As Cambodia moves towards a performance informed budgeting, it will be increasingly important for the government to be able to demonstrate actual impact of policies by using statistics. In this context, worsened by the COVID crisis, the EU re-affirmed its commitment to support human rights and democracy worldwide by adopting the `Action Plan on Human Rights and Democracy 2020-2024¿. The Action Plan identifies priorities and key actions, to ensure that the EU plays a greater role in promoting and defending human rights and democracy throughout its external action. The Regulation (EU) 2021/947 (Global Europe) establishes the legal basis for the human rights and democracy actions. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law. Consequently, it will contribute to the 5 priorities of the Multiannual Indicative programme 2021-2027 as well as the specific priorities set out for the additional funding coming from the cushion.This action will mainly be implemented by EU Delegations in-country so as to: (i) better respond to the country-specific contexts; (ii) be as close as possible to the needs of the rights holders; and (iii) promote a sense of `ownership¿ of the action among local actors. The action also strengthens the governance of the education system: it accompanies the Public Financial Management (PFM) reforms in education, improving the quality of financial data, of programme-budgeting and accountability; and it promotes the collection and use of data on climate-change, disability and multilinguism for Human Right-Based Approach (HRBA) policy-making. Gender is mainstreamed all along the intervention logic of the action, including at the level of the overall objective (Gender Marker 2). The action has a strong complementarity with ASEAN programmes promoting people-to-people connectivity in education and skills, notably the Regional Sustainable Connectivity Package as well as the Erasmus+ programme.Budget Support and complementary measures are envisaged. The complementary measures consist of, among other, two Twinnings with EU Member States to enrich the peer-to-peer policy dialogue on skills, applied sciences and STEM in secondary and higher education for the green and digital transformation of agriculture and industrial value chains with a focus on energy and clean water ¿ selected priorities for Cambodia under Global Gateway. Another complementary measure consists of a dedicated scholarship scheme for full-degree studies in STEM and applied sciences in Europe preferably with EU Member States. The scheme will also include the provision of expertise for guidelines on scholarships, students¿ selection and pre-departure/financial support for Cambodian students to study in Europe, foundation years and work placements (work-based learning, internships and graduate careers) in EU companies. This component will strengthen the linkage between Cambodia and Europe in line with the key areas of the EU GG priorities and European investments in Cambodia.The impact of the action is to increase the gender equality in the number of Cambodian youths and adults who have relevant competencies and skills, responding to the medium- and long- term needs of a low-carbon and digitalised circular economy, hand in hand with digitalisation. Directorate-General for International PartnershipsCambodia¿s rapidly growing, export¿oriented economy has led to a steep rise in electricity demand, while the power system remains heavily dependent on imported coal and large hydropower, exposure to fuel¿price and supply¿chain shocks, and increased climate vulnerability in one of the most climate¿exposed countries in the world. Cambodia also has one of the highest retail electricity prices in the region. At the same time, Cambodia has committed, under its Long¿Term Strategy for Carbon Neutrality, NDC 3.0, the Power Development Plan 2022¿2040, and the National Energy Efficiency Policy 2022¿2030, to a profound transformation of its power mix, including a substantial increase in renewable energy, improved grid performance and enhanced energy efficiency, as well as deeper integration into the ASEAN Power Grid. This action will support these ambitions, through a Technical Assistance and two twinning contracts, by helping Cambodia move towards a more sustainable, inclusive and climate¿neutral development model, promoting European quality investments, and ultimately strengthening the country¿s integration into ASEAN. Gender is mainstreamed all along the intervention logic of the action, including at the level of the overall objective (Gender Marker 2). The action has a strong complementarity with ASEAN programmes promoting people-to-people connectivity in education and skills, notably the Regional Sustainable Connectivity Package as well as the Erasmus+ programme.Budget Support and complementary measures are envisaged. The complementary measures consist of, among other, two Twinnings with EU Member States to enrich the peer-to-peer policy dialogue on skills, applied sciences and STEM in secondary and higher education for the green and digital transformation of agriculture and industrial value chains with a focus on energy and clean water ¿ selected priorities for Cambodia under Global Gateway. Another complementary measure consists of a dedicated scholarship scheme for full-degree studies in STEM and applied sciences in Europe preferably with EU Member States. The scheme will also include the provision of expertise for guidelines on scholarships, students¿ selection and pre-departure/financial support for Cambodian students to study in Europe, foundation years and work placements (work-based learning, internships and graduate careers) in EU companies. This component will strengthen the linkage between Cambodia and Europe in line with the key areas of the EU GG priorities and European investments in Cambodia.The impact of the action is to increase the gender equality in the number of Cambodian youths and adults who have relevant competencies and skills, responding to the medium- and long- term needs of a low-carbon and digitalised circular economy, hand in hand with digitalisation. The proposed Action intents to contribute to Specific-Objective 1.3: Support CSOs as actors of good governance and development in partner countries and to the achievement of the related result 1.3: Civil Society Organisations¿ (CSOs) ability to engage as actors of good governance and development at country level is improved.The Action rolls out the EU support to country-level CSO initiatives aimed at implementing priorities reflected in the NDICI-GLOBAL Europe, Annex III CSO Thematic Programme and the subsequent draft Multiannual Indicative Plan for the same. Increased revenue mobilization is important for increasing the fiscal space for government reforms and over time for reducing aid dependency (reaching some of the SDGs). Despite Covid-19, the steady socio-economic progress in Cambodia is expected to lead the country to graduate from its LDC status by 2027. The resulting loss of preferential tariff regimes will require that Cambodia accelerates reforms, including commitments under WTO. Continued efforts to facilitate cross-border trade by addressing slow and cumbersome customs procedures remain a national priority. Cambodia needs to take measures to diversify and add value to its export basket, while addressing markets requirements for quality standards and environmental and social sustainability, in particular, to keep access to the EU market. SMEs face a number of obstacles in reaping the benefits of preferential tariff regimes, such as lack of market intelligence and difficulties in complying with international standards. There are no adequate export support services available to effectively address these obstacles, and e-commerce penetration, while slowly increasing, is low due to a lack of consumer and data protection.This action supports the Cambodia in the development of inclusive and sustainable trade policies and strategies while it prepares for LDC graduation, including effective enforcement mechanisms for the protection of consumers and data privacy. It also contributes to the implementation of relevant trade facilitation for faster and transparent customs procedures, and it helps setting up and piloting an effective system of export support services to SMEs in key value chains. Cambodian SMEs will have access to comprehensive support services, including how to become more competitive by adapting to existing and future regulations on social and environmental due diligence and standardisation. Compelling business advocacy strategies will be deployed to nurture the public and private sector dialogue throughout the action. This action contributes to two priorities of the EU-Cambodia Multi-annual Indicative Programme (2021-2027): Sustainable Value chains and improved Trade and Business Climate. This action is complementary of the EU-ASEAN Regional Sustainable Connectivity Package. While the regional program will work on trade facilitation mainly at the regional level (for instance formulating recommendations for domestic trade policy reforms to align them with regional/international standards, and to harmonise them within ASEAN), EU GATE will provide all needed trainings, development of Standard Operating Procedues (SOPs) and formulation of secondary regulations when necessary at the national level. Similarly, efforts to ensure environmental and social sustainability in ASEAN value chains will be accompanied by EU GATE export support services, and sustainability awareness raising activities. Moreover, because of its contribution to boost competitiveness and sustainable value chains, EU GATE is part of the Global Gateway strategy. This action supports SDGs 17, 8, 1, 5, 10, and 16. The sector remains a significant contributor to the country¿s total GDP (22.8%), and engages 32% of the total labour force. The sector has undergone a significant structural transformation characterised mainly by diminishing GDP share, labour force outflows, and decelerated growth rate, with a growth model based on farmland expansion, cheap labour and high commodity prices.This action supports this green transformation under the Global Gateway by promoting investment in sustainable production practices and in local processing for increased added value, with a strong focus on agro-ecological and deforestation free principles, quality and food safety standards, and decent work. It does this by supporting the national and local authorities to develop and implement relevant policies and regulatory framework, particularly in support of the sanitary and phytosanitary (SPS) and climate change-related law implementation, and by supporting key players in the sector (smallholder farmers, cooperatives/associations/federations, social enterprises, MSMEs, research institutes) to acquire knowledge and green technologies that are applied and invested for production and processing, in compliance with quality and food safety standards for the ASEAN and EU export markets. The action aims to focus on two priority value chains (cashew nuts and pepper) to build a successful pilot model of niche, high quality products which can then be scaled up to other value chains in support of the diversification of Cambodia¿s economy. The impact of this action is to contribute to green growth and decent jobs by promoting climate-resilient and sustainable agriculture value chain development in Cambodia. The Specific Objective (Outcome) of this action is: improved sustainability, competitiveness and inclusiveness of the selected agriculture value chains with higher local value added for export to regional (ASEAN) and premium markets including EU.The action consist of 3 outputs:1.Strengthened national systems on agri-food safety and climate-resilient agriculture, including decent work2.Increased productivity of cashew nuts and pepper with climate-resilient and sustainable intensification practices including de-forestation free production3.Increased local value addition of cashew nut and pepper for export to ASEAN and international markets including EUThis action contributes to TEI1 on Sustainable landscapes, forests and agriculture; and the regional EU-ASEAN Green Initiative and EU ASEAN Sustainable Connectivity. The action is also designed in close synergy with other EU programmes, including EU GATE, Transforming Technical Education EU-Cambodia Partnership, and ASPIRE-AT, as beneficiaries of this action will be empowered to access ASPIRE-AT funding for production and processing. The action is aligned with the principle of the EU-Cambodia MIP (2021-2027), while supporting Cambodian government¿s wider vision and commitments under the Paris Agreement. Particularly, its annex III details the areas of intervention for human rights and democracy.The overall objective of the present action is to contribute to promote and protect human rights and fundamental freedoms, democracy and the rule of law worldwide. The action will achieve this objective by supporting and strengthening civil society organisations (CSOs), democracy activists and human-rights defenders working on critical human rights and democracy issues in non-EU countries. It may also cover, where relevant, the promotion of international humanitarian law.
