Italian Agency for Cooperation and Development The action will focus on the introduction of management models and appropriate technologies to improve the disposal of waste, according to the principles of the Circular economy, where the goods of today become the resources of tomorrow. The intervention is based in the city of La Paz, where the political and administrative conditions are suitable to implement integrated management models, because of the increasing environmental effects of the non-treated effluents, dumps and open-air waste combustion. The Autonomous government of the La Paz Municipality (GMALP) is starting to take the first steps towards the implementation of new methodologies to appropriately manage the waste, applying pilot plans of selective collection, raising awareness among the citizenship about environmental problems and experimenting new technologies for the recycling process. The project will provide thecnical/scientific help to the GMALP, with the introduction of new treatment systems, and the development of awareness and information campaigns. Hence, the activity will be implemented in collaboration with two universities (one Bolivian and one Italian). Those universities will have the role of verifying and consolidating the functionalities of the newly introduced systems and supporting the scientific dissemination of the innovative technologies implemented. The goals of the project are related to i) the improvement of the separated collections systems for paper, plastics, glass and metal implemented by the GMALP, ii) the introduction of new technologies for the energetic exploitation of non-recyclable waste (such as plastics, textiles, wood, cardboard, etc.), and iii) the application of innovative management models for special and/or hazardous wastes, such as construction and demolition waste. L'iniziativa è volta all'introduzione di modelli di gestione e di tecnologie appropriate per migliorare la gestione dei rifiuti in Bolivia, facendo fede ai principi dell'Economia Circolare, secondo cui i beni di oggi sono le risorse di domani. L'intervento si focalizza nella città di La Paz, area in cui le condizioni politiche ed amministrative consentono l'implementazione di modelli di gestione integrati, spinta dalla necessità di migliorare l'ambiente, contaminato da reflui non trattati, da discariche e dalla combustione dei rifiuti a cielo aperto. Il Governo Municipale Autonomo di La Paz (GMALP) sta cominciando a muoversi nell'implementazione di nuove metodologie di gestione appropriata dei rifiuti, applicando piani pilota di raccolta differenziata, sensibilizzando la popolazione ai problemi ambientali e sperimentando nuove tecnologie per il riciclaggio del rifiuto. Il progetto gli fornirà appoggio, supportandolo a livello tecnico/scientifico, con l'introduzione di nuovi sistemi di trattamento, con la sensibilizzazione della popolazione e l'implementazione di campagne di divulgazione. Inoltre, l'attività sarà realizzata in cooperazione con due università, una locale e una internazionale, le quali hanno la funzione di verificare e consolidare il funzionamento dei nuovi sistemi introdotti e di appoggiare la diffusione scientifica delle nuove tecnologie implementate. Gli obiettivi del progetto riguardano il miglioramento del sistema di raccolta differenziata di carta, plastica, vetro e metallo realizzato nella municipalità, l'introduzione di nuove tecnologie per lo sfruttamento energetico dei rifiuti non riciclabili a causa della mancanza del mercato e di industrie dedicate, (quali plastiche, rifiuti tessili, legno e cartone), e l'implementazione di nuovi modelli di gestione dei rifiuti speciali e pericolosi, con particolare attenzione ai rifiuti da costruzione e demolizione. Besides the restoration of a part of the building and its functional redevelopment, the project provides the equipment of the locals and laboratories that will be used as CPPPC headquarter. This institution will be set up in the technical-operational arm of the Ministry of Culture and Tourism(MCyT) appointed to meet the needs pf preservation of the Bolivian cultural heritage, allowing the implementation of public policies for the preservation and protection of the cultural, historical, architectural and environmental heritage of the country.<br>The CPPPC will also be the point of reference for a network of connections and for the coordination with the existing restoration laboratories and other institutional entities that operate throughout the country in the field of heritage conservations and its enhancement, and will be included in the network of homologous structures already existing in other Latin American countries.<br> L'iniziativa mira a creare il Centro Plurinazionale per la preservazione del patrimonio culturale boliviano (CPPPC per l'acronimo spagnolo) a La Paz, attraverso la riqualificazione di Casa Agramont, un edificio storico in una delle piazze principali di La Paz, Plaza Murillo. Oltre al restauro di una parte dell'edificio e alla sua riqualificazione funzionale, il progetto fornisce l'attrezzatura dei locali e dei laboratori che saranno utilizzati come sede principale del CPPPC. Questa istituzione sarà istituita nel braccio tecnico-operativo del Ministero della Cultura e del Turismo (MCyT) nominato per soddisfare le esigenze di conservazione del patrimonio culturale boliviano, consentendo l'attuazione di politiche pubbliche per la conservazione e la protezione del patrimonio culturale, patrimonio storico, architettonico e ambientale del paese. The vast majority of impacts on forests, also in protected areas, occur because people living in the area need to generate income. Due to high levels of poverty, they are forced to choose between their subsistence and natural resources conservation. The project considers that this trade-off must be overcome and environmental protection actions must go hand in hand with the promotion of activities that allow economic development without affecting the environment. This will contribute to the general objective of improving the protection of the environment and life itself from human pressure. To achieve this objective, an intervention strategy has been identified, based on 4 elements: I) Local actors must be able to manage their territory and natural resources, to avoid actions that harm the ecosystem. The idea is that communities and authorities can establish mechanisms and plans for the use of natural resources and their protection, against climatic threats, fires, pollution, extractive initiatives, etc. II) The capacities of families to produce food will be strengthened. The proposed solution is based on agroforestry and agro-ecology activities, which promote synergistic integration between the different productive activities. This makes it possible to optimize the use of productive resources, soil and water, progressively eliminate the use of polluting chemicals, and have a diversified food production. All this contributes to strengthening food security of producers’ families and their resilience to climate change, and contingent situations such as the COVID-19 pandemic (during which communities can count exclusively on their local productive capacities). III) One of the traditional productions of the intervention areas will be strengthened, which is also one of the options most compatible with forest protection: beekeeping of common bees (Apis melifera) and of stingless bees (species of the genus Melipona). The activity will improve food security of families and will contribute to environmental functions, affected by climate change and pollution. IV) As a complement to strengthening primary honey production, marketing capacities (in terms of volume and diversification) of beehive products will be strengthened to generate income for families. This will reduce the possible pressure of the population on natural resources. It will also encourage the protection of the forest, because the source of income of the families will also depend on healthy conditions of the forest. The project target groups are the rural communities of the Municipalities of Monteagudo and Muyupampa (Department of Chuquisaca) and of Aiquile and Tiquipaya (Department of Cochabamba). A total of final beneficiaries of 4795 people, all chosen because they live in endangered forest areas. Most of them (Chuquisaca and Aiquile) have a tradition of beekeeping production. The project consortium is constituted by a group of Italian organizations, grouped in an ATS and other Ialian and local organizations. All of them have a high level of experience and specific expertise. They have been selected according to criteria of methodological compatibility and mutual complementation of competences. ’Obiettivo specifico del progetto è “rafforzare iniziative di gestione ambientale e sistemi di produzione che promuovano la protezione dei boschi”. La maggior parte dei danni a boschi, anche nelle aree protette, avviene perché chi vive in queste zone ha bisogno di generare entrate economiche. A causa degli alti livelli di povertà, gli abitanti sono costretti a scegliere tra il proprio sostentamento e la tutela delle risorse naturali. Nel progetto viene riconosciuta la necessità di superare questo trade-off e quindi le misure di tutela ambientale devono coesistere con la promozione di attività che consentano lo sviluppo economico senza compromettere l’integrità dell'ambiente. Ciò contribuirà a (Obiettivo generale) migliorare la protezione dell'ambiente e della vita di fronte alla pressione antropica. Per raggiungere questo obiettivo si è identificata una logica di intervento che si basa su 4 elementi: I) In primo luogo gli attori locali devono poter gestire il territorio e le risorse naturali per evitare azioni (interne ed esterne) che danneggino l’ecosistema. L’idea è che le comunità e le autorità possano stabilire meccanismi e piani di uso delle risorse naturali e di protezione delle stesse, di fronte alle minacce climatiche, agli incendi, alla contaminazione, ad iniziative estrattive, ecc. II) Contestualmente si rafforzeranno le capacità delle famiglie nella produzione di alimenti. La soluzione proposta si basa su iniziative agroforestali e agro-ecologiche affiche si promuova l’integrazione sinergica tra le diverse attività produttive. Questo permette di ottimizzare l’uso delle risorse produttive, il suolo e l’acqua, eliminare progressivamente l’utilizzo di prodotti chimici contaminanti e differenziare la produzione di alimenti. Tutto ciò contribuisce a rafforzare la sicurezza alimentare per le famiglie produttrici e la loro resilienza ai cambiamenti climatici e a situazioni contingenti come la pandemia COVID-19 (durante la quale le comunità hanno potuto contare esclusivamente sulle proprie produzioni locali). III) Si rafforzerà una delle produzioni tradizionali delle zone di intervento, che è anche una delle opzioni più compatibili con la protezione del bosco: l'apicoltura delle api comuni (Apis mellifera) e delle api senza pungiglione (specie del genere Melipona). L'attività contribuirà a garantire la sicurezza alimentare per le famiglie e a preservare le funzioni ambientali del bosco, colpito dai cambiamenti climatici e dalla contaminazione. IV) A complemento del potenziamento della produzione di miele, verranno rafforzate le capacità di commercializzazione (in termini di volume e diversificazione) dei prodotti dell'alveare per generare reddito per le famiglie. Ciò ridurrà la pressione della popolazione sulle risorse naturali e d'altra parte incoraggerà la protezione del bosco, perché l’attività apistica dipende strettamente dalle condizioni di salute dello stesso. Il progetto ha come gruppi meta le comunità rurali dei Comuni di Monteagudo e Muyupampa (Dipartimento di Chuquisaca) e di Aiquile e Tiquipaya (Dipartimento di Cochabamba). Si calcola un totale di beneficiari diretti di 4795 persone. Queste popolazioni sono state scelte in quanto vivono in aree boschive minacciate e perché hanno una tradizione di produzione apistica (Chuquisaca y Aiquile). Tiquipaya non è un'area di apicoltura tradizionale ma ha solide pratiche di gestione sostenibile del territorio, perciò potrà essere un territorio con il quale le altre aree di progetto realizzeranno scambi di reciproco beneficio. Italian Agency for Cooperation and Development XM-DAC-6-4-013352-01-0 AICS - Italian Agency for Cooperation and Development The initiative is developed in the context of the priority areas of intervention held by the Italian Agency for Cooperation for Development in Bolivia, which aim to contribute to the institutional development for the management, recovery and restoration of the country's cultural heritage, supporting the local Ministry of Culture, Decolonization and Depatriarchalization. Specifically, the project aims to rehabilitate "Casa Agramont" in La Paz as a training platform for Bolivian technicians engaged in similar future activities. The initiative specifically aims to: i. Ensure the conservation of the building and prevent its loss, acquire an accurate digital survey of the entire complex, identifying parts that are collapsing, unstable or damaged, once the safety measures by the beneficiary have been carried out. ii. Conduct an on-site investigation campaign to complete the knowledge of the construction techniques and 7conservation characteristics of the artifact, including material properties and the structural assessment against static and seismic loadings. iii. Provide advice and support for the definition of a construction-ready executive project for the consolidation and conservative restoration of the Casa Agramonte, including consolidation works and the recovery of the raw earth structures, using techniques compatible with the historical nature of the property. iv. Establish best practices and draft guidelines for the seismic safety assessment of historic buildings, to be used as a reference for future restorations. v. Activate on-site training activities within the Rosa Agramonte school workshop, so that the survey activities and some of the work on the site become a tool for the professional training of Bolivian technicians and students. vi. Implement a training plan for local students and technicians, involving them in theoretical and practical diagnosis and design activities and providing them with the necessary skills for the structural restoration of historic buildings in seismic areas. The project aims to contribute, on a broader scale, to identifying methodologies and techniques for the recovery and conservative rehabilitation of Bolivia’s monumental building heritage. To make this action particularly effective, the project will operate on two levels: a) Application to a paradigmatic case study representative of the cultural and monumental heritage of the capital La Paz. b) Realization of a training and methodological plan based on diagnostic and design actions to be undertaken on the case study, which will serve as a paradigmatic example of an operating method. The tools to pursue this dual action consist of the study and subsequent implementation of an effective project, which also serves as a training platform for Bolivian technicians engaged in similar activities in the future. The planned duration of the project is 36 months. L'iniziativa si sviluppa nell'ambito delle aree di intervento prioritarie dell'Agenzia Italiana per la Cooperazione allo Sviluppo in Bolivia, volte a contribuire al rafforzamento istituzionale per la gestione, il recupero e il restauro del patrimonio culturale del Paese, supportando il Ministero della Cultura, Decolonizzazione e Depatriarcalizzazione locale. Nello specifico, il progetto e' diretto al recupero della “Casa Agramont” come piattaforma formativa per i tecnici boliviani impegnati in attivita' similari in futuro. L’iniziativa si propone in particolare di: i. In seguito alla messa in sicurezza preliminare da parte del beneficiario per garantire la conservazione del manufatto ed evitare la perdita del bene, acquisire un rilievo digitale accurato di tutto il complesso, individuando le parti che presentano crolli, dissesti o lesioni. ii. Effettuare una campagna di indagini per completare il quadro conoscitivo delle caratteristiche costruttive e di conservazione del manufatto in modo da pervenire alla redazione di una mappatura del degrado e dei dissesti presenti, la determinazione delle proprieta' dei materiali e la valutazione della sicurezza statica e sismica. iii. Fornire consulenza e supporto per la definizione di un progetto esecutivo cantierabile di consolidamento e restauro conservativo della Casa Agramonte, che includa le opere di consolidamento e il recupero delle strutture in terra cruda, mediante tecniche compatibili con la natura storica del bene. iv. Offrire supporto tecnico-scientifico per l’elaborazione del progetto esecutivo, affinché possa essere sottoscritto e presentato da un soggetto boliviano secondo la normativa tecnica del paese. v. Costituire una best practice e giungere alla stesura di linee guida per la valutazione della sicurezza sismica degli edifici storici, da utilizzare come riferimento per futuri restauri. vi. Attivare le attività di formazione in situ nell’ambito del cantiere scuola di casa Rosa Agramonte, in modo che le attività di indagine e alcune lavorazioni del cantiere diventino strumento per la formazione professionale di tecnici e studenti boliviani. vii. Implementare un piano di formazione per studenti e tecnici locali, coinvolgendoli nelle attività teoriche e pratiche di diagnosi e progettazione, e fornendo loro le competenze necessarie per il recupero strutturale degli edifici storici in zona sismica. Il progetto intende contribuire, su una scala più ampia, all’individuazione di metodologie e tecniche per il recupero e il risanamento conservativo del patrimonio edilizio monumentale boliviano. Per rendere questa azione particolarmente incisiva, il progetto opererà su due livelli: a) Applicazione a un caso di studio paradigmatico rappresentativo del patrimonio culturale e monumentale della capitale La Paz. b) Realizzazione di un piano formativo e metodologico basato sulle azioni diagnostiche e progettuali da intraprendere sul caso di studio, che fungerà da esempio paradigmatico di un modo di operare. Gli strumenti per perseguire questa duplice azione consistono nello studio e nella successiva implementazione di un progetto efficace, che funge anche da piattaforma formativa per i tecnici boliviani impegnati in attività similari in futuro. The intervention is based in the city of La Paz, where the political and administrative conditions are suitable to implement integrated management models, because of the increasing environmental effects of the non-treated effluents, dumps and open-air waste combustion. The Autonomous government of the La Paz Municipality (GMALP) is starting to take the first steps towards the implementation of new methodologies to appropriately manage the waste, applying pilot plans of selective collection, raising awareness among the citizenship about environmental problems and experimenting new technologies for the recycling process. The project will provide thecnical/scientific help to the GMALP, with the introduction of new treatment systems, and the development of awareness and information campaigns. Hence, the activity will be implemented in collaboration with two universities (one Bolivian and one Italian). Those universities will have the role of verifying and consolidating the functionalities of the newly introduced systems and supporting the scientific dissemination of the innovative technologies implemented. The goals of the project are related to i) the improvement of the separated collections systems for paper, plastics, glass and metal implemented by the GMALP, ii) the introduction of new technologies for the energetic exploitation of non-recyclable waste (such as plastics, textiles, wood, cardboard, etc.), and iii) the application of innovative management models for special and/or hazardous wastes, such as construction and demolition waste. L'iniziativa è volta all'introduzione di modelli di gestione e di tecnologie appropriate per migliorare la gestione dei rifiuti in Bolivia, facendo fede ai principi dell'Economia Circolare, secondo cui i beni di oggi sono le risorse di domani. L'intervento si focalizza nella città di La Paz, area in cui le condizioni politiche ed amministrative consentono l'implementazione di modelli di gestione integrati, spinta dalla necessità di migliorare l'ambiente, contaminato da reflui non trattati, da discariche e dalla combustione dei rifiuti a cielo aperto. Il Governo Municipale Autonomo di La Paz (GMALP) sta cominciando a muoversi nell'implementazione di nuove metodologie di gestione appropriata dei rifiuti, applicando piani pilota di raccolta differenziata, sensibilizzando la popolazione ai problemi ambientali e sperimentando nuove tecnologie per il riciclaggio del rifiuto. Il progetto gli fornirà appoggio, supportandolo a livello tecnico/scientifico, con l'introduzione di nuovi sistemi di trattamento, con la sensibilizzazione della popolazione e l'implementazione di campagne di divulgazione. Inoltre, l'attività sarà realizzata in cooperazione con due università, una locale e una internazionale, le quali hanno la funzione di verificare e consolidare il funzionamento dei nuovi sistemi introdotti e di appoggiare la diffusione scientifica delle nuove tecnologie implementate. In Bolivia, it is necessary to develop strategies so that people with disabilities, in particular young women and men with disabilities between the ages of 15 and 24, can have a dignified, independent life and be an active part of the community. Aim of the project is to contribute to the achievement of this goal by improving access to skills-competences learning paths and livelihood opportunities for people with disabilities in the Department of Cochabamba and facilitating their inclusion within the family and the community. In fact, the initiative stems from the need to habilitate-rehabilitate young people with mild and moderate disabilities for real participation in the working community, and to be a source of income for the family. Disability often causes poverty and vice versa, causing the inability to meet basic needs such as education, health and employment and consequently reinforcing the negative stereotype, according to which people with disabilities do not contribute to the well-being of the community and the family. Furthermore, although in Bolivia the Law 977/2017 on job inclusion imposes hiring quotas for people with disabilities of 2% (in the private sector) and 4% (in the public sector), these are not applied. The project aims at reaching 3 main results: 1. Young people and women with disabilities learn fundamental, managerial and life skills thanks to strengthening the skills and competences of people with disabilities through occupational therapy and in synergy with public institutions that will benefit from the enhancement of their service, as well as an accompanying program for the implementation of income-generating activities and micro-enterprises with a focus on gender. 2. Three professional institutes guarantee the access and inclusion of young people with disabilities thanks to the definition of accessibility plans respecting the rights and needs of people with disabilities and replicable in other similar centers; the provision of scholarships for young people with disabilities; the training and awareness raising activities on inclusive education. 3. People with disabilities actively participate in community life thanks to the training and awareness-raising activities destined to the organizations of people with disabilities and to actors in the world of work in order to increase their knowledge about the rights of people with disabilities and the regulations on their job placement, as well as thanks to the creation of spaces for dialogue and support among the subjects that make up the world of work. In this way, a change can be activated in the local market. To ensure that "no one is left behind", the initiative provides for a transversal work of raising awareness on the issue of gender and empowerment of young women with disabilities, as these are often victims of double discrimination. L’iniziativa “INCREDIBILI - INClusione e REsilienza delle persone con DIsaBILItà”, mira a promuovere uno dei diritti fondamentali sanciti dalla Convenzione dei diritti delle persone con disabilità, ratificata dalla Bolivia nel 2009: il diritto al lavoro. In Bolivia è necessario sviluppare strategie affinché le persone con disabilità, in particolare le giovani donne e uomini con disabilità tra i 15 e 24 anni, possano avere una vita dignitosa, indipendente ed essere parte attiva della comunità. Durante i 36 mesi dell’iniziativa, si intende contribuire al raggiungimento di questo grande obiettivo migliorando l’accesso ai percorsi di apprendimento di abilità-competenze e opportunità di sostentamento per le persone con disabilità del Dipartimento di Cochabamba e facilitando la loro inclusione all’interno della famiglia e della comunità. L’iniziativa nasce infatti dalla necessità di abilitare-riabilitare giovani con disabilità lieve e moderata per una partecipazione reale nella comunità lavorativa, ed essere fonte di sostentamento per la famiglia. La disabilità è spesso causa di povertà e viceversa, provocando l’incapacità di soddisfare i bisogni di base come educazione, salute e occupazione e di conseguenza rafforzando lo stereotipo negativo, secondo cui le persone con disabilità non contribuiscono al benessere della comunità e della famiglia. Inoltre, sebbene in Bolivia la Legge 977/2017 sull'inclusione lavorativa imponga quote d’assunzione delle persone con disabilità del 2% (nel settore privato) e del 4% (nel settore pubblico), queste non vengono applicate. In linea con la strategia di Sviluppo Inclusivo su Base Comunitaria (già Riabilitazione su Base Comunitaria) promossa dall’Organizzazione Mondiale della Sanità (OMS), si intende quindi proporre un cambio di mentalità affinché le persone con disabilità siano percepite come una risorsa per la comunità. Le sinergie tra Fondazione Don Carlo Gnocchi, ProgettoMondo Movimento Laici America Latina Onlus (con expertise in vocational training, sviluppo rurale e tematica di genere), SOLCO Brescia (con competenze nell’ambito di politiche attive del lavoro e welfare) e i tre partner locali (Asociación Tukuy Pacha, Escuela de integración y formación deportiva expresión artística y desarrollo laboral, Fundación Justicia Social), radicati e impegnati sul territorio per il riconoscimento dei diritti delle persone con disabilità, sono garanzia del raggiungimento dei 3 risultati principali: 1) Giovani e donne con disabilità apprendono le competenze fondamentali, gestionali e di vita grazie a: - Il rafforzamento delle abilità e competenze delle persone con disabilità attraverso la terapia occupazionale e in sinergia con le istituzioni pubbliche che beneficeranno del potenziamento dei loro servizi. - Un programma di accompagnamento per la realizzazione di attività generatrici di reddito e micro-imprese con focus sul genere secondo un modello di business inclusivo. 2) 3 centri di formazione professionale garantiscono l’accesso e l’inclusione di giovani con disabilità grazie a: - Definizione di piani di accessibilità nel rispetto dei diritti e delle esigenze delle persone con disabilità e replicabili in altri centri simili. - Erogazione di scholarship dirette a giovani con disabilità -
