An urgent reaction is required in the third quarter of 2021 to limit the harm done and contain further entrenchment and worsening of the situation. &nbsp;The overall objective of the action is the worldwide promotion and protection of: (i) human rights and fundamental freedoms; (ii) democracy; and (iii) the rule of law. The action will achieve this so by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. The action will mainly be implemented through competitive processes.This action will mainly be implemented by EU delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) take into account the local challenges of the current COVID-19 crisis; (iii) be as close as possible to the needs of the rights holders; and (iv) promote a sense of `ownership¿ of the action among local actors. The grants will aim at implementing the priorities listed in annex III Annex of the Regulation (EU) 2021/947 in line with Human Rights and Democracy country strategies. Implementing these priorities will also contribute to the EU action plan on human rights and democracy 2020-2024. Il s¿inscrit dans le cadre de l¿ambition de la Commission de l¿UE d'affecter des ressources qui proviennent des réserves du Fonds européen de développement aux pays d'Afrique, des Caraïbes et du Pacifique pour leur permettre de répondre aux différentes dimensions de la crise alimentaire exacerbée par la guerre entre la Russie et l'Ukraine et qui cause d'immenses souffrances aux populations les plus vulnérables.</p><p class="ql-align-justify">L¿impact recherché à travers ce projet est le renforcement de la production agricole et l¿amélioration de la résilience des populations vulnérables face à la covid-19 et à la crise Russo-Ukrainienne. Pour ce faire, il est proposé un paquet d¿interventions qui permettront d¿apporter une réponse urgente et durable aux problèmes d¿accès aux intrants pour les petits producteurs vulnérables et d¿amorcer la construction d¿un système de résilience alimentaire face au changement climatique. Les activités prévues dans le cadre de ce projet contribueront notamment à améliorer le contrôle de qualité et de certification des semences, faciliter l¿accès aux intrants par des commandes groupées pour les ZAAP, améliorer l¿accès aux services de vulgarisation agricole et aux marchés via les technologies de l¿information et de la communication. L¿action est particulièrement sensible au genre et permettra de soutenir 40% des femmes productrices agricoles en renforçant leur résilience. Les activités contribueront également à renforcer la transition agro écologique et le développement d¿une agriculture intelligente face aux changements climatiques. La gestion des actions de l¿Union européenne est optimisée et la préparation des interventions est renforcée, se traduisant par : (i) l¿identification et la formulation effectives de nouveaux partenariats, (ii) un suivi et une évaluation systématiques et de qualité de la mise en ¿uvre des actions, et (iii) une animation structurée et régulière des dialogues sectoriels, notamment avec la société civile et la jeunesse.Résultat 2 : La mise en ¿uvre d¿actions de communication stratégique de l¿Union européenne et de ses États membres au Togo est renforcée, contribuant à une meilleure connaissance, compréhension et adhésion à l¿UE en tant que partenaire crédible, cohérent et engagé. Cette dynamique s¿appuie notamment sur des actions de valorisation des initiatives de l¿Équipe Europe au Togo, ainsi que sur des campagnes stratégiques dédiées au partenariat entre le Togo et l¿Union européenne (y compris l¿Équipe Europe).Résultat 3 : L¿espace de dialogue culturel et sportif entre le Togo et l¿Union européenne est renforcé à travers le soutien aux événements culturels et sportifs, tant européens que togolais, ainsi que par la valorisation et la mise en réseau des lieux culturels et le relais d¿événements sportifs internationaux. Afin de réduire sa dépendance aux importations alimentaires et de renforcer la croissance économique du pays, le Togo affiche clairement dans son plan national de développement (PND) son ambition d¿intensifier la production et de transformer les produits de son agriculture pour créer des emplois. Dans la même lignée, la feuille de route du gouvernement du Togo à l¿horizon 2025 vise, dans le cadre de son axe 2 à « dynamiser la création d¿emplois en s¿appuyant sur les forces de l¿économie », avec les deux ambitions de « faire de l¿agriculture un véritable moteur de croissance et de création d¿emplois » et de « créer de véritables industries extractives et transformatrices ». Si la vision du gouvernement est partagée par l¿UE et ses États membres, elle s¿accompagne de la conviction que l¿appui de l¿UE doit à la fois porter sur les ambitions nationales et encourager les efforts de transition agro-écologique pour accroîte la production de manière durable, notamment par des actions substantielles en ligne avec les Objectifs de développement durable, le Pacte vert (y inclus la stratégie ¿Farm to Fork¿) et avec le Global Gateway (en particulier dans son pilier climat et énergie). Cette action permet également la mise en cohérence entre les politiques agricoles, commerciales et environnementales.&nbsp;En cohérence avec les orientations prises en faveur de la préservation des ressources naturelles et la sécurisation des aires protégées, cette action prévoit un soutien fort (a) au développement des agro-industries durables, y compris dans leur accès aux matières premières agricoles; (b) au développement de chaines de valeur à haute valeur ajoutée et sensibles à la nutrition, notamment celles liées aux productions biologiques; (c) à la promotion de systèmes de production agroécologiques inclus de systèmes d¿irrigation réduisant la vulnérabilité des cultures aux variations pluviométriques.&nbsp;Ce soutien vise à accroitre la production agricole et la compétitivité des filières afin d¿améliorer le revenu des opérateurs et de garantir l¿accès à une alimentation équilibrée pour tous, tout en assurant la résilience des systèmes de production au changement climatique et en contribuant à la protection de la biodiversité. L¿action contribuera à soutenir la création d¿emplois grâce au renforcement des capacités techniques et financières des TPME et PME (Très petite/ Petite/ Moyenne Entreprises) le long des chaînes de valeur agricole sur toute l¿étendue du territoire togolais y compris la région des Savanes qui est particulièrement vulnérable à l¿expansion des mouvements djihadistes en raison du manque d¿emploi pour la jeunesse et du risque accru d¿insécurité alimentaire. Elles se concentrent sur l'amélioration des infrastructures multi-usages à la fois sociales et productives pour les populations locales et déplacées. Les </span><u style="color: windowtext; background-color: transparent;">infrastructures sociales</u><span style="color: windowtext; background-color: transparent;"> consistent en la mise en place de (i) mini Adduction d¿Eau Potable (AEP) et/ou Postes d¿Eau Autonome (PEA) à énergie solaire¿; (ii) systèmes à énergie solaire et équipements de conservation par le froid et de production d¿eau chaude dans les centres de santé et (iii) blocs sanitaires modernes pour les écoles primaires et les centres de santé. Les </span><u style="color: windowtext; background-color: transparent;">infrastructures productives</u><span style="color: windowtext; background-color: transparent;"> consistent en l¿installation de mini périmètres d¿irrigations approvisionnés en eau par pompage solaire destinés aux jardins potagers des écoles et aux parcelles agricoles des communautés rurales voisines</span><u style="color: rgb(109, 87, 0); background-color: transparent;">, ainsi que la gestion des déchets comme les moyens de subsistance</u><span style="color: windowtext; background-color: transparent;">. </span></p><p class="ql-align-justify"><span style="color: windowtext;">Pour ce faire, une convention avec l'AFD est envisagée. L¿AFD est déjà active dans les régions des Savanes et de la Kara en soutien aux secteurs de l¿eau potable et de l¿assainissement, l'éducation, l'énergie, la production agricole, la sécurité alimentaire, et la protection sociale (filets sociaux / transferts monétaires). </span></p><p class="ql-align-justify"><span style="color: windowtext;">L¿Action s¿inscrit dans le prolongement des projets UE dans le domaine de l¿eau et de l¿assainissemnt (PEAT 1&2) et des appui</span><u style="color: rgb(135, 100, 184); background-color: transparent;">s</u><span style="color: windowtext; background-color: transparent;"> au développement de filières durables de gestion des déchets ménagers dans les communes (notamment à Dapaong et Kara). Elle est en ligne avec le domaine prioritaire 1 « Appuyer le développement humain et l¿inclusion socio-économique » Objectif spécifique (OS) 3 : « L¿accès à des services numériques efficients et abordables est généralisé » du Document conjoint de programmation (DCP) 2021-2027. Elle est développée dans le cadre de l¿approche Équipe Europe et contribue directement à la mise en ¿uvre de l¿initiative de l¿équipe Europe « Energie et connectivité ».</p><p>Le Togo, comme la plupart des pays, manque de compétences numériques pour assurer sa transformation digitale, dont la demande a augmenté de façon substantielle. Les besoins du marché du travail ne sont que difficilement satisfaits. Tant le secteur privé que le public manquent de ressources et de capacités pour former les employés déjà en place. Or, la transformation numérique du pays exige une formation et un perfectionnement permanents afin de maintenir les compétences en ligne avec l¿évolution du secteur numérique.</p><p>L'Action prévoit une contribution au programme « Transformation Digitale de l¿Économie Togolaise (ProDigiT) » de l¿Allemagne, autour de 4 composantes :</p><p>-Accompagnement des acteurs publics numériques clés dans l¿élaboration et la mise en ¿uvre des projets de transformation digitale avec la participation du secteur privé&nbsp;;</p><p>-Amélioration de la coopération entre les acteurs publics et privés pour renforcer l¿écosystème numérique innovant ;</p><p>-Soutien à la transformation digitale des TPME des secteurs phares économiques du Togo et à l¿innovation&nbsp;;</p><p>-Renforcement des compétences digitales des expert.e.s et des gestionnaires du secteur numérique et de l'administration publique togolaise.</p><p>La contribution UE permet de renforcer en particulier la composante 4 « Compétences numériques&nbsp;des acteurs du secteur public et du privé&nbsp;». Les activités concernent les capacités humaines mais aussi le renforcement de l¿écosystème numérique, notamment par le partenariat public-privé. Par ailleurs, la contribution à un programme existant permettra un déploiement plus rapide et efficace et renforcera l¿approche équipe Europe de la coopération UE dans le pays.</p><p>Dans ce cadre, l¿objectif général de cette action est de renforcer d¿une manière durable et inclusive la transformation digitale du Togo, en contribuant prioritairement à l¿objectif spécifique&nbsp;du ProDigiT (composante 4): «&nbsp;La transformation numérique au Togo est renforcée dans le cadre de la collaboration entre les acteurs publics et privés&nbsp;». Une participation de l¿UE à l¿atteinte des autres objectifs spécifiques du ProDigiT pourra être possible dans la limite des ressources disponibles et en ligne avec l¿évolution des priorités stratégiques du pays.</p><p>Au niveau des priorités de l¿UE, cette action est alignée à la stratégie Global Gateway, dont l¿approche inclusive et basée sur le genre sont inhérents, et à la communication conjointe «&nbsp;Vers une stratégie globale avec l'Afrique&nbsp;» par lesquelles l'UE souhaite renforcer les liaisons intelligentes, propres et sûres dans les secteurs du numérique, de l'énergie et des transports et à renforcer la santé, l'éducation et les systèmes de recherche.</p><p>L¿action sera mise en ¿uvre en gestion indirecte avec l¿Allemagne via une convention de contribution avec la GIZ. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. In line with the policy of geographisation, a majority of funds under the CSO MAAP 2021-2024, will be allocated under the Action to support civil society in partner countries in Africa, Asia and the Pacific, Latin America and Caribbean, and in Neighbourhood countries and Russia. Activities funded under the Action will support a broad range of civil society actors including and prioritising, but not limited to, women and youth organisations, In the framework of the Country Roadmaps for EU and Member States engagement with civil society (CSO Roadmaps), all initiatives under the Action will aim at and contribute to strengthening civil society partner¿s institutional and operational capacity through a comprehensive approach; enabling and ensuring their participation; and on improving the environment in which they operate. Particular attention will be paid to CSOs capacities to benefit from the digital transformation which will pay attention to accessible digital technology and reduce the gap on access to ICT.
