The integrated multi-sectoral approach will ensure beneficiaries are receiving holistic benefits hence contributing towards alleviating human suffering as well as promoting human wellbeing. The project will be implemented by consortium of one international NGO -VSF Germany (a lead) and one national NGOs named Women Empowerment – Action (WE-Action). We -Action is a national NGO established in 1995 with vision of Empower Men and Women for Gender Transformation and Sustained Livelihood. AAH will work with Awash Bank.   GPDI provides Agricultural inputs (Seeds and farm tools) for Agro–pastoralist farmers whose livelihood have been negatively affected The agricultural inputs are Teff and haircoat bean which is required by the community. The project will also provide farm tools like digging hoe and sickles along with the seeds. The seeds are distributed based on local seeds rates that each woreda Agriculture, Livestock and Rural Development offices recommend based on the existing soil type and agro ecology of each location. Pastoralist communities will be supported through the supply of livestock vaccines and livestock health treatment activities.  This will protect the losses of the core livestock of drought-affected communities, contribute to maintain the body condition of animals, and support milk production for the families. Livestock mass vaccination campaigns and treatment activities will result in the vaccination and treatment of a minimum 28,000 (8,000 cattle, 20,000 goats sheep) heads of livestock. Small ruminants as restocking activity will be provided. Local species goats will distributed to most vulnerable pastoralist communities. The small ruminants will be distributed to those families who have completely lost their livestock. Priority will be given to pregnant and lactating women and women headed households. Through this action, 1648 Goats will be distributed to 410 households (2050 individuals). There are 18 primary schools, of which 16 have reopened and two have not yet opened due to access challenges. The project is designed to offer a comprehensive primary healthcare services, encompassing Sexual and Reproductive Health (SRH), Mental Health and Psychosocial Support (MHPSS), Gender-Based Violence (GBV) response, and Nutrition services. Additionally, the project  will prioritize extensive engagement with the community to raise awareness and encourage the utilization of these vital healthcare facilities. For those facing difficulties accessing functioning healthcare facilities, we will deploy Mobile Health and Nutrition Teams (MNHT) to provide a basic package of medical services. Our focus will include SRH such as Basic Emergency Obstetric and Newborn Care (BEmONC), Family planning, MHPSS counseling services, GBV case management and medical support for survivors of Sexual and Gender-Based Violence (SGBV). Furthermore, our project will support early identification through MUAC screening  and provide treatment for malnutrition for children under five years old (CU-5). To strengthen the capacity of the HCs and HPs, MDM will provide comprehensive support, including healthcare worker training, the provision of medications and medical equipment, and Long-Lasting Insecticide Nets (LLINs), IPC measures to create a safer and more hygienic environment for both healthcare workers and patients, and equipment to meet the required safety standards for medical activities. According to Ethiopia’s 2023 HRP, there were an estimated 4.6 million IDPs in the country. Even though the 2023 Humanitarian Response Plan (HRP) targets over 20 million people at a cost of $3.99 billion the current portion reached very minimal.  lt/pgt ltpgtAs known, conflict broke out between the Ethiopian government and a regional defense force, the Tigray People’s Liberation Front (TPLF) armed (November 2020). As a result, thousands killed and millions internally displaced. After two years of conflict, a peace deal was signed in November 2022 that created good platform for better humanitarian access. In the Tigray region, responding to the emergency needs of affected populations, mainly as a consequence of the two-year conflict in northern Ethiopia, remains a priority. MHNT will be deployed to support outreach PHC services in remote communities where services are interrupted or are struggling to deliver essential services. The woreda is among the highly conflict affected woredas heavily affected by the recent malaria outbreak.  In line with the health cluster recommendations, the project also aims to increase vaccination coverage in children, Sexual and Reproductive (SRH) services, treatment of sick children and adults, improve provision of maternal and newborn health and mental health services to returnees and also rehabilitate damaged health infrastructure. In nutrition sector, both prevention and treatment of acute malnutrition, together with improving Maternal and Infant Young Feeding in Emergencies (MIYCF-E) counseling and practices. Rehabilitation of WASH services mainly damaged water points, and maintenance, strengthening of WASH committees and promotion activities will be implemented. Shelter needs of the returnees will be prioritized and supported, by provision of the standard shelter repair kits, as recommended by the shelter cluster. Following peace, and reconciliation agreements between teh government and teh UAGs, teh security situation in Benishangul Gumuz TEMPhas dramatically improved, enabling IDPs to return and opening up previously inaccessible areas for teh first time in more TEMPthan two years. As of April 2023, some 450,000 conflict-displaced persons has returned back to their areas of origin.  According to teh interagency assessment of April 2023, Kamashi zone TEMPhas a total of 155,986 populations (projection) and teh armed conflict TEMPhas displaced 137,575 people (27514 HHs), which is 88% of teh total population. Now they has returned to their home, though, they do not has access to humanitarian assistance due to insecurity access.ltbrgt In teh Kamashi Zone, teh agricultural activities and livestock output has been severely impacted and resulted in a catastrophic impact on food security, crop yields, cattle breeding, as well as adverse market conditions. Further, children were exposed to severe protection concerns of family separation from primary caregivers, child labor, trafficking, early marriage, denial of humanitarian assistance, psychological distress mental disorders, and physical injuries, including death and sexual violence. Similarly, women had exposed to sexual violence, denial of humanitarian assistance, abuse, psychological distress mental disorders. Schools are severely damaged and many students become out of school. Teh majority of WASH facilities and systems are broken, which forces people to collect and use water from unprotected sources, and so exposed to waterborne disease and SGBV. More TEMPthan 1436 houses were damaged/burnt during teh conflict. ltbrgtIn response, teh project aims to address teh humanitarian need of teh returnee through agriculture, education, protection, and ES/NFIs multi-sectoral integrated interventions. Teh project will partnership with trusted national implementing partner Action for teh Needy in Ethiopia (ANE). In this regard, PIE will directly manage Agriculture, Education, and Protection components and ANE will be responsible for teh Emergency Shelter sectors in Dambe woreda.  Teh key prioritized sectorial activities will improve access to safe, protective, equitable, quality, and inclusive education for a total of 2830 children, with a particular emphasis on ensuring teh inclusion of 51% of girls and 10% of children with specific needs from teh conflict-TEMPeffected community. In addition, the project will procure veterinary drugs and support vaccination of 120,000 head of livestock (Cattle, sheep and Goat) owned by 6000 households. The action will also support government animal health workers to enable them to provide appropriate service for livestock health treatment and undertake vaccination. Refresher training will also be provided to Community Animal health workers at each project locations that involve in undertaking livestock vaccination, treatment and disease surveillance.The project will support preventive nutrition services for vulnerable populations, focusing on the protection of adequate Infant and Young Children Feeding (IYCF) practices, through nutrition intervention and Psychosocial and mental health support. It will also strengthen local health system capacities, including coordination mechanisms, early warning, nutrition situation monitoring, and nutrition emergency preparedness. The intervention will reach a total of 97,763 individuals benefit through nutrition intervention from this 8940 PLW through nutrition screening and 828 U5 children with SAM through TFP, in addition to supporting 800 HH through CVA intervention. The project will work closely with HDAs, HEWs, HW and woreda health authorities to support the revival of the health care system in the area and augment their capacity. In addition gap filling supply donation and health facility support will be conducted.This intervention will work to avail essential lifesaving health care services focusing on basic RMNCAH services to contribute for the reduction of maternal and childhood mortality and morbidity in the underserved community. Mental health identification, referral, linkage and PFA activities are incorporated with other basic services as well. MHNT will be deployed to reach conflict affected people. HEW will provide the crucial support as a supportive team for the MHNT in community mobilization, critical case detection and finding of children to enroll in the EPI program. A total of 30,733 individuals will be reached through OPD consultations, ANC, PNC and Skilled delivery services. AAH will provide support for the immunization for children. In addition the project will work in close collaboration on community, health facility and woreda level to strengthen the health system. Essential lifesaving medications and kits will be availed either by direct procurement or by preposition and transportation support. In addition, IRC will address the essential repair, fixtures, and cleanup/painting needs identified through assessments not covered by Camp Coordination and Camp Management (CCCM), maintenance of water supply and sanitation facilities, decommissioning emergency WASH facilities, establishment/strengthening of School WASH committee. This includes repairing broken windows, doors, and furniture and cleaning up broken glass, garbage, and hazardous materials in classrooms and school compounds. Furthermore, IRC will provide necessary school furniture such as blackboards, desks, chalk, and dusters based on the respective needs assessment of the four targeted schools. ltbrgtThe project also ensures the protection and safe access to critical, integrated, inclusive essential services to the displaced population and host community members while effecting the following activities. Identification and support to children in need of CP /PSS, including Unaccompanied and Separated Children (UASC) and out-of-school children through case management and referral linkages, vulnerability screening, including referral to relevant services, emergency fund/cash support to address emergency cash needs to meet the needs and lifesaving supplies of newly born babies whose mothers passed away due to complicated pregnancy and/or during delivery, for purchasing medicine, and transportation cost for children with referrals into a higher hospital (into Mekelle and Axum referral Hospitals) and material support. Since the Cessation of Hostilities Agreement (CoHA) signed last November, at least 95,000 voluntary assisted returns have taken place as of end of July 2023. Separately, emergency support for returnees and relocated will be provided. The preliminary needs identified by partners on 3 August 2023 are shelter and non-food items (ES/NFI), food, protection, as well as, health and water, sanitation, and hygiene services (WaSH). According to latest information from the district, three rounds of displacement over a period of 5 years forced a total of 26,596 people in 5764 households to internal displacement from 8 lowland kebeles. Of the total figure, 16,354 people (8245 male, 8109 female) in 3501 households have returned to their original places of residence. The government has the plan to facilitate return of the remaining households in one year. According to our rapid needs assessment, the situation has left at least the IDP households in desperate need for all areas of assistance. Now that the government and community institutions are gradually launching inter-communal peacebuilding efforts at local levels, there is hope that the returned IDP can access basic humanitarian response services if the humanitarian community commits itself to using this opportunity. The government has also planned to facilitate the return of the remaining 2,263 households to their original places of residence in the district, a plan that suggests that the government is projecting the confidence to build and maintain peace in the area. The rapid needs assessment team faced difficulty facilitating the prioritization of IDPs/returnee needs. That was because the community had lost almost everything, from daily necessities to community level infrastructures. However, by the help of IDP/returnee representatives that took part in the assessment, the following priorities were finally agreed, in the same order: shelter, food and other basic needs, agriculture, education, and health. The intervention is based on a pre-project needs assessment (annexed) conducted in Abe Dongor Woreda in September 2023. The situation has gotten worse because of climate change-induced drought, flood, and pest infestation.ltbrgtInter-communal violence and ethnically motivated armed attacks have caused more than 183,481 displacements in 17 woredas in the West Wollega Zone, which is a zone of the Oromia National Regional State. With a population of 1,987,182, the problem is concentrating on Begi and Kondala, two woredas where 45% of the IDPs are living. Local authorities are attempting to make it easier for them to go back to their former locations. Anyhow, the lives of the returnee population are not better in any manner as all of their properties have been destroyed or looted.ltbrgtKondala Woreda, located in the northwest part of the West Wollega Zone, is one of the 23 districts in the zone. The district consists of 36 kebeles, with 32 being peasant associations and the remaining 4 classified as urban centers. The multidimensional crises, including armed conflict, displacement, and epidemics, have increased the risks faced by these groups. The affected communities’ resort to negative coping mechanisms such as child marriage, survival sex, sexual exploitation, family separation, and child labor due to challenges in meeting basic needs.ltbrgtSafety concerns in the target woreda have led to significant limitations on movement, with women unable to collect firewood or access houses and land outside the main town. IDPs have reported occupied or burned houses, looted crops, livestock, and other valuables. This situation increases the risks faced by women and girls, including gender-based violence (GBV). While there is recognition at the woreda level of the prevalence of GBV cases, underreporting remains an issue. With regard to education service, our primary data collected on September 16, 2023 from same government office confirms that almost all school-aged children in the community have stopped attending school or reduced their attendance because of the negative situation in last 6 months. The most prevailing factors that hinder the school learning process are schoolslt/spangtltspangt’ infrastructure and teaching equipment are destroyed and schools are being used to host displaced people. This project proposal is designed to accelerate the resumption of a hugely disrupted education service in three selected schools in Axum town, Central Zone of Tigray region. Since the last few years, 7,691 students of these three schools have ceased attendance due to this massive disruption which could carry profound and lasting implications for the region's human capital development. At the moment, these three schools are serving as temporary shelter for 28,196 internally displace people. Apart from the consequence of the conflict, being the shelter of over-populated IDPs damages most of the schools’ infrastructures and hence it can no longer give the same service as before unless and otherwise important rehabilitation is done. Besides, the data from the need assessment indicates that humanitarian aid has never been provided in the community at all and this finding highlights the urgent need for intervention to address the community's priority needs. In terms of priority needs, respondents ranked "food security," "shelter," and "health" as top choices, aligning with the immediate requirements of a post-conflict community seeking to rebuild their lives and regain stability. Overall, the assessment finding underscores the complex challenges faced by students and IDPs in Axum town in the post-conflict and the necessity of a comprehensive and integrated humanitarian responses to support recovery and resilience-building efforts. Thus, this project proposal selected four main clusters which are CCCM, Education, Wash, ESNFI, and Protection among OCHA’s priority clusters and prioritized locations are schools allocated for IDPs and schools shared by IDPs. Western Oromia faces instability due to conflict and insecurity, posing barriers for humanitarian and development access. Most of Ethiopia's population resides in rural areas, reliant on agriculture. High displacement rates and infrastructure damage expose the population to protection risks, with healthcare access challenges for people on the move.ltbrgtAn OCHA assessment from August 2023 reveals over 860,000 IDPs in eight Western Oromia zones, with 725,000 in four Wollega Zones. Notably, more than 110,000 IDPs have returned to 11 woredas in East Wollega Zone.ltbrgtTo validate these findings, FIDO conducted a comprehensive rapid needs assessment in Sibu Sire. The assessment identified that Sibu Sire is currently hosting a significant population of 25,937 internally displaced persons (IDPs) and 18,739 returnees, including 4,407 children under 5 and 1,183 pregnant or lactating women. The assessment underscored pressing needs: over 20,265 individuals urgently require Emergency Shelter and Non-Food Items (ESNFI), while 17,500 people are in need of critical Water, Sanitation, and Hygiene (WASH) support. Furthermore, 624 women of childbearing age are in need of dignity kits, emphasizing the importance of gender-specific assistance. Education gaps were pronounced, with 36% of school-aged children out of school, including 521 students who have dropped out (comprising 250 boys and 271 girls). Health facilities in the area have suffered severe damage, with only 2 providing Outpatient Therapeutic Program (OTP) services, 1 offering Supplementary Feeding Program (SC) services, and no Targeted Supplementary Feeding Program (TSP). The assessment also identified 49 water schemes in need of rehabilitation, including 5 non-functional springs in close proximity to the returnees. Vulnerable groups, including women, girls, boys, and people with disabilities, are in urgent need of protection measures. Key priorities encompass addressing health, nutrition, education, protection, livelihoods, and WASH needs. It's crucial to note that currently, there are no partners providing support to IDP returnees in the target woreda. Overall, the assessment highlights the immediate need for a comprehensive, multi-sectoral response to save lives, followed by sustainable reintegration efforts for IDP returnees in Sibu Sire Woreda.ltbrgtFIDO and Dorcas AID (DAE) propose an integrated project addressing education (10%), nutrition (10%), WASH (21%), health (25%), protection (14%), and agriculture (20%). The project aims to assist 119,435 conflict-affected individuals, with a grant of $1,000,000 USD, including all returnees in Bako Jima Kebele. FIDO will oversee implementation, monitoring, reporting, and directly implement education, nutrition, WASH, health, and protection, including safeguarding and accountability. DAE will handle agriculture, with AAP, gender, and protection integrated across all sectors. Government offices and the community will actively participate in whole project cycle.ltbrgtIn general, FIDO and DAE staff in Sibu Sire woreda will monitor the day-to-day implementation of project in line with the agreed work plan. Zone and woreda government line offices will actively engage at all stages of project implementation, signing of project agreement, undertaking the implementation of the proposed activities, monitoring and evaluation.
