In addition, funds will be used for a liaison officer and outreach activities to support education programs, wildlife clubs, and sustainable income generating programs for communities outside the reserves.</narrative>

The project will have a focus on CITES-listed species and address regulatory loopholes, corruption, and weak and inconsistent sentencing for wildlife trafficking crimes. Specific activities will include: (1) developing, passing, and publicizing new regulations in order to realize full enforcement of the new legislation; (2) developing sentencing guidelines for serious wildlife crimes in accordance with new legislation; (3) conducting quarterly case review workshops in Malawi for prosecutors, private litigators, and the judiciary.</narrative>

Activities will include assisting farmers with constructing beehive fences to deter elephants, conducting education and outreach programs in villages, and operating a park visitation program for local residents to visit Ruaha and meet with park officials.</narrative>

      <narrative xml:lang="en">Canine Detection to Strengthen and Replicate Anti-Trafficking Capacity in Key Countries</narrative>

      <narrative xml:lang="en">The purpose of this project is to build the anti-wildlife trafficking capacity in to key range, transit and consumer states: Malawi and Kyrgyzstan, by improving, expanding and establishing canine teams for wildlife law enforcement. Multiple species subjected to illicit wildlife trade will benefit from this work, including elephants, bears, pangolins, saiga, and snow leopard. Specific activities include: (1) tracking the activities, costs, processes of establishment and the workflows of canine programs to establish a set of detection dog resources for other wildlife agencies; (2) reviewing the legal foundation for canine-based law enforcement of wildlife laws in key trafficking countries; (3) producing a Best Practices and Feasibility Report on the application of detection dogs to combat wildlife trafficking; (4) Improving the husbandry and training for the Malawi Police Service wildlife detection dogs while expanding their capability to screen at roadblocks, rail and airports and at board crossings; (5) expand detection dog activities in Kyrgyzstan to include wildlife products.</narrative>

The project is intended to protect wildlife from poaching, trafficking, corruption, capacity challenges in judicial and prosecutorial authorities, and a lack of an effective regulatory framework to enforce legislation. Activities will include a) MPCC participation as a key stakeholder in the development of wildlife regulations that support enforcement and implementation of Malawis recent Wildlife Amendment Act, b) MPCC facilitation of the implementation of the Malawi Road Map for prosecutors and judges on strategies to effectively handle wildlife crime cases, and c) MPCC facilitation of enhanced anti-corruption frameworks in the wildlife and forestry departments and the Anti-Corruption Bureau.</narrative>

      <narrative xml:lang="en">Canine Detection to Strengthen and Replicate Anti-Trafficking Capacity in Key Countries</narrative>

      <narrative xml:lang="en">The purpose of this project is to build the anti-wildlife trafficking capacity in to key range, transit and consumer states: Malawi and Kyrgyzstan, by improving, expanding and establishing canine teams for wildlife law enforcement. Multiple species subjected to illicit wildlife trade will benefit from this work, including elephants, bears, pangolins, saiga, and snow leopard. Specific activities include: (1) tracking the activities, costs, processes of establishment and the workflows of canine programs to establish a set of detection dog resources for other wildlife agencies; (2) reviewing the legal foundation for canine-based law enforcement of wildlife laws in key trafficking countries; (3) producing a Best Practices and Feasibility Report on the application of detection dogs to combat wildlife trafficking; (4) Improving the husbandry and training for the Malawi Police Service wildlife detection dogs while expanding their capability to screen at roadblocks, rail and airports and at board crossings; (5) expand detection dog activities in Kyrgyzstan to include wildlife products.</narrative>
