsequent employment: i) The public and private vocational training system operates through inadequate centres and poorly trained staff, combined with the absence of a unified framework of diplomas, certifications, and attestations; ii) Lack of connection and coherence between labour market needs and vocational training programs (skill mismatch); iii) Disparities in access and continuity of attendance for vulnerable groups, particularly women; iv) The need to strengthen and model career guidance services; v) The need to consolidate the institutional and social ecosystem to promote dignified and safe forms of work, with a cross-cutting focus on gender issues and the involvement of enterprises. The target group has therefore been identified: the most vulnerable youth (including refugees, retourn&#233;s, and returning migrants), with specific attention to female professional integration (in line with SDG 4.5) in the provinces of N'Djamena, Western Logone, and Moyen Chari. The project will work to complete the national curriculum definition process initiated by the Ministry, to offer trainings for teachers with specific attention to digital skills, and improve the availability of adequate teaching materials to provide quality courses for young beneficiaries. The training centres were selected with the Ministry, considering accessibility, already tested sectors, and the employability potential of the youth. In parallel, six Bureau Formation et Emploi (BFE) will be created, modelled in agreement with ONAPE, which will ensure national coordination. The BFEs will carry out employment orientation activities, thanks to the action of the partner BAN, supported and strengthened by Kilowatt's specific expertise. The micro-enterprises activated and strengthened by the project will have the opportunity to implement specific digital transition actions to enhance their business thanks to JengaLab's specific contribution. Finally, through community welfare actions, awareness-raising, advocacy, and social dialogue, the project intends to operate at a systemic level to support institutions and businesses in creating a favourable ecosystem for the promotion of formal, dignified, and safe work, and to promote women's access to employment, particularly with the contribution of the partner EQ, already active in Chad in collaboration with AFD. ACRA's established presence in Chad (uninterrupted since 1968), previous experience in the sector already in collaboration with the partner BAN, and the presence of the institutional counterpart ONAPE since the project proposal's conception phase are elements that will contribute to the initiative's sustainability. The activities in the training centres and the BFEs created will be taken over by the Ministry and ONAPE, continuing to operate beyond the project by offering new users training and career guidance paths.</narrative>

            <narrative xml:lang="it">Il progetto &#8220;Tadrib e Khidme: Formazione, lavoro e diritti per giovani e donne in Ciad&#8221; presentato da ACRA con i partner europei JengaLab, Kilowatt e EQ Monitoring, il partner locale BAN e la controparte istituzionale ONAPE ha come obiettivo di contribuire a uno sviluppo occupazionale degno in particolare per giovani, donne e popolazioni vulnerabili e a una crescita economica sostenibile in Ciad. La strategie di intervento &#232; stata definita in seguito a un need assessment, in collaborazione con ONAPE e con la Direzione Generale dell&#8217;orientamento e della formazione professionale del Ministero dell&#8217;insegnamento superiore, della ricerca scientifica e della formazione professionale (MEFSP). L&#8217;analisi dei bisogni ha evidenziato le barriere all&#8217;accesso alla formazione e al successivo inserimento lavorativo: i) Il sistema della formazione professionale pubblico e privato opera attraverso centri inadeguati e personale scarsamente formato, a cui si aggiunge l&#8217;assenza di un quadro di diplomi, attestazioni e certificazioni unitario; ii) Mancanza di connessione e coerenza tra le necessit&#224; del mercato del lavoro e i programmi della formazione professionale (skill mismatch); iii) Disparit&#224; nell&#8217;accesso e nella continuit&#224; di frequenza per i gruppi vulnerabili e in particolare per le donne; iv) Necessit&#224; di rafforzare e modellizzare i servizi di orientamento professionale; v) Necessit&#224; di consolidare l&#8217;ecosistema istituzionale e sociale per la promozione di forme di lavoro dignitose e sicure, con un&#8217;attenzione trasversale alla tematica di genere e un&#8217;implicazione delle imprese. Il gruppo target &#232; stato perci&#242; individuato nei giovani pi&#249; vulnerabili (compresi rifugiati, retourn&#233;s, migranti di ritorno) con un&#8217;attenzione specifica all&#8217;inserimento professionale femminile (in linea con l&#8217;OSS 4.5) nelle Province di N&#8217;Djamena, Logone occidentale, Moyen Chari. Il progetto operer&#224; per completare l&#8217;azione di definizione dei curricula formativi nazionali avviata dal Ministero, offrir&#224; percorsi formativi ai docenti con un&#8217;attenzione specifica alle competenze digitali e migliorer&#224; la disponibilit&#224; di materiali didattici adeguati per offrire corsi di qualit&#224; ai giovani beneficiari. I centri di formazione sono stati selezionati con il Ministero, tenendo conto dell&#8217;accessibilit&#224;, delle filiere gi&#224; sperimentate, del potenziale di occupabilit&#224; dei giovani. Parallelamente saranno creati 6 Bureau Formation et Emploi (BFE), modellizzati in accordo con ONAPE che ne assicurer&#224; il coordinamento a livello nazionale. I BFE realizzeranno attivit&#224; di orientamento all&#8217;impiego, grazie all&#8217;azione del partner BAN, accompagnato e rafforzato dalla competenza specifica di Kilowatt. Le microimprese attivate e rafforzate dal progetto avranno l&#8217;opportunit&#224; di realizzare specifiche azioni di transizione digitale per potenziare il proprio business grazie all&#8217;apporto specifico di JengaLab. Infine, attraverso azioni di welfare comunitario, sensibilizzazione, advocacy e dialogo sociale, il progetto intende operare a livello di sistema per supportare le istituzioni e le imprese a creare un ecosistema favorevole alla promozione del lavoro formale, degno e sicuro e per favore l&#8217;accesso al lavoro delle donne, in particolare con il contributo del partner EQ, gi&#224; operativo in Ciad in collaborazione con AFD. La consolidata presenza di ACRA in Ciad (dal 1968 ininterrottamente), la pregressa esperienza nel settore gi&#224; in collaborazione con il partner BAN, la presenza della controparte istituzionale ONAPE sin dalla fase di ideazione della proposta progettuale, sono elementi che contribuiranno alla sostenibilit&#224; dell&#8217;iniziativa. Le attivit&#224; nei centri di formazione e i BFE creati saranno presi in carico dal Ministero e da ONAPE, continuando ad operare oltre il progetto offrendo a nuovi utenti percorsi di formazione e di orientamento professionale</narrative>

            <narrative xml:lang="en">Covid19 pandemic has shown that the health sector in Chad, already structurally fragile, is not able to cope with systemic pandemics: health facilities are insufficient and not always functional, the quality of services is not satisfying, health workers are not sufficiently trained and motivated. The institution of the Central Drug Purchasing Agency (CPA) has improved supply of essential and generic drugs. However, medicines remain expensive compared to the purchasing power of many Chadians. The population lives in an environment that is often unhealthy: in cities, pollution is increasingly significant, hygiene and environmental sanitation raise many problems (polluted water, sewage collection, household waste collection, latrinization and evacuation of human and animal feces), domestic food is not very varied. The direct and full payment of health care is detrimental: the individual rejects treatment so as not to be dragged into catastrophic expenses for him and the whole family. Insurance mechanisms are almost non-existent and insurance companies cover only a very small percentage of the Chadian population. Significant efforts have been made by the government and its partners to improve access to care but have not produced the expected effects. Contributing to reduce this structural fragility through a multi-year intervention (36 months), is the objective of the initiative that intends to contribute to the reduction of premature mortality caused by communicable and non-communicable diseases in Chad, through access to healthcare of quality and struggle against child malnutrition (GO), and in particular through actions that impact the population living in the urban and peri urban area of NDjamena and in the region of Mandoul (SO). The initiative has positively met and networked international and Chadian expertise in health and development cooperation. It aims to contribute to the achievement of SDG 3 Ensure healthy lives and promote well-being for all at all ages and SDG 2 End hunger, achieve food security and improved nutrition and promote sustainable agriculture, to integrate Chads National Plans and Programs in the health sector by strengthening Italys commitment in the sector established in the AICS Triennial Programming and Policy Document 2019-2021 and the Performance Plan 2021-2023, through: 1) the increase of information for 2,321,773 people (population of NDjamena and Mandoul, INSEED data 2018) on the possibilities of prevention, treatment and care of the main communicable and non-communicable diseases present in the area (including access to Covid 19/program COVAX vaccination), OECD/DAC Sector 12261; 2) the improvement of the professional capacities of the staff (n. 417) and of the diagnostic platform in the health facilities of the University Complex - Hospital Le Bon Samaritain in NDjamena, the Hospital Notre Dame des Apotres in NDjamena, the Hospital Le Bon Samaritain in Goundi and in the n.12 Rural Health Centers able to increase the demand for health care, OECD/DAC Sector 12181; 3) the regular nutritional assistance guaranteed to vulnerable and malnourished children afferent to n.3 Nutrition Centers (two in NDjamena, one in Goundi), OECD/DAC Sector 12240. A large part of the initiatives commitment is addressed to the implementation of information and awareness campaigns for the population on prevention in the struggle against the main communicable and non communicable diseases that affect the target population between 15 and 70 years old.</narrative>

            <narrative xml:lang="it">La pandemia Covid19 ha posto in evidenza che il settore sanitario in Ciad, gi&#224; strutturalmente fragile, non &#232; in grado di far fronte a pandemie sistemiche: le strutture sanitarie sono insufficienti e non sempre funzionali, la qualit&#224; dei servizi non &#232; soddisfacente, gli operatori sanitari non sono sufficientemente formati e motivati. L'istituzione della Centrale di Acquisto dei Farmaci (CPA) ha migliorato la fornitura di farmaci essenziali e generici. Tuttavia, i farmaci rimangono costosi rispetto al potere d'acquisto di molti ciadiani. La popolazione vive in un ambiente spesso pericoloso per la salute: l'inquinamento nelle citt&#224; &#232; sempre pi&#249; rilevante, l'igiene e il risanamento dell'ambiente pongono molti problemi (acqua inquinata, raccolta delle acque reflue raccolta di rifiuti domestici, latrinizzazione ed evacuazione di feci umane e animali), il cibo domestico non &#232; molto vario. Il pagamento diretto e integrale delle cure sanitarie &#232; penalizzante: l'individuo rifiuta di farsi curare per non essere trascinato in spese catastrofiche per lui e per tutta la famiglia. I meccanismi di assicurazione sono quasi inesistenti e le compagnie assicurative coprono solo una percentuale molto piccola della popolazione ciadiana. Sforzi significativi sono stati sono stati fatti sforzi dal governo e dai suoi partner per migliorare l'accesso alle cure ma non hanno prodotto gli effetti attesi. Contribuire a ridurre tale fragilit&#224; strutturale attraverso un intervento pluriennale (36 mesi), &#232; obiettivo dell&#8217;iniziativa che intende pertanto &#8220;contribuire alla riduzione della mortalit&#224; prematura causata dalle malattie trasmissibili e non trasmissibili in Ciad, attraverso l&#8217;accesso a una salute di qualit&#224; e la lotta alla malnutrizione infantile&#8221; (OG), e in particolare attraverso interventi che impattano &#8220;La popolazione che vive nell&#8217;area urbana e periurbana di N&#8217;Djamena e nella Regione di Mandoul&#8221; (OS). The Program - developed in coordination with local authorities and other humanitarian actors operating in the field - will focus on two main sectors: Health and Nutrition. Particular attention will be paid to maternal and child health through support for the treatment of child malnutrition with school feeding programs, support for health centers and hospitals in identifying and treating children with acute malnutrition, and support for local health facilities (construction, rehabilitation and equipping of hospital facilities and primary health centers; the activation of mobile clinics and new technologies for the delivery of health services in remote areas where these are poorly available; the promotion of maternal and child health; and improving the accessibility of health centers in the most remote areas). The cross-cutting sectors will be protection, gender and disability.</narrative>

            <narrative xml:lang="en">This initiative aims to improve the health system of Chad through a model of strengthening human resources, in qualitative and quantitative terms and a structural strengthening that will flow into the establishment of new specialist hospital services. The cornerstones of the initiative are medical and specialist training and the establishment of specialist hospital services based on modern technological platforms. The PSICFIT aims at the same time to limit the brain drain of doctors and to insert in the health system of Chad (and Central Africa) organizational methods of Public Private Partnerships (PPP) between the two Faculties of Medicine of Chad and between the two University Hospitals, for North-South-South cooperation with other countries (Cameroon) of the sub-region and for the involvement of young and women graduates in innovative startup in the production of nutritional supplements based on plants of traditional medicine. </narrative>

            <narrative xml:lang="en">The initiative aims to improve the food and nutrition security levels of the population in the provinces of Sila and Moyen Chari through actions promoting food self-sufficiency and the livelihood of refugee and host communities. Particular attention will be paid to the inclusion of the groups with specific needs of the affected communities, such as women and young people, within the most profitable agro-food supply chains. To this end, the initiative will implement interventions aimed at improving agricultural productivity and diversification, supporting access to and optimising the sustainable management of natural resources, and promoting more profitable processing and marketing techniques, through a community-centred approach, to enable the populations of Chad's south-eastern provinces to better cope with contingent shocks with a view to resilience. The action will therefore be declined in order to favour the achievement of the following project objectives: OG: Strengthening food and nutrition security and economic selfsufficiency of refugees and host communities in Sila and Moyen Chary provinces SO: Improving the incomes and livelihoods, particularly those of women and youth, of the target population.</narrative>
