In a global and regional context marked by recovery from the COVID-19 pandemic, the MIPs are part of the EU¿s global efforts to build back better, contributing to advancing a green, digital and sustainable international economic recovery as well as the Union¿s resilience and strategic autonomy. They seek to reduce inequalities, building more prosperous, inclusive and sustainable societies, particularly for women and young people, and promoting human rights, democracy, peace, security and stability. The country MIPs also contribute to strategic Team Europe Initiatives (TEIs) designed together with Member States&nbsp;All five MIPs contain the provision for support measures that aim to support the different steps of the project cycle: studies, meetings, information, awareness-raising, training, preparation and exchange of lessons learnt and best practices, publication activities and any other administrative or technical assistance expenditure necessary for the programming and management of actions, including remunerated external experts; (b) research and innovation activities and studies on relevant issues and the dissemination thereof; (c) expenditure related to the provision of information and communication actions, including the development of communication strategies and corporate communication and visibility of the political priorities of the Union (Art. 24(2) REGULATION (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument ¿ Global Europe, &nbsp;NDICI).&nbsp;The overall budget for this Action is EUR 10 million. The level of inequality remains amongst the highest on the continent, while informality and poor diversification of the economy hamper sustainable and inclusive development.Paraguayan economy has been based on extensive use of its abundant natural resources, especially land and water for hydroelectric production (which makes up to almost 100% of the energy mix). This makes Paraguay very vulnerable to climate change. Diversification and sustainable use of these resources are key to reduce vulnerability and make the country more resilient.The use of land and water for agricultural and livestock development increased pressure on the environment. Paraguay has one of the highest rates of forest loss in the world. Forest ecosystems are under increasing pressure also due to forest fires, lack of conservation management capacities, increasing large-scale illegal plantations (mainly marijuana, even within protected areas), and illegal extraction of wood/coal for energy in off-grid communities.The limited capacity and fragmentation of government institutions, and the poor dialogue with businesses, civil society and local communities, as well as the limited use of existing incentives to conserve forests and promote sustainable management practices aggravate these challenges. Any attempt to develop a successful ecosystem restoration programme must involve all relevant stakeholders, both public and private.This Action aims to preserve and restore biodiversity by fighting against deforestation and promoting sustainable forest management in three selected areas. It will focus on the following intervention areas: (i) improvement of preparedness, prevention and capacities to reduce the incidence and extent of extreme wild forest fires. (ii) Strengthening of management and conservation of forests and other key ecosystems in three selected protected areas. (iii) Promote sustainable forestry, livestock and agriculture practices, and respective value chains in buffer zones/influence areas around the three selected areas. This Action is in line with the Multi-annual Indicative Programme 2021-2027, and the Team Europe Initiative on ¿Green Alliance for Paraguay¿. It will support Paraguay in implementing its commitments under the Paris Agreement, including its National Climate Adaptation Plan and Nationally Determined Contributions.The Action will follow a landscape approach for conservation, where complementary interventions will be implemented in the three selected areas, composed by both core/protected areas, and surrounding buffer zones (both public and private). This is complemented and supported by interventions at national level to prevent/fight against forest fires, and to strengthen the mandated institutions. The intervention logic is focused on incentives rather than punishment. Landowners and private companies, holding most of the land (including within protected areas), will be involved in the implementation to ensure sustainability and better compliance of existing rules and laws.The duration of this Action will be five years and the budget 12 million EURO. In a global and regional context marked by recovery from the COVID-19 pandemic, the MIPs are part of the EU¿s global efforts to build back better, contributing to advancing a green, digital and sustainable international economic recovery as well as the Union¿s resilience and strategic autonomy. They seek to reduce inequalities, building more prosperous, inclusive and sustainable societies, particularly for women and young people, and promoting human rights, democracy, peace, security and stability. The country MIPs also contribute to strategic Team Europe Initiatives (TEIs) designed together with Member States&nbsp;All five MIPs contain the provision for support measures that aim to support the different steps of the project cycle: studies, meetings, information, awareness-raising, training, preparation and exchange of lessons learnt and best practices, publication activities and any other administrative or technical assistance expenditure necessary for the programming and management of actions, including remunerated external experts; (b) research and innovation activities and studies on relevant issues and the dissemination thereof; (c) expenditure related to the provision of information and communication actions, including the development of communication strategies and corporate communication and visibility of the political priorities of the Union (Art. 24(2) REGULATION (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument ¿ Global Europe, &nbsp;NDICI).&nbsp;The overall budget for this Action is EUR 10 million. The Action will contribute to the country¿s efforts in this area, supporting the implementation of Law 5777/2016 for Comprehensive Protection for Women against all types of Violence.The Action takes a holistic approach that addresses VAWG as a multidimensional problem that deserves a multi-actor solution involving non-traditional actors (private sector, religious organisations, etc.) together with traditional actors (public institutions, and civil society women¿s organisations). The Action aims at tackling the root causes of VAWG to gradually change discriminatory patterns that legitimize and exacerbate violence. The Action will be national in scope, with a regional focus on the Departments of Alto Paraná, Asunción Metropolitan Area and Central, where violence against women and girls is most prevalent according to the available data. It will have 2 (two) Specific Objectives (SOs).The main focus of the Action will be on prevention and awareness-raising (Specific Objective 1). To that end, a Social Covenant/Pact against violence will be promoted, involving a variety of government and non-governmental actors. The Action will also support evidence-based and quality information and awareness campaigns. It will include specific work with men and youth, through reflections and debates on new masculinities, in order to modify violent behaviour towards women and girls. Lastly, it will strengthen civil society organizations, especially women's and grassroots organizations (in rural, indigenous, and marginalized areas of cities), given the greater impact of VAWG on specific population groups due to multi-dimensional discrimination.The Action¿s second objective (Specific Objective 2) focuses on improving response and attention services for women and girls who are victims of violence. To that end, it is key to strengthen the Ministry of Women, which is the mandated Institution. It will also strengthen public services in the targeted Departments and support CSO's that provide services, especially psychological and legal assistance. The programme will also facilitate the financial independence of women survivors by improving their employability.The programme will involve the following stakeholders: i) government actors at the national and departmental levels, with special emphasis on the Ministry of Women; ii) non-governmental actors organizations (i.e. women's organizations, NGOs, peasant organizations, indigenous organizations, etc.); (iii) non-traditional actors that have been less involved in this issue, such as artists' organizations, journalists, youth associations, religious organizations and private companies. The Programme is part of the Team Europe initiative to reduce inequalities in Paraguay and thereby contributes to the second priority area (fight against inequalities) of the EU's Multiannual Indicative Programme 2021-2027. It therefore addresses the high inequalities persisting in Paraguay, with particular focus on the most vulnerable groups of women and girls such as indigenous women and girls and those from marginalised groups. The level of inequality remains amongst the highest on the continent, while informality and poor diversification of the economy hamper sustainable and inclusive development.Paraguayan economy has been based on extensive use of its abundant natural resources, especially land and water for hydroelectric production (which makes up to almost 100% of the energy mix). This makes Paraguay very vulnerable to climate change. Diversification and sustainable use of these resources are key to reduce vulnerability and make the country more resilient.The use of land and water for agricultural and livestock development increased pressure on the environment. Paraguay has one of the highest rates of forest loss in the world. Forest ecosystems are under increasing pressure also due to forest fires, lack of conservation management capacities, increasing large-scale illegal plantations (mainly marijuana, even within protected areas), and illegal extraction of wood/coal for energy in off-grid communities.The limited capacity and fragmentation of government institutions, and the poor dialogue with businesses, civil society and local communities, as well as the limited use of existing incentives to conserve forests and promote sustainable management practices aggravate these challenges. Any attempt to develop a successful ecosystem restoration programme must involve all relevant stakeholders, both public and private.This Action aims to preserve and restore biodiversity by fighting against deforestation and promoting sustainable forest management in three selected areas. It will focus on the following intervention areas: (i) improvement of preparedness, prevention and capacities to reduce the incidence and extent of extreme wild forest fires. (ii) Strengthening of management and conservation of forests and other key ecosystems in three selected protected areas. (iii) Promote sustainable forestry, livestock and agriculture practices, and respective value chains in buffer zones/influence areas around the three selected areas. This Action is in line with the Multi-annual Indicative Programme 2021-2027, and the Team Europe Initiative on ¿Green Alliance for Paraguay¿. It will support Paraguay in implementing its commitments under the Paris Agreement, including its National Climate Adaptation Plan and Nationally Determined Contributions.The Action will follow a landscape approach for conservation, where complementary interventions will be implemented in the three selected areas, composed by both core/protected areas, and surrounding buffer zones (both public and private). This is complemented and supported by interventions at national level to prevent/fight against forest fires, and to strengthen the mandated institutions. The intervention logic is focused on incentives rather than punishment. Landowners and private companies, holding most of the land (including within protected areas), will be involved in the implementation to ensure sustainability and better compliance of existing rules and laws.The duration of this Action will be five years and the budget 12 million EURO. These three territories experience high levels of inequality (poverty, ethnicity, and rurality) and will face many challenges and opportunities in the coming years due to significant planned investments. The action will focus on the most disadvantaged groups; children, adolescents, youth and adults in urban, remote rural areas, indigenous communities and people living in poverty and with disabilities.The overall aim is to reduce the inequalities that persist in the education system and that have led to unsatisfactory learning outcomes, low achievement levels and high dropout and exclusion rates. In a global and regional context marked by recovery from the COVID-19 pandemic, the MIPs are part of the EU¿s global efforts to build back better, contributing to advancing a green, digital and sustainable international economic recovery as well as the Union¿s resilience and strategic autonomy. They seek to reduce inequalities, building more prosperous, inclusive and sustainable societies, particularly for women and young people, and promoting human rights, democracy, peace, security and stability. The country MIPs also contribute to strategic Team Europe Initiatives (TEIs) designed together with Member States&nbsp;All five MIPs contain the provision for support measures that aim to support the different steps of the project cycle: studies, meetings, information, awareness-raising, training, preparation and exchange of lessons learnt and best practices, publication activities and any other administrative or technical assistance expenditure necessary for the programming and management of actions, including remunerated external experts; (b) research and innovation activities and studies on relevant issues and the dissemination thereof; (c) expenditure related to the provision of information and communication actions, including the development of communication strategies and corporate communication and visibility of the political priorities of the Union (Art. 24(2) REGULATION (EU) 2021/947 establishing the Neighbourhood, Development and International Cooperation Instrument ¿ Global Europe, &nbsp;NDICI).&nbsp;The overall budget for this Action is EUR 10 million.
